PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 1, Section 4 – Dog Shows DefinedThe AKC Board has endorsed the following

amendment to CHAPTER 1, Section 4, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee and Staff. This will be voted on atthe September 25, 2018 Delegates Meeting. CHAPTER 1SECTION 4: A member or licensed show

with a limited entry, at which championshippoints may be awarded may be given by a clubor association in the event said club or associa-tion considers it necessary to LIMIT the NUM-BER OF DOGS or TOTAL ENTRY at its showdue to the limitations of space. The total num-ber of dogs or entries to be accepted togetherwith the reason therefore, must be indicatedon the cover or title page of the PREMIUMLIST. A specified closing date, in accordancewith Chapter 6, Section 9, must be indicatedin the premium list together with a statementthat entries will close on said date or when thelimit has been reached, if prior thereto. Noentries can be accepted, canceled or substi-tuted after the entry is closed.

be offered on a three-time win basis for thefollowing awards, provided permanent posses-sion goes to the owner and/or breeder win-ning the award three times, not necessarilywith the same dog, and further provided suchprizes are offered by the show-giving club itselfor through it for competition at its shows only:Best in Show, Reserve Best in Show, and Bestin any one group class.

pete. The club or association giving groupclasses must also give Reserve Best in Show,the winner to be chosen by the Best in Showjudge from among those group winners in thering, the winner to be entitled “Reserve Bestin Show.” No entry fee shall be charged butthe remaining group winners must compete.The Best in Show judge at an All-Breed Show

shall first award Reserve Best in Show, fol-lowed by Best in Show.

The Dog Show RulesCommittee is requesting this go forward to theDelegates for a vote as per the AKC Bylaws.This will be voted on at the September 25,2018 Delegates Meeting.CHAPTER 11SECTION 16: While on the show grounds,

dogs must be under the control of theirowner/handler, utilizing a traditional neckcollar/lead. They may be off lead when partic-ipating in an obedience, rally or agility ring,warm-up ring, exercise area or other off-leadactivities approved by the AKC. Special train-ing devices that are used to control and traindogs, including, but not limited to, collars

with prongs, electronic collars used with trans-mitters, muzzle and head collar/lead, and“Gentle Leaders” may not be used on dogswhile on the show grounds.

OFFICIAL STANDARD OF THE FINNISH SPITZGeneral Appearance: The Finnish Spitz pres-

ents a fox-like picture. The breed has longbeen used to hunt small game and birds. Thepointed muzzle, erect ears, dense coat andcurled tail denotes its northern heritage. TheFinnish Spitz’s whole being shows liveliness,which is especially evident in the eyes, earsand tail. Males are decidedly masculine with-out coarseness. Bitches are decidedly femininewithout over-refinement.The Finnish Spitz's most important charac-

teristics are its square, well-balanced body thatis symmetrical with no exaggerated features, aglorious red-gold coat, his bold carriage andbrisk movement.Any deviation from the ideal described stan-

dard should be penalized to the extent of thedeviation. Structural faults common to allbreeds are as undesirable in the Finnish Spitzas in any other breed, even though such faultsmay not be mentioned in the standard.Size, Proportion, Substance: Size - Height at

the withers in dogs, 17½ to 20 inches; inbitches, 15½ to 18 inches. Proportion - Square:length from forechest to buttocks equal toheight from withers to ground. The coat maydistort the square appearance. Substance -Substance and bone in proportion to overall

dog.Clean cut and fox-like. Longer from occiput

to tip of nose than broad at widest part of skullin a ratio of 7:4. More refined with less coat orruff in females than in males, but still in thesame ratio. A muscular or coarse head, or along or narrow head with snipy muzzle, is tobe penalized. Expression - Fox-like and lively.Eyes - Almond-shaped with black rims.Obliquely set with moderate spacing between,neither too far apart nor too close. Outer cor-ners tilted upward. Dark in color with a keenand alert expression. Any deviation, runny,weepy, round or light eyes should be faulted.Ears - Set on high. When alert, upward stand-ing, open to the front with tips directly abovethe outer corner of the eyes. Small erect,sharply pointed and very mobile. Ears set toohigh, too low, or too close together, long orexcessive hair inside the ears are faults. Skull -Flat between ears with some minimal round-ing ahead of earset. Forehead a little arched.Skull to muzzle ratio 4:3. Stop - Pronounced.Muzzle - Narrow as seen from the front, aboveand from the side; of equal width and depthwhere its insets to the skull, tapering some-what, equally from all angles. Nose - Black.Any deviation is to be penalized.Circumference of the nose to be 80 percent ofthe circumference of the muzzle at its origin.Lips - Black; thin and tight. Bite - Scissors bite.Wry mouth is to be severely faulted.Neck, Topline, Body: Neck - Well set, muscu-

lar. Clean, with no excess skin below the muz-

zle. Appearing shorter in males due to theirheavier ruff. Topline - level and strong fromwithers to croup. Body - Muscular, square. Chest - Deep; brisket

reaches to the elbow. Ratio of chest depth todistance from withers to ground is 4:9. Ribs -Well sprung. Tuck-up - Slightly drawn up. Loin- Short. Tail - Set on just below level of topline,forming a single curl falling over the loin withtip pointing towards the thigh. Plumed, curv-ing vigorously from its base in an arch for-ward, downward, and backward, pressing flatagainst either thigh with tip extending to mid-dle part of thigh. When straightened, the tipof the tailbone reaches the hock joint. Low orhigh tail-set, too curly a tail, or a short tail is tobe faulted.Forequarters: Shoulders - The layback of the

