    MUZAFFARGARH.

    It is submitted that Housing Colony of 1500 different types of Residences,Rest House, Hostels, Mosques, Clubs, Check Posts, Markets alongwith 20 KM Feeder

    (Phase-I & II) and Taliri Tube well Feeder (about 25 KM) is maintained by Electrical

    Housing Colony, Phase-II Staff. During maintenance of Electrical distribution networkdifferent items (list attached) are needed to replace the damaged/defective one, where and

    when required.

    Total cost amounting to Rs.13,44,925/- (as per allocation). Budget provision

    has been made under Account Head 530803 during Financial Year 2009-2010.

    The Chief Executive Officer is competent to accord Admn. Approval upto 01Crore vide Section iii, Clause A(a)iii, vide book of financial powers revised upto August,

    1995.

    The case is submitted to seek approval from Chief Executive Officer, Genco-

    III, TPS, Muzaffargarh to procure the said material (Electrical Items) through allocation from

    Material Management Director (MEPCO), Multan.

    Subject: ADMN. APPROVAL REGARDING PROCUREMENT OF THERMAL OVER LOAD OFDIFFERENT CAPACITY FOR UNIT NO.5&6, TPS, MUZAFFARGARH.

    It is submitted that thermal overload relays play very important role for

    safe/ smooth operation of different types of motors. The Thermal overload relays are inoperation since commissioning of Unit No.5&6 (i.e. 1995).

    Due to aging factor, said relays have started to create troubles andreplacement is necessary, so, these thermal overload relays (copy enclosed) are neededto replace with the faulty relays as and when required and to avoid emergent situation.

    Estimated cost is amounting to Rs.1.1 Million.

    Budget provision has been made under A/C Head 530405 & 530419 duringfinancial year 2009-2010.

    The Chief Executive Officer is competent to accord Admn. Approval uptoRs.1 Crore vide Section III, Clause A (a) iii of Book of Financial Powers revised uptoAugust, 1995.

    Subject: ADMN. APPROVAL REGARDING PROCUREMENT OF CONTACTORS/STARTERSOF DIFFERENT CAPACITY FOR UNIT NO.5&6, TPS, MUZAFFARGARH.

    It is submitted that Contactors/Starters play vital role to control the

    electric power supply for equipments to safe them to damage.

    These contactors/starters are being used on units since erection i.e. 1995.With the passage of time these contactors/starters damaged/miserable and notfunctioning properly, so, the replacement of these contactors/starters (Copy enclosed) isessential to avoid emergent situation.

    Estimated cost is amounting to Rs.0.95 Million.

    Budget provision has been made under A/C Head 530405 & 530419 duringfinancial year 2009-2010.

    The Chief Executive Officer is competent to accord Admn. Approval uptoRs.01 Crore vide Section III, Clause A (a) iii of Book of Financial Powers revised uptoAugust, 1995.

    Subject: ADMN. APPROVAL REGARDING PROCUREMENT OF CIRCUIT BREAKERS OFDIFFERENT CAPACITY FOR UNIT NO.5&6, TPS, MUZAFFARGARH.

    It is submitted that circuit breakers are very important for electrical

    equipments to control and protect them at abnormal condition.

    These circuit breakers are being used on units since erection i.e. 1995. Withthe passage of time, these circuit breakers damaged/deteriorated and not functioningproperly. So, the replacement of these circuit breakers (Copy enclosed) is essential toavoid emergent situation.

    Estimated cost is amounting to Rs.1.1 Million.

    Budget provision has been made under Account Head 530405 & 530419during financial year 2009-2010.

    The Chief Executive Officer is competent to accord Administrative Approvalup to 01 Crore vide Section III, Clause A (a) iii vide Book of Financial Powers revised uptoAugust, 1995.

    Subject: APPROVAL REGARDING COLLECTION OF ALLOCATED MATERIAL(PC METERS, STEEL STRUCTURE ETC.) ON CASH DEPOSIT BASIS.

    1- It is submitted that Housing Colony consists of 1600 different types of residences,

    Rest House, Hostels, Mosques, Clubs, Security Check Posts alongwith 20 KM

    Feeders (Phase-I & II) Electrical Distribution net work.

