• Should include relevant institutions from different administrative
levels (vertical integration) and sectors (horizontal integration)
• Why this partner? Each partner should have a clear role in the
project – sometimes institutions you already know might not be
the most relevant partners for the achievement of the project
objectives (dare to look beyond the usual suspects)
• Observers: strengthen the partnership
• Clear role (e.g. transfer of project results), should be presented
as precisely as possible for each observer (avoid copy/paste)

Check for relevance and coherence, both internally for your
project and for the contribution of the project to the programme

• Make sure that the outputs are relevant for your target groups
• Points to remember:
• The project results should refer to the envisaged change in
the area (not to be mixed up with the project outputs)!
• The project specific objectives should be formulated in a
precise and specific way; they should clearly be linked to one
(or more) output(s).
