Dear Fellow ‘Noles,

The 2010 Homecoming Executive Council is excited to present FSU Homecoming 2010: United Now, United Then. Each year, Homecoming at The Florida State University includes a variety of events and activities showcasing the student body’s pride in the university while uniting past and present Seminoles, friends, family and the Tallahassee community.

The Florida State University Homecoming 2010: United Now, United Then will be celebrated from October 31st through November 6th. The week will offer many events for Seminoles to celebrate the great traditions of our university. It kicks off with Warchant, a free concert and concludes at the Homecoming game on Saturday, November 6, 2010 when the FSU Seminoles match up against the University of North Carolina Tarheels.

The 2010 Homecoming Executive Council invites every individual student and organization to participate in the events that have been planned for FSU Homecoming 2010: United Now, United Then. Feel free to participate in all of the events or just a few, either way get out there and show your pride for FSU! Attached is a description of each event. Please read each event’s description to get an idea of what each part of Homecoming entails. If you still have questions after reading the descriptions, please do not hesitate to contact any member of the Executive Council.

Students are encouraged to attend every event. You may compete for points or compete just for the fun of it. Also, please know that you are welcome to pair with other students or groups for participation as long as you abide by the Pairing Eligibility rules in the following pages. It is important for everyone interested in participating, regardless of if for points or for fun, to fill out the registration form found on the subsequent pages.

Everyone interested in Homecoming should attend the first Homecoming Interest Meeting on Monday, August 30th at 6:30pm in Oglesby Union Room 312/313. Immediately following the Interest Meeting will be the first Homecoming Representative meeting at 7:30 p.m. The Homecoming Executive Council will explain Homecoming 2010: United Now, United Then in further detail and answer any questions you have.

HOMECOMING 2010: UNITED NOW, UNITED THENEVENT DESCRIPTIONS

Homecoming Banner ContestMonday, October 18, 2010: Banners turned in/hungThe Homecoming Banner Contest is an opportunity for organizations to celebrate Homecoming by creating banners which flaunt the spirit of Homecoming and showcase their artistic talent. This year’s banner contest gives students the opportunity to create two different banners. One banner, considered the gold category, will be based solely around the overall theme, Homecoming 2010: United Now, United Then, and will be hung at the location of the artist’s choice. The second banner (garnet category) will incorporate not only the overall theme, but the individual pairings’ themes and will be displayed in the Oglesby Union.

Odds and Even Sports CompetitionFlag Football Tournament: Saturday, October 23, 2010Basketball: Saturday, October 30, 2010The Odds and Evens Sports Competition will consist of two different sporting events: Flag Football and Basketball. This competition will be nostalgic of the traditional Odds and Evens Basketball Tournament that was held when FSU was a women’s institution while also incorporating new traditions.

Car ChalkingSunday, October 24, 2010Students will have the opportunity to chalk their vehicles as a way to promote the dates and theme for Homecoming 2010.

Can Tab Drive Sunday, October 24, 2010- Can Tabs Due The collection of can tabs will benefit the Ronald McDonald House. Students and organizations are encouraged to collect soda can pop tops to support the mission and services provided by the Ronald McDonald house. Only aluminum can tabs will be accepted.

Torch PursuitSaturday, October 30, 2010Torch Pursuit is a quest style game focused around FSU’s traditions. At the beginning of the quest, each team will receive a blank torch cut-out. At each designated location, teams will be required to complete tasks that relate to traditions and customs of FSU. Once a task is completed, the team will receive a “flame piece” to attach to their torch and a clue which leads them to their next destination. Each team will complete their torch and return to the final location to end the quest.

Chief Osceola’s Service DaySaturday, October 30, 2010Chief Osceola’s Service Day is one of the new editions to Homecoming 2010. The goal of this event is to recognize FSU student’s dedication to service. We want to remind students of the heart of a true Seminole by allowing them to give back to the community. The idea of the event is to have several different groups of students doing volunteer work simultaneously around the Tallahassee community.

Warchant, Chili Cook-off and Costume ContestSunday, October 31, 2010

The Homecoming celebration kicks off with the Warchant concert on Langford Green! This free event includes a concert, food, a Chili Cook-Off Competition and 5k run. Warchant also allows the Tallahassee community to give back to the community by helping feed the needy by donating canned goods to the Second Harvest food bank. Last year's charitable contributions to Second Harvest exceeded 14,000 pounds of canned goods. Concert attendees are asked to donate two (2) canned good items in lieu of an admission fee for the concert.

FSU Cares 5k Run and WalkSunday, October 31, 2010FSUCares and the School of Medicine host a 5K Race/Walk leading up to the Warchant Concert. Please visit http://www.med.fsu.edu/students/FSUCares/run.asp for more information and to download a copy of the registration form for the race.

Blood DriveWednesday, October 6, 13, 20, 27 and Monday, November 1 – Thursday, November 4, 2010Students are encouraged to donate blood during the week of Homecoming to the Southeastern Community Blood Center at the donation centers available on campus. The donated blood is used to save the lives of others. Seminole Showdown Monday, November 1, 2010The Seminole Showdown is a Game show-like quiz bowl that will test students’ ability and knowledge of the history and traditions of The Florida State University.

Spear-It Night Talent CompetitionMonday, November 1, 2010Spear-It Night highlights the talents of numerous FSU students and organizations through a Talent Showcase, the Big Fan on Campus Competition and Alma Mater Singing Competition. Past Talent Showcase acts include Irish dancers, step team, and a capella singing groups. Students and groups must audition for a chance to perform in the Talent Showcase at Spear-It Night.

Big Fan On Campus (BFOC) CompetitionMonday, November 1, 2010Spear-It Night also features the Big Fan on Campus Competition where students put on entertaining performances in the hopes of winning the title of “Biggest Fan on Campus.” A talent and costume are required to compete. Auditions will consist of a short interview and talent portion. The top 5 finalists will perform their talent in costume at Spear-It Night and will be required to submit a short biographical video. The BFOC winner will have the opportunity to be recognized at the Homecoming Parade and Pow Wow.