    2- Maintenance work and billing of said residence and feeders is being carried out by

    your staff. Said distribution net work has started to create troubles and

    replacement of D-fittings, cables, meters, PC poles etc. is needed.

    3- In this regard, allocation of some material (Copy attached) was obtained from

    MEPCO. Total amount involved is Rs.15,26,883/-.

    4- Budget provision has been made in A/C Head 530803 during Financial Year 2009-

    2010.

    5- Case is submitted to obtain approval from Worthy Chief Executive Officer, Genco-

    III, TPS, Muzaffargarh to get the allocated material from MEPCO Store

    through demand draft please.

    ON DIFFERENT PLACES AT UNIT NO.5&6, TPS, MUZAFFARGARH.

    It is submitted that valves play vital role to control the supply of water/oil/gas

    according to their requirement.

    These valves are installed on Units since erection i.e. 1995. With the passage

    of time, said valves have damaged/deteriorated and not functioning properly. So, the

    replacement of these valves (copy enclosed) is essential to avoid emergent situation.

    Estimated cost amounting to Rs.0.8 Million (8 Lac).

    Budget provision exists under A/C Head 530403 during financial year 2008-

    2009.

    Resident Engineer is competent to accord Admn. Approval vide Section III

    Clause A(iv) vide Book of Financial Powers up to Rs.40 Lac (4 Million).

    The case is submitted for Admn. Approval to procure the said valves through

    local tender please.

    Subject: ADMN. APPROVAL REGARDING PROCUREMENT OF GENERAL

    BEARINGS FOR 6.6 KV ID FANS MOTOR FOR UNIT 5&6, TPS,MUZAFFARGARH.

    It is submitted that 04 Nos. ID Fan Motors are installed on Unit No.5&6 and

    08 Nos. General Bearings have been used on these motors.

    These motors are in operation since erection (i.e. 1995) with the passage of

    time, some bearings have been damaged and replaced with new one, which were available in

    store. Now 02 Nos. new bearings are needed to replace as and when required.

    Subject: APPROVAL REGARDING REPLACEMENT OF 6.6 KV CABLE TRAYS

    AT UNIT 5, TPS, MUZAFFARGARH.

    It is submitted that 6.6 KV Cables are lying in trenches at boiler basement.

    These cables are feeding supply to 6.6 KV Motors & Aux. Transformers etc. During last

    year, these trenches became full of carbon and mud in result of washing of Air Preheaterelements.

    Now Air Preheater elements have been changed with new one and washingprocess may not be carried out so frequently. Work for cleaning of said trenches has been

    completed under the supervision of Civil Section.

    On checking, it was found that almost all cable trays (about 3 rows in each

    trench) have been damaged / deteriorated. The cables are also in poor condition. To save

    these costly cables and for proper racking, installations of new cable trays is essential on

    urgent basis.

    Being sophisticated and specialized job, our staff cannot perform said work.

    So, the experienced persons are required from local market.

    Budget provision exists under Account Head 530401 during Financial Year

    2008-2009.

    Estimated amount involved is Rs.3,10,000.

    Resident Engineer is competent to accord approval for said work vide Section

    III Clause A(iv) of Book of Financial Powers upto 40 Lac.

    The case is submitted to accord approval for said work through calling localtenders.

    Point-wise reply of the objections raised by Deputy Manager Accounts:-

    1- Admn. Approval/Technical Sanction is not required for foreign procurement.

    2- Performa for procurement of proprietary items through OEM is placed at

    (Annex: E).

    3- Original Manufacturer M/S Ying Kou city Ventilating Machinery Factory,

    China at their trading agent M/S Harbin Integrated Power Control China hasconfirmed that M/S Zaid Constructors, Karachi is their sole representative in

    Pakistan (vide their letter Nos.YVM/Unit 5&6/Hyd/MO811 dated 06.11.2008

    and IPCE-Zc/T-1627 dated 13.11.2008 Copies attached).

    4- Budget provision for procurement of said item has already been made in

    Foreign Budget for the year 2008-2009 and submitted on 15.12.2008 for

    approval (Copy attached).

    5- In response of letter No.CEO/MZG/RE-II/EE/385 dated 14.01.2009, the

    bidder has submitted revised Performa Invoice No.IPCE-Zc/805 dated16.01.2009 with a discount of 2% on their previous rate, delivery period

    reduced to 70 days instead of 80 days, validity date extended upto 16.03.2009,

    Fair Price Certificate and previous purchase order. (Annex: D).

