AKC GAZETTE 38 OCTOBER 2012 DELEGATES’ QUARTERLY MEETING DELEGATES FORUM SYNOPSIS OF THE SEPTEMBER 11, 2012 DELEGATES FORUM The Delegates Forum is an informal meeting of Delegates that provides an opportunity for open discussion and expression of ideas. No official business is transacted, a quorum is not required and no attendance record is kept. Social Media and Facebook for Clubs AKC Vice President of Marketing Michael Ganey and AKC Communications Director Lisa Peterson presented an overview of the current social media landscape and how AKC clubs can take advantage of this new technology. Topics discussed included: what is social media, how does it work, an overview of Facebook and how to start the conversation, create community, and drive engagement among those your club wants to reach most. Why Facebook matters for AKC clubs was covered as well as the results of a survey to clubs. Five guidelines and best practices for clubs using Facebook were presented which would help to increase membership, drive spectator gate, and educate the public, among others. Alan Kalter gave the Chairman's reportas follows:Thank you, Dennis.Good morning, fellow Delegates. Whenwe met in June, we spoke of theproposed new regulations to the AnimalWelfare Act and the onerous impact itwould have on AKC fancy breeders likeyou and I.We were determined to act quickly andwith great purpose to address this issue,and we did. The AKC governmentrelations team developed comprehensive,compassionate and convincing commentsrequiring a rethink of the USDAproposal. Thousands of you tookindividual action and posted commentson the site. The comments wereconstructive, and I believe they will bereviewed with great thought from theUSDA.The petition we started that dayadvocating for the AKC position ignitedthe passionate support of over 70,000followers, and we believe our voice willbe strongly and undeniably heard. The quest for equitable regulations willcontinue for some time. This was just thebeginning of a long journey, one that wewere prepared for and committed to foras far and as long as it takes.Now, earlier this year, as I was travelingto New York for an AKC Board meetingand with these anti breeder actions onmy mind, I was approached by a flightattendant as I was boarding the plane.She mentioned that she had noticed myAKC Breeder of Merit pin and asked if Iwas a dog breeder. I responded yes, andthen steeled myself for what might comenext.Well, I was truly unprepared for hercomment. She said, "Thank you, thankyou." She went on to explain that a doghas always been an important part of herfamily's life, her children's lives and hergrandchildren's lives; each a purebred

dog, albeit several different breeds, andeach acquired from a breeder.She understood that the lifelong joy herdogs brought to her and her family wasmade possible by a breeder. She justwanted me to know that my role as abreeder was appreciated and worthwhile.It was good to be reminded of that.Unfortunately, every day we areconfronted by those who see a breedervery differently. Those who work law bylaw by restrictive law to take our rightsaway. Every day we fight to protect thoserights from the onslaught of extremistswho would see breeding restricted to thepoint of elimination.The American Kennel Club believes inyour rights as responsible owners andresponsible breeders. We stand up foryour rights whenever and wherevernecessary. We will not stand by and letbreeders be bullied into hiding.To ensure that will not happen we needmore than a strong argument about whatwe are against. We need to be just asstrong about what we are for. InSeptember, we have the perfectopportunity to tell everyone about that.This month, hundreds of our clubs willparticipate in the tenth annual AKCResponsible Dog Ownership Day, byhosting free community events reachingdog owners, potential pet owners, votersand legislators.The AKC will host its flagship event inRaleigh on Saturday, September 22nd.We welcome AKC clubs, Canine GoodCitizen evaluators, rescue groups, dogtrainers, vet clinics and all other dogloving groups to join us in making thisyear the biggest month long eventcelebration yet. If you haven't already, Iurge you and your club to sign up for anevent.Last year more than 630 dog clubs andother organizations hosted eventsreaching millions of dog lovers andpotential pet owners through extensivemedia coverage. Mr. Kalter introduced Doug Ljungren,Vice President of Companion andPerformance Events. Mr. Ljungren spokeas follows:Thank You Alan.Eleven years ago today, the AKC wasmeeting in this very room. It was a daynone of us will ever forget. We watchedin horror as the disasters in NYC, WashDC and PA unfolded. In the aftermath,heroes swiftly heeded the call for help.Among the heroes were the teams ofUrban Search & Rescue dogs. Theseteams were organized and prepared,however most of the general publicdidn’t know they existed. Twenty-four ofthe twenty-eight FEMA Urban SARteams were deployed. 9-11, more thanany other day, raised the public’sawareness of the valuable job these dogsperform. The AKC stepped forward to assist theSAR teams. In a few minutes, Denniswill discuss AKC’s actions. The American Kennel Club is nowtaking another step to acknowledge theskills and service provided by these dogs.I am very pleased to announce thateffective today, the AKC will honor thesedogs by awarding an Urban SAR dogtitle. Specifically the AKC will awardtitles to dogs that are certified asdeployable on Federal and State DisasterTask Forces. Urban SAR is a modern day workingfunction for our dogs. The attributesrequired have been maintained andenhanced in our traditional performanceand companion events. High drive, soundtemperament, scent discrimination,obedience and agility are some of the

characteristics of an outstanding SARdog. Because of the large investment intraining, it is desirable that these dogsenjoy a long, productive career. In thisregard, purebred dogs are preferred asthey have better known genetics and aremore predictable for success. Purebredscomprise over 95% of the FEMAcertified dogs.In June we heard from Cindy Otto,Director of the PennVET Working DogCenter in Philadelphia. Today is theirgrand opening. In attendance are three9-11 dogs. Each will be receiving theirAKC Urban SAR dog title. With thesetitles, the AKC is memorializing the skillsand service of SAR dogs. In our ownway, we are saying “We will neverforget.”While we tend to think of our titles ashonoring dogs, many activities are a teameffort, with the other half of the teambeing the handler. This certainly is thecase with SAR work. We are very fortunate to have such ateam member in our Delegate body. Atthis time I would like to ask BeckyStanevich, Delegate for the MountaineerKC, and her dog Juno to please stepforward to receive the first AKC UrbanSAR dog title. Becky and Juno aremembers of FEMA’s Ohio Task ForceOne.Congratulations Becky and Juno. (Applause)