Alma Mater Singing CompetitionMonday, November 1, 2010The Alma Mater Singing competition is an opportunity for FSU students/ensembles to participate in a traditional, school spirit singing competition. Students must prepare either the FSU Alma Mater or The Hymn to the Garnet and the Gold. Participants will perform in front of a small judging panel and the winner(s) will be asked to perform their piece at Spear-It Night. All interested persons are encouraged to sign up for an audition.

Skit NightTuesday, November 2, 2010Skit Night is an opportunity for students and organizations to direct and perform skits that they create based on the 2010 Homecoming theme. Students can showcase their creativity by designing their own scripts, props, and costumes for their performances.

The 2010 Homecoming Chief & Princess Elections will take place online from 8am-6pm. If you would like to apply to be on the 2010 Homecoming Court, please visit http://alumni.fsu.edu/saa for an application. Applicants must be Undergraduate students who have completed 90 hours or Graduate students. Please visit the website for more detailed information on the requirements for applying.

Seminole Festival Wednesday, November 3, 2010The Seminole Festival is a fun-filled afternoon with a carnival atmosphere. Students will have the opportunity to enjoy carnival food, games, and live entertainment. Organizations will contribute to this event by setting up carnival booth activities. In addition, Homecoming Executive Council will be providing carnival games/rides. Garnet and Gold GalaWednesday, November 3, 2010The Garnet and Gold Gala is an elegant affair including an evening filled with celebration, dancing, and food. It is a time for students to celebrate the heritage of Florida State University with close friends. This Gala brings back the nostalgia of the first Homecoming Dance at FSU in 1948. All students are invited to attend this event. The first 1,000 students will be allowed in the dance. There will be a new dance competition held for organizations and students to participate in. There will be a Centerpiece Decoration Contest allowing students and organizations to showcase their creativity. The top ten (10) centerpieces will be displayed at the gala.

Renegade RecessThursday, November 4, 2010Showing FSU’s dedication to both service and future Seminoles, Renegade Recess allows FSU students to create a “recess break” with numerous themed booth activities for over 250 elementary aged children from the Boys and Girls Clubs in the Tallahassee community. Leading up to the event there will also be a school supply drive to benefit Chattahoochee Elementary School in Gadsden County.

Homecoming ParadeFriday, November 5, 2010The Homecoming Parade allows student organizations and members of the Seminole and Tallahassee community the opportunity to display and celebrate Florida State's rich traditions. Some of the past Parade entries have included the Marching Chiefs, the Flying High Circus, the Golden Girls, and members of the Seminole Tribe. Lobby Decorating ContestFriday, November 5, 2010The Lobby Decorating Contest allows Residence Halls the opportunity to decorate their lobby based on the theme Homecoming 2010: United Now, United Then and showcase their artistic talent and school spirit.

Pow WowFriday, November 5, 2010Pow Wow is a huge pep rally that takes place the night before the Homecoming football game at the Tallahassee-Leon County Civic Center. Appearances by the Marching Chiefs, the Flying High Circus, Jimbo Fischer, and other special guests entertain the audience. The Homecoming Chief and Princess are crowned and the evening culminates with an unforgettable performance by a well-known comedian. Past performers include Stephen Colbert, Sarah Silverman, Jimmy Fallon and Jim Gaffigan. Please visit http://powwow.fsu.edu/ for more information on ticket prices and block seating.

Jimbo Fischer’s True Seminole Homecoming TailgateSaturday, November 6, 2010The Homecoming Tailgate will take place before the FSU vs. University of North Carolina football game on November 6, 2010. This will be a chance for members of the Seminole community to get excited and pumped up for the big game at Doak Campbell Stadium. There will be free food, giveaways, and music at the tailgate. You can even get your picture taken with Jimbo Fischer (well a cardboard cutout of him at least)!

HOMECOMING PARTICIPATION

1. Enrolled FSU students are welcomed and encouraged to participate and/or compete in Homecoming 2010. All students are encouraged to attend events. Students and organizations are invited to participate by attending or competing in various events just for fun and/or for points, respectively. Student organizations have the option to pair with other participating organizations to compete, please see the Pairing Eligibility rules below for more information.

2. Students interested in participating should attend Homecoming General Interest or Rep Meetings to learn more about the Homecoming events/activities. All pairings are required to send one representative from each organization in their pairing to the Rep Meetings. Please see the Pairing Eligibility rules below for more information. Students interested in learning more about the events/activities offered during Homecoming can attend any or all of the Homecoming Interest Meetings. The Homecoming Interest meetings will be separate from the Representative meetings. If your organization only wants to participate in certain events, please follow the rules and deadlines set forth for that specific event. If you have any questions about your organization’s involvement please contact the Homecoming Executive Council. The dates/times for the Homecoming Interest and Rep Meetings are as follows:

3. All organizations that are competing in Homecoming must fill out and turn in a registration form. By submitting this form you agree to follow all the rules set forth in the participation packet and by the Homecoming Executive Council.

.4. All Homecoming events are ALCOHOL AND ILLEGAL SUBSTANCE FREE! If any individual including someone in

your pairing and/or organization brings alcohol to or appears to be under the influence at ANY Homecoming event/activity, your pairing and/or organization will be DISQUALIFIED FROM ALL OF HOMECOMING AND THAT INDIVIDUAL WILL BE ESCORTED OUT OF THE EVENT!

These rules are subject to change at the discretion of the Homecoming Executive Council. Participating individuals will be notified if any changes are made in a timely manner. All decisions made by the Homecoming Executive Council are final,

but may be appealed using the grievance form.

PAIRING ELIGIBILITY

1. Recognized Student Organizations have the option of pairing with other participating organizations to compete for points in all Homecoming activities/events. These pairings will work as a team for each Homecoming activity/event. A designated representative from each organization is responsible for pairing his/her organization with another (keeping in mind active membership numbers and caps for competition purposes). It is not necessary to be paired to participate and compete in Homecoming activities/events. Please keep in mind that membership numbers will be verified with university documents.

2. One (1) representative from each individual organization must submit their Homecoming Registration Form at the Student Activities Center (Oglesby Union A305) front desk by 4 p.m. Friday, September 3 rd. Pairing approval notifications will be sent out by Tuesday, September 7 th after all forms have been turned in.

a. A complete roster of each organization in your pairing must be updated at studentgroups.fsu.edu. Printed roster from this website must also be turned by Monday, October 18 at the Student Rep meeting.