    6- Keeping in view the rate fluctuation in market specially in the rates of metals,

    the revised quoted rate (RMB 14,62,424.00 for 08 coolers) are reasonable.

    7- The case is submitted for further action please.

    Subject: ADMN. APPROVAL REGARDING PROCUREMENT OF 08 NOS.

    HYDROGEN GAS COOLERS FOR GENERATOR OF UNIT NO.5&6,TPS, MUZAFFARGARH THROUGH OEM.

    It is submitted that Hydrogen Gas Coolers for Generator were installed since

    erection of Units (i.e. 1995) and used to maintain the temperature of Hydrogen within the

    Generator. The coolers have completed their useful life and started to be leaked.

    During the Annual Boiler Inspection of Units, said coolers of Generator were

    checked with pressure, many tubes were found leaking. After necessary repair, these coolers

    have been taken in service but the replacement of these coolers is essential for smooth & safe

    operation of Generator for both Units.

    Procurement of Hydrogen Gas Coolers from OEM is better because a change

    of Supplier would oblige the procuring agency to acquire material having technical

    specifications or characteristics and would result in incompatibility or disproportionate

    technical difficulties in operation and maintenance.

    Estimated cost is RMB 1.5 Million.

    The case may please be forwarded to Chief Executive Officer, Genco-III,

    TPS, Muzaffargarh for obtaining the Admn. Approval to purchase the said coolers after

    calling quotations from original equipment manufacturer (OEM).

    Subject: ADMN. APPROVAL REGARDING PROCUREMENT OF 08 NOS.

    HYDROGEN GAS COOLERS FOR GENERATOR OF UNIT NO.5&6,TPS, MUZAFFARGARH THROUGH OEM.

    It is submitted that Hydrogen Gas Coolers for Generator were installed since

    erection of Units (i.e. 1995) and used to maintain the temperature of Hydrogen within the

    Generator. The coolers have completed their useful life and started to be leaked.

    During the Annual Boiler Inspection of Units, said coolers of Generator were

    checked with pressure, many tubes were found leaking. So, the replacement of these coolers

    is required for smooth & safe operation of Generator for both Units.

    In the light of instructions of Managing Director (PEPCO) conveyed vide

    General Manager (Thermal), Letter No.30-33/GMT/P&S dated 08.12.2008. OriginalManufacturer M/S Ying Kou City ventilating Machinery, China was approached vide

    Quotation No.CEO/MZG/RE-II/EE/9574d dated 04.11.2008 (Annex-A) to procure the said

    coolers. In return they nominated M/S HIPCE (Harbin Integrated Power Control Engineering

    Ltd.,) China their trading agent. M/S HIPCE was contacted through quotation

    No.CEO/MZG/RE-II/EE/9771 dated 11.11.2008 (Annex-B) to quote their lowest price for

    said coolers.

    In response, they quoted the rates through their local agent M/S ZaidConstructors for total price of 08 Nos Coolers RMB 1492272.00 on FOB Tian Jin basis

    (Annex-C)

    In view of the General Manager (Thermal), letter No.1171-74/GMT/P&S/

    G-1 dated 26.01.2008, a letter No.CEO/MZG/RE-II/EE/385 dated 14.01.2009 was written to

    the bidder for a reasonable discount on quoted rates, reducing the delivery period, increasing

    the validity period, processing the fair price certificate and the copies of the Purchase Order

    placed by Power Station during last 1 or 2 years.

    The bidder has submitted revised Performa Invoice No.HIPCE-ZC/805 dated

    16.01.2009 through their local agent M/S Zaid Constructors, Karachi with a discount of 2%

    on their previous rate (Annex: D), Delivery period reduced to 70 days, validity period

    increased to March 16, 2009, Fair Price Certificate and previous Purchase Order. Now the

    discounted FOB rates are RMB 1462424.00. Performa for procurement of Proprietary items

    is placed at Annex: E.

    Keeping in view the rate fluctuation in market specially in the rates of metals,

    the revised quoted rates seem to be reasonable. Procurement of Hydrogen Coolers from OEM

    is better because:-

    (i) Procurement from any other agency may result in compatibility or

    disproportionate technical difficulties in operation & maintenance.(ii) Only one manufacturer exists for the required procurement.