Ms. Stanevich spoke as follows: Good morning. I really don't likespeaking, but this is such an importantand special topic for me that I decidedI'd speak. At any rate, what I'm going totry and cover this morning are threethings very briefly: What is a FEMA taskforce and how does it work; what does ittake to get a dog certified to work as adisaster dog; and to explain a little bitabout what happens during adeployment.Urban search and rescue involves thelocation, the rescue and extrication andinitial medical stabilization of victimstrapped in confined spaces. Structuralcollapse is the most frequent cause ofentrapment, and collapses can be causedby earthquakes, hurricanes, dam failures,terrorist attacks, et cetera.A little bit of history: In the early '80s,the Fairfax and Miami fire departmentscreated elite search and rescue teams

specifically trained for rescue operationsin collapsed buildings. It hadn't beendone before that in this country.In 1991, FEMA incorporated thisconcept and began funding USAR taskforces. Today there are 28 task forces thatprovide round the clock operations, areself sufficient for approximately sevendays, and are deployed at the request ofstate and local governments.And I forgot to make one reallyimportant point, so I'm going to gobackwards: Our dogs work what we call"naked:" They do not work with a collaror any booties or anything like that onthem. I think this picture on the lefthand side is pretty demonstrative aboutwhy we don't use collars. This dog couldhave been, you know, trapped by thatcollar with the rebar and everythingthere. So it takes a lot more control forour dogs, but we feel they are a lot safer.Moving on to certification, FEMA andSUSAR, the State Urban Search andRescue group, have very strong certifi-cation programs for the dogs, and thatcertification process starts with selectinga dog. And, of course, dogs can be almostany breed, but the purebred hunting,working and herding breeds are the mostobvious choices. The most commonbreeds we see in the system are LabradorRetrievers, German Shepherd Dogs,Belgian Malinois, Border Collies andGolden Retrievers.Regardless of the breed or the size, onlya very small percentage of dogs have allthe skills necessary to complete thosetasks. And currently there are only about250 dogs in the FEMA system in theentire country. They must haveexceptionally high drive, have very stabletemperament, be totally fearless,ultimately confident and have soldconformation that aids them in beingexcellent athletes. And they must have adriving desire to work.I prefer to start with early training withmy puppies. Some people will prefer tohave a started dog, an 18 month old, 20month old dog. But I like the early ones;I like to know what I'm exposing themto. So in this picture, Juno is walking overtop of things; she's stepping onto a tarp,which is going to move under her, beslippery, just have strange sensations.There are slippery things; even the leavesmake noises and give her something toplay in.

GZThe picture on the right is really animportant picture. She is just walking upa piece of plywood there, but look at hertoes. Her toes are spread and she's madeher feet very big, and this gives her a lotof traction on that board. When they'rescared, their toenails come out and theyhave nothing to grip with.They use those feet so much, that'sanother reason we don't like to put bootson our dogs unless they're injured,because they really need to use their feetwhen they're out there working.The first stage in the certification processis what we call the foundation skillsassessment, and it's really looking at thefoundation skills that we think areessential for a dog to work in the rubble.And in this test, the dog is close to thehandler most of the time, so there's somesupport from the handler.The scent problems are very straight-forward. And you can see here the fiveelements that the dogs are tested on. Letme just say that for me, this is like takinga dog to an obedience trial for noviceheeling to utility scent discrimination; anagility trial, where the dog climbs aladder and traverses a six foot dog walk;and a field trial, where the dog must findtwo victims in 15 minutes, and it's alldone in one day. So our dogs have tohave a lot of skills, and the skills have tobe maintained at a high level.The second step, and this is thedeployable step, is called the certificationevaluation. It consists of one element,which is the canine disaster search. Andthe dogs have two 20 minute searchproblems. They might be working on awood pallet pile, as Juno is on the lefthand side; or they might be working onconcrete rubble, as Ben is on the rightside. Ben has found his victim; he's gothis nose right in the hole where thevictim is.In the certification evaluation, they willhave one to six victims to find. Theproblems involve very complex scentproblems and the distractions such asanimal remains, food and humanclothing are there to confuse the issue alittle bit.Doug wanted to know what this tail was.Well, I call this a "Springer flag;" and Ithink if you've hunted behind a Springerin the field, you know it tells you thatthe dog is on a bird. In the rubble, it tellsme that the dog is in victim scent, so it's

really an important thing. And right nowshe is telling me we're kind of at the endof the certification part, and I betterhurry up and tell you a little bit aboutthe handler part.Because we are a team. I've taken literallyhundreds of hours of classroom and fieldtraining in topics such as structuralcollapse, confined spaces, hazardousmaterials, etc., so that I can assess thesituations that we need to move into andsearch to make sure they're not toodangerous for me or for the dog. Ourtraining is ongoing; we have topics thatwe have to recertify in; and the certifi-cation evaluation has to be done everythree years.A little bit about the role of the canine ina deployment. Canine teams are part ofour search team. This is a picture from9/11, actually; Pennsylvania Task ForceOne Canines.Four canines are deployed in eachdeployment. There are two dogs thatoperate for 12 hours during the day, andtwo dogs that operate during the night.So this is the night shift, and you can seethere is a dog handler, a search managerand a search technician and a dog. Thetwo dogs and the two search teams willusually work in different sectors. If onedog finds a live scent, then the other dogwill come over and confirm that is livehuman scent and that it's in the samearea where the first dog is indicating.During Hurricane Irene, Juno and Iwent to New Jersey and New York. Theyhad devastating rains in New York, andthat's where we ended up. We started offbeing pre positioned in New Jersey,where the hurricane's eye passed over us,but the devastation wasn't very greatthere. New Jersey was able to take care ofit themselves without federal assistance,so we moved to New York where it wasunexpected, where they didn't have thesame resources New Jersey had.Moving a task force of 80 people and allof our equipment is a really impressivetask. We have 15 to 18 vehicles, includingan 18 wheeler. Remember we have to beready to be self-sufficient for seven days.We've slept in hotels, Air Force hangars,dining halls and in our own tent city.This tent city, I don't know how manybuildings there were, it goes up in amatter of an hour. It's pretty impressive.Our mission in New York was to makesure that people isolated by impassable

roads and bridges had food, water,medications and were safe. We alsosurveyed damage in the area. To do this,we were airlifted into these isolated areas.The dogs were included on the searchteams in case there were structures thatneeded to be searched.Now we'll move on to 9/11. A goodfriend from the Pennsylvania task forceand her dog, Willow, deployed, and she'slent me a few of her slides.Sometimes the dogs work. You can seemaybe actually you can't see very well,but behind the big piece of yellowplywood or cardboard, there's a dogworking back there.And this is actually a fairly close toworking distance. Our dogs oftentimeshave to work long distances away fromus.And then the other picture, we have thetwo dog team getting ready to deploy.Sometimes the dogs help. They serve astherapy dogs, and they got a little bit ofrelaxation while the people around themwere able to pet them and just relax alittle bit.And then sometimes they got help. Youcan see the dog on the left is being whatwe call “deconned”, cleaned up after hisshift. This is Logan. And on the righthand side, I'm not sure who the dog is,you can see Cindy Otto kind of in themiddle right of your picture. She isrehydrating a dog. If you'll remember, shesaid dehydration is the most commonlyseen health problem. This dog is gettingfluids right now.There is a lot of competition betweentask forces, because we all want to go outthe door and we all can't go out the doorat the same time, obviously. But there'salso a lot of camaraderie. So one weekafter the towers fell, on the 18th,Pennsylvania welcomed Texas Task Force1 in to take their place.And we train together. This comingweekend, I'll be training with people inIndianapolis from all over the country. Sowe learn from each other; we work witheach other; we have a great deal ofrespect for one another. It's a really goodgroup of people.Almost since I started this work, myhusband asked me why we don't breeddogs specifically to search for people. Theone reason that I'm standing up heretalking, that I've said yes to Doug whenhe's asked me to do things, is that it's so