**No pairings are recognized or official until notified by the Director of Student Groups

3. Organizations cannot be paired with any organization in their previous Homecoming pairing from the last three (3) years or their Dance Marathon pairing from the last two (2) years. not be eligible to pair the current year, Homecoming 2010. For example: If Kappa Delta paired with Lady Spirithunters for Homecoming in 2007, they would not be eligible to re-pair until 2011. **No pairings are recognized or official until notified by the Director of Student Groups

4. A representative from each organization in the pairing must attend mandatory Homecoming Interest and Rep Meetings. To get full points for Homecoming Rep Meetings, the representative from each organization in the pairing must be present and sign in at ALL mandatory meetings. For example: If there are four (4) organizations in a pairing all four (4) representatives must be present to receive the points. This is to ensure that all organizations are equally informed of Homecoming information.

5. Points will be awarded for each event/activity either as participation points and/or points that have been judged by a certain criteria. Each event/activity outlines the point system for that event/activity. Bonus points may also be awarded for teams that place 1st, 2nd & 3rd.

COMPETITION CATEGORIES

The following is a description of the three (3) competition categories for FSU Homecoming 2010. The 1 st, 2nd, and 3rd place pairings in each of the following categories will be announced at Pow Wow on Friday, November 5, 2010.

OSCEOLA CATEGORY: Requirements:

1. Any Recognized Student Organization can be in the Osceola Category. Organizations may choose to pair with other RSOs as long as the combined total active membership does not exceed 400 members. A pairing is NOT necessary for participation.

2. The total number of organizations in the pairings cannot exceed four (4). Pairings cannot exceed two (2) Interfraternity Council chapters and/or two (2) Panhellenic organizations.

Any pairings, therefore, cannot exceed a total of three (3) Interfraternity Council chapters and/or Panhellenic organizations.

Should an Interfraternity Council or Panhellenic pairing include three (3) IFC fraternities/Panhellenic sororities, they are then only allowed to pair with one (1) other organization (including organizations from the Multicultural Greek Council, National Pan-Hellenic Council, Agencies, or Recognized Student Organizations). For example: as long as their numbers do not exceed 400, Delta Zeta could pair with Phi Kappa Tau, Kappa Sigma, and the Black Student Union.

WHAT IS THE HOMECOMING BANNER CONTEST?The Homecoming Banner Contest is an opportunity for organizations to celebrate Homecoming by creating banners which flaunt the spirit of Homecoming and showcase their artistic talent. This year’s banner contest gives students the opportunity to create two different banners. One banner, considered the Gold Category, will be based solely around the overall theme, Homecoming 2010: United Now, United Then, and will be hung at the location of the artist’s choice. The second banner (Garnet Category) will incorporate not only the overall theme, but the individual pairings’ themes and will be displayed in the Oglesby Union. Organizations or individuals have the option to compete in one or both categories.

4. The only words that may appear on the banner are: The Florida State University or FSU Homecoming 2010: United Now, United Then Homecoming 2010

5. Nothing pertaining to the Seminole Indians may be used, except the Seminole head/ Chief Osceola profile, but if you use this it MUST be the EXACT REPLICA. If it is not, it will not be hung and you will BE DISQUALIFIED FROM THE BANNER COMPETITION! For the Gold Banner, it will be asked to be taken down IMMEDIATELY.

a. Banners that are not the correct size and/or positioned vertically will lose ALL deadline points for the Garnet Banner Competition.

b. Pairings who do not follow the above rule will be given until 4pm on Friday, October 22nd to turn their corrected banner into the Student Activities Center (Oglesby Union A305) before they are DISQUALIFIED FROM ALL OF THE BANNER COMPETITION. Turning in banner late will still result in a deduction of ALL deadline points.

2. There must be a hole in each of the four (4) corners of the banner, within which there must be a metal grommet in each of the four holes for reinforcement purposes. Grommets are required or the banner will not be hung.

a. Banners that do not contain grommets at the Homecoming Rep Meeting on October 18 th will lost ALL deadline points.

b. CAR CHALKING RULES:

2. Cars WILL NOT count for points if an organization’s name, letters, and /or initials are written on the car.

3. Cars must be chalked before hand and then driven to the Unconquered Statue before 2 p.m. You must check in with a member of the Homecoming Executive Council and tell them what organization you are in to receive your points.

4. Those members that are participating with a Residence Hall or Complex as well as with an organization/pairing are allowed to receive points for BOTH their Residence Hall or Complex as well as their organization/pairing. This does not apply to members in two (2) different organizations outside of the Tomahawk category.

5. A max of 25 cars will be counted towards an organization/pairings points. Organizations/pairings are encouraged to chalk more than 25 vehicles to advertise Homecoming but only the first 25 chalked cars will be counted towards points.

1. Pairings/Organizations that associate collecting can tabs with any socials or parties or will be DISQUALIFIED FROM ALL HOMECOMING EVENTS AND ACTIVITIES!

2. Aluminum can tabs are the only tabs that are to be collected for the can tab drive. Soda can tabs are an example of an appropriate aluminum can tab to collect. Energy drink can tabs DO NOT count towards the can tab drive as they are not fully aluminum.

3. We encourage each organization to collect more than five (5) gallons of can tabs, however only a maximum of five (5) gallons will receive points towards your organization/pairing.

4. Each organization should collect and store their can tabs in clean, empty gallon-sized milk jugs. Can tabs will only be collected if they are stored in clean, empty, gallon-sized milk jugs.

5. Write the name of the organizations in the pairing on each gallon that is being turned in.

6. Gallons must be completely full for all points; no partial points will be given for partially filled gallons.

7. Gallons cannot be filled with anything but can tabs, if anything else is present in the gallons, the pairing will be DISQUALIFIED from the Can Tab Drive.

8. The Can Tab Drive will end on Sunday, October 24th at 2 p.m. All gallons must be turned in at Doak Campbell Stadium at the Unconquered Statue before Car Chalking ends.

