INTRODUCTION What is common between empowerment of India, social justice, healthy living, economic growth, stability, increased civic engagement and empowerment of the people?

India being world’s largest democracy with immense diversities, it’s important to ensure wellbeing of all individuals and socio-economic groups in the country.

In order to empower India, it is important to empower people of India who are part of different socio-economic groups. People of India are individuals who are Indian citizens living in India or abroad. Empowerment can be understood as the overall improvement of individuals and socio-economic groups they belong to, so that individuals are capable of controlling their life and claiming their rights with mutual respect to make India a better place with equal rights to all Indians.

Empowered citizens are those who are economically and educationally attained certain level of self-sufficiency, socially and politically able to participate in decision making process of democratic institutions for the betterment of society and country.

Popular Front of India is a social movement which aims for the empowerment of India by ensuring wellbeing of Minorities, Backward classes and marginalized sections in India. The Front holds fast a broad-based alliance with other backward and minority sections of the society and strives for social change and justice. India being the largest democracy with the second largest population in the world has a long distance to go in terms of equitable distribution of resources. Far from improving, 72 years after Independence, the situation of backward classes and minorities remains grim still.

Education is the most important aspect for a country to grow, especially for developing country like India, where different kinds of religion coexist. Education is considered a very important factor of social change, social transformation, and entire development of the country. Majority of the children are not only deprived of their right to receive education but they lose their childhood to earn bread for a living.

Popular Front strives for the empowerment of our nation through total empowerment of the Muslims along with other marginalized sections in our society. Educational Empowerment is one of the most important steps towards total empowerment of our community and our country as well.

We dream of an India where there are no illiterate people, every child gets an opportunity to complete elementary education up to the secondary school

(10th standard) as per Right to Education (RTE) Act. Every community and section of the society should have educated youth completing graduation, post-graduation and professional courses proportional to their population representation.

This is necessary to ensure adequate representation of all communities in the government machinery as well as private jobs, especially judiciary, media, executive and legislature which are the four pillars of our democracy.

This report is a modest attempt towards exploring and highlighting the work of Popular Front of India in the field of education for the welfare and development of the minorities.

We, the People of India….When we look back three decades of our journey, we identify Right to Education Act to make education fundamental right as a remarkable achievement in the history of independent India. The Right of Children to Free and Compulsory Education Act or Right to Education Act (RTE), is an Act of the Parliament of India enacted on 4 August 2009, which describes the modalities of free and compulsory education for children between 6 and 14 in India under Article 21a of the Indian Constitution. India became one of 135 countries to make education a fundamental right of every child when the Act came into force on 1 April 2010.

The World Bank education specialist for India, Sam Carlson, has observed: “The RTE Act is the first legislation in the world that puts the responsibility of ensuring enrolment, attendance and completion on the Government”.

Popular Front of India joined hands with the state mission to realize the object of the act in 2011 by dedicating its Community Development Volunteers spread across 17 Indian states to work relentlessly among the Muslim minority community identified by Justice Rajinder Sachar Committee in the year 2006 as the most backward community in India. Today, Popular Front of India’s Educational Empowerment Programme aids 3,86,216 beneficiaries in 17 states, across the nation.

Having successfully completed nine years of making meaningful educational transformations in the rural and backward communities in the country, Popular Front continues its Educational empowerment journey

through ‘School Chalo’, ‘Sarva Shiksha Gram’ and ‘Higher Education Scholarship’ programmes. Popular Front of India has committed members who spend countless hours on Educational Development, Economic Development, Medical Aid, Providing Basic Amenities and Disaster Management efforts during natural calamity. It has teams that are dedicated in accomplishing the organization’s vision to achieve socio-economic, educational and political empowerment of the deprived, the downtrodden and the nation at large. The Front aims to establish an egalitarian society in which freedom, justice and security are enjoyed by all.

By the Grace of the Almighty, we have been treading the path laid in the Holy Quran, “Indeed, Allah will not change the condition of a people, until they change what is in themselves.” (Quran 13:11)

God willing, being responsible citizens of our country, it is a duty we will carry on for the sake of generations to come. Let the meaningful education flourish as it must and will. Let there be liberation from illusion and darkness.