shoulders is thirty degrees to the vertical. Legs- Viewed from the front, moderately spaced,parallel and straight with elbows close to thebody and turned neither out nor in. Bonestrong without being heavy, always in propor-tion to the dog. Thetoe pads should be deeply cushioned and cov-ered with thick skin. The impression left by

such a foot is rounded in contrast to oval.Hindquarters: Angulation in balance with

the forequarters. Thighs - Muscular. Hocks -Moderately let down. Straight and parallel.Dewclaws - Removed. Feet - As in front.Coat: The coat is double with a short, soft,

dense undercoat and long, harsh straightguard hairs measuring approximately one totwo inches on the body. Hair on the head andlegs is short and close; it is longest and mostdense on plume of tail and back of thighs. Theouter coat is stiffer and longer on the neckand back, and in males considerably more pro-fuse at the shoulder, giving them a moreruffed appearance. Males carry more coatthan females. No trimming of the coat exceptfor feet is allowed. Whiskers shall not betrimmed. Any trimming of coat shall beseverely faulted. Silky, wavy, long or short coatis to be faulted.Color: Varying shades of golden-red ranging

from pale honey to deep auburn are allowed,with no preference given to shades at eitherextreme so long as the color is bright andclear. As the undercoat is a paler color, theeffect of this shading is a coat which appearsto glow. White markings on the tips of the toesand a quarter-sized spot or narrow white strip,ideally no wider than ½ inch, on the forechestare permitted. Black hairs along lipline andsparse, separate black hairs on tail and backpermitted. Puppies may have a good manyblack hairs which decrease with age, black ontail persisting longer. OFFICIAL STANDARD OF THE GREAT DANEGeneral Appearance: The Great Dane com-

bines, in its regal appearance, dignity, strengthand elegance with great size and a powerful,well-formed, smoothly muscled body. It is oneof the giant working breeds, but is unique inthat its general conformation must be so wellbalanced that it never appears clumsy andshall move with a long reach and powerfuldrive. It is always a unit-the Apollo of dogs. AGreat Dane must be spirited, courageous,never timid; always friendly and dependable.This physical and mental combination is thecharacteristic which gives the Great Dane themajesty possessed by no other breed. It is par-ticularly true of this breed that there is animpression of great masculinity in dogs, ascompared to an impression of femininity in

bitches. Lack of true Dane breed type, asdefined in this standard, is the most seriousfault.Size, Proportion, Substance: The male

should appear more massive throughout thanthe bitch, with larger frame and heavier bone.In the ratio between length and height, theGreat Dane should be square. In bitches, asomewhat longer body is permissible, provid-ing she is well proportioned to her height.Coarseness or lack of substance are equallyundesirable. The male shall not be less than30 inches at the shoulders, but it is preferablethat he be 32 inches or more, providing he iswell proportioned to his height. The femaleshall not be less than 28 inches at the shoul-ders, but it is preferable that she be 30 inchesor more, providing she is well proportioned toher height. Danes under minimum heightmust be disqualified.Head: The head shall be rectangular, long,

distinguished, expressive and finely chiseled,especially below the eyes. Seen from the side,the Dane's forehead must be sharply set offfrom the bridge of the nose, (a strongly pro-nounced stop). The plane of the skull and theplane of the muzzle must be straight and par-allel to one another. The skull plane underand to the inner point of the eye must slopewithout any bony protuberance in a smoothline to a full square jaw with a deep muzzle(fluttering lips are undesirable). The mas-culinity of the male is very pronounced instructural appearance of the head. The bitch's

head is more delicately formed. Seen from thetop, the skull should have parallel sides andthe bridge of the nose should be as broad aspossible. The cheek muscles should not beprominent. The length from the tip of thenose to the center of the stop should be equalto the length from the center of the stop tothe rear of the slightly developed occiput. Thehead should be angular from all sides andshould have flat planes with dimensions inproportion to the size of the Dane. Whiskersmay be trimmed or left natural. Eyes shall bemedium size, deep set and dark, with a livelyintelligent expression. The eyelids are almondshaped and relatively tight, with well-devel-oped brows. Haws and Mongolian eye(s) arevery serious faults. In Harlequins and Merles,the eyes should be dark, but blue eye(s) andeyes of different colors are permitted. Earsshall be high set, medium in size and of mod-erate thickness, folded forward close to thecheek. The top line of the folded ear shouldbe level with the skull. If cropped, the earlength is in proportion to the size of the headand the ears are carried uniformly erect. Noseshall be black, except in the blue Dane, whereit is a dark blue-black. A black spotted nose ispermitted on the Harlequins and Merles; asolid pink color nose is not desirable. A splitnose is a disqualification. Teeth shall bestrong, well-developed, clean and with fulldentition preferred. The incisors of the lowerjaw touch very lightly the bottoms of the innersurface of the upper incisors (scissors bite).