Having this title providesus with an invaluable tool to breed abetter search dog.When I first started this, I thoughtsomebody asked me if I'd take to theAKC the concept of a title for urbansearch dogs. I thought oh, sure; anothertitle. It took me a little while to reallyunderstand what this title could do fordogs and for the search world in general.So I think in the long run, the AKC iscontributing to the development of abetter working dog, and dogs that can beused in scent discriminating jobsimpacting national security.Finally, I want to thank the AKC andespecially Doug Ljungren for makingthese titles possible. Really it was justthree months ago that Doug and I startedworking on this. And working withDoug and the other people in the AKCthat have been invaluable in this projecthas shown me the real heart of the AKC.This project has never been aboutmoney, making money. You know, wehear that all the time: "Oh, that's just theAKC trying to make money." It's neverbeen about making money; it's beenabout honoring these wonderful,wonderful dogs. I'm tearing up, I'm sorry.With the addition of this title and otherup and coming titles. the AKC is movingforward. I can honestly say that the AKCis for everyone who loves their dogs.Thank you.(Standing ovation)

Mr. Sprung gave the President's report asfollows:I'd like to ask you to please stand for amoment of silence in memory of thetragedy that occurred during thisDelegates meeting 11 years ago today.(A moment of silence is observed)A great deal has changed in all of ourlives as a result of 9/11. I will repeat whatwas shared with you in the past sinceAKC's family accomplished so much inthis area, as we pulled together and notapart.That morning, Ron Menaker and I werein the lobby of this very hotel whenBlackie came up to us and said that aplane had hit the World Trade Center. Wewalked over to the deserted bar area,where an elderly gentleman waswatching the news. When we approachedhe said to us, "My son called last night;

one of our planes is missing and they arecoming to get us." Within minutes, thenext plane hit. We turned around but thegentleman was gone.That day we were together as one. Therewere 284 Delegates in attendance, lessthan half, 137 of you, are still serving.Naturally the meeting bordered onchaotic. We hugged and reassured eachother outwardly, but inside there was fearand anger. The screens will show youthat there were very valid but opposingpoints of view. (Quotes from) NinaSchaefer. Blackie Nygood, and Ruth AnnNaun.After a discussion about the agenda and avote for the Standing Committees, weadjourned and helped one another begingoing home or finding safe haven for thenight.In reflecting on the 9/11 anniversary, thethought that always resonates with me isthe type of very special people that makeup our community. I recall how theDOGNY project came about, allowingthe American Kennel Club to honorsearch and rescue dogs that helped inPennsylvania, Washington and New YorkCity, and will provide some behind thescenes facts.It was very much a shared success.Delegate Tom Davies, Springfield KennelClub, was the very first sponsor, andmany clubs followed. Fed Ex, IAMS, J.P.Morgan and Hartz became majorcorporate sponsors. Before too long,numerous other organizations heededour call and we received help from manyhousehold names.It took until the following evening forme to arrive at home, where the LadiesKennel Association was holding ameeting, so one could find me in thebasement. CBS Radio beganbroadcasting a plea for the donation of aportable x ray machine for rescue dogsthat were hurt searching through therubble. My thought was: "Dog peoplecould do that."So I went up the stairs and asked theladies to post an online request topurchase an x ray machine. About ninep.m. that night, a call came in and wewere able to purchase everything that weneeded from a salesman in West Virginia.Our next challenge was how to transportthe x ray machine, numerous cartons ofgloves, aprons and film, so anotherrequest went out to relay the equipment

to Ground Zero. Dozens of our owncaring people called throughout theevening, and by early morning the racewas on: From West Virginia to Marylandto Pennsylvania, ending up in NewJersey with Afghan Hound breeders Boband Angela Dinicola, who passed it onfor the final delivery. Luckily, AKC hadpresented one of our very first ACEAwards to a member of the Canine Unitthe year before at the QueensboroKennel Club, thanks to the courtesy ofLinda Lacchia and Rey and Viola Burgos.A call was made to Lieutenant Donadio,and he instructed us to have theequipment brought through the LincolnTunnel and to proceed down 11thAvenue until we were stopped.Well, indeed we were stopped. But wewere allowed to make one phone call.Within moments, we were surroundedby police and unmarked cars with sirensblasting and were escorted to the verystreet corner of Ground Zero amidstsmoke that was still rising from the ashes.Just as the car was coming to a stop, theveterinarians from the Suffolk CountySPCA, headed by Gerald Lauber, camerunning towards us and began assemblingthe x ray machine. We weren't there longenough to see it in operation, as we wereescorted out of Ground Zero. But Iknew then and there that the AmericanKennel Club did the right thing.It was the most emotional moment inmy life. The streets were lined with tensof thousands of people waving flags andcheering us, but I knew better. Theywere cheering you, the American KennelClub.In the back of my mind, there wasanother thought. We could do a lot more.So the idea for DOGNY actually beganjust two days following 9/11, eventuallyraising over three and a half milliondollars for search and rescue organi-zations throughout our nation, as weworked with fanciers, corporations andthe public. In fact, it was with these fundsthat the AKC CAR Canine Support andRelief Fund was begun.Since that time, AKC CAR has madenumerous significant grants nationwide.Interestingly, following 9/11, thegovernment chose to keep secret thenames of the organizations that came tohelp. But AKC staff did their researchand identified over 90 amateur andprofessional groups that went to the

