Fine for flouting wastemanagement rules
Owing to increase in violation of wastemanagement rules in the city, ChennaiCorporation plans to initiate penal actionagainst violators.
The Corporation will soon finalise the fine tobe levied for various violations.
Apart from solid waste, action will be takenagainst those who handle plastic, biomedical,construction, electronic waste and hazardouswaste.
According to civic officials, residents in bigapartment complexes have not agreed to setup in-house waste processing plants. “Nobodywants to have waste near the home. We haveto sensitise them,” said an official.
Commercial complexes which generate bulkwaste in areas such as T. Nagar, George Town,Anna Nagar, Royapuram and Adyar havepointed to lack of space for waste processing.
“Inadequate space is another challenge,”the official said. Despite the Solid WasteManagement Rules coming into force in 2016,the civic body has not intensified penal actionagainst the violators, including educationalinstitutions.

At Central, only the uppertrack level connecting stationson Poonamallee High Roadhave been opened. The lowertrack linking Anna Salai is notready. According to an official,there is a train every five min-utes from Central to the air-port and from Central to St.Thomas Mount.
“If the number of users goesup, we may increase the fre-quency to two and half min-utes,” he said. The fare fromCentral to airport is Rs. 60 andfrom Central to DMS (the long-est stretch as of now) is Rs. 70.
While the Saidapet Metrostation is located close toPanagal Maligai, the AG-DMSstation is near the Directorateof Medical and Rural HealthServices.
There was a delay of twoyears in opening both thestretches. Work in the AnnaSalai line was stalled for a yearafter a Russian contractor,who was building tunnels andstations between May DayPark and Saidapet, abandonedwork citing financial crisis. Thisforced the government to openbids again and award contractsin small packages to firms tofinish the pending work.
The final inspections of thestations and tunnels were car-ried out last week.

American Education Aids, established in 1980 in AD 79, Anna Nagar to offer postalcoaching for GRE and GMAT (entrance examinations for admission in American Univer-sities), has decided to offer its outstanding lessons to students everywhere free of cost.
The Institute was established by K. S. Ramakrishnan (retired IAS officer and presentlyEditor of Mambalam Times), and has so far helped over 20,000 students from middle classesto secure admission as well as financial assistance in reputed US Universities such asHarvard, MIT and Stanford.
A number of its students have achieved centum scores in these examinations. “I had put in hundreds of man hours in writing these lessons single-handed, and I want

Parking charges to go up incity
To control congestion, Chennai Corporation will soon hikeparking charges in several areas in the city depending on the levelof demand/congestion. It has started a study to identify stretcheswith traffic congestion to increase parking charges in designatedparking slots.
An official said: “We expect the hike in charges to be adisincentive to take vehicles to the area and make people usepublic transport or walk. We will collect four times the parkingcharges as fine for violating rules framed in accordance with theChennai City Municipal Corporation Act.” CCTV cameras andautomatic number plate recognition systems will be installed inthe parking lots to trace vehicles that violate rules. Currently,Chennai Corporation does not collect fine from motorists who failto pay parking charges. The existing charges are 5 per hour forcars. Motorcycles and autorickshaws are now exempt from parkingcharges but not under the new system. According to preliminaryestimates, at least 3000 parking slots in congested areas such asT. Nagar are expected to have higher charges.

Wedding VideoAcres of concrete made a hill near the heart of an
undulating spread of dull city buildings. In the middle of thisrose the Prince Towers like a phoenix from the rubble of theDasaprakash Hotel which was once part of the old Chennaicityscape. That was where my daughter got married in1987on a hot balmy Chennai summer day.
I was of course at the wedding, being the father of thebride, but actually missed most of it. This is the case withmost Nair weddings which are blink-and-miss affairs of afew minutes. As for the people present in the front row,many of them complained to me later that all they couldsee were the posterior views of the videographers and still-photographers who were capturing the event for poster-ity. All I could do was sympathize with them and promiseto show them the wedding video later.
A good 31 years after the event, my grandson Manu gotthe old fungus-ridden VHS tapes converted into digitalformat. He played it for me on his laptop, and on its screenunfolded so many wonderful sights and sounds that I hadforgotten over the years. It was almost like I was watchingthe wedding for the first time. Seeing my old bungalowwhich has now been converted to an apartment building,seeing people who have passed on, people who are still therebut have changed almost unrecognizably, a parade of mysisters and brothers-in-law, all of whom have departed forheavenly shores and a whole group of my friends who areeither dead or have drifted away over the years, broughtabout a mixture of joy and sorrow. Watching my deardeparted wife at her animated best, smilingly welcoming allthe guests at her daughter’s wedding, made me wish thevideographer had spent more time focusing on her thananyone else.
Realization dawned then that, although videographerscan seem like a nuisance to people attending a wedding, itis really worth the botheration since, decades later, one canchoose to relive the past over and over again at the pushof a button. What more can an old man like me ask for!