WHAT IS CHIEF OSCEOLA’S SERVICE DAY?Chief Osceola’s Day of Service is one of the new editions to Homecoming 2010. The goal of this event is to recognize FSU student’s dedication to service. We want to remind students of the heart of a true Seminole by allowing them to give back to the community. The idea of the event is to have several different groups of students doing volunteer work simultaneously around the Tallahassee community. Volunteer opportunities will be no more than 3 hours in length and will take place throughout the Tallahassee community.

WHAT IS TORCH PURSUIT?Torch Pursuit is a quest style game focused around FSU’s traditions. At the beginning of the quest, each team will receive a blank torch cut-out. At each designated location, teams will be required to complete tasks that relate to traditions and customs of FSU. Once a task is completed, the team will receive a “flame piece” to attach to their torch and a clue which leads them to their next destination. Each team will complete their torch and return to the final location to end the quest.

JUDGING CRITERIA:Participation points (per team) 50 points

TORCH PURSUIT RULES:

1. Each team will consist of 5 members. Each organization in a pairing must be represented by at least 1 member.

3. Teams are to assemble in the Union Courtyard at 12:30 p.m. to sign in. A team may only register when every member is present.

a. Teams must be registered by 12:45 p.m. to participate.

4. Teams must successfully complete various tasks at 8 different locations to proceed through the competition. These tasks will include both physical and mental games/events. Teams will have to work together in order to complete the tasks.

a. Each team will start in a different location along one singular route making everyone’s total distance traveled equal.

5. The use of automobiles, bicycles, cellular phones, paperwork, or any other devices is prohibited. If an organization is found in violation of this, they will be DISQUAILIFIED from Torch Pursuit and forfeit their participation points.

Warchant also allows the Tallahassee community to give back to the community by helping feed the needy by donating canned goods to the Second Harvest food bank. Last year's charitable contributions to Second Harvest exceeded 14,000 pounds of canned goods. Concert attendees are asked to donate two (2) canned good items in lieu of an admission fee for the concert.

4. The pairing with the highest percentage of attendance will receive priority seating at Skit Night.

Failure to do this may result in a timely manner may result in a reduction of points.

3. Pairings are welcome to decorate their table but their table decoration will not be judged or count for points. No matter the amount of decoration per table, everything must be cleaned up when the cook off is over. It is the responsibility of the teams at the cook off to remove everything they brought with them. Failure to do this may result in a reduction of points.

4. Set up will be announced to student groups as soon as possible.

5. There are NO attendance points given for the Chili Cook-Off. While we appreciate and recommend that each pairing bring members to support their team, attendance points will only be given for the concert portion of Warchant.

6. You may not prepare your chili at Warchant. This is both a FSU Homecoming Executive Council requirement and an Environmental Health and Safety requirement.

7. Each pairing must abide by all Environment Health and Safety rules, provided on the next page, when cooking and handling their chili.

8. Electricity will not be available at Warchant so please plan accordingly when cooking and transporting your chili. You may not use an open flame or fire to heat your chili up at Warchant.

9. The chili can only be eaten by the members of the organization that prepared the chili and/or the judges.

10. The winners of the Chili Cook-Off will be announced at the beginning of the concert portion of Warchant.

Food Safety GuidelinesProvided by the Environmental Health & Safety Department

In the United States, millions of people become ill due to food-related diseases each year. Spread of these diseases is primarily due to poor hygiene and improper food handling procedures. Therefore, it is important to consider food safety protocols when hosting an event at Florida State University. Please keep the following food safety guidelines in mind when preparing your items:

Before preparing your food items: With concerns of the flu, any individual exhibiting flu-like symptoms (i.e. cough, fever, body

aches, etc.) must not be allowed to prepare food. All individuals handling food must wash their hands (see following page) All food handlers must wear disposable gloves. Long hair should be tied back, and long sleeves should be avoided when handling food. An adequate supply of water, soap and disposable towels or appropriate hand sanitizer must be

available when food is prepared. Clean all surfaces that food will contact. This includes, but is not limited to, dishes, pans, spoons,

spatulas, countertops, cutting boards and sinks. Sanitize all food contact surfaces with a dilute bleach solution. Bleach solution can be prepared by

mixing 1/3 cup of unscented household bleach with 3 1/3 cups of hot water. Rinse produce thoroughly under clean, running water just before use, including produce that is to be

peeled or cooked.

During food preparation: Do not use the same utensils on raw food and cooked food. Ideally, you should have one set of

utensils for food as it is prepared raw, and another clean set of utensils for food that has been cooked to avoid cross-contamination.

During food preparation, do not taste the food with the same utensil used for stirring. Use a clean utensil each time you taste food while preparing or cooking.

Replace dishcloths and dishtowels frequently, especially after raw food has been handled. Food should be handled with sterile tongs, spatulas, disposable gloves or other types of serving

utensils. There should be no direct hand contact with the food source. Sanitize cutting boards every time the board is used for raw meat, fish and poultry. Food items must be cooked to an appropriate temperature to provide for safety. Please use a food

thermometer to ensure that meat has reached the threshold temperature. Proper temperatures are as follows:

- Ground beef, ground pork, lamb and pork chops - 160° F- Ground turkey and ground chicken - 165°F

After food preparation: Never leave perishable food out of the refrigerator for over 2 hours. Throw away food left out longer

than two hours. Cool hot foods uncovered in shallow containers in the refrigerator. Cover storage containers after

cooling. Make sure that covers seal tightly. Do not store prepared food items in a refrigerator for more than 72 hours. Your food items should be

prepared as close to the day/time of service as possible.

Serving food items: Food items need to be protected from unnecessary handling in addition to dust, sneezes, coughs,

insects and other possible contaminants. All food handlers must wear disposable gloves.

Reheat food items to a temperature of 165°F. Hold food at safe temperatures. Hot food should be kept above 140°F. Provide sterile serving utensils for all food items. After food has been reheated, leftovers should be thrown away. Do not reheat food multiple times.

Please follow these guidelines to reduce the risk of food contamination and the risk of spreading food-borne illnesses. If you have any questions at any point in the food service process, please contact the Biological Safety Office as soon as possible.

Hand-washing Protocols and Procedures

Individuals should wash their hands: Prior to handling non-prepackaged food items. After touching any bare human body part, such as the face, nose, mouth and hair. After using the restroom. Following coughing, sneezing and the use of disposable napkins (Kleenex). After smoking, eating and drinking. Before and after handling raw meat, seafood and poultry.