An overshot bite is a serious fault. Undershotand wry mouths are very serious faults. Evenbites, misaligned or crowded incisors areminor faults.Neck, Topline, Body: The neck shall be firm,

high set, well arched, long and muscular.From the nape, it should gradually broadenand flow smoothly into the withers. The neckunderline should be clean. Withers shall slopesmoothly into a short level back with a broadloin. The chest shall be broad, deep and wellmuscled. The forechest should be well devel-oped without a pronounced sternum. Thebrisket extends to the elbow, with well sprungribs. The body underline should be tightlymuscled with a well-defined tuck-up. Thecroup should be broad and very slightly slop-ing. The tail should be set high and smoothlyinto the croup, but not quite level with theback, a continuation of the spine. The tailshould be broad at the base, tapering uni-formly down to the hock joint. At rest, the tailshould fall straight. When excited or running,it may curve slightly, but never above the levelof the back. A ring or hooked tail is a seriousfault. A docked tail is a disqualification.Forequarters: The forequarters, viewed from

the side, shall be strong and muscular. Theshoulder blade must be strong and sloping,forming, as near as possible, a right angle inits articulation with the upper arm. A linefrom the upper tip of the shoulder to theback of the elbow joint should be perpendicu-lar. The ligaments and muscles holding the

shoulder blade to the rib cage must be welldeveloped, firm and securely attached to pre-vent loose shoulders. The shoulder blade andthe upper arm should be the same length.The elbow should be one-half the distancefrom the withers to the ground. The strongpasterns should slope slightly. The feet shouldbe round and compact with well-arched toes,neither toeing in, toeing out, nor rolling tothe inside or outside. The nails should beshort, strong and as dark as possible, exceptthat they may be lighter in Harlequins,Mantles and Merles. Dewclaws may or may notbe removed.Hindquarters: The hindquarters shall be

strong, broad, muscular and well angulated,with well let down hocks. Seen from the rear,the hock joints appear to be perfectly straight,turned neither toward the inside nor towardthe outside. The rear feet should be roundand compact, with well-arched toes, neithertoeing in nor out. The nails should be short,strong and as dark as possible, except theymay be lighter in Harlequins, Mantles andMerles. Wolf claws are a serious fault.Coat: The coat shall be short, thick and

clean with a smooth glossy appearance.Color, Markings and Patterns:BrindleColor: The base color shall be yellow gold

and always be brindled with black cross stripes.Patterns/Markings: Brindle shall have a

black chevron pattern with a black mask. Blackshould appear on the eye rims and eyebrows

and may appear on the ears and tail tip. Themore intense the base color and the more dis-tinct and evenly brindled, the more preferredwill be the color. Too much or too little brin-dling are equally undesirable. White markingson the chest or toes; black fronted; dirty col-ored Brindles; are not desirable.FawnColor: The color shall be yellow gold. Patterns/Markings: Black should appear on

the eye rims and eyebrows with a black maskand may appear on the ears and tail tip. Deepyellow gold must always be given the prefer-ence. White markings on the chest or toes,black-fronted; dirty colored Fawns; are notdesirable.BlueColor: The color shall be a pure steel blue. Patterns/Markings: White markings on the

chest or toes are not desirable.BlackColor: The color shall be a glossy black. Patterns/Markings: White markings on the

chest or toes are not desirable.HarlequinColor: Base color shall be white with black

torn patches. Merle patches are normal. Patterns/Markings: Black torn patches well

with long, easy strides resulting in no tossing,rolling or bouncing of the topline or body. Thebackline shall appear level and parallel to theground. The long reach should strike theground below the nose, while the head is car-ried forward. The powerful rear drive shouldbe balanced to the reach. As speed increases,there is a natural tendency for the legs to con-verge toward the centerline of balance beneaththe body. There should be no twisting in or outat the elbow or hock joints.Temperament: The Great Dane must be spir-

BOARD OF DIRECTORSJULY 9-10, 2018

The Board convened on Monday, July 9,2018 at 8:01 a.m. All Directors were present,except for Mr. Wooding. Mr. Woodingparticipated in the entire meeting bytelephone conference, but could not vote byBoard policy. Also present was the ExecutiveSecretary. The May 2018 Board minutes, copies of

which had been provided to all Directors, werediscussed. Upon a motion by Dr. Battaglia,seconded by Mr. Sweetwood, the May 2018minutes were approved unanimously (Mr.Wooding not voting).

PRESIDENT’S REPORTEXECUTIVE SESSIONThere was an EXECUTIVE SESSION at the

beginning of the meeting to discuss sensitivebusiness matters. There was nothing reportedout of this session. Board Action ItemsMr. Sprung reviewed Action Items, and

reported on Staff initiatives.

Cost of Club Insurance Based on a request from the Board, Staff

investigated the cost of the AKC paying thepremium for AKC Clubs’ general liability oraccident coverage. After discussion, the Boarddoes not recommend that the AKC pay theinsurance premium for clubs. The Boardagrees with the Staff’s recommendation thatthe AKC educate clubs about the benefits ofinsurance. The Board would like Staff toarrange a Delegate Forum on insurance needsfor clubs. Legal Status ReportJay Waks, Senior Executive Vice President

and General Counsel, and Heather McManus,Vice President and Deputy General Counsel,presented a status report on pending litigationand other Legal activities for the months ofMay and June 2018.