GZthree cities with their dogs. Each organi-zation was sent several thousand dollarsas a thank you and as a way to defer theircosts. After all, this could occur againwhere you live.Looking back, the project almost didn'thappen. Daphna Strauss was hired as aconsultant. Today she is our Assistant VicePresident of Business Development. Andshe, along with our legal team, beganworking through the maze of red tapenecessary for the City to give uscontractual permission to have statuesdisplayed on the streets to commemoratethe very first anniversary of 9/11.For some unknown reason, the newlyelected Bloomberg administration, busilytaking over for everybody's hero, MayorRudy Giuliani, seemed to concentrateon things other than the AmericanKennel Club. Can you imagine?Almost two months into the project, itwas time to call upon Co Chair KarenLeFrak, and tell her about my frustration.Actually, I spent a long time bitching.This project just may not go anywhere.Well, surprisingly, the very next morningI received a telephone call from the FirstDeputy Mayor: "The City is ready tosign." After patting myself on the backabout 100 times, I mean, this was likegoing best, I finally remembered to callKaren to tell her about this coinci-dentally good news.Silence. "Can you hear me?" Moresilence. "Okay. What happened?" Aftermy call the previous day, Karen hadwalked over to Mayor Bloomberg'stownhouse and left him a note on thekitchen table.We had to figure out how to transport111 raw sculptures from the foundry todifferent artists' studios throughout thecity, and then have each one individuallypicked up and taken to another companyto be mounted on bases. We reached outto fancier Honi Reisman, who arrangeda call with Ken May, the Senior VicePresident of Federal Express.AKC was lucky again, perhaps becausewe were doing the right thing. He said,"We could do this," but I missed hismeaning, as my response was, "I knowyou could do it, but can we pay for it?"Ken's answer was astounding. He said,"You will pay for nothing. Yourcompany's a hero. We're just going tomake it happen." And they did, providingtens of thousands of dollars of free

shipments and logistics.I'll also tell you about what was aguarded secret for quite a while withanother member of our community.AKC received a call for help from thepolice department that of the approxi-mately 300 dog teams that had come tothe city, some of the dogs were injuredand were being treated at a hospital, butthe owners or their handlers were beingcharged. So I called a member of theirBoard of Directors to ask with whom Icould speak. The response was, quote,"Dennis, I'll make you a deal. I will payfor the care of every single dog if youwill keep this a secret between the twoof us."Well, that deal is long over, and the angelis Tony Sosnoff, another example of thequality people with whom each of us isblessed to share our passion.The cooperation amongst clubs, fanciers,corporate America and the media wasextraordinary, growing into our largestpublic outreach up until that time.However, without passionate dog people,it would simply have been another goodidea.I'm going to stop my speech to walk youthrough something special. This sculptureis of a handsome German Shepherd ingood coat, just like it should be. Butthere's a lot of passion and emotion inthis statue. The coat is made up of thename, age, city and state of every personin America who perished on that day.I am very, very proud to tell you thatAKC's Board of Directors instantlysupported this public art exhibition andfund raiser. Rubenstein Associates,American's premiere PR firm, required aformal presentation before agreeing towork on the project. Midway throughthe presentation, they proclaimed, "We'rein." With their efforts, AKC benefited bya wide variety of media appearances.Sculptures bearing The American KennelClub's name that were displayed for thevery first anniversary still remain in someplaces: St. Vincent's Hospital, PACEUniversity, the Fire DepartmentMuseum, Veteran's AdministrationHospital, Purina Farms, Station One ofthe Portland Fire Department and atAKC headquarters.Statues were painted live on The TodayShow during numerous segments, andthe NASDAQ screens in Times Squarefeatured our program. In Georgia,

Governor Sonny Perdue unveiled abronze DOGNY statue at the StateCapitol building in Atlanta, withDelegates Ann Wallin, Karen and AsaMays and Carmen Battaglia representing32 clubs and organizations.In Oklahoma, Onofrio and four of ourAll Breed clubs dedicated a statue nearthe site of the bombing of the federalbuilding. A bronze version marks theentrance to the world headquarters ofHartz in New Jersey, and one welcomesvisitors to our operations center inNorth Carolina.AKC was made appealing to the publicfrom a canine perspective and a humanone. For shoppers and tourists, whenSaks Fifth Avenue blackened all but twoof their 34 windows for a two weekperiod to commemorate the firstanniversary, both of those windowsfacing St. Patrick's Cathedral displayedonly DOGNY dogs. Broadway buffs sawa pair of sculptures over three-month’s inthe heart of Shubert Alley, where twoand a half million people visit everyweek.In the sports arena, we were fortunatethat the three year wait for a specialevent at Yankee Stadium was handled inone week, and that organization offeredDOGNY Day, at which 25,000 specialedition pin striped "Help a Hero" toyswere donated by Hartz. A statuepurchased by breeder/exhibiter AmyKhiel Green bears the signatures of theentire Yankee team.Major League Baseball, as well as theNew York Mets organization and theirowners, obedience enthusiasts Fred andJudy Wilpon, also sponsored statues.Plush dog mementoes carrying AKC'smessaging appeared in over 12,000 storesnationwide.Some will recall that the president ofHartz, Robert Devine, attended ourmeeting in this very room in Septemberof 2002 as a guest of this Body, andpresented a check for $775,000 to RonMenaker. Hartz then donated anadditional $500,000. Ron did a greatdeal as co Chair throughout the entireDOGNY project.TFH published a commemorative book,and after the public art display, Sotheby'sAuction House donated their maingallery, along with the services of ViceChairman Benjamin Doller asauctioneer. Mr. Sprung introduced Peter Farnsworth,AKC's new Chief Financial Officer, whojoined AKC in July. He comes to us afteran extensive financial career on WallStreet. He was CFO for theAmericaCares Foundation, whichincludes five diverse businesses, andserved as the CFO of AmnestyInternational USA.

Mr. Farnsworth gave his FinancialReport. A summary follows:Total revenues of $4.6 million in themonth of August 2012 were $250,000below budget but $350,000 above 2011.Total monthly operating expenses of $4.7million were $200,000 below budget but$200,000 above 2011. This resulted in anoperating loss of $67,000 for the month.This was an improvement from lastAugust’s monthly operating loss of$217,000. Our investments, Year-To-Date, are up $4.9 million but werecognize this could change at any time.

The first vote was on the proposedAmendment to Chapter 2, Section 3, ofthe Rules Applying to Dog Shows,which would require clubs to hold showsin their territory in order to maintainexclusive privilege in their territory. Theamendment was proposed by the SuffolkCounty Kennel Club. The AKC Boardapproved the first insertion, which wouldenable clubs to utilize a site in theirterritory after the club assigned thatterritory has not held a show in thatterritory for two consecutive years.The Board did not recommend approvalof the proposed new last sentence, whichwould enable the original club toreestablish exclusivity and would onlyrecommend approval on the proposal if itis deleted.