When washing your hands, please remember the following: Wet hands with warm water and apply soap. Rub hands together vigorously, scrubbing all surfaces. Pay special attention to areas underneath the nails. Continue scrubbing for at least 20 seconds (roughly the length of time it takes to sing the ABC’s). Rinse well and dry thoroughly with a clean, disposable towel. Do not dry your hands on dish towels

used during food preparation.

6. During the interview, each judge will designate a score of 1 to 10 (10 being the highest score possible) for each applicant, on the following criteria: appearance/showmanship, originality, talent, FSU pride/spirit.

7. After the interviews, the four (4) BFOC participants with the highest scores will be chosen to perform his/her talent at Spear-it Night by the Judging panel. The four (4) selected finalists will be notified on October 8th.

10. At the end of Spear-It Night, the Judging panel will select the overall BFOC winner.

 ALMA MATER SINGING COMPETITION RULES:

1. All acts must submit an application and sign up for an audition time by September 17 th at 5:00 p.m. at the Student Activities Center (Oglesby Union A305) front desk. Applications can be found in the Homecoming Participation packet and online at http://www.homecoming.fsu.edu.

2. Please arrive 10 minutes early to you allotted audition time. There will be a 10 point deduction for each pairing or group who is not on time. Applicants who do not show up for their audition will be disqualified. If you have an emergency and must cancel, please notify the Spear-It Night director as early as possible.

3. Any FSU student may choose to participate in the competition as an individual competitor. It is not necessary to be with a pairing to participate in the Alma Mater Singing Competition.

4. All acts MUST contain a vocal element and verbally say the lyrics of the Alma Mater or Hymn to the Garnet and Gold. Lyrics for both of these pieces are located at the end of these rules and are the lyrics that should be used when performing the piece.

5. Acts are to be kept under 4 minutes.

6. Each pairing is allowed to send a maximum of one (1) individual/ensemble to audition for the singing competition. In addition, ensembles are limited to a maximum of 30 persons.

7. After the auditions, the judges will select the top four (4) groups/ensembles with the highest scores. Each judge will designate a score of 1 to 10 (10 being the highest score possible) for each group, on the following criteria: appearance/showmanship, originality, talent, FSU pride/spirit. The public will NOT be able to vote on these acts. The judges top four choices will be asked to perform at Spear-It Night.

8. All Homecoming events are ALCOHOL AND ILLEGAL SUBSTANCE FREE! If any individual including someone in your pairing and/or organization brings alcohol to or appears to be under the influence at ANY Homecoming event/activity, your pairing and/or organization will be DISQUALIFIED FROM ALL OF HOMECOMING AND THAT INDIVIDUAL WILL BE ESCORTED OUT OF THE EVENT!

WHAT IS SEMINOLE SHOWDOWN?The Seminole Showdown is a game-show like quiz bowl that will test students’ knowledge of the history and traditions of The Florida State University.

SEMINOLE SHOWDOWN RULES:

1. A team will consist of 5 participants. If competing for points, each group in the pairing must be represented on the team. For example, if CSU is paired with CHICS and HLSU, there should be at least one member from each organization in the pairing.

2. Each team must complete and turn in the attached form to the Student Activities Center (Oglesby Union A305) front desk no later than Monday, October 11, 2010 by 5:00 p.m. If this is not turned in on time, the team will be DEDCUTED 10 points off the participation total bringing the maximum of points available down to 40 points.

3. If there are any changes in team members, your team is responsible for informing Ricardo Horna via email ASAP. No changes to team members will be accepted after Monday, October 25. If a team shows up to the bowl and all assigned members are not present with proper photo identification, the team will not be eligible to participate and they will NOT receive any points. Please keep in mind that this event takes place in the middle of the day and some individuals will have class. Please plan accordingly.

4. The bowl will be bracket style with 4 rounds; FSU trivia round, family-feud round, challenge round, and final round. The knowledge bowl will be single elimination, with only the winning team progressing to the next round.

The entire team may be consulted during these 10 seconds. If the question is answered incorrectly, the opposing team will then have a 10 second opportunity to answer. If both teams answer incorrectly, the proctor will move on to the next question.

RENEGADE RECESS RULES:

1. Each pairing will send two (2) volunteers to work with the children. The two (2) people you choose will not be working your booth; they will be assigned to supervise groups of children. Please keep in mind that the people you choose should enjoy working with children. *Please understand that in order to receive all 25 volunteer points, your volunteers must attend all meetings, meet all deadlines, and stay with the children for the duration of the event.

2. Each pairing must propose three (3) ideas for a fun booth activity. Ideas should be emailed to Keisha Watts no later than Friday, September 17th by 5pm. Please keep in mind that no activity idea can be used more than once and ideas will be approved only on a first come, first served basis. When e-mailing your proposals please put your pairing’s name in the subject box of the e-mail (Ex. RR: “Insert Pairing Name”). Also, please list your ideas in preference order. This way, if your first idea has already been taken, your pairing will be assigned your second choice (and so on). Your assigned choice will be emailed back by September 20st.

3. If your pairing wishes to give out food as a prize for children who complete the booth activity, please know that the only food that is allowed must be pre-packaged and individually wrapped such as candy or granola bars. The Boys and Girls Club has asked that we do not include food that has peanuts to avoid allergic reactions. If you have any questions about whether a specific food is allowed, please contact Keisha Watts.

4. When planning your activity and buying candy/decorations, please plan for approximately 350 elementary age children.

5. Please be mindful of the content and decorations of your booth. Remember that this event is for elementary age children and anything that is considered by the Homecoming Executive Council to be vulgar or inappropriate for these children will result in immediate DISQUALIFICATION from Renegade Recess. Every organization will be provided with ONE (1) table to use for their booth. Two (2) chairs will be provided if needed.

6. No music can be played at any individual booth. Music for this event will be provided by the Homecoming Executive Council.

7. Electricity will not be available so please plan your booth activity accordingly.

8. Pairings may not spend more than $150 for this event. Itemized receipts for purchases related to Renegade Recess will be due October 25, 2010 by 5:00pm to the Student Activities Center (Oglesby Union A305) front desk in a sealed envelope with your pairing’s name and “Renegade Recess” written on the front. If you do not turn in receipts, you will be deducted 10 points from your overall score.