APPEALS COMMITTEEJoan Huber (Green Lane, PA), was found

guilty of eight counts of Cruelty to Animals:Cropping, trimming, cutting off dog ears; inthe Court of Common Pleas of MontgomeryCounty, Pennsylvania. Consistent with theguidelines established by the Board of TheAmerican Kennel Club, Ms. Huber wassuspended for ten years, effective April 9, 2018and fined $2,000. Ms. Huber appealed thisdecision. The Appeals Committee determinedthat Ms. Huber’s conduct was prejudicial tothe Sport of Purebred Dogs and upheld thedecision.

FINANCEJoseph Baffuto, CFO, presented AKC’s

unaudited financial results through June 30,2018. Total revenues of $36.8 million were 2%below budget, but 4.7% above June 30, 2017.Dog Registrations volume of 301,943 were 1%below budget, but 5% higher than 2017. Thevolume of Total Litters processed of 125,464was also 1% below budget and 5% greaterthan last year. Total operating expenses of$35.1 million were 3% below budget, but11.8% higher than 2017. YTD Operatingincome of $1.7 million was above budget by$418,000 or 31%, but below 2017’s operatingincome of $3.8 million. In addition, ourinvestment portfolio reflected unrealizedgains totaling $479,000 in the month of June,bringing the year to date total to $567,000.

Services, participated in this portion of themeeting by videoconference. Rat Terrier Stud Book The Board reviewed a letter from the Rat

Terrier Club of America which petitioned theAKC Board to keep the AKC Stud Book forthe Rat Terrier open for another five years. The Rat Terrier Stud Book was scheduled to

close July 1, 2018. Following a motion by Dr.Davies, seconded by Mr. Sweetwood the BoardVOTED (unanimously; absent Mr. Wooding),that the Rat Terrier Stud Book will remainopen until January 1, 2023.

Finnish Spitz Proposed Breed StandardThe Finnish Spitz Club of America, Inc.

(FSCA), has submitted the ballot results forthe proposed revision to the breed standard.The AKC Board approved the club to ballotthe membership at the October 2017 BoardMeeting. The membership was balloted inaccordance with the Finnish Spitz Club ofAmerica’s Constitution and By-Laws. Thefollowing results were submitted by the FSCA:The FSCA mailed out 67 ballots; 41 ballots

were returned.Votes in favor of the revisions: 37 (90%)Votes opposing the revisions: 4 (10%)Following a motion by Mr. Sweetwood

seconded by Dr. Battaglia the Board VOTED(unanimously; absent Mr. Wooding), toapprove the proposed standard(below) withan effective date of October 3, 2018. Great Dane Proposed Breed Standard RevisionThe Great Dane Club of America (GDCA)

has submitted the ballot results for theproposed revisions to the breed standard. TheAKC Board approved the club to ballot themembership at the February 2018 BoardMeeting. Stock Service (FSS) Committee recentlyapproved a petition from the Segugio ItalianoClub of America requesting that the SegugioItaliano be approved for recording into theFSS program with a Hound Groupdesignation.The Segugio Italiano is an ancient breed,

dating back thousands of years. It was used byfarmers to locate and hunt rabbits. Originally

it was used in packs to hunt wild boar.Parent Club Designation for the Bluetick Coon-hound The Board reviewed a request to approve the

National Bluetick Coonhound Association(NBCA) as the new Parent Club for the Breed.Previously the parent club representing thebreed was the American Bluetick CoonhoundAssociation (ABCA). In September 2017, theABCA balloted the membership and voted todisband the club. The NBCA has been holdingmeetings since September of 2017 and hasestablished a membership of 90 members, 17of which were members of the ABCA. Themembership has extensive knowledge andbackground in Coonhound events and AKCConformation events. The ABCA would liketo donate the remainder of the club treasuryto the National Bluetick CoonhoundAssociation once it is approved as the ParentClub for the Breed. There was no objection tothis proposal by the Board. Effectiveimmediately, the National BluetickCoonhound Association is designated as theParent Club to represent the BluetickCoonhound with the AKC.Parent Club Designation for Danish-Swedish Farm-dogThe Board reviewed a request from the

Danish-Swedish Farmdog Club of America(DSFA) The DSFA requests to be designatedas the Parent Club for the Breed. The Danish-Swedish Farmdog Club of America has anactive membership participating in

This will permit the club tohold Open Shows.Press Release DistributionThe Board reviewed an overview on press

releases emanating from the AKCCommunications Department. TheCommunications Department sends out over120 press releases per year; 30% of those arefor clubs to promote their events.

MARKETINGKirsten Bahlke, Vice President Consumer

Demand, and Ron Furman, Director of MediaSales were present for this portion of themeeting. Staff presented an update on DigitalAd sales and revenues. Business metrics wereshared covering AKC.org, AKC Marketplace,email marketing, and programs developed incollaboration with the Club Developmentdepartment to drive increases in Parent Clubmembership; a pilot program conducted withthe German Shorthaired Pointer Dog Club ofAmerica runs June through October 2018.