Robert Eisele, Delegate for the SuffolkCounty Kennel Club, spoke as follows:On the presentation of this, it waspointed out to me the reason that theBoard did not like the second sentencewas the fact that a club could be out of aterritory for a number of years, a secondclub could come in and have shows therefor a number of years, and the first clubcould come back and actually kick themout.So we've come up with an amendmentwe'd like to add to this. I had sent it toJim, so I think he can print it as I read it:“Each member club or association, not aspecialty club, which shall hold a showwithin their territory at least once inevery two consecutive calendar yearsshall have the sole show privilege in thecity, town or district which has beenassigned to it as its show territory.”The paragraph that's not being printedthat I had sent was: “Failure to hold ashow at least once in two consecutiveyears will result in that territory beingopen to other clubs wishing to hold ashow in that territory without needingpermission from another club assigned tothat territory.”What I'm basically doing there isdefining that the area that has not had ashow within a period of time is thenconsidered open; and this paragraphrefers back to that paragraph.Clubs that have not held a show in theirterritory within two consecutivecalendar years will be granted theexclusive privilege to their territory oneyear after the next date they hold a showin their territory. Any clubs that haveheld a show in an open territory will begranted concurrent privileges to thatterritory if ever the original club reestab-lishes exclusivity.That was what was pointed out to me bythe Board, that they were concerned thatthe second club would be adverselyaffected by a club coming back to theirterritory.This motion really doesn't changeanything. It just encourages people tokeep a local show. It doesn't stopanybody from having a cluster andmoving outside their territory, but itdoesn't stop somebody from going intothat territory that's been basicallyabandoned.

Following discussion, it was voted to

refer the proposed amendment to theDog Show Rules Committee.

The next vote was on the proposedamendment to Chapter 5, Section 6through 8 of the Rules Applying to DogShows, Ribbon, Prizes and Trophies,which would make all sections in thischapter consistent.There were two thirds in the affirmativeand the amendment was adopted,effective immediately.

The final vote was on the proposedamendment to Chapter 16, Section 1, anew sixth paragraph of the RulesApplying to Dog Shows, which wouldcreate a new three point major for thedog designated Reserve Winners Dogand the bitch designated ReserveWinners Bitch at one national specialtyeach year, specified by the Parent Club,provided there are twice the numberrequired for a five point major in thewinner's sex. The Parent Club wouldhave the option of not providing thisadditional major.There were two thirds in the affirmativeand the amendment was adopted,effective January 1, 2013.

The Chair called on John Lyons, whowill retire in January of 2013, to providean update about the process of selectinghis successor. Mr. Lyons: Good morning, everyone.In July, AKC launched a public search fora new Chief Operating Officer, using thesame firm responsible for finding menine years ago. Advertisements beganappearing two months ago. This outreachincluded a posting on our web site andads in all major dog publications, as wellas in the online and print versions of theWall Street Journal and the New YorkTimes.The initial round of cuts has been madeand will be presented to the officers, andinterviews will begin. The lists of finalistswill be vetted with the Board. ChairmanAlan Kalter and Board members Dr.William Newman, Patricia Cruz andRobert Amen will then interviewcandidates. The President will make arecommendation to the Directors forelection to the COO position, effectiveJanuary 7th, 2013.The target for the completion of this

Now let's switch gears and talk about ourDelegates. We will now honor Delegateswho have served for 25 years. This is the14th time that AKC has had the privilegeto present Delegate medallions. Themedallion is in recognition ofmeritorious and long term contributionsto the Sport. Each individual has servedin this Body for 25 years, and they join84 previously honored Delegates.This medallion program recognizes ourcore constituency, and it allows thegrateful American Kennel Club theopportunity to honor our own. The Nominating Committee has beenhard at work since we were selected, andwe're privileged to have had an extramonth to be doing our work and sowe've taken advantage of that. We'vereached out to everyone, and yesterdaywe conducted nine interviews, allafternoon, almost an hour each. It wasvery, very exciting to be able to do that,and we're proud of our work.We know that people can still put theirnames into us. We're meeting at the endof this month. The names, the final slateis due the 15th of October, and will beon time, and we're going to have onemore face to face meeting.But we also know that it is possible forDelegates to run from the floor andbypass the interview process. And wehope that all the Delegates are mindful ofthat when they cast their ballots. Thankyou very much.(Applause)

The Chair called on Carl Ashby to givean update on the status of the ClubPresident's Challenge.

Mr. Ashby: In June we shared with youthe Presidents Challenge. This annualfund drive will support the AmericanKennel Club Political Action Committeeas well as the Canine Legislative SupportFund. Today, I plan to update you on thestatus of the Challenge, recognize someClubs who have both and exceeded itand continue to ask for your support andwe close out the 2012 PresidentsChallenge.As I have talked with you the last twodays it’s has been gratifying to hear yourresponse to the Challenge. If I couldchange the presentation shown today itwould add thousands to the total of$54,000 in the last 3 months. Yoursupport of the Challenge has been trulygratifying and I ask you continue towork with your as we move into fall, asour clubs are getting back into the swingof things, and we know that you willhave the opportunity to talk and bringthis before your clubs.Now, I would like to share with you acouple of honor rolls. We are going tohonor everyone that does this; we aregoing to be sure that everyone appearson the web site, and appears in our eletters and so forth, because we have hada tremendous broad based support that Iam going to talk about in just a second.And then if you take a look at the folkswho have donated a thousand dollars andup as of last week, and I apologize asalways if a name has been left off, but asof early last week, this is what it was, andit's just great results.The American Tibetan Mastiff

Association; the Basenji Club of America;the Basset Hound Club of America;Greater Hickory Kennel Club; MarionKennel Club; Penn Ridge Kennel Club;and the Siberian Husky Club ofAmerica. These have just gone waybeyond what we asked in the challenge,and we couldn't be more proud andpleased for their support.And then if you take a look at that 500to a thousand dollars, and that's the rollhere, and I've just listed the clubs in thiscase; I won't read those, but you can seewe have broad based support.But what I think is more important is inthe details of this. When this started, thefirst year of the PAC, we had 65 donors.It's true we raised about $16,000, butonly 65 eligible individuals, made thatup. This time, though, just in the PACside alone, which once the money istotally vetted you will have raised about$21,000. First, that's a record andsecondly it was done in just threemonths.On top of that, 892 different individualsparticipated in the PAC. We were able tospread the base of the giving pyramid,and that is so important. In any kind offundraising, particularly nonprofit, themore participation you have, the moreimpact it's going to have, and that'scertainly been the case during theChallenge.If you take a look at licensed andmember clubs, it shows you the potential.There are 5,047 clubs that are eitherlicensed or members of the AmericanKennel Club. We have had 100 of ourmember clubs participate, 16 percent,and I think that is an outstanding start;but I think it also shows you thepotential we have. And just the folks inthis room clearly represent just bynumbers about two and a half times thatnumber. So if you will carry that message backjust in the member clubs alone of theDelegates that are present today, we canget another 150 clubs, member clubs,into the fold. And licensed clubs at 120represents only two percent of thelicensed clubs. I think that's prettyremarkable, given the fact it's the firstsignificant outreach we have had to themand they don't have the benefit of you.If we can continue to build thatrelationship, we are going to be able todo a whole lot a whole lot more.

