Background

Page 3: 2015 March 16   ASCE TTG - I-405 Improvement Project

Need for the Project

 The I-405 mainline GP lanes peak-period traffic demand exceeds available capacity;

 The I-405 mainline HOV lanes peak-period traffic demand exceeds available capacity;

 The I-405 mainline GP traffic lanes have operational and geometric deficiencies;

 The interchanges along I-405 within the study area have geometric, storage, and operational capacity deficiencies; and

 I-405 currently has limitations in detecting traffic incidents and providing rapid response and clearance due to lack of capacity and technological infrastructure

Purpose of the Project

 Reduce congestion; Enhance operations; Increase mobility, improve trip reliability, maximize

throughput, and optimize operations; and Minimize environmental impacts and ROW

acquisition.

10

Alternative 2 – Add 2 GP lanes

The project adds 1 general purpose and 1 express lane. The express lane, when combined with the existing carpool lane, creates the I-405 Express Lanes, a two-lane each direction express facility similar to the 91 Express Lanes.

Preferred Alternative (Alternative 3)

Caltrans PA Recommendation

 Alternative 3 Potential for a phased approach

 Phase 1 – OCTA delivers Project K (1 GP lane in each direction

from Euclid Street to I-605)

 Phase 2 – Caltrans delivers the additional median lane and

implements HOT lanes under a separate contract

Potential for a single project

Recent OCTA Board Actions

 December 8, 2014 Design-Build Cooperative Agreement for Phase 1

Continued

 February 9, 2015 Design-Build Cooperative Agreement for Phase 1 with

Caltrans betterment funding of $82 Million

Board directed staff to re-engage in Coop discussions with Caltrans and return to Board with option for OCTA to proceed as lead agency for the full implementation of the Caltrans Project preferred alternative