Remove Reference to Stud Book in Rules Applyingto Dog Shows Chapter 11, Section 1 The Board reviewed a staff recommendation

to remove the reference to the AKC Stud Bookin Rules Applying to Dog Shows, Chapter 11,Section 1. The recommendation is to approvea housekeeping change to the Rules Applyingto Dog Shows Chapter 11, Section 1 to removethe reference to the AKC Stud Book and

This change isbeing proposed in order to bring the Rules Ap-plying to Dog Shows up to date to reflect theintent of the rule and current practice. Ifapproved by the Board, the proposal will beread at the September Delegates’ meeting andvoted at the December Delegates’ meeting. Ifapproved, the effective date will be immediate.Following a motion by Mr. Sweetwood,seconded by Mr. Tatro the Board VOTED(unanimously; absent Mr. Wooding) toapprove the proposed change:CHAPTER 11SECTION 1. No dog shall be exhibited in a

licensed or member dog show, unless it iseither individually registered with theAmerican Kennel Club, or individuallyregistered with a foreign registry organizationwhose pedigrees are acceptable for AKCregistration. A dog with an AKC limitedRegistration shall be ineligible to be exhibitedin a breed competition in a licensed ormember dog show. Judge Eligibility The Board reviewed a recommended change

to the Rules Applying to Dog Shows, Chapter 7,Section 1 which converts most of the text inthis section from italicized text (indicatingthat it is Board policy) to un-italicized textwhich makes it part of the rule while keepingone sentence regarding where eligibility isexpanded in the Rules in italics. This

recommendation is made as part of the DogShow Rules Committee’s (DSRC) ongoingeffort to eliminate or incorporate theitalicized language into the rules and makerevisions for clarity, organization andredundancy. Following a motion by Dr.Battaglia, seconded by Dr. Davies the BoardVOTED (unanimously; absent Mr. Wooding)to approve the Staff’s suggested wordingwhich the DSRC agreed with. The amendedChapter 7, Section 1 in the Rules Applying toDog Shows will be read at the SeptemberDelegates’ meeting and voted at theDecember Delegates’ meeting. The italicizedwording can be approved by the Board and iseffective immediately.CHAPTER 7Proposed (Line In)SECTION 1. Any reputable person who is in

good standing with The American KennelClub may apply for approval to judge any AKCrecognized breed or breeds of purebred dogs,which in his or her opinion he or she isqualified by training and experience to passupon, with the following exceptions:Persons connected with any publication in

the capacity of solicitor for kenneladvertisements, persons connected with dogfood, dog remedy or kennel supply companiesin the capacity of solicitor or salesman,persons who buy, sell and in any way trade inor traffic in dogs as a means of livelihood inwhole or in part, professional showsuperintendents and their employees, and

officiate at any event where a member of hisor her household is involved to the extent thatthere might exist an actual conflict of interestor the reasonable appearance of a conflict ofinterest.Eligibility is expanded upon in the Occupational

Eligibility Addendum and in the Rules, Policies andGuidelines for Conformation Dog Show Judges.Equipment Requirements in the Rules Apply-

ing to Dog Shows The Board reviewed a recommendation

from the Delegate Dog Show Rules Committee(DSRC) to add a requirement for digital scalesto be provided at events and to change aportion of italics to become part of the RulesApplying to Dog Shows Chapter 14, Section 5.Chapter 14, Section 5 addresses the Event

Committee’s responsibility to provide wicketsand scales at events. The DSRC isconsolidating part of the italicized text tobecome part of the rule as well as adding therequirement that scales must be digital. EventCommittees carry this responsibility but candelegate the responsibility to thesuperintendent or show secretary. All licensedsuperintendents were required to have digitalscale by July 1, 2018. Specialty clubs with aweighable breed are required to have a scalebut this change will require the scale to bedigital. Staff has reviewed the proposal andagrees with this change. Following a motion by

Dr. Davies, seconded by Dr. Battaglia, theBoard VOTED (unanimously; absent Mr.Wooding) to consider the matter at thismeeting waiving its normal notice procedures.Following a motion by Dr. Davies, seconded byDr. Battaglia the Board VOTED (unanimously;absent Mr. Wooding) to approve the proposedchanges. The proposal will be read at theSeptember Delegate’s meeting and voted atthe December Delegates’ meeting. Ifapproved, the effective date will be January 1,2019.CHAPTER 14Proposed (Line In)SECTION 5. Event Committees shall be

responsible for providing suitable equipmentfor determining eligibility with respect toheight and weight at every show. EventCommittees may delegate this responsibility tothe superintendents or show secretary. All-breed shows shall be required to have one setof complete wickets (2 sets for shows withentries of 1,000 or more) and one digital scalewith appropriate platform and calibratedweight. Specialty and Group shows shall haveone set of wickets appropriate for those breedsand one accurate digital scale with appropriateplatform and calibrated weight, if applicable.Earning One Point for Best of Winners with Com-petition (1+1 = 1)The Board reviewed a recommendation to

amend Rules Applying to Dog Shows Chapter16, Section 1 to award a maximum of onechampionship point to Best of Winners when

provide exhibits an additional incentive tocontinue to participate in the sport. Mostcommonly, this would apply to situationswhere there is one regular class dog and oneregular class bitch entered in a breed/variety.Currently, the Best of Winners in this situationcould only earn points by defeating Specials orwinning the Group. Chapter 11, Section 1 discussesthe eligibility of a foreign dog to exhibit atAKC events using their foreign registrationnumber for 30 days. This informationconfuses some exhibitors that are not awarethat the Bred-By-Exhibitor Class, specificallyrequires a dog be individually registered withAKC by the date of the event. The DRSC isrecommending the addition of one sentenceat the end of this section to clarify that foreigndogs must meet the individual class eligibilityrequirements. (C) Master. Thisclass will be for boys and girls who are at least9 years old and under 18 years on the day ofthe show, and who have won the 10 first placewins in an Open class with competition. Thecalendar for this class will be consistent with