Let’s now consider the CanineLegislative Support Fund. This is theeasier fund in the sense that clubs canactually write checks; and the clubs havedone that, you have done that. And,thanks to you, we have raised 31,000 sofar, $234 per club. This is an outstanding start to theChallenge.So, what's next? Well, the 2012 Challengeis going to continue into Fall. If youhaven't already asked your club we areasking you remind your Club of howthey can help. Finally, this is an ongoing process. The2013 Presidents Challenge is rightaround the corner. What you can do toget ready for that is this: Discuss withyour club about designating a portion ofyour dues in 2013 to the PAC. We knowthat a lot of your philanthropic activitieshad already been planned for 2012 butwe ask you to plan for the Challenge in2013. Most clubs collect their dues in thefirst quarter, and this is a greatopportunity to get a head start on the2013 Challenge.Thank you very much.(Applause)

The Chair recognized Barbara Mann,Delegate for the Dayton Dog TrainingClub, who spoke as follows:I just wanted to share with you an ideathat I had about the PAC, and I'll findout when I get home whether it workedor not.I challenged my club members that Iwould match their donations to the PACup to a certain amount. Our quarterlymeeting was last night. So I'm here andthey're there. But I had various plants putin to help see if this is going to work. SoI'll find out when I get back how we did.I'm hoping that we get over the goal.We're going to try hard. I'm not going totell you how much I've set that match upto.

The Chair recognized: Margaret Doster,Delegate for the Kennel Club of Buffalo,who spoke as follows:I've presented this information to myKennel Club, and they continue to haveconcerns regarding their 501C3 statusand how making donations to either ofthese funds would affect the club and ouraccount.

The Chair announced that theDecember Delegate meeting will be heldin Orlando in connection with the AKCEukanuba National Championship, willbe at the Rosen Centre Hotel on Friday,December the 14th.

Sydney Marx, Delegate for the ColoradoSprings Kennel Club, thanked the AKCand many individual Delegates for theconcern and support they showed thoseof us in Colorado during thosehorrendous fires.“Almost from Day One, I received callsand e mails from Delegates such asDuane and Connie Butherus; clubs likethe Delaware Water Gap Kennel Cluband the Afghan Hound Club of Americasent financial and emotional assistance.The AKC through AKC CAR donated$6,000 to three nonprofits caring fordisplaced pets. In addition, the HumaneSociety of Boulder received a grant of$5,000 to purchase supplies for theiremergency trailers.The Colorado Veterinary MedicalFoundation received a grant of $3,000presented by the Colorado Kennel Club.Two search and rescue groups received$2,000 each.As we have seen in the past, when thingsget tough, we all come together. Weapplaud and thank you all.”(Applause)

John Nielsen, Delegate for the EnglishSetter Association of America, askedwhether AKC advertised in the Raleighnewspapers regarding the COO position. Mr. Sprung responded that he wouldfind out.

The Chair recognized Lee Arnold,Delegate for Southern Colorado KennelClub, who spoke as follows:Fellow Delegates, I would like to giveyou an update on the AKC CHF. Thispast Sunday, we had two meetings. Thefirst meeting took place with our grantscommittee, which is an annual meeting,at which time they approve andrecommend grants to the Board ofDirectors for their afternoon meeting.Last year they approved an aggregate sumfor research for 1.3 million dollars. Thisyear they approved 17 grants to the tuneof 1.7 million dollars, an increase of$400,000 from last year.I would like to extend my thanks,gratitude and appreciation to the entireDelegate Body, those of you from clubs,individuals, who have all made thispossible, and hopefully there will be evenmore next year.Two more points I would like to makeconcerning the CHF. We have always hada wonderful program in place called theHeritage Society, in which people, whilewe are still here on this good Earth, haveobligated a sum of money to be given tothe Foundation upon their demise. Wehave revised that program a little bit tomake it an annuity program that's nowcalled the Heritage Society AnnuityProgram, in which when you make thatcommitment. You will receive moneyduring your lifetime. If you areinterested, you can call Terry Warren,who is our CEO, at 888 682 9696 andshe'll give you further details.Lastly, I would just like to mention everyyear there's a very important award calledthe President's Award, which is given formeritorious service to either anindividual or an organization. This year,being Chair of the organization, Iselected Jim Stevens to receive thePresident's Award for his service.And if you will indulge me (Applause)

If you were one of the65 who responded, I have your printedcopies with me. Please see me at the endof the meeting. And we're still workingon things to see how they'll come out.We'll keep you posted. Joan Tabor, Delegate for the EasternGerman Shorthaired Pointer Club, askedabout reinstating a printed Gazette.

Barbara Mann, Delegate for the DaytonDog Training Club, confirmed, as perCarol Williams, that the deadline forPerspectives Articles is the 15th ofOctober.

She asked about AKC’s policy ofresponding to negative articles in theNational Press. She felt that AKC shouldbe ready to respond to any article aboutdogs that appears in any nationalnewspaper.

Mr. Sprung: The fact is that manynewspapers have a policy of notpublishing responses to certain types ofarticles like Op Ed and opinion pieces.We do write to them regardless of theirpolicy, and we call them, but we are notin a position to change their policy.Fortunately, in other circumstances theydo publish our responses. It is somethingthat we are prepared for and that we do.Your suggestions are good, andfortunately we are doing that.

Mr. Marx: I know he'll be upset with mefor acknowledging this, but I think I'll doit anyway. I just wanted to let you knowthat the President of the ColoradoSprings Kennel Club, who is also aformer Breeder of the Year, DougJohnson, opened both of his kennels tothese displaced dogs and for no charge.

Ann Lettis, Delegate for the Grand RiverKennel Club, also asked about reinstatingthe printed Gazette.

