The meeting was conducted under the chairmanship of Shri. The list of officials who participated in the meeting is placed at Annexure A. The copy of the presentation that was discussed during the Project Review Meeting is placed at Annexure B. 2. Director (eGov), DeitY, welcomed all participants and discussed the current implementation status of eDistrict MMP. During the discussion, following were emphasized and requested the States / UTs should provide implementation roadmap with timelines for the following a) Implementation of the application architecture as per the Integrated Framework guidelines issued by DeitY (integration with SSDG / NSDG, MSDG, Aadhaar, ePramaan, PayGov Platform, issuance of digitally signed documents, end-to-end automated back-office workflow) b) Integration of eDistrict application with other initiatives such as DigiLocker, eTaal, Open Data Platform, MobileApp, etc. c) If the integration with MobileApp has been tested by the State/UT, then provide the MobileApp details on their portal so that citizens can download the App. d) Integration of eDistrict services with apnacsc portal so that the services can be availed from other CSCs across the country. e) Facility for citizens to apply for eDistrict services directly on the portal f) Submission of pending UCs g) Provisioning of funds for the eDistrict project from State / UT budget h) Completion of STQC testing of the application 3. Subject: Minutes of Meeting of the eDistrict MMP National Rollout Project held on 6th October 2015 through Video Conferencing with the States/UTs

A meeting was held on 6th October 2015 to review the implementation of eDistrict MMP in

the State/UT and specific issues that the States are facing to accomplish the same. The meeting was conducted under the chairmanship of Shri. Pravin Chandekar, Director (eGov), DeitY through Video conferencing from 2:30 pm in the Conference Room No.-4062, 4th Floor, Electronics Niketan, New Delhi. The list of officials who participated in the meeting is placed at Annexure A. The copy of the presentation that was discussed during the Project Review Meeting is placed at Annexure B.

2. Director (eGov), DeitY, welcomed all participants and discussed the current implementation status of eDistrict MMP. During the discussion, following were emphasized and requested the States / UTs should provide implementation roadmap with timelines for the following a) Implementation of the application architecture as per the Integrated Framework guidelines

issued by DeitY (integration with SSDG / NSDG, MSDG, Aadhaar, ePramaan, PayGov Platform, issuance of digitally signed documents, end-to-end automated back-office workflow)

b) Integration of eDistrict application with other initiatives such as DigiLocker, eTaal, Open Data Platform, MobileApp, etc.

c) If the integration with MobileApp has been tested by the State/UT, then provide the MobileApp details on their portal so that citizens can download the App.

d) Integration of eDistrict services with apnacsc portal so that the services can be availed from other CSCs across the country.

e) Facility for citizens to apply for eDistrict services directly on the portal f) Submission of pending UCs g) Provisioning of funds for the eDistrict project from State / UT budget h) Completion of STQC testing of the application 3. The UT team informed that As-Is & To-Be processes have been completed for 55 services out of 78 services. RFP for Hardware procurement is being prepared. The timelines would be finalized by end of October as the APEX Committee is scheduled later this month, October 2015. DeitY suggested that the timelines should also include the timelines for integration with various components specified in

Integration with ePramaan

The UT conveyed that it had initiated discussions with CDAC and that CDAC would be coming up with a solution keeping in mind the unique requirements and connectivity issues of the area.

Availability of data sets on Open Data platform and timelines for providing the same.

UT is yet to adopt NDSAP and it further indicated that the UT would take necessary steps in this regard.

Provisioning of funds for the eDistrict project.

It was informed that the UT has sufficient funds till Nov 2015. UT’s Planning Department has initiated discussions with MHA for provisioning of funds for eDistrict project.

Connectivity Issues UT informed that the constraint in the current bandwidth speed is hampering the overall connectivity and rollout of Government eServices in the UT.

2. Andhra Pradesh

Launch of all services in the portfolio.

The State informed that 45 services out of 50 services have been launched. Remaining 5 services would be launched by end of this month i.e. 31st Oct 2015.

UC Submission. State team informed that pending UCs would be submitted to DeitY shortly.

Integration with Payment Gateway.

The State informed that the services being delivered to the citizens are fully integrated with the payment gateway and that both the PayGov India National Payment Gateway in the State.

Integration with eTaal

State informed that integration is completed with eTaal as part of MeeSeva application.

Integration with MobileApp

State informed that integration process has been initiated and the integration would be completed in 10 days i.e. 16th Oct 2015.

Issuance of Government Orders (GOs) for eDistrict services

The State team informed that an integrated GO for all services has been issued in the State and that the copy would soon be sent to DeitY.

STQC testing covering all approved e-District services.

State team informed that the STQC testing for the application developed had been initiated

Availability of data sets on Open Data platform

State is yet to adopt NDSAP and it was further indicated that the State would take necessary steps in this regard.

Provisioning of funds for the eDistrict project.

The State is yet to take up the issue with its Finance Department for the provision of future funding for the eDistrict project in the State.

CSC DeitY requested the State to send the approved revised DPR including current statusfor the CSC project due to bifurcation of the State.

3. Arunachal Pradesh

SI Selection The State informed that a court case has been filed with regard to SI selection and the case is still not decided by the court. SI Selection process is yet to be completed.

