ASME Boiler and Pressure Vessel Code SECTION XI
INTERPRETATIONS Volume 37
The Interpretations to the Code will be issued twice a year up to the publication of the 1998 Edition of the Code: each July (designated 7/95, 7/96, and 7/97) and with each Addenda (designated A95, A96, and A97). The Interpretations for each individual Section are published separately and are part of the update service to that Section; Interpretations of Section 111, Divisions 1 and 2, are part of the update service to Section Ill, Subsection NCA. Interpretations are not part of the Code or the Addenda.
Interpretations Volumes 30 through 35 were included with the update service to the 1992 Edition of the Code; Volume 36 is the first Interpretations volume to be included with the update service to the 1995 Edition.

FOREWORD
General Information This publication includes all written interpretations issued between the indicated dates by the ASME
Staff on behalf of the ASME Boiler and Pressure Vessel Committee in response to inquiries concerning interpretations of the ASME Boiler and Pressure Vessel Code. A contents is also included which lists subjects specific to the interpretations covered in the individual volume. These interpretations are not a part of the Addenda or the Code.
These interpretations are taken verbatim from the original letters, except for a few typographical and editorial corrections made for the purpose of improved clarity. In some instances, a review of the interpretation revealed a need for corrections of a technical nature. In these cases, a revised interpretation is presented bearing the original Interpretation Number with the suffix R and the original file number with an asterisk. Following these revised interpretations, new interpretations and revisions to them issued during the indicated dates are assigned Interpretation Numbers in chronological order. Interpretations applying to more than one Code Section appear with the interpretations for each affected Section.
ASME procedures provide for reconsideration of these interpretations when or if additional information is available which the inquirer believes might affect the interpretation. Further, persons aggrieved by an interpretation may appeal to the cognizant ASME committee or subcommittee. As stated in the Statement of Policy in the Code documents, ASME does not “approve,” “certify,” “rate,” or “endorse” any item, construction, proprietary device, or activity.
Each interpretation applies to the Edition and Addenda stated in the interpretation, or if none is stated, to the Edition and Addenda in effect on the date of issuance of the interpretation. Subsequent revisions to the Code may supersede the interpretation.
For detailed instructions on preparation of technical inquiries to the ASME Boiler and Pressure Vessel Committee, refer to Appendix V in Division 1, Appendix I11 in Division 2, and Appendix VI in Division 3.

Question: Code Case N-458, para. 4.0 states, “The material used for the specimen shall be the same as the coated ferromagnetic material to be examined.” Can this be interpreted to mean that the ferromagnetic properties of the specimen must be the same as the material to be examined, that is, any P-No. 1, group 1, 2, or 3 material may be used for the specimen if the material to be examined is P-No. 1 material?
Reply: No. The material must be the same material specification and heat treatment.

Question (1): When a vendor performs off-site Section XI repair/replacement activities (e.g., repair welding) on existing plant equipment which has been removed with the intention of reinstallation, and further Section XI repair/replacement activities (e.g., nondestructive examination or hydrostatic testing) will be performed by the Owner prior to or concurrent with reinstallation, is the Owner responsible for imposing Section XI requirements on the vendor?
Reply (1): Yes.
Question (2): When a vendor performs repair/replacement activities off site on removed plant equipment and further repair / replacement activities by the Owner or repair organization prior to reinstallation of the item will not be required, is the Owner responsible for imposing Section XI requirements on the vendor?
Reply (2): Yes, for items removed from systems which have been placed in operation (see Interpretation XI-1-83-10).

Reply (1): Section XI does not address addition of new components to the inspection program. However, requirements were added to the 1994 addenda of the 1992 edition.
Question (2): When new components are added to the inspection program, does preservice examination performed in accordance with IWB-2200(c) count as a completed examination in calculating completion percentages in accordance with Table IWB-2412-)?