Kim Johnson of KPMG read the Teller'sreport for the Delegate StandingCommittees.

GENERAL APPEARANCEThe German Shorthaired Pointer is aversatile hunter, an all-purpose gun dogcapable of high performance in field andwater. The judgment of Shorthairs in theshow ring reflects this basic characteristic.The overall picture which is created inthe observer's eye is that of an aristo-cratic, well balanced, symmetrical animalwith conformation indicating power,endurance and agility and a look ofintelligence and animation. The dog isneither unduly small nor conspicuouslylarge. It gives the impression of mediumsize, but is like the proper hunter, "with ashort back, but standing over plenty ofground." Symmetry and field quality aremost essential. A dog in hard and leanfield condition is not to be penalized;however, overly fat or poorly muscleddogs are to be penalized. A dog well bal-anced in all points is preferable to onewith outstanding good qualities anddefects. Grace of outline, clean-cut head,sloping shoulders, deep chest, powerfulback, strong quarters, good bone compo-sition, adequate muscle, well carried tailand taut coat produce a look of nobilityand indicate a heritage of purposefullyconducted breeding. Further evidence ofthis heritage is movement which is bal-anced, alertly coordinated and withoutwasted motion.

SIZE, PROPORTION, SUBSTANCESize —height of dogs, measured at thewithers, 23 to 25 inches. Height ofbitches, measured at the withers, 21 to 23inches. Deviations of one inch above orbelow the described heights are to be

severely penalized. Weight of dogs 55 to70 pounds. Weight of bitches 45 to 60pounds. Proportion—measuring from theforechest to the rearmost projection ofthe rump and from the withers to theground, the Shorthair is permissiblyeither square or slightly longer than he istall. Substance—thin and fine bones are byno means desirable in a dog which mustpossess strength and be able to work overany type of terrain. The main importanceis not laid so much on the size of bone,but rather on the bone being in properproportion to the body. Bone structuretoo heavy or too light is a fault. Tall andleggy dogs, dogs which are ponderousbecause of excess substance, doggybitches, and bitchy dogs are to be faulted.

HEADThe head is clean-cut, is neither too lightnor too heavy, and is in proper propor-tion to the body. The eyes are of mediumsize, full of intelligence and expression,good-humored and yet radiating energy,neither protruding nor sunken. The eye isalmond shaped, not circular. The pre-ferred color is dark brown. Light yelloweyes are not desirable and are a fault.Closely set eyes are to be faulted. Chinaor wall eyes are to be disqualified. Theears are broad and set fairly high, lie flatand never hang away from the head.Their placement is just above eye level.The ears when laid in front withoutbeing pulled should extend to the cornerof the mouth. In the case of heavier dogs,the ears are correspondingly longer. Earstoo long or fleshy are to be faulted. Theskull is reasonably broad, arched on theside and slightly round on top. Unlikethe Pointer, the median line between theeyes at the forehead is not too deep andthe occipital bone is not very conspicu-ous. The foreface rises gradually fromnose to forehead. The rise is morestrongly pronounced in the dog than inthe bitch. The jaw is powerful and themuscles well developed. The line to theforehead rises gradually and never has adefinite stop as that of the Pointer, butrather a stop-effect when viewed fromthe side, due to the position of the eye-brows. The muzzle is sufficiently long toenable the dog to seize game properlyand be able to carry it for a long time. Apointed muzzle is not desirable. Thedepth is in the right proportion to thelength, both in the muzzle and in theskull proper. The length of the muzzle

should equal the length of skull. A dish-shaped muzzle is a fault. A definitePointer stop is a serious fault. Too manywrinkles in the forehead are a fault. Thenose is brown on a dog that is solid liveror a combination of liver and white suchas liver and white ticked, liver patchedand white ticked, or liver roan the largerthe better, and with nostrils well openedand broad. The nose is brown on a dogsolid liver or a combination of liver andwhite such as liver and white ticked, liverpatched and white ticked, or liver roanthe larger the better, and with nostrilswell opened and broad.. The nose isblack on a dog that is solid black or acombination of black and white such asblack and white ticked, black patchedand white ticked, or black roan, thelarger the better, and with nostrils wellopened and broad. A spotted nose is notdesirable. A flesh colored nose disquali-fies. The chops fall away from the some-what projecting nose. Lips are full anddeep yet are never flewy. The teeth arestrong and healthy. The molars intermeshproperly. The bite is a true scissors bite. Aperfect level bite is not desirable andmust be penalized. Extreme overshot orundershot disqualifies.

NECK, TOPLINE, BODYThe neck is of proper length to permitthe jaws reaching game to be retrieved,sloping downwards on beautifully curv-ing lines. The nape is rather muscular,becoming gradually larger toward theshoulders. Moderate throatiness is per-mitted. The skin is close and tight. Thechest in general gives the impression ofdepth rather than breadth; for all that, itis in correct proportion to the otherparts of the body. The chest reachesdown to the elbows, the ribs forming thethorax show a rib spring and are not flator slabsided; they are not perfectly roundor barrel-shaped. The back ribs reachwell down. The circumference of thethorax immediately behind the elbows issmaller than that of the thorax about ahand's breadth behind elbows, so that theupper arm has room for movement.Tuck-up is apparent. The back is short,strong, and straight with a slight rise fromthe root of the tail to the withers. Theloin is strong, is of moderate length, andis slightly arched. An excessively long,roached or swayed back must be penal-ized. The hips are broad with hip socketswide apart and fall slightly toward the tail

in a graceful curve. A steep croup is afault. The tail is set high and firm, andmust be docked, leaving approximately40% of its length. The tail hangs downwhen the dog is quiet and is held hori-zontally when he is walking. The tailmust never be curved over the backtoward the head when the dog is mov-ing. A tail curved or bent toward thehead is to be severely penalized.

FOREQUARTERSThe shoulders are sloping, movable, andwell covered with muscle. The shoulderblades lie flat and are well laid back near-ing a 45 degree angle. The upper arm(the bones between the shoulder andelbow joint) is as long as possible, stand-ing away somewhat from the trunk sothat the straight and closely muscled legs,when viewed from the front, appear tobe parallel. Elbows which stand awayfrom the body or are too close result intoes turning inwards or outwards andmust be faulted. Pasterns are strong, shortand nearly vertical with a slight spring.Loose, short-bladed or straight shouldersmust be faulted. Knuckling over is to befaulted. Dewclaws on the forelegs may beremoved. The feet are compact, close-knit and round to spoon-shaped. Thetoes are sufficiently arched and heavilynailed. The pads are strong, hard andthick.