Project implementation timelines

The State team conveyed that roadmap has been prepared and will be shared soon. DeitY informed that State should explore alternate options to make the core infrastructure (SWAN, SDC, SSDG, etc.) available so that the applications can be hosted and accessed across the State.

Provisioning of funds for the eDistrict project.

The State has already discussed internally on the viability of future funding of the eDistrict project in the State. However, State insisted that funding from the Centre should not be dis-continued as it will impact the implementation of eGovernance initiatives.

eDistrict Project Managers Hiring

Due to lack of funds, the State informed that the payments to all the eDistrict Project Managers has been stopped from April 2015.

SPMU Contract Status In view of the slow progress in the project, State informed that decision on continuation of the engagement with SPMU would be taken soon.

4. Assam

Launch of all services in the portfolio.

The State informed that it has launched 42 services and would be launching remaining 11 services by 31st Dec 2015.

UC Submission. It was informed by the State that Rs. 8.36 Cr worth of UC has been forwarded to DeitY for consideration. DeitY informed that they would take it up internally for settlement.

Integration with ePramaan.

C-DAC team requested the State to initiate the discussions regarding integration with ePramaan.

Integration with Payment Gateway.

It was informed by the State that it has integrated with its own payment gateway i.e AMTRON Payment Gateway.

Integration with MobileApp

State informed that integration would be completed by 1st week of Nov 2015.

Issuance of Government Orders

State informed that GOs have been issued for only 5 services and yet to be issued for remaining 48 services.

State conveyed that STQC testing has been initiated.

It was informed that NDSAP policy has been adopted by the State but datasets are not yet available on open data portal. DeitY suggested that a workshop by NIC’s Open Data Platform team can be organized on State’s request.

SPMU Contract Status It was informed that SPMU contract has expired in July 2015 and the Apex Committee had earlier decided not to extend the SPMU contract. However, considering the support required, State is planning to request the Apex Committee to re-consider its decision.

Provisioning of funds for the eDistrict project.

The State informed that the funds could not be provisioned in this current Financial Year as it has received the communication from DeitY after the financial allocation activity were complete for that Financial Year.

5 Bihar

Project implementation timelines including timelines for launch of all eDistrict services.

It was informed that the State is revamping the strategy for implementation of eDistrict project in the State. RFP for application development & maintenance has been prepared and will be published once the State Assembly elections are completed and Model Code of Conduct is lifted in the State. It was conveyed that State should extend the service delivery beyond RTPS counters so that these services are available in the remote rural areas as well. With regard to District Project Manager hiring, State is of the opinion to deputy the existing District IT Managers in this role. DeitY informed that State may explore leveraging Digitize India Platform for data digitization. With regard to engagement model with SI, it was suggested that the State may also study the models adopted by other States such as Maharashtra, Madhya Pradesh, etc. It was conveyed that activities such as finalization & release of RFP, DPM Hiring, Data Digitization, H/w procurement, etc. should be expedited at the earliest so that the procurement process may be initiated immediately after the elections.

SPMU Contract Status The State informed that it would be discontinuing the services of the SPMU.

The State informed that on the delinking of the eDistrict project from Central funding it would be making provisions to continue the scheme thru the State Government funds.

6 Chandigarh

Project implementation timelines including timelines for launch of all eDistrict services.

The UT informed that 10 services out of 35 services have been launched and it is planning to launch 4 services every month.

Selection of Data Digitization SI

UT team informed that the RFP for SI for Data Digitization was cancelled due to single bid. UT Administration has decided to enhance the scope to cover all departments and corresponding RFP has been published. It is expected that the vendor selection would be completed within 10 days.

UC Submission. It was informed by the UT that Rs 1.37 Cr worth of UC has been forwarded to DeitY for acceptance.

Integration with SSDG / NSDG.

UT team informed that SI is yet to be selected for implementing SSDG in the UT.

Integration with Payment Gateway

UT team informed that their services are integrated with a 3rd party payment aggregator of Punjab National Bank. Integration with PayGov India platform could not be taken up due to lack of the requisite Treasury Bank in the UT.

Integration with MSDG It was informed that the eDistrict services are integrated with MSeva gateway.

Integration with ePramaan.

UT informed that it would be contacting C-DAC team to initiate the soon on the issue and would also be attending in the forthcoming workshop on ePramaan.

Integration with DigiLocker

UT team conveyed that online Aadhaar based authentication process is to be implemented (AUA server) and after that integration with Digital Locker would be taken up.

Issuance of Government Orders (GOs) for eDistrict services

The UT team informed that GOs for all the 35 eDistrict services have been issued, and that the copy of the same would soon be sent to DeitY.

STQC testing covering all approved e-District services.

It was informed that the UT would be initiating the SQTC testing process once 20 – 25 services are launched.

Availability of data sets on Open Data platform and timelines for providing the same.

The UT team informed that NDSAP policy has been adopted by UT. DeitY suggested that a workshop on Open Data Platform can be organized on UT’s request for awareness creation.

SPMU Contract Status The current SPMU contract is valid till Dec 2016. Thereafter the UT would look into the matter if it needs extension or not.