the eligibility dates for the AKC NationalChampionship. All Juniors meeting thecriteria for this class are required to enter theMaster Class and must change their entry theday of the show if entries have already closed.Once the eligibility time frame for that yearhas passed all participants return to the OpenClass to complete for the following year. No entry may be changed or cancelled

unless notice of the change or cancellation isreceived in writing by the Superintendent orShow Secretary named in the premium list toreceive entries, prior to the closing date andhour for entries, except that a correction maybe made from one age division to another, aswell as, move from Master to Open or Open toNovice if a win has been disallowed or theJunior miscalculated number of placements,provided this transfer is made by theSuperintendent or Show Secretary prior to thejudging of the class at the show.Winners Clarification The Board reviewed a recommendation

own sex in any regular or non-regular class forsingle dog entries in its breed or variety at theshow is ineligible to compete for Best ofOpposite Sex to Best of Breed or Variety.After Best of Opposite Sex to Best of Breed

or Best of Variety of Breed has been awarded,the judge may choose Select Dog and SelectBitch.The rest of the section remains the same.The Board asked Staff to revisit the wording

of this section. This will be discussed further atthe August meeting. Golden Retriever Certificate of Conformation As-sessment Title Recognition The Board reviewed a request from the

Golden Retriever Club of America for AKC torecognize the club’s Certificate ofConformation Assessment (CCA) title as asuffix title. In the CCA test, dogs areindividually evaluated against the breedstandard and assigned a numeric score. TheCCA offers an opportunity for judges andowners to interact in a relaxed setting,providing an educational opportunity forowners and breeders. Dogs that pass theevaluation under three different judges areawarded the CCA title. The purpose of theprogram is to encourage interest in breed typeand structure. Individuals who have achievedthe CCA would need to fill out and submit a

title application, a copy of the GRCAcertificate, and a processing fee to have thetitle put on their AKC record. The CCA suffixtitle would appear on a dog’s pedigree. Ifapproved, processing of CCA titles wouldbegin October 1, 2018, and the AKC wouldgrandfather titles earned as far back asJanuary 1, 2010. Staff feels this idea has thepotential to expand to other breeds, possiblyeven an AKC administered activity if enoughbreeds express an interest. This will bediscussed further at the August meeting. Professional Handlers in BPUP Events The Board reviewed a recommendation to

clarify the Sanctioned Four-to-Six Month(Beginner Puppy) Competition Regulations(BPUP) to state that professional handlers arenot eligible to compete in this class. Currently,the regulations for BPUP competition statethat dogs owned or co-owned by a professionalhandler may compete in this class as long as anon-professional handles the dog. It does notexplicitly state that professional handlers maynot exhibit any dog in this class. Since theinception of this event in 2012, professionalhandlers have not been eligible to exhibit. InApril 2013, the Board approved a change thatallowed dogs owned by professional handlersto participate. With that change, the specificlanguage that professional handlers are noteligible was lost. Without objection, Staff willupdate the Sanctioned Four-to-Six Month(Beginner Puppy) Competition to include theunderlined sentence in the last bullet of the

Entry & Eligibility section:Professional handlers are not permitted to exhibit

in this class. Dogs that are owned or co-owned by aprofessional handler may compete in this class, butmust be handled by a non-professional handler. Pro-fessional handlers are defined as any person who be-longs or has belonged to a professional handlers’organization, distributed rate cards, or otherwiseadvertised or represented themselves as handlingdogs for pay. Dogs may not be exhibited by currentassistants and household members of a professionalhandler.There was no objection to this clarification.

Consolidating Titles Within a Sport Based on a request from the Board, Staff

evaluated the list of current titles offeredacross all event types to see if any titles couldbe eliminated through consolidation or byhaving higher level titles supersede lowertitles. After reviewing all titles by sport, it wasdetermined that there is no opportunity toeliminate a title unless a class of competitionwas eliminated, which the staff would notrecommend. In all sports, higher level titlessupersede lower level titles with oneexception. In conformation, the CH title isnot superseded by the GCH title. When ahigher-level title supersedes a lower title, thelower title does not appear on a dog’spedigree. Two Shows in One Day DiscussionThe Staff presented a memo for discussion

regarding the current Board policy onmultiple shows in one day. In January 2017,

after 2.5 years as a pilot program, the Boardapproved the Multiple All-Breed or LimitedBreed Shows in One Day policy. Currently, aclub with less than 500 entries in the previousyear is eligible to participate in this program.There is no limit on the number of entriesthat can be accepted at events held in thisformat. There is sufficient evidence that thetwo-in-one-day format works well for eventswith more than 500 entries if scheduledproperly and that the 500-entry limit can beincreased, if certain conditions are met. TheBoard felt that there are general schedulingissues that could be improved. This will bediscussed further at the August meeting.Chintimini Kennel Club - Request for AdditionalShowThe Board reviewed a request from the