    (iii) The procurement concerns the acquisition of material from original

    manufacturer who has originally supplied the same.

    It is therefore, requested that the competent Authority may please be

    approached for placing Purchase Order on the firm, so that existing problem be eliminated

    and safe operation of Unit No.5&6 be ensured.

    Subject: LEAKAGE OF TUBEWELL WATERLINE OF UNIT 5&6, TPS,

    MUZAFFARGARH.

    It is submitted that heavy leakage in tube-well water line of Unit 5&6 has

    observed near the village Bhutah Pur, Jhang Road, Muzaffargarh. The residents of the village

    have lodged a complaint and has requested to attend this leakage urgently to avoid damage of

    their houses. To attend this leakage, excavation of earth about 10 feet deep is required.

    It is requested that Civil Section may please be directed to carry out the

    excavation of the earth at the earliest, so that the welding work may be carried out to attend

    the said leakage.

    Tender was opened on due date i.e. 30.12.2008. Following four firms

    participated in tender:-

    Subject: BATTERY BACK UP ENHANCEMENT OF 3X30 KVA SIEL UPS

    M/S Siel SPA, Italy (Local Agent M/S ARG, Karachi) supplied 03 Nos. 30

    KVA UPS through ICB tendering. As per commercial offer, their representative installed

    UPS system without connecting with D.C. Batteries (Power House Source) and committed to

    return back with certain tools & testing equipment.

    The firm was again approached vide letter No.CEO/MZG/RE-II/EE/5057-58

    dated 29.07.2008 to connect the same with D.C. source and rectify the same faults in UPS.

    In response, Mr. Asif, Technical Services Incharge (M/S ARG, Karachi)

    visited the site and recommended to provide independent D.C. Battery source having 33 Nos.

    12 Volt, 100 AH batteries.

    The enhancement will enhance the back up facility to the Unit. These batteries

    are rate contract item vide No.CE(P&D)/DP(P&V)/RC-14201/1030-1129 dated 22.03.2008

    detailed below:-

    Subject: EVALUATION REPORT.

    The subject tender was opened on due date i.e. 18.10.2008.

    Three firms participated in the tender. M/S Taj Rubber Industries, Karachi

    quoted the lowest rate as detailed below:-

    Karachi to procure the said Rubber Gaskets.

    Subject: ADMN. APPROVAL FOR PROCUREMENT OF COPPER TUBES FOR

    HYDROGEN GENRATOR COOLERS FOR UNITS No.6, TPS,MUZAFFARGARH.

    It is submitted that hydrogen generator coolers were installed since erection of

    Units (i.e. 1995) and used to maintain the temperature of hydrogen within the generator. Asthe Annual Boiler Inspection of said unit is under progress. The generator was dismantled for

    inspection/checking. As the hydrogen coolers were checked with pressure. Many tubes were

    found leaking. For replacement of all existing tube (548) alongwith fins, the Quotation wasobtained (Copy attached) F/A.

    Total amount Rs.14 Million was required.

    During the visit of Director, Workshop Wapda, Faisalabad, the matter was

    discussed by the competent authority and finally decided to insert the less diameter copper

    tubes inside all existing leaking tubes of coolers.

    For this purpose, quotation was obtained from local market (Copy attached) F/B.

    Estimated cost of one tube is Rs.1700/- for the below mentioned specification.

    In the light of above mentioned letter, concerned Asstt. Electrical Engineer &

    line Superintendent has directed to attend the tasks narrated in said letter (IDN attached).

    It is submitted that 12 Nos. housing colony staff performing the following

    jobs (In distribution companies relates to subdivision and revenue office).

    i. Attend the electrical complaints of 1650 residences, hostels, rest house, official /

    officers / staff clubs, grounds street lights, markets, schools & dispensary.ii. Maintenance / trouble shooting of 02 Nos. housing colony feeders (about 10 Km

    long.)

    iii. Maintenance/trouble shooting of 01 No Taliri feeder (about 20 Km).

    iv. Maintenance/trouble shooting of 79 distribution transformers (200 KVA each6.6/0.4 Kv)

    v. Energy meter checking/recording of all residences.

    vi. Billing of all residences / markets.vii. Debit advices of all employees.