6. If a pairing wishes to give out food as a prize to individuals who complete the carnival game, this food must be pre-packaged and individually wrapped such as candy or granola bars. This is the ONLY food that will be allowed to be given away. Please avoid giving away food that includes peanuts so as to avoid possible allergic reactions. If you have any questions about whether a specific food is allowed, please contact Cami Stump.

7. When planning your activity and buying candy/decorations, please plan for approximately 250 college students.

8. Please be mindful of the content and decorations of your booth. Anything that is considered by the Homecoming Executive Council to be vulgar or inappropriate will result in immediate DISQUALIFICATION from the Seminole Festival. Every organization will be provided with ONE (1) table and TWO (2) chairs to use for their carnival game.

9. No music can be played at any individual carnival game booth. Music for this event will be provided by the Homecoming Executive Council.

10. Electricity will not be available so please plan your carnival game accordingly.

11. Pairings may not spend more than $200 for this event. Should your pairing exceed the $200 limit, no participation points will be awarded. Itemized receipts for purchases related to Seminole Festival will be due November 4, 2010 by 12:00 p.m. in the SAC office in a sealed envelope with your pairing’s name and “Seminole Festival” written on the front. If you do not turn in receipts, you will be deducted 10 points from your overall score.

12. There must be two (2) members from each pairing at their respective carnival game at all times during this event.

13. The carnival game representatives you choose must be available from thirty minutes before the event to set up and at least thirty minutes after to clean up. If your pairing is not set up by 10:50, you will be disqualified and no participation points will be awarded.

14. Each carnival game area must be cleaned and approved by the designated member of the Homecoming Executive Council before a pairing can leave the event. Failure to do this will result in a deduction of 15 points.

SKIT NIGHT RULES:

1. Dress Rehearsal is MANDATORY. If your pairing does not attend, you will be DISQUALIFIED from the Skit Night.

2. Each skit must incorporate one FSU tradition. The tradition will be drawn at the Homecoming Rep Meeting on TBA. If you do not incorporate this tradition, your pairing will be DISQUALIFIED from the Skit Night.

3. Each skit must incorporate the FSU Homecoming theme and the pairings’ individual theme. 4. Only one backdrop is allowed to be made, and must be cloth (we will provide a wire). If you exceed one

backdrop, your pairing will be DISQUALIFIED from the Skit Night.

5. Props must not exceed six (6) feet in height (10 points deduction for each prop over six (6) feet in height).

6. A minimum of 3 people from each organization must participate or your pairing will be DISQUALIFIED from the Skit Night.

7. A pairing’s skit must be set up, performed, and torn down within 3-6 minutes. Each pairing must take into consideration the amount of time it takes to set up props and enter and exit the stage. Set up, tear down and the actual skit should not exceed 6 minutes TOTAL. (Each 30 seconds over will be a 10 point deduction). The Homecoming Executive Council will set up each pairing’s backdrop on the wire and this will not be included in the 3-6 minute timeframe that each organization has to set up, perform, and tear down their skit.

8. No flips of any kind are allowed. If anyone performing attempts any flip of any kind, your pairing will be DISQUALIFIED from the Skit Competition.

9. No more than 15 people will be allowed to perform on the stage at any point in time. This does not include transitions (Each additional member on stage over 15 will be a 10 point deduction).

10. Once the skit is complete, nothing may be left anywhere near the performance area. (10 point deduction for anything left behind).

11. Skits must not exceed a $300 budget. Itemized receipts are due at Dress Rehearsal on November 1st, 2010 when your organization performs in a sealed envelope with your pairing’s name and “Skit Night” written on the front. (10 point deduction if not turned in on time).

12. Every pairing MUST refrain from the use of vulgar, demeaning, racial, sexual, or provocative content in their skit. The content of ALL skits will be at the discretion of the Homecoming Executive Council and anything offensive or tasteless will result in that pairing being DISQUALIFIED from the Skit Competition.

13. FSU spirit should be incorporated in the skit in a manner that is not offensive to Seminole Indians. A

pairing in violation of this rule will be DISQUALIFIED from the Skit Competition.

WHAT IS THE GARNET & GOLD GALA?The Garnet and Gold Gala is an elegant affair including an evening filled with celebration, dancing, and food. It is a time for students to celebrate the heritage of Florida State University with close friends. This Gala brings back the nostalgia of the first Homecoming Dance at FSU in 1948. All students are invited to attend this event. The first 1,000 students will be allowed in the dance. There will be a new dance competition held for organizations and students to participate in. There will be a Centerpiece Decoration Contest allowing students and organizations to showcase their creativity. The top ten (10) centerpieces will be displayed at the gala.

3. The dance routine should last no longer than one minute and 30 seconds, with total onstage time (including entrance, setup, and exit) not exceeding two minutes.

4. Dance choreography must not be vulgar, inappropriate, or offensive to any cultures, organizations, or peoples.

5. The group must not exceed 10 dance group members. Furthermore, there may be a maximum of 10 people on stage at all times.

6. The dances will be judged based on the following criteria: overall execution, creativity and originality of choreography, and FSU spirit. Groups who showcase unsatisfactory effort will have a score reflective of their actions and face the possibility of receiving zero points.

7. Dance groups must be prepared to run through their routine on Saturday, October 23rd, from 5pm to 6:30pm in the Oglesby Union Ballrooms. Any organization found to be unprepared will be asked to exit the competition.

CENTERPIECE RULES:

1. Each pairing can make one table centerpiece according to the guidelines listed below. The top 10 Centerpieces will be displayed at the Garnet and Gold Gala.

2. Centerpieces that do not follow the guidelines will be deducted 15 points.

3. Centerpieces must be decorated to show FSU spirit as well as incorporate the overall Homecoming theme, United Now, United Then.

4. The maximum amount spent on materials to make centerpieces cannot exceed $50; itemized receipts must be turned in with centerpieces. Itemized receipts are due October 21st in a sealed envelope with your pairings name and “Garnet & Gold Gala” written on the front to the Student Activities Center (Oglesby Union A305) front desk by 4:30 p.m.

