Executive Summary

The enclosed Annual Summary report is prepared in accordance with Amended

Environmental Compliance Approval (ECA) # 6245-AB6HDR Condition 9 Reporting

subsection (5) for the Township of Cramahe (Operating Authority) Village of Colborne Water

Pollution Control Plant (WPCP) for submission to the Ministry of Environment Conservation &

Parks (MECP) no later than March 31, 2019.

The secondary purpose of this 2018 Summary Report is to keep the Operating Authority,

Owner (Council) informed regarding the general operation, maintenance and facility

compliance regarding solids and liquid handling and disposal as per the ECA.

Each year it is a requirement that the owner prepares and submits an annual summary

report for the previous calendar year and must contain the following information:

A. A summary and interpretation of all monitoring data and a comparison to the

effluent limits outlined in Condition 6, including an overview of the success and

adequacy of the Works;

B. A description of any operating problems encountered and corrective actions

taken;

C. A summary of all maintenance carried out on any major structure, equipment,

apparatus, mechanism or thing forming part of the Works;

D. A summary of any effluent quality assurance or control measures undertaken in

the reporting period;

E. A summary of the calibration and maintenance carried out on all effluent

monitoring equipment and;

F. A description of efforts made and results achieved in meeting effluent objectives

listed Condition 5.

G. A tabulation of quantity of sludge generated in the reporting period, an outline of

anticipated quantities to be generated in the next reporting period and a summary

of the locations to where the sludge was disposed;

H. A summary of any complaints received during the reporting period and any steps

taken to address the complaints;

I. A summary of all by-pass, spill or abnormal discharge events;

1. A summary and interpretation of all monitoring data and a comparison to

the effluent limits outlined in Condition 6, including an overview of the

success and adequacy of the Works;

The plant operated and was maintained in such a manner that the concentrations

and waste loadings of material (CBOD5, TSS, TP, TKN, Total Chlorine Residual,

and E.coli) met all effluent parameters and did not exceed limitations. The

monthly average concentration and average loadings were all within limits. The

pH of the effluent was maintained within range of set limitations at all times.

Flows were well within the Design Flow Rate (based on monthly averages) and the

yearly average of all limits was well within the set perimeters.

The monthly Geometric Mean Density of E.coli for the month of July exceeded the

set limit and was reported to the Ministry of Environment Conservation & Parks

(see section 7). All other months did not exceed the limits set out for the effluent

discharged from the plant and the effluent was continually disinfected to meets

these limits.

2. Process Description

The Colborne Wastewater Treatment Process is an extended aeration process.

Raw Sewage flows by gravity (there are no lift stations) to the plant where the

wastewater passes through a “Muffin Monster” (grinder) to comminute the

sewage. The sewage is then pumped to grit channels and thence flows by gravity

to an aeration basin followed by a clarifier. Aluminum Sulphate (coagulant) is

added between the aeration basin and the secondary clarifier where phosphorous

and solids removal occurs.

The process treated sewage then flows to an effluent pumping station where

sodium hypochlorite (NaOCl) is added for disinfection. The sewage is then pumped

into a force main to a dechlorinating facility (using sodium metabisulphite

(Na2S2O5) located approximately 1.25 km south from the plant. From the

dechlorinating facility, final effluent flows to Lake Ontario.

There are two unique features in the plants design. The first being a peak flow

attenuation pond, to which raw sewage flows when it exceeds the designed

peak flow and then is directed by an overflow weir. As such there is virtually

no chance for a sewage bypass. The peak flow attenuation pond is emptied by

directing flow back into the plant for treatment once peak flows subside. The

second feature is a bio solids holding pond which has the capacity to hold

several years of sludge. This bio solids holding pond decants by gravity into

the peak flow attenuation pond.

The facility has an onsite waste Stabilization Pond with a capacity of 4000 m3

for the storage for waste activated sludge (WAS). WAS is discharged to this

Stabilization Pond where odors’ are controlled and the sludge is allowed to

stabilize so that land application can occur. Every 3 to 4 years this “sludge”

must be removed and land applied in order to make room for future sludge

buildup. Removal occurred in October 2016.

