Notifications and Timeframes All applications received via e-mail will receive confirmation that they have been received. As a guide, the short-listing of candidates is usually completed within approximately one week of the closing date. You will receive either a phone call inviting you to attend an interview, or a letter advising that you were unsuccessful, within two weeks of the closing date.

The Interview If you are invited to attend an interview, the interview panel will generally consist of three people and go for approximately 45 minutes to one hour, dependent upon the position. Interview questions will be consistent for each applicant. Whenever practicable, applicants will be interviewed in person; however, interstate or overseas applicants may have an initial interview via telephone. Please bring proof of meeting mandatory skills and qualifications identified in the position description to the interview for sighting by the Panel. If required, a National Police Check, no less than 6 months old will also be required for sighting at the interview. The panel will inform you at the interview when they expect to be in touch with the outcome or update of the interview. If successful in being shortlisted for an interview for a position that requires a National Police Check, you will be asked to provide the original check, that is no longer than 6 months old at the interview. If a Police Check is unable to be provided, you will be asked to consent in writing, for Council to undertake a Police Check on your behalf. This will require 100 points of identification to be presented at the interview. People with disclosable court outcomes are not automatically disqualified from the recruitment process. Each outcome is assessed on its relativity to the particular position.

Qualifications If you attend an interview, please bring original documentation supporting the qualifications outlined in your resume. If you are the successful applicant, you will be required to submit copies of all documents relating to your qualifications to Human Resources, for placement on your personnel file.

After the interview The successful applicant will be notified by phone to progress to the next stage of the recruitment process. A commencement date and other conditions of employment will be agreed on and a letter of offer will be sent to confirm the terms and conditions of your employment. The unsuccessful applicants will be advised via telephone of the selection panel’s decision, followed by a letter confirming the outcome. Unsuccessful applicants are able to contact the Chairperson of the selection panel for feedback on their application and interview.

Pre-Employment Checks Pre-employment medical examinations, police checks or working with children checks may be required for certain positions within Council. The requirement of these checks will be advertised and included within the position description.

Pre-Requisites for Employment It should be noted that successful applicants may be required to provide proof of eligibility to work in Australia prior to commencement of duties. This may be in the form of a passport or birth certificate identifying Australian citizenship or a valid work visa.

Pre-Employment Health Declaration

The successful applicant will also be required to complete Swan Hill Rural City Council’s “Disclosure of Pre-Existing Injuries” Form. This formally notifies Council of any pre-existing injury or disease that the incumbent has suffered that could be affected by the nature of the proposed employment.

Failure to make a disclosure, or making a false or misleading disclosure, may disqualify the incumbent from any Workers’ Compensation entitlements for any recurrence, aggravation or acceleration of the pre-existing injury or disease if it is sustained in the course of, or due to the nature of their employment with the Swan Hill Rural City CouncilPursuant to Section 41 of the Workplace Injury Rehabilitation And Compensation Act 2013.

Qualifying Period New employees at Council will be required to complete a six-month qualifying period. During this qualifying period, you will be involved in regular reviews to ensure that you are completing your position to the required expectation. The reviews give you the opportunity to openly discuss any concerns with your supervisor.

Information Privacy and Confidentiality All information acquired is treated confidentially, in accordance with the Information Privacy Act 2000 and Health Records Act 2001. The personal information supplied as part of your application is collected by Swan Hill Rural City Council for recruitment and selection purposes and will be used solely by Council for the primary purposes it was collected. Assets Engineer

Permanent Full Time Position

Situated on the beautiful banks of the mighty Murray River, Swan Hill Rural City covers more than 6,100km2 and

is home to just under 21,000 people. The economy is driven by agriculture, horticulture and tourism. Swan Hill is a great place to live with a choice of schools, medical facilities, retail outlets, sporting and cultural facilities and restaurants.

This key Infrastructure position is available with Council where you will be an integral part of our continuing asset management journey. Your expertise in asset management is required to ensure our assets are managed for future generations.

You will have a drive to succeed and a desire to be part of a proactive regional community environment and be responsible in leading the continuing development and implementation of Council’s Asset Management program. A commitment to providing high level service to our Community and drive to see projects completed is essential.

Salary: Attracting between $84,170 and $93,200 per annum (plus superannuation), dependent upon qualifications and experience. This is a permanent full time position within Council.

Accountability Statement Reporting to the Engineering, Projects & Assets Manager, the Assets Engineer is accountable to oversee Council’s Asset Management program through the delivery of Asset Management Plans, strategy development and forward improvement programs.

Position Objective Provide strategic input into the overall coordination of Council’s asset management and

geographic information system.

Contribute to the development and achievement of corporate goals for asset, and geographic information systems management.

Foster and promote a culture of commitment and accountability amongst all staff within areas of responsibility.

Assist in developing the asset management program and maintain the program in accordance with the annual budget allocation, Council objectives and requirements of Council’s business units.

Contribute to the development of strategic direction and policy, service levels and standards in regard to all assets, and geographic information management issues.

Ensure that Council’s long term Asset Programs are delivered in a cost effective and equitable way.

Ensure all Asset Management Plans are current.