5. The centerpieces cannot be more than one and a half feet wide and one foot tall.

6. All centerpieces made must be able to stand freely and should not be made of perishable or hazardous items (example: fire, food, live flowers/plants etc). Specifically no candles are allowed!

7. The centerpieces and itemized receipts must be turned in by October 21, 2010 by 4:30 p.m. to Student Activities Center (Oglesby Union A305) front desk. If you DO NOT turn in receipts and the centerpiece is selected to receive points you will be DEDUCTED 10 POINTS.

8. The centerpieces will be judged based on the following criteria: overall appearance, creativity and originality, and use of theme and FSU spirit. The top 10 centerpieces will be on display at the Garnet and Gold Gala. The top three will receive bonus points.

location of where the float will be worked on written on the sketch BOTH forms are DUE to the Alumni Association by 5pm

October 8 --- SAA Parade Funding Meeting at 4 p.m. at the FSU Alumni Association Ballroom All pairings that want to request funding for their float must attend this meeting. A member

of the pairing must bring their driver’s license as evidence of who SAA is giving the cash to. Whoever in the pairing is given the money will be held responsible to bring SAA receipts or copies of receipts (October 29) for the items purchased. If all the money is not spent then, the remaining money as well as the receipts must be turned in.

October 22 --- Confirmation Packets will be sent out to all of the Parade Participants Your Confirmation Packet will contain information about Parade departure, your arrival

time, a final copy of the Parade Route, any parking passes you will need, and an extra copy of the rules.

October 29 --- Parade Receipts Due by 4 p.m. to the Alumni Association If an organization is receiving funding from the Student Alumni Association , the receipts

for purchased float items and any remaining cash must be turned into the Alumni Association by 4 p.m.

November 5 —PARADE at 2 p.m. (Floats must arrive during their specified lineup time: TBA) SAA will ask each float to arrive early to the parade. The necessary arrival time will

depend on your spot in the parade and you will be notified closer to the date. Once the pairings are informed of their expected time of arrival, they will be held accountable to

2. Organization and pairing must not spend more than $1,500.00 on all materials (i.e. pomp, wood, turf, chicken wire, tools, etc.) for the float, not including the flatbed and vehicle.

The Alumni Association funding meeting will be held October 8 th at 4:00 p.m. at the Alumni Association.

Any receipts from money allotted must be photocopied and submitted to the Alumni Association no later than Friday, October 29th at 4:00 p.m.

3. FSU sprit should be incorporated in the float in a manner that is not offensive to the Seminole tribe.

4. ALL flatbeds must adhere to the following:- No longer than 40 ft. in length (including the hitch)- No more than 10 ft. in width- No more than 12 ft. in height from the ground

5. No environmentally harmful substances are allowed on the float. Examples: Gas, Fire.

6. There must be a skirt on the float; however the skirt does not have to be pomped.

7. Floats are not to stop for any reason during the parade, except for emergencies.

8. There are to be no more than fifteen (15) people TOTAL accompanying the float. This includes: Maximum of five (5) persons on the float. Two (2) people holding the banner (in front of the float) Six (6) people walking along the float or in the bed of a truck. Two (2) people inside the vehicle that is pulling the float including one (1) driver and one (1)

passengerPEOPLE WILL BE COUNTED ON AND AROUND THE FLOAT DURING THE PARADE. IF YOU VIOLATE THIS RULE, YOU WILL BE DISQUALIFIED FROM PARADE AND FLOAT!

9. Proper completion of specified progress will result in delegation of 10 points per successful float check. Passed or failed float check status will be determined by Jessica Sartoretto. Lack of appropriate progress will result in no points for that float check. Expectations for each float check are listed on the next page.

FSU Safety RegulationsGoverning Homecoming Parade

Due to the hills in the Tallahassee parade routes, it is especially necessary that all floats abide by established safety requirements. Each vehicle shall have adequate pulling and braking power and each float must be safely constructed so as not to endanger occupants or spectators. All entries will be subject to a final safety inspection and those that do not pass will be disqualified.

The designated Float Chairperson of each organization participating in the parade shall be responsible for adherence to all safety regulations during construction and operation of the parade entry.

A float trailer or similarly drawn vehicle must be equipped with a reliable hitch, safety tow chains and a tractor or vehicle, in good repair, adequate to control the drawn load.

All Float drivers are required to have a valid driver’s license. In the event that a vehicle weighs more than 26,000 pounds or more than 15 passengers are being transported, then an additional evaluation will have to be conducted.

The tank of each vehicle must be filled to an estimated level of five (5) gallons before being attached to a float; oil and water must be checked also.

The float shall be no taller than 12’ from the ground and no more than 10’ wide. This is the maximum maneuverable width and height due to parade route and overhead clearance. Consideration should be given to overall length, making it possible to negotiate ordinary street intersections.

Trailers to be used must have sturdy beds and be free of holes to prevent stepping or breaking through the bed structure.

Superstructure and bracing must be securely fastened to prevent shaking apart and toppling. The covering of the superstructure must be made of inherently safe material such as fire resistant or other slow to burn material.

A sturdy means of support, to be constructed of wood or metal must be provided for each person riding on the float. No riders will be allowed on hoods, fenders, roofs of any vehicles, or on the side rails of pickups.

Due to the large amount of combustible material involved, smoking will not be allowed on or near any float or in the cab during construction or while in the parade.

Alcoholic beverages are prohibited in the Homecoming Parade, in vehicles or in the hands of participants on foot in the parade or on the float. This includes the Parade Staging area before and after the Parade has concluded.

No fireworks or flame producing equipment shall be used.

Safeguards should be taken during construction and at the close of the parade to make sure that a float entry is not accidentally or intentionally burned.

Throwing of items from Homecoming Parade participants shall not be allowed.

All entries should be properly dismantled and residue disposed of, as appropriate, as soon as possible after the event is terminated.

The University has no way of insuring participants, but it is recommended that each group investigate possible needs for short-term liability insurance coverage.

The Department of Environmental Health and Safety, through its representatives /inspectors retains the right to prohibit any float from the parade that does not meet the safety guidelines herein. Additionally they may prohibit any practice, usage of material, or use of vehicles which, in their professional judgment is unsafe or detrimental to FSU, participants or the general public.