Chintimini Kennel Club (Albany, OR) askingfor approval to hold a third show starting in2020. The Board is in the process of evaluatingStaff recommendations to change multiplepolicies involving All-Breed Conformationevents to better serve the fancy. Until thatreview is complete this request will remain on-hold. All-Breed Event AnalysisStaff presented an extensive report on the

number of all-breeds events throughout thecountry highlighting those areas of thecountry were events are extremely dense andtherefore well-served; the geographicdifferences are apparent from region toregion. 47% of all-breed shows occur in the

states with boundaries of Maine, Minnesota,Missouri and Virginia. Detailed informationwas also provided indicating the areas of thecountry that are not well served. It is the senseof the staff that perhaps the “one-size fits all”application of event policy is no longer in thebest interest of the sport. The staff is recommending changes to two

policies:1. Show Conflict Distance Policy2. Number of Events Policy The purpose of these recommendations is to

(1) prevent additional All-breed shows inregions that are well served, and (2) updatethe current isolated definition to allowexisting clubs in underserved areas the optionof holding a third show. This will be discussedfurther at the August meeting.

COMPANION AND PERFORMANCEDoug Ljungren, Executive Vice President,

Sports and Events, was present for this portionof the meeting. Caroline Murphy, DirectorPerformance Events, participated in thisportion of the meeting by videoconference.Pamela Manaton, Director of Obedience, Rallyand Tracking; and Dr. Mary Burch, DirectorFamily Dog Program, participated in thisportion of the meeting via telephoneconference. Rally Trial Limitations The Board reviewed a recommendation to

remove the limit on the number of Rally trialsa club may hold per year. The purpose is to

provide clubs flexibility to hold events basedon the demand they have from exhibitors intheir area. This change will also allow clubs toadd rally to special multi-sport events withoutdisrupting their normal schedule. Following amotion by Dr. Battaglia, seconded by Mr.Powers, the Board VOTED (unanimously;absent Mr. Wooding) to consider the matter atthis meeting waiving its normal noticeprocedures. Following a motion by Dr.Battaglia, seconded by Mr. Powers the BoardVOTED (unanimously; absent Mr. Wooding)to amend the current Limited Number ofEvents Board Policy to read:“Show or obedience clubs have the option to hold

any number of obedience or rally trials.”The new AKC Rally Regulations will read: CHAPTER 1. General Regulations Section 1. Application to hold a Rally trial.

Any AKC Club may be granted permission tohold a rally trial if, in the opinion of the AKCBoard of Directors, it is qualified to do so,provided the club holds the event(s) for whichit was originally formed at least once every twoyears.Clubs meeting the requirements of the AKC

that wish to hold a rally trial must apply on theform the AKC provides for permission to holdsuch a trial with the appropriate applicationfee. A rally trial is a separate event, with aseparate event number. The event applicationwith appropriate fee must be submitted at least18 weeks before the closing date for entries tothe event. The trial may be held as a separate

If two trials are heldconsecutively on the same day, the scheduledjudging program for both events cannot exceedeight hours of judging time. A club may limitthe number of entries in its rally trial. No judgewill be assigned to judge more than eight hoursin one day, including any other judgingassignments when the rally trial is held inconjunction with other events.(No further changes were made to this section.)This Regulation change will become

effective January 1, 2019.Earthdog Eligibility of the American Hairless Ter-rier The Board reviewed a request from The

American Hairless Terrier Club of America(AHTCA) for AKC to allow the AmericanHairless Terrier to be eligible to enter AKClicensed Earthdog Tests. The AmericanHairless Terrier was accepted into the TerrierGroup in 2016. The history of this breedderives directly out of the Rat Terrier, anatural vermin hunter and accomplishedbreed in Earthdog Tests. Like other smallterriers, the American Hairless has boundless

energy, intelligence and ancestral instincts tohunt rats and other small vermin. Following amotion by Mr. Powers, seconded by Mr.Sweetwood, the Board VOTED (unanimously;absent Mr. Wooding) to consider the matter atthis meeting waiving its normal noticeprocedures. AKC currentlyrecognizes these titles for Bassets through theAKC Parent Club Title Recognition Program.The recording of these titles will be at therequest of the owner, who would complete anAKC Title Application accompanied by aprocessing fee per title. Changes to Regulations for FAST CAT® The Board reviewed a request from the

Performance Events department to make tenchanges to the Regulations for FAST CAT® tobring added clarification, flexibility and safetyto the sport. The Herding, Earthdog, andLure Coursing Delegate Committee reviewedand concurred with these recommendations attheir June 2018 meeting. Following a motionby Mr. Carota, seconded by Mr. Tatro, theBoard VOTED (unanimously; absent Mr.Wooding) to consider the matter at thismeeting waiving its normal notice procedures.Following a motion by Mr. Carota, secondedby Mr. Tatro the Board VOTED (unanimously;absent Mr. Wooding) to approve, theseregulation changes which will becomeeffective September 1, 2018. Exceptrecommendation #10 will become effectiveJanuary 1, 2019.Changes to the Regulations for FAST CAT®.1. Require the minimum age of a

backup lure machine, should one fail duringan event.

