CONTENTS2015

City of Lake Elsinore 2 Spring/Summer 2015

As this year’s rare, snowy Lake Elsinore winter thaws into spring we can look back on our successes and look forward to all that is yet to come. Our City has been working aggressively to nd ways to bring our community together and put our residents rst. Whether it’s creating new recreational opportunities, reducing property taxes, or completing long-awaited community projects, one thing is certain – our citizens are top of mind.

In February 2015, the City Council approved a bond re-issuance that took advantage of favorable economic conditions to secure much

needed funding for key projects while also reducing annual property tax levies for many of our residents. This creative move demonstrates our “out-of-the box” thinking to get things done. Through this process, the existing length of repayment terms for homeowners did not change and the City was able nd a solution for several unfullled promises, putting our residents rst. We will continue looking for innovative ways to add value to our neighborhoods while putting more money back in the pockets of our residents – money that will surely ow into our local economy.

Lake Elsinore is Southern California’s largest natural freshwater lake. We have a 3,000 acre playground right in the middle of our City where residents and tourists can come for hours of fun in the sun. This year’s boating season ocially kicks o with free boating on Saturday, April 4th. In addition, for shing acionados, the Lake Elsinore Casino and Resort is once again sponsoring the annual Dream Extreme Fishing Tournament for all ages on May 2nd and 3rd. Other activities families can enjoy include the extreme sport Aquayboarding, water skiing and wakeboarding, bow shing, or just a day on one of our many public beaches enjoying the water and the sun. And, this is just the beginning. At the City, we recognize that our lake is underutilized and undervalued. Our vision is to become the ULTIMATE lake destination and this year we are looking ways to bring more people to our lake. This includes stocking sport sh for our shing acionados, amending outdated ordinances that prohibit rather than invite visitors to our lake, and considering new amenities and events that take advantage of our greatest asset.

Of course, we can’t forget about baseball. On April 9th, the City’s 127th anniversary, our amazing partners, Storm Baseball will host their Opening Day for the 2015 Minor League Baseball Season. Playing in our beautiful Diamond Stadium, Storm Baseball has been providing our region with family fun at an incredible value for over two decades. There is no better way to enjoy a nice spring day then to come out and root for our home team.

As we celebrate our birthday, it seems natural that a city more than 127 years old could benets from an annual spring cleaning. On April 25th, we will host our annual Award-winning community engagement event: Clean Extreme. Last year, this event saw its greatest turnout ever – with more than 650 people helping to revitalize Main Street. This year, we will focus our attention on the Grand Avenue/Highway 74 corridor including the Old Military Academy. Participants will enjoy a free barbecue and Storm Baseball tickets as our way of saying, “Thanks!”

These are just some of the things taking place in our City in the months to come. I invite you to join us as we continue to make Lake Elsinore a world class destination. We are incredibly fortunate to have so many residents and members of the business community that care so much for this City – you are all second to none. As Walt Disney said, “If you can dream it, you can do it.” Let’s keep working together to Dream Extreme.

Warmest Regards, Steve Manos, Mayor

Did you know, next to the lake, streams, wetlands, and channels in the City are natural benecial low-lying areas known as oodplains and oodways. The City and other local agencies work to maintain and preserve these areas; they are used to discharge and contain ood waters and have a one-in-100 chance of becoming ooded in any year. It is hard to imagine ooding during a drought, but all it takes is a week or more of heavy rain to cause ooding.

Did you know, the last 100-year ooding events occurred in

Many City residents are unaware of the storm water pollution problem (polluted runo) and don’t realize that storm drains connect to the local waterways, so whatever ends up in the storm drains ows directly – untreated- to our rivers, lakes, streams, which includes Lake Elsinore. What can you do?

Throughout the dry part of the year, pollutants such as motor oil, antifreeze, trash, pet waste, and grease accumulate on streets and parking lots. When rain nally does fall, the rain water carries these pollutants into the storm drain. Even common activities such as over watering lawns and landscaped areas, car washing and hosing down driveways or pet waste droppings cause pollutants to make their way into the storm drain. Before you throw something away or clean outside areas, ask yourself, will the waste end up in the storm drain? If the answer is yes, we recommend you;

• Use dry cleanup methods on motor oil, grease, antifreeze, etc. (absorbents, sweep, vacuum, rags).. Wash over or direct water runo to landscape/grassy areas, including pool ushing and lter cleaning.• Use biodegradable cleaners, and• Dispose of cleaners, paints, yard care products, household chemicals at the City Household Hazardous Waste drop-o, call (951) 674-3124 ext. 245 for the schedule or visit www.lake-elsinore.org/Engineering Division web page for dates.

More helpful hints and information is available quarterly by subscribing to our FREE E-Newsletter at http://rcood.org/stormwater.

FEMA conducted mapping to help identify the areas in the City prone to ooding; these areas are known as Special Flood Hazard Areas (SFHA’s) and are shown on the map.

The City, United States Army Corps of Engineers and other local agencies teamed together to construct improvements to the lake designed to conserve water, improve water quality, and reduce ood risk.

The City adopted Zoning and Regulatory Ordinances that require review of development projects for compliance with City, State and Federal oodplain regulations prior to issuing a grading or building permit. These regulations include enforcement of FEMA’s requirements for construction in SFHA’s, City Ordinances to safeguard the ood storage capacity of the lake area, requiring minimum ground oor elevation of 1267 feet for structures in the area around the lake and ground oor elevation of 2 feet above the ood elevation for all other properties in FEMA mapped SFHA's.

Did you know, the City will help in determining if your property is in a FEMA Special Flood Hazard Area, as well as provide information on Mandatory Flood Insurance Requirements, FEMA’s construction requirements, information on ood zones/ooding including levee or dam failure inundation zones, has your property ooded before, Elevation Certicates, and revising a FEMA Flood Insurance Rate Map. For assistance, visit the City’s web site at www.lake-elsinore.org or contact the City Engineering Division at (951) 674-3124 ext. 241.