*If an organization is receiving funding from the Student Alumni Association, the receipts for purchased float items and any remaining cash must be turned into the Alumni Association by 4 pm.

** SAA will ask each float to arrive early to the parade. The necessary arrival time will depend on your spot in the parade and you will be notified closer to the date. Once the pairings are informed of their expected time of arrival, they will be held accountable to being punctual. If the pairing does not arrive on time, then that pairing may potentially not be allowed to participate in the parade.

Once you have completed your registration, please return it to the Alumni Center, 1030 W. Tennessee St. All registrations must be turned in no later than 5:00 pm on Thursday, October 7th. No exceptions will be made to the registration deadline.

Please provide a brief typed / electronic description of the parade entry, sponsoring organization,

and any interesting facts about the entry/organization. If adequate information is not provided,

application will be returned for more detailed information. Much of this description is what the

judges base their score on, so include anything that you feel warrants attention (creative genius,

Homecoming Court will be asked to attend other University-related events leading up to the week of Homecoming as well as the majority of Homecoming events throughout the week of Homecoming. Please plan on attending these events. Court members will learn more at your Homecoming Court meeting on Friday, October 1st, 2010. HOMECOMING COURT ELIGIBILITY: A Homecoming Chief and Princess shall be elected during the Homecoming Chief and Princess Election by a

fifty percent plus one of the votes cast in the Homecoming Chief and Princess Election and shall represent the Florida State University Student Body at Homecoming activities and other appropriate related functions.

All applicants for Homecoming Chief shall be a senior undergraduate or graduate male, sponsored by a recognized student organization (RSO), a university residence hall, a fraternity, or himself. All applicants for Homecoming Princess shall be a senior undergraduate or graduate female, sponsored by a recognized student organization (RSO), a university residence hall, a sorority, or herself.

Applicants must be Undergraduates who: Have an FSU cumulative grade point average of at least 3.0

Have completed or be registered for completion of 90 or more hours Must have attended Florida State at least one (1) year and be taking twelve (12) or more credit

hours in the semester of their candidacy. Those undergraduate seniors who need less than twelve (12) hours to graduate in the semester of their candidacy may be exempted from the twelve (12) or more credit hour requirement. Written documentation to that effect must be submitted.

Applicants must be Graduate Students who: Have an FSU Graduate GPA of at least 3.0 Must be enrolled in the appropriate number of semester credit hours (as determined by their

graduate department Have at least eighteen (18) graduate credit hours completed Must limit their application materials to their FSU graduate school experiences only

Previous Court members may not, under any circumstances, reapply for candidacy.

Applications shall be turned in by the assigned date designated to the Homecoming Election Commission; and every qualified applicant shall be interviewed.

The Student Alumni Association Homecoming Chair will verify all grades and credit hours of all applicants.

SELECTION OF HOMECOMING COURT:

Areas that the selection committee will be using as criteria for selecting six (6) male candidates for Chief and six (6) female candidates for Princess are:

1. Applicants’ Interview. Considering Clarity of Expression/Speech, Awareness of Campus Issues, Future

Focus/Contribution, Poise and Confidence

2. Academic Excellence, considering Overall GPA and Academic Awards and Accomplishments

3. FSU Involvement and Leadership, considering Length Breadth, Depth, and Diversity of 4. Involvement, Overall Leadership, Accomplishments, and Positions held

5. Community Service, considering Type of Community Service, Amount of Community Service, Variety of Community Service

6. Overall Presentation, considering Passion for FSU, and other considerations contingent on interview and application

REGULATION OF CAMPAIGN POSTERS: The Student Alumni Association will be in charge of any and all printed material used in the election. Posters will

be related to the Homecoming event, its ceremonial aspects and the goodwill of the University community. No individual campaigning is allowed.

APPLICANTS STATEMENT OF UNDERSTANDING:

All applicants will sign a statement upon filing that he/she has read, understands, and will abide by the Homecoming Election Code.

GENERAL ELECTION PROCEDURES:

A single poster with the candidates’ photographs and brief resume will be the only campaign poster allowed. Individual flyers, leaflets, etc. will not be allowed. Nametags will be provided for the members of the Homecoming Court through the Student Alumni Association.

No soliciting of votes will be allowed.

No bands, television ads, radio ads, loudspeaker announcements, announcements at public meetings or academic classes, newspaper/classified ads, flyers; etc. for candidates will be allowed.

No banners, signs, or anything of the like will be permitted anywhere. NOTE: This includes on the sides of fraternity and sorority houses.

Elections will be online Wednesday November 3rd 8am-6pm.

Any member of the Student Alumni Association wishing to run for the position of Homecoming Chief or Princess must take a leave of absence from the Student Alumni Association effective on the day the application is turned in and will be in effect until such time as the member is no longer in consideration as a candidate for Homecoming Chief or Princess.

Violations of the Election Code by any candidate will result in immediate disqualification from running for royalty and may result in removal from the homecoming court.

All formal protests involving violations of the Homecoming Election Code must be made in writing within 24 hours after the violation and submitted to the Chairperson of the Homecoming Steering Committee and shall be dealt with by the Homecoming Steering Committee.

BALLOTS: No write-in votes will be accepted.

On-line voting from any location given online voting is provided at given election.

Only students that have been selected by the Homecoming Election Committee are those to be voted on by the student body during this election.

No absentee ballots will be allowed.

Homecoming Grievance Procedures

1. Only organizations that are registered with the Homecoming Executive Council to participate in Homecoming events/activities may file a grievance about a decision made by the Homecoming Executive Council. Grievances must cite a specific rule in the 2010 Homecoming Participation Packet.

2. Only grievances filed by 12:00 p.m. the business day after the event/activity has occurred will be accepted.

3. A grievance form (found on the next page) must be filled out by the filing organization’s Homecoming Representative and turned into the Student Activities Center front desk (Oglesby Union A305) by 12:00 p.m. the business day after the event/activity has occurred.

4. The Director of Student Activities will review all grievance forms. You will be contacted if an oral account is deemed necessary by the Director of Student Activities. Once a decision has been made (in a timely manner), the Director of Student Activities will notify the filing Homecoming Representative through email. Notification may also occur by telephone or in person at the discretion of the Director of Student Activities.