Empowerment of marginalised sections of our society is a much-debated issue recently in India. As per available statistics, Muslims and other backward communities remain under developed, under nourished and under educated segments of our society at a time when technology and information is playing a big role in the daily life of common man.

As the nation surges ahead with numerous feats in technological achievement and in its posture as a key player in world affairs, it is a time to reflect on the actual status of its population in the basic parameters of life like economic development, education, and health. Also it calls for a review on the distribution of national resources to

marginalised sub groups like minorities, Dalits and tribals.

A close look on the data available with the government or NGOs reveals a gross disparity in the allocation of resources and in the sharing of opportunities to grow and excel. Starvation prevails and a large number of the population remains poor. Health issues are rampant and the cost involved in medical treatment had become unaffordable for common man. Educational arena shows a still stark scenario as quality education remains a distant dream for the millions from marginalised groups like minorities and the poor.

Justice Rajinder Sachar Committee and many other commissions and fact-finding teams have time and again illustrated with the support of volumes of data that minority communities never received their share of attention and nurturing to grow and develop in education and economy. Support provided by quota and reservation as means but not as goals of achieving parity are often not implemented or getting sabotaged during implementation.

People’s movements have a big role of intervention here by utilising own resources and by acting as a facilitator of governmental support. Popular Front of India, well aware of the gravity of this issue had worked hard from the beginning for the empowerment of minorities and marginalised groups. Its Community Development plan focuses on projects and programmes related to:

• EDUCATIONAL EMPOWERMENT • HEALTH AND HYGIENE• ECONOMIC DEVELOPMENT• FACILITATING BASIC AMENITIES

Education being the key for any empowerment initiative, was accorded high priority and thrust by the Front in its community development plan. Various programmes like School Chalo, Sarva Shiksha Gram (SSG) and higher education scholarships were designed and implemented during last many years.

Popular Front realised from the very beginning that the mind block was the biggest hurdle preventing their march ahead in development. Instilling ‘We Can’ attitude was thus given high priority. Participatory development was the modality of operation to make sure that the beneficiaries contribute whatever resources available with them.

EDUCATION IN INDIA: IMPORTANCE & CHALLENGESThe role of education in poverty eradication, in close co-operation with other social sectors, is crucial. No country will succeed if it has not educated its people. Not only is education important in reducing poverty, but it is also a key to wealth creation. If a community is educationally backward, it also becomes economically backwards and the economic backwardness leads to social backwardness which in turn reinforces educational backwardness. And so this circular motion goes on throwing the community in pitiless poverty.

Restricted access to education is one way of transmitting poverty from generation to generation. Education is one of the most important investments a country can make in its people and its future and the most effective way to break out of the cycle of poverty.

India’s private-school educated, English-speaking urban elite may attract global attention, but it doesn’t portray the real picture of India. Though the government has decided to provide free and compulsory education to all children up to the age of 14, this aim could not be achieved yet. Over two crore children still remain out-of-school in India. Popular Front of India is committed to raise the level of education and literacy of the deprived communities and help disadvantaged children realize their full potential.

Every year, a large number of students drop out of school. A significant number of them become unemployed, live in poverty, end up in prisons and streets who are likely to repeat the cycle themselves.

COMMUNITY DEVELOPMENT I 18

Some of the major reasons for drop out are the following:

• Financial constraints.• Lack of toilets in the school.• Had to look after their young siblings and old ailing ones.• Teaching and learning procedure in the schools are not attractive and effective.• Failing to enjoy the individual attention of the teacher due to the poor student

teacher ratio.• The interest in girl’s education is subdued due to marriage at an early age.• Lack of female teacher in a school.• Engaged in wage-earning activities to help their parents.• Parents are illiterate and ignorant about the importance of education.• Schools are not available within walking distance and closer to the place of dwelling

making parents reluctant due to the feeling of insecurity.