There are two composite samplers, one for raw wastewater and one for final

effluent. There are two final effluent sample points, one at the dechlorinating

facility and the second sampling point at Station 2 (final effluent), prior to

discharge to Lake Ontario.

The Water Pollution Control Plant (WPCP) is presently operating with a Supervisory

Control and Data Acquisition (SCADA) system. This system automates all of the

electrical, chemical and mechanical schemes, which work in combination to treat the

waste water. The SCADA system was updated in 2018, improving and allowing for

better collection, interpreting and trending of data. The upgrades involved the

installation of a new PLC control program (iFIX), along with new SCADA computers

and monitoring screens. As well, a new data historian reporting system was

installed (e-RIS) which allows for better control over plant data then the previous

reporting system. The new system also includes complete redundancy to ensure

that should one SCADA computer fail, then the other can be used without loss of

data or plant control.

The new SCADA system allows the operators to control, monitor, trend and report

on various aspects of water plant including:

• Influent pump station pump control,

• Aeration tank blower control,

• Groundwater pump station pump control,

• Alum injection system control,

• RAS / WAS pump & valve control,

• Scum pumping station pump control,

• Effluent pumping station pump control,

• Monitoring of various other alarms and process parameters

The SCADA process control system, ultimately filters commands that control pumps,

process interlocks and alarms that alert operators when equipment malfunctions or

processes fail. The system also monitors and tracks large volumes of data that are

used for trending, process control and compliance reporting. The computers and

servers that make up the SCADA system operate 24/7 and are never shut down.

The dechlorinating facility includes dosing based on flow, which is likewise

monitored through the SCADA system.

Flows are measured by Parshall flumes, one Parshall flume is located immediately

upstream of the grit channels and one after the clarifier. There is an

electromagnetic flow meter located at the dechlorinating facility used for process

control to dose the dechlorinating agent and measure flow to Lake Ontario.

Emergency power is provided by an onsite generator capable of running the

facility with power to spare. This generator is exercised monthly to make sure it’s

always ready to supply power during a power outage. There is also a second

generator located at the dechlorinating building should line power be effected at

that location.

3. A description of any operating problems encountered and corrective actions

taken;

Compliance for pH of the Effluent

On September 20, 2018 a noncompliant reading of our pH at the Effluent was

reported to the Ministry of Environment Conservation & Parks.

The results of testing by SGS Canada Inc, for the week of September 6th, 2018,

provided a field pH of 5.8 at the final effluent Station #2 grab. This reading was

not correctly recorded by our operator and a faulty reading was presented as a

noncompliance. The pH recorded was taken from our SCADA screen, which

shows the pH at the dechlorinating point and not a pH grab sample at the final

effluent point prior to discharge to Lake Ontario, which is the compliance sampling

point for pH and E.coli.

Corrective Action

We have currently changed the plant sampling procedures to incorporate the pH

recorded at the final effluent station #2 grab. All records for the MUMPS 2018

have been updated to reflect the change (revised and resubmitted). We have also

changed the formatting on our internal reports to calculate the pH (MIN & MAX)

from the final effluent reading.

4. A summary of all maintenance carried out on any major structure,

equipment, apparatus, mechanism or thing forming part of the Works;

No major equipment repairs were needed throughout the year. Routine

maintenance was carried out based on manufactures’ recommendations and as

needed. The Chemical pumps were replaced (Coagulant & Sodium Hypochlorite)

for newer, more efficient models. An inspection was scheduled in late July for the

Aeration Tank. This inspection consisted of draining the tank and removing

accumulated debris (flushable), sand and other grit. An inspection for broken

diffusers and other mechanical features was performed.