New RegulationsCHAPTER XVI - REGULATIONS FOR

FAST CAT®Section 9. HOSTING FAST CAT EVENTS.Any club licensed to hold AKC Lure

Coursing Trials or Coursing Ability Tests areautomatically licensed to hold Fast CATevents. A club is limited to twelve Fast CATevents per year. A club may not hold morethan two Fast CAT events on the same day. If aclub holds two events on the same day, theyhave the option to hold them concurrently orconsecutively. Clubs should specify in theirpremium list which way they intend to runtheir two events. When held concurrently, adog entered in both tests would be allowed to

complete both runs in succession (back toback) without having to wait for one event tofinish before the next can begin. A Fast CATevent must start and conclude on the sameday.

Section 10. COURSE/EQUIPMENT.A. No change

B. The Start: Dogs may start up to 10 feetbehind the starting line. Clubs may define thisspace by having a start box that is 10 feet long.A dog’s front paws must be inside the start boxupon release.

C. No change

D. Timing Devices: Timing Devices: The time to complete the 100-yard dash is

recorded to the nearest 1/100th of a second(e.g. 9.11). The club may use stopwatches orbreak-the-beam equipment to obtain the time.Clubs must specify in their premium list whichtiming method is to be used. If stopwatchesare used, there shall be two timers positionedat the finish line. An individual at the start lineshall signal with an arm drop the moment thenose of the dog crosses the start line. Thetimers shall start their stopwatches at thebottom of the arm drop. The timers shall stoptheir watches when the nose of the dog crossesthe finish line. The times from the twostopwatches shall be averaged to determinethe recorded time.

E. Lure Equipment: Clubs may use either adrag or continuous loop system. If acontinuous loop system is used the “return”string must be set outside of the runningcourse. The lure operator and the lureequipment shall be safely positioned in amanner that does not interfere with theretrieval of the dog at the end of the course.Clubs are required to be equipped with abackup lure machine should one fail andbecome inoperable during an event.

F. Lure: A white plastic bag or a squawkermay be used for the lure. Clubs using asquawker instead of a plastic bag should usecaution as it may prematurely break the beamof an automatic timer. This can depend onvariables such as wind and smoothness of theterrain. If an inaccurate time were to occur,the club must take steps to correct it.

G. Course/Fencing: The coursemust beessentially flat and must be straight from start tofinish. The course can only be measured using atape measure and no type of measuring wheel.The course must be free of any potentialhazards. Pulleys are prohibited from placementinside the course. The club should considerfencing the course area, however this is up to thedecision of the club given the specifics of thesetting. The premium should state if thelocation of the event is enclosed with fencing.

Section 11. HUNTMASTER.Because Fast CAT is a timed event, there is

no judge. The huntmaster has control of thecourse. The huntmaster’s responsibilities aredetailed in the Lure Coursing Regulations,Chapter 3, Section 5. In summary, thehuntmaster is in charge of all dogs andhandlers on the field, shall ensure handlersunderstand safe release and retrievalprocedures, shall ensure the lure is properlypositioned, shall ensure the lure operator,timers and starting line signal person areready, shall signal the lure operator to startthe lure and shall give the verbal signal“tallyho” to release the dog. The minimumage of the huntmaster must be 16 years old.

Section 13. COLLARS/PARAPHERNALIA. Dogs may wear any type of collar except

choker collars, a collar with prongs or anelectronic training collar. The collar shouldbe snug to minimize the chances of catchingon something during the run. Clubs may, attheir option, require that tags hanging fromthe collar be taped up. Owners may have theirdog wear a muzzle if they desire. Owners mayuse clips or rubber bands to hold the dog’shair. The owner assumes responsibility for thesafety of the dog with regard to the dog’scollar and paraphernalia on the dog. Headhalters, such as the Gentle Leader or Halti,may be used on the grounds but must not beworn while running the course.

Section 14. HANDLERS. Handlers are not permitted to run with a

dog during an official run but must remaineither at the start or finish area of the course.Handlers are not to allow dogs to be enticedthrough the course with anything other thanthe lure during its official run.Section 15. SUBMITTAL OF RESULTS. Clubs must mail the event Secretary Report

and (name of results form once finalized) tothe Performance Events Department within 7days from the completion of the event. Allnecessary forms for submitting results aredownloadable from the AKC website. Clubsmay not submit results for runs other thanthose occurring during an official licensedevent.

CGC-Ready Status ReportStaff provided a memo to update the Board

on the progress of the CGC-Ready program. The CGC-Ready program was launched in

January 2018. Dogs are trained by volunteeror facility staff trainers. In adoption orientedsettings, a card with the program’s logo isplaced on the dog’s kennel that advertises, “Ifyou adopt me, I am ready to take the CGC

test with you.” When the dog is ready for theCGC test, owners take a lesson and then takethe dog through the test. Dog owners sendthe CGC paperwork and fee to AKC torequest the CGC certificate or title. Nearly 50shelters and 30 prisons have or are in theprocess are implementing the CGC-Readyprogram. Feedback from several of theseprograms indicates that dogs with CGCtraining are more likely to get adopted, evenwhen typically, difficult-to-adopt dogs havebeen selected for training. CGC-Ready isproving to be a very successful expansion ofthe CGC concept. The program provides avaluable service for dogs in rescue, shelters,prison training programs, dog daycare andboarding kennels and serves to introduce theAKC to a segment of the dog owning publicthat is not well engaged in AKC activities.
