Beneficiaries: 137,000 people in water supply,(25 Kebeles)

Program Goal and objectives
Goal: contribute to poverty reduction and sustainable
development in Arsi Negele Woreda, West Arsi zone of
Oromia Regional State
Specific objectives 1: Solid capacity of the communities and
the Woreda sector offices created to initiate, plan, implement,
monitor, and sustain water and sanitation projects.
Specific objectives 2: Reaching the MDG of halving the
population with out access to safe water supply and sanitation in
the target Woreda in an environmental friendly way.

Program Approaches
CLA –community demand driven and led approach is
adopted to address community capacity building and to
assure sustainability of constructed WaSH scheme;
CLTS – Community-Led Total Sanitation is adopted to
promote hygiene and sanitation practices in the Woreda
Gender Sensitivity ,HIV/AIDS prevention and other
cross cutting Issues.

Program Results
Construction of five big water schemes 139,608 people got access to safe water supply
Hygiene and sanitation promotion 36,536 improved TPLs constructed 182,680 people got access to improved sanitation facilities
13 VIPLs (8 schools, 3 Markets, 2 cooperatives) constructed 48,713 people got access to sanitation facilities @ public institutes
Piloting of biogas technology 10 biogas constructed in farmers house.
Many more on capacity building and Environmental development.

Guna Dole safe water supply scheme: supplying 96,343 people in 18 KAs
The structure include:
Two spring sources’ capping (Guna - 10l/s and Debele -30l/s)
4 reservoirs(50,100,200 and 300m3 capacity)
About 156kms of pipe line
75kms of main pipe line 85kms of secondary and tertiary pipe line
62 Water Kiosks and 5 cattle troughs
2 board offices(Main and technical offices)

Scheme Management issues

One scheme level board(34 General assembly members
and 9 executive scheme management board members)
Staffs:- 83 staffs (5 technical,13 guards and 60 Was)
About 400 private customers,3 health stations, 2
langano area lodges, different offices and religious
centers.
Has a cumulative amount of more than 2mill.ETB
Audit was conducted by concerned government office
and currently the scheme board has promoted to
“Rural safe water supply service”

How WSP approach was initiated in ANWP
Microbial analysis of drinking water between Guna-Dole water supply scheme and point of use at household level done in Sept 2011.
The finding revealed that the water at the source was of sound quality. However, 86% of the water samples taken from drinking cup was positive for fecal coliform bacteria.
As a result of the alarming finding, discussion was held with WHO Ethiopia and WSP was recommended as a tool to address the issue.

WSP is a plan to ensure the safety of drinking water
through the use of a comprehensive risk assessment
and risk management approach that encompasses all
steps in water supply from catchment to consumer.
To implement WSP, TOT has been given to relevant
staffs from WHH supported programs by joint
facilitation of WHH and WHO-Ethiopia.
Finally, ANWP-GD SWSS was selected to be a pilot
project to start the approach-WSP

agreed ranking system)
3. Implement the needed improvement (eg. Following a
prioritized schedule)

validation,operational monitoring, and end point testing)
5.Review the WSP (Develop supportive processes-
eg.training)

The process and achievements so far in ANWP-
GDSWSS
Right after the TOT, the following were conducted:
1st. All the modules and supportive documents were translated in to
local language (Oromiffa) .
2nd.Training started from Woreda level sector office heads
(WWT) on: 1.Current situation in the scheme
2. How to go through these problems using WSP
and its approach.
3rd. Training continued to GD SWSS management board members
4th. With the facilitation of the program staffs, WWT and GD
SWSS management board members met and select the GD
SWSS WSP team members from different sectors and
backgrounds. The team members are as follows:

What has been achieved so far (In two months period)?
54/62 water kiosks fenced by the community All the pipe line trenches back filled The observed leakage on the spring box maintained Total scheme disinfection implemented Significant positive changes observed in and around the WKs

Challenges faced:
Most of the program staffs were engaged on already planned program activities Insufficient attention given to WSP piloting
The WSP team members were very busy as the implementation period was during the rainy season that most of them were engaged in farm activities Members were not fully committed
Besides the above reasons, the approach needs more budget than it was anticipated-all the identified risks need additional investment to be addressed Lack of fund to implement actions
The approach it self need continuous follow up and monitoring activities to evaluate its progress Limited time for piloting
As the approach is new even for the country, it needs a considerable time to adopt to the local context

Recommendation
Incremental water quality improvements can be achieved in any
given water scheme through the implementation of WSP
approach recommended to scale it up.
It is highly recommended to include most available people in the
WSP team to assure continuing commitment.
Extending the focus of the WSP approach to the “point of use” as
major problems are associated with post collection
contamination.
Get sufficient time, committed WSP team and some budget to
successfully implement WSP approach.
