The NTSB re'ie1ed the techni8ue used to inspect the dis5and one possiility for the failure of se'eral inspectionscarried out after the fati+ue crac5 had exceeded the*ini*u* detectale defect siGe 1as the fact that the dis51as suspended y a cale throu+h the ore6

To fully apply the penetrant and later the de'eloper and tofully inspect the ore includin+ the area oscured y thecale, the operator has to physically rotate the part6