5. A summary of any effluent quality assurance or control measures

undertaken in the reporting period;

Quality control is monitored using the daily SCADA printouts and online

instrumentation location in the control room. Reviewing the laboratory results

when they are received, and routine activities such as manually checking sludge

depths add to the control measures taken. A daily and monthly report is

populated as data is entered into the SCADA system. The reports contain

conditional formatting which alerts the operator to any situations where the ECA

limits and objectives are exceeded.

Process changes are made based on an accredited laboratory results, in-house

testing and physical monitoring so as to achieve the best quality effluent.

6. A summary of the calibration and maintenance carried out on all effluent

monitoring equipment and;

The plant flow meters were annually calibrated in August by Franklin Empire Inc.

Other instrumentation, such as pH meters are calibrated in-house prior to each

use.

7. A description of efforts made and results achieved in meeting effluent

objectives listed Condition 5.

The plant effluent concentrations in terms of CBOD and Total Ammonia Nitrogen

(TAN) and Total Suspended Solids (TSS) and Total Phosphorous (TP) were all

within the required ECA limits for 2018. The limit for Total Chlorine Residual was

met. Data collected for 2018 shows that the extended aeration process provided a

high quality of effluent.

The nutrient loadings on the receiving body of water (Lake Ontario) were within

the criteria noted in the Environmental Compliance Approval #6245-AB6HDR.

E.coli Exceedance Non-Compliance

The testing results for the Colborne WWTP effluent for the month of August 2018

exceeded the limit for E.coli. The limit for the E.coli Geometric Mean is 200

CFU/100 mL and the actual reported results were 225.60 CFU/100mL.

The elevated readings of E.coli occurred after planned maintenance on the

Aeration Tank, which began on Monday July 23, 2018. Samples were collected

shortly after treatment was restored to ensure continual compliance.

Reporting & Corrective Action

Verbal notification was communicated to the district office prior to and formally on

September 11, 2018, to report the exceedance at the end of August with Dee Cox

(Drinking Water Inspector for MECP). A written report was submitted to the MECP

on September 12th, 2018 to provide written notification of an exceedance as per

the Colborne Water Pollution Control Plant (WPCP) Environmental Compliance

Approval (ECA) Number 6245-AB6HDR.

Daily sampling was performed in order to render compliance. This sampling

helped to ensure the Aeration Tank and disinfection process was functioning and

the E.coli was within Geometric Mean of 200 CFU/100 mL.

A summary of the 2018 Operating Data is attached as Appendix B to

this report.

8. A tabulation of quantity of sludge generated in the reporting period, an

outline of anticipated quantities to be generated in the next reporting period

and a summary of the locations to where the sludge was disposed;

In October of 2016 the “waste sludge” was removed from the waste stabilization

pond. We are estimating based on the sludge removed that approximately 700 to

800 cubic meters of wasted sludge accumulates every year. There was no sludge

removed or land applied in 2018. The quantity of sludge estimated to accumulate

in 2019 will be similar to what was generated in 2018.

9. A summary of any complaints received during the reporting period and any

steps taken to address the complaints;

No formal complaints were received in 2018 regarding the Wastewater

Treatment Plant.

10. A summary of all by-pass, spill or abnormal discharge events;

The plant includes a peak flow attenuation pond that permits discharge to the

pond during high flows, as such there were no plant bypass events or abnormal

discharges or spills during the year. Quarterly reports were submitted to the MECP

as per the ECA.

Summary

The Colborne WWTP is operated with the highest intent of achieving compliance

and maintaining a rated capacity of 1,750 m3/d for the transmission and

treatment of the raw wastewater and disposal of effluent to Lake Ontario. The

township operators continue to strive to attain their required licensing levels and

meet all training expectations that are required.

It is expected in 2019 that more focus will be placed on flow control during high

flow periods. Utilizing the attenuation pond more will allow high seasonal flows

such as snow melt, storm water, and high collection system infiltration and inflow

(I&I) to better control loadings on the plant.

Moving forward our new SCADA system will allow for a more robust reporting

structure developed by Eramosa Engineering Inc. The new system will allow and

provide supplementary options for an expandable system and eliminate all paper

and spreadsheets that were used previously.