On May 19, two chainsnatching incidents were re-ported in one hour in K. K. Nagarand Vadapalani.
Police suspect the samemotorcycle-borne youths inboth the incidents.
At around 6 p.m, an 8-sover-eign chain was snatched froma 67-year-old woman walkingwith her husband in P. T. RajanSalai, K .K. Nagar.
Within an hour, a 5-soverignchain was snatched from awoman, again by two motor-cycle- borne youths, in ArcotRoad, Vadapalani.
According to the police, boththe incidents happened in pub-lic glare and not on desolatedstreets.
Though both the womenraised the alarm, the culpritsmanaged to escape though theywere chased by passersby.
Police obtained footage of thetwo youths along with the reg-istration number of the bikefrom a nearby CCTV camerain the K. K. Nagar incident. Therider was seen masking his facewith his helmet in the footagewhile the pillion rider was wear-ing a blue shirt. K. K. Nagarpolice have formed specialteams to track the men withthe help of the CCTV grabs.
The bike registration num-ber led to a dead end as the bikehad been stolen, said a policeofficer.
Vehicles seized bypolice for traffic andother offences areoccupying the pave-ment of MuthuranganSalai, T. Nagar nearMambalam PoliceStation. Most of thesevehicles are in a badlydamaged condition.

T. Nagar police get rid ofunwanted documents
The 11 police stations in T. Nagar Police District, whichinclude those in Mambalam, Pondy Bazaar, Teynampet,Kodambakkam, Valasaravakkam and Ashok Nagar, are inthe process of getting rid of old documents no longer required.
These old papers and documents are being shredded andrecycled. Following a GO passed several years ago, A. K.Viswanathan (City Police Commissioner) directed all policestations in Greater Chennai to identify such documents anddestroy them through a safe recycling process.
T. Maheshwari (Inspector, All-Woman Police Station, T.Nagar) headed the team which undertook the exercise.
She said that the head-constable in each of the 11 policestations was given the task of identifying records over the lastdecade and earlier.
Documents like village roster with a retention period of twoyears, general police diaries, notebooks, general memos andwritten complaints were all segregated for recycling.
Around 16,890 kg. of old records were bartered with TNPLin exchange for A4 size papers which were distributed amongthe 11 police stations.
Construction debris occupying almost 20 feet of the road margin and piled to a height of 15 feet was dumped at the junctionof Mooparappan Street and South Boag Road, T. Nagar.
After it was reported in Mambalam Times, Corporation workers removed the debris from the spot last week.

Sir, Chennai Corporation has placed garbage bins in each street for the residents to dumpwaste. The waste from the bins is transferred through compactor lorries to a dumping yard forsegregation and solid waste management.
As per the Chennai Corporation website, everyday 4500 tonnes of garbage is collected andremoved from Chennai. Night conservancy is being carried out in all important roads andcommercial areas of the city apart from the door to door collection of garbage.
It is every resident’s responsibility to extend co-operation, help and support to ChennaiCorporation by dumping the daily waste only in the garbage bins.
If the households and shop owners can segregate plastic waste, it will be of great help. Residentsand store owners, in their own interest and in the interest of a pollution free environment, mustensure that their neighbourhood is kept clean and green. It is rightly said that ‘Cleanliness isnext to Godliness’.
The photo shows the unhygienic condition of Guild Street, T. Nagar with garbage dumped onthe roadside, though the Corporation has kept two bins in the street.

Open manhole in Madley Roadposes danger

Road, T. Nagar, near Madley subway has caved in.An old telephone post and tree branches have been placed in the
opening to caution motorists and pedestrians.It poses a danger to road users due to poor visibility at night.
To protest against the rampantencroachment of roads and footpaths, a sectionof T. Nagar residents led by members of thePattali Makkal Katchi (PMK) staged a roadblockade on Masilamani Street on May 21.
The protesters met Corporation officials inT. Nagar and submitted a petition demandingthe removal of encroachments fromgovernment lands, roads and footpaths.
“We are unable to walk on the pavementsdue to the increasing encroachments. We hadsubmitted a petition to the officials earlier butno action was taken. The delay in clearing theencroachments forced us to stage the roadblockade,” said V. Arumugam, a PMKfunctionary who took part in the agitation.
He said that roads and footpaths nearNatesan Park are full of encroachments.Residents have complained about theencroachments on Kannadasan Street andVenkatanarayana Road as well, but there hasbeen no response from officials, he added.

The busy Alagirisamy Salai andLakshmanasamy Salai junction in K. K. Nagarremains unpaved even after the MetrowaterDept. completed its work three months back.
It had dug the road to replace damagedunderground pipes. After the work wascompleted, the trench was not closed properly.
The uneven surface, with loose gravel andpotholes, is causing problems for motorists.
“I try and avoid the junction and take adetour,” said Ramesh, a resident of 6th Avenue.The junction is not only dangerous to ride on,but has also become a dust bowl, he added.