    In distribution companies, for this job, about 30 Nos. staff in sub division, 120Nos staff in revenue office, Total 200 Nos. employees staff is deputed. In spite of very short

    staff, we tried our best to attend the above mentioned jobs, round the clock.

    In this regard, it is requested that more staff may please be deputed to attend

    the said technical / clerical jobs.

    It is submitted that I am going to retire from service vide letter

    No.CEO/MZG/A&HRD/12507-10 dated 04.10.2007 w.e.f. 16.04.2008. On 24.07.2007, an

    application was put up for taking over the charge of T&P and Consumable Items. In this

    regard your good honour deputed Mr. Niaz Ahmed, Foreman to take over the charge. But

    Mr. Niaz Ahmed, Foreman is denying to take over the charge till to date and the charge of

    T&P and Consumable Items has not been taken over by him.

    It is therefore requested that a suitable person may kindly be deputed for

    Subject: THEFT INCIDENT OF 200 KVA TRANSFORMER AT TUBE WELLNO.19 AT TALIRI CANAL.

    09 Nos. Tube wells have been installed on both sides of Taliri Canal to supply

    make-up water for Unit No.5&6, TPS, Muzaffargarh. Each tube well is equipped with

    200 KVA Transformer with cable to supply power to 160 KW tube well motors.

    It was informed by Tube Well Operators, Unit 5&6 on 28.04.2008 that there

    has been theft incident of 200 KVA Transformer at Tube Well No.19. The un-identified

    thieves has stolen the copper coils after dismantling the transformer. Damaged Transformer

    body alongwith core was found scattered on the ground.

    The case is submitted for further action please.

    Subject: J U S T I F I C A T I O N.

    Unit No.5&6 were commissioned in February 1995 and August, 1995

    respectively and are in operation since then.

    - Circuit Breakers play important role to start/stop 6.6 KV/0.4 KV Motors for

    main Units. In case of fault, said breakers protect the motors and isolate the

    faulty portion to avoid further loss.

    - 6.6 KV & 0.4 KV breakers are enclosed in Metal clad enclosure and whole

    control/protection system of said breakers is fitted in these enclosures, the

    precise/healthy condition of which play important role for accurate

    operation of breakers.

    - It is worth to mention here that 04 Nos. 6.6 KV breakers and 12 Nos. 0.4

    KV breakers alongwith metal clad enclosure have damaged. For smooth

    operation of units, these breakers/Metal enclosures are required for

    replacement. Thus the procurement of these Breakers & enclosures is very

    essential. While working out the requirement, the stock position of theseitems has been kept in view, which is NIL.

    Subject: PROCUREMENT OF SEAL OIL COOLERS FOR UNITS 5&6, TPS,MUZAFFARGARH.

    It is intimated that 08 Nos. Plate type Heat Exchangers are installed on Unit

    No.5&6 to maintain temperature of oil supplied to Generator Hydrogen Seals. Three heat

    exchangers are in service since 1995. With the passage of time, plates & gaskets of said heat

    exchangers have deteriorated/damaged and started to be leaked.

    Keeping in view the above, 04 Nos. Seal Oil coolers (Tubular type are

    required to replace the damaged plate type heat exchangers for Unit No.5&6 (detail

    attached).

    Estimated cost is Rs.135000/- (Thirteen Lac fifty thousands only). Budget

    provision exists under Account Head 530401 during Financial Year 2007-2008.

    Chief Engineer is competent to accord Admn. Approval vide Section III

    Clause A(iii) of Book of Financial Powers revised upto August, 1995.

    Case is submitted for obtaining approval from Chief Executive Officer,

    Genco-III, TPS, Muzaffargarh to procure the said coolers through local tenders.

    Subject: Anonymous Complaint Regarding Misuse of Free Electricity Supply

    It is submitted please that the proper billing of the named officials in thecomplaint is being done on monthly basis. The proof of the record for the month of

    September 2010 is hereby attached. The billing of the meters which are defective is being

    done on the bases of previous consumption and average consumption is being imposed on theusers. Further the demand for new energy meters has already been floated and is under

    process.

    As explained above, it is requested that the compliant regarding Misuse ofFree electricity facility is fake and in reality all the record is being maintained properly. It is

    therefore requested that the same complaint may please be filed.