Key Responsibility Areas The Assets Engineer will provide guidance and advice, and develop policies and management strategies for the following areas:

Asset Management

Geographic Information Systems (with respect to Asset Management)

Administration

Provide effective overall coordination of Asset Management programs.

Ensure all administrative processes are completed with all relevant agencies.

Contribute to the development of policies, procedures and operational guidelines relevant to Programs under his/her control.

Provide information in the development of Council’s annual budget and 10 Year Capital Works Program.

Asset Management

Set up, operate and update Asset Management systems for all Council assets.

Undertake strategic planning in respect of Council’s infrastructure assets.

Develop, review and interpret policies and strategies as needed to manage infrastructure assets.

Undertake and co-ordinate technical and other investigations, assess options and prepare technical and other reports as directed.

Provide information and strategic technical advice to other departments.

Liaison and co-ordination with other departments to bring about a corporate appraisal of the effectiveness and appropriateness of the asset management system.

Perform/ Complete annual reporting and survey as required by Local, state and federal Government agencies.

Ensure Councils Asset Management System provide timely, accurate and complete information for Council’s Financial Asset Registers.

Undertake the responsibilities as outlined in Council’s Asset Management strategy.

Staff Management

Supervision and development of staff within the Assets Engineer’s areas of responsibility including appropriate delegation and monitoring of responsibilities, recruitment, performance management, analysis and implementation of training requirements, succession planning and annual performance review.

Develop and maintain a culture within the Programs, which emphasises strong customer service, a clear business focus and ongoing development of efficient work practices.

Provide leadership to staff by communicating corporate objectives and expectations, developing a team focus, and promoting the preferred organisational culture.

Conduct or oversee as appropriate the effective implementation of human resource policies and procedures including equal opportunity, occupational health and safety and risk management.

Financial Management

Ensure operation of the Program within his/her area of responsibility is conducted within budgetary limits and service agreements as appropriate.

Assist with the preparation of annual operational budgets, and recommend appropriate resource levels for operation of Program.

Ensure the accountability requirements of funding agencies are met.

Pursue opportunities for external funding of programs.

Ensure whole of life assessments form part of project scoping for new or renewed assets, including the consideration of Best Value and Risk Management principles.

Maintain the Authority System and allocate work order numbers to asset related projects.

Keep Asset Register up-to-date

Maintain Council’s Register of Public Roads in accordance with legislation

Undertake condition inspection to determine their remaining life and update valuation of Council’s assets as needed

Occupational Health and Safety and Risk Management

Comply with all Occupational Health and Safety procedures and requirements.

Understand the principles of risk management including application to property, liability and occupational health and safety.

Ensure new employee induction includes the Risk Management System.

Monitor / appraise performance and actively contribute to the analysis of high loss incidents (actual and potential) within their area of responsibility.

Policy / Planning

Contribute to the Development of strategies and operational plans relevant to the functions of Programs under his/her areas of responsibility

Provide advice to the Engineering, Projects & Assets Manager, Director Infrastructure and Council on strategic issues.

Maintain appropriate links with professional bodies in order to capitalise on opportunities, and to remain informed of current trends in the environment and natural resource management fields.

Accountability and Extent of Authority This position is authorised to manage the Asset Management Program and its resources within the bounds of the annual budget and relevant Council policy and in particular:

May commit expenditure as appropriate within the Program which the position manages.

Is accountable for the attainment of budget targets both in terms of outputs and financial constraints, including relevant funding and service agreements.

Assist the Engineering Projects & Assets Manager carry out annual Employee Performance Reviews, make recommendation on remuneration and development of staff and deal with other staff management issues for those staff under the Assets Engineer supervision and in accordance with Council policies.

Is accountable for the overall conduct and performance of staff in his/her control in relation to the attainment of Council’s Corporate objectives and the implementations of Council’s policies.

Judgment and Decision Making Under general supervision and guidance by the Engineering, Projects & Assets Manager this position has the freedom to act in carrying out those duties and responsibilities specified in this position description, utilising personal judgement in the allocation of time and other duties.

The position shall:

Operate with discretion within the scope of priorities as determined and agreed with the Engineering, Projects & Assets Manager and the Director Infrastructure.

Display good judgement on technical, financial and human resource issues.

Possess demonstrated capacity to develop and consider options and make timely decisions consistent with organisational plans, priorities, procedures and culture.

Specialist Skills and Knowledge Highly developed knowledge of computer based asset management systems and knowledge of

geographic information systems.

Knowledge and demonstrated experience in asset management. Specialist knowledge and application of legislation, policies and standard practice and procedures relevant to asset management, and geographic information systems.

Understanding and general appreciation of the role and long term goals of the Council.

At least two years experience in a management/supervisory position.

Key Selection Criteria A tertiary qualification in Civil Engineering or other applicable qualification; or considerable

relevant experience.

Asset Management experience and demonstrated knowledge of local government infrastructure asset management processes, procedures and practices including valuation, depreciation and whole of life costing.

High level of computer skills and experience in the use of Asset Management systems, database management, spreadsheets, word processing, scheduling and computer based estimating.

Ability to provide strategic guidance and advice and development of policies and management strategies in the provision of engineering/infrastructure services.

Budgetary and financial management skills.
