While there is plenty of evidence to show the impact of chambers of commerce on their communi- ties, it is much harder to find data that quantify the impact of belonging to a cham- ber. A recent study, commissioned by the American Chamber of Commerce Executives, is designed to do just that: determine the real value to companies in terms of consumer outcomes of joining and being active in their local chamber of com- merce. Do consumers really support busi- nesses because they are chamber members? Data for the study come from a scientif- ic web-based survey of 2,000 adults nation- wide. What makes the study unlike most, however, is that almost every question on it is part of one of several imbedded experi- ments. This means that respondents were ran- domly assigned to different groups at sever- al points during the survey. Each group reads something slightly different – like a description of a company that changes only a little for each group – but then everyone is asked the same questions thereafter, regard- less of which company description they just read. Therefore, when there are statistically significant differences in how different groups answered the same questions, we know exactly why it happened. This approach yields powerful results because it bypasses the subjectivity of most opinion polls. A sampling of some of these results proves this to be the case. • Most consumers (59%) think that being active in the local chamber of com- merce is an effective business strategy over- all. It is 29% more effective, however, for communicating to consumers that a com- pany uses good business practices and 26% more effective for communicating that a business is reputable. • If a company shows that it is highly involved in its local chamber (e.g., sits on the chamber board), consumers are 12% more likely to think that its products stack up better against its competition. • When a consumer thinks that a com- pany’s products stack up better against the competition because the company is highly involved in its local chamber of commerce, it is because he or she infers that the com- pany is trustworthy, involved in the com- munity, and is an industry leader. • When consumers know that a restau- rant franchise is a member of the chamber of commerce, they are 40% more likely to eat at the franchise in the next few months. • When consumers know that an insur- ance company is a member of the chamber of commerce, they are 43% more likely to consider buying insurance from it. AND THE SURVEY SAYS: IT’S GOOD FOR BUSINESS TO JOIN THE CHAMBER OF COMMERCE When consumers know that a small business is a member of the chamber of commerce, they are 44% more likely to think favorably of it and 63% more likely to purchase goods or services from the company in the future. Government employees in Canada receive higherwages and likely more generous non-wage benefits thantheir private-sector counterparts, finds a new studyreleased by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank.

“As governments across Canada struggle with per-sistent deficits and growing debt in the face of ongoingnegotiations with public-sector unions, now is anopportune time to scrutinize the compensation of gov-ernment employees nationwide,” said Jason Clemens,executive vice-president of the Fraser Institute and co-author of Comparing Government and Private SectorCompensation in Canada.

Using Statistics Canada’s Labour Force Survey datafrom January to December 2013, the study calculatesthat government employees in Canada (federal, provin-cial and local governments) receive 9.7 per cent higherwages, on average, than comparable employees in theprivate sector.

This wage premium accounts for differencesamong individual employees such as age, gender, mari-tal status, education, tenure, type of work, size of estab-lishment, industry, and occupation. When unionizationis accounted for, the government-sector wage premiumdrops to 6.2 per cent.

But wages are only part of an employee's total com-pensation, which also includes non-wage benefits suchas pensions, early retirement and job security. Andaccording to several indicators, the government sectoras a whole enjoys superior non-wage benefits. Specificnon-wage benefits examined in the study include:

• Pensions: In 2013, 87.8 per cent of governmentemployees in Canada were covered by a registered pen-sion plan compared to only 23.9 per cent in the privatesector. Of those covered, 94.2 per cent of governmentemployees enjoyed defined-benefit pensions (whichguarantee a certain level of benefits in retirement) com-pared to 47.5 per cent of private-sector employees.

• Early Retirement: Between 2009 and 2013, govern-ment employees retired 2.4 years earlier, on average,than Canada’s private-sector employees.

• Job Security: In 2013, 3.6 per cent of private-sectoremployees experienced job loss in Canada, compared toonly 0.7 per cent of government employees.

• Absence Rates: Full-time employees in Canada’sprivate sector were absent due to personal reasons foran average 8.1 days in 2013 while the average govern-ment employee was absent 12.1 days.

“Of course, governments must provide competitivecompensation to attract qualified employees, but wagesand benefits in Canada’s government sector are out ofstep with the private sector,” said Charles Lammam,study co-author and director of fiscal studies at theFraser Institute.

“If governments want to better control spending torein in deficits and debt, one option is to ensure com-pensation paid to government employees broadlyreflects private-sector compensation for similar posi-tions,” Clemens said.