HINDQUARTERSThighs are strong and well muscled.Stifles are well bent. Hock joints are wellangulated and strong with straight bonestructure from hock to pad. Angulationof both stifle and hock joint is such as toachieve the optimal balance of drive andtraction. Hocks turn neither in nor out.Cowhocked legs are a serious fault. COATThe hair is short and thick and feelstough to the hand; it is somewhat longeron the underside of the tail and the backedges of the haunches. The hair is softer,thinner and shorter on the ears and thehead. Any dog with long hair in the bodycoat is to be severely penalized.

COLORThe coat may be of solid liver or a com-bination of liver and white such as liverand white ticked, liver patched and whiteticked, or liver roan. Or, the coat may beof solid black or a combination of blackand white such as black and white ticked,

black patched and white ticked, or blackroan. A dog with any area of red, orange,lemon or tan, or a dog solid white, willbe disqualified.

GAITA smooth lithe gait is essential. It is to benoted that as gait increases from the walkto a faster speed, the legs convergebeneath the body. The tendency to singletrack is desirable. The forelegs reach wellahead as if to pull in the ground withoutgiving the appearance of a hackney gait.The hindquarters drive the back legssmoothly and with great power.

TEMPERAMENTThe Shorthair is friendly, intelligent, andwilling to please. The first impression isthat of a keen enthusiasm for work with-out indication of nervous or flightlycharacter.

DISQUALIFICATIONSChina or wall eyesFlesh colored nose.Extreme overshot or undershot.A dog with any area of red, orange, lemon ortan, or a dog solid white.

PRESIDENT’S REPORTBoard Action ItemsMr. Sprung gave a status report on

previous Action items assigned to theStaff. Events and Entries UpdateMr. Sprung reported that for the first

seven months of 2012 aggregate Entrieswere up by 3.77% and Events were upby 1.36%, compared to the first sevenmonths of the previous year. AKC Humane FundDaphna Straus, AKC Staff, participated

in this portion of the meeting. Staff gavean update on the AKC Humane Fund.To date the Fund has disbursed grants toParent Clubs and their affiliated rescuegroups, women’s shelters accepting dogs,and for educational scholarships. ISD UpdateConnie Pearcy, AKC Staff, participated

in this portion of the meeting. Staff gavean update on the allocation of ISD coststo the various divisions to align revenuecenters with the related costs.

LEGAL REPORTMargaret Poindexter, General Counsel,

FINANCIAL REPORTPeter Farnsworth, AKC’s Chief

Financial Officer, gave the financialreport. Total revenues of $4.6 million in the

month of August 2012 were $250,000below budget but $350,000 above 2011.Total monthly operating expenses of $4.7million were $200,000 below budget but$200,000 above 2011. This resulted in anoperating loss of $67,000 for the month.This was an improvement from lastAugust’s monthly operating loss of$217,000. Our investments, Year-To-Date, are up $4.9 million but we recog-nize this could change at any time.

EXECUTIVE SECRETARY’S REPORTAgility Club MembershipThe Board reviewed a proposal to

amend ARTICLE IV, SECTION 1, andSECTION 3, of the AKC Bylaws toexpand the eligibility requirements forAKC membership to permit licensedAgility clubs that meet the criteria, toapply to become AKC members.Following discussion, there was a motionby Ms. Scully, seconded by Dr. Smith,and it was VOTED (unanimously) toamend ARTICLE IV, SECTIONS 1 and3, of the AKC Bylaws as follows (changesunderlined):

Section 1All Clubs or Associations which haveheld at least three Dog Shows,Obedience Trials, Field Trials, orAgility Trials in consecutive yearsunder rules of the AKC and allSpecialty Clubs which have been orshall be formed for the improvementof any breed of purebred dogs shall beeligible to become members of theAKC.

Section 3No Club or Association shall beeligible to be admitted to membershipin the AKC unless its Constitutionand Bylaws shall provide that amongthe objects for which said Club orAssociation has been formed are theholding of annual dog shows, annualobedience trials, or annual field trials,or annual agility trials, or that saidClub or Association was formed forthe protection or benefit of purebreddogs.

This will be read at the DecemberDelegate meeting for a VOTE at theMarch Delegate meeting. Member Club Admission FeeARTICLE V, SECTION 1, of the

AKC Bylaws, provides for a one-timeadmission fee for new Member Clubs.The fee is to be determined by theBoard subject to approval by theDelegates. Following discussion, therewas a motion by Dr. Smith, seconded byMs. Scully, and it was VOTED (unani-mously) to raise the $250 admission feeto $1,500. The admission fee of $250 wasestablished in 1925 and in today’s dollarswould be over $3,500. This will be readat the December Delegate meeting for aVOTE at the March Delegate meeting.The effective date would be one yearfrom the date of adoption.Proposal to Reduce the Number ofDelegate MeetingsThe Board reviewed a proposal from

the Delegate Advocacy andAdvancement Committee to reduce thenumber of yearly Delegate meetingsfrom four to three per year. The proposalsuggests that two of these meetings beexpanded from two days to three days inorder to enable increased attendance atthe various Delegate committee meet-ings. AKC staff endorses this proposal.There was a motion by Mr. Arnold, sec-onded by Ms. Cruz, and it was VOTED(unanimously) to send the proposedamendment to ARTICLE XVIII, SEC-TION 1 of the AKC Bylaws to theDelegates with no recommendation. Theproposal reads as follows (changes under-lined):

SECTION 1: The annual meeting ofthe AKC shall be the regular meetingheld in April. There shall also be aregular meeting of the AKC inAugust. There shall be one regular

meeting held in December or Januaryannounced at least two years inadvance. The exact date, time andlocation of all meetings shall bedetermined by the Board of Directors.Standing Delegate Committeemeetings shall be scheduled on thetwo days immediately preceding eachregular meeting in April and Augustand the day preceding the Decemberor January meeting.

This will be read at the DecemberDelegate meeting for a VOTE at theMarch Delegate meeting. If adopted, theeffective date would be January 1, 2015.Recognition of Registries in ChinaThere was a motion by Mr. Gladstone,

seconded by Dr. Smith, and it wasVOTED (unanimously) to add theNational General Kennel Club (China),to the list of registries with pedigreesacceptable for AKC registration. Proposed German Shorthaired PointerBreed Standard RevisionThe Board reviewed proposed revi-

sions to the color section of the GermanShorthaired Pointer breed standard assubmitted by the German ShorthairedPointer Club of America (GSPCA).Following a motion by Dr. Garvin, sec-onded by Mr. Ashby, it was VOTED(unanimously) that the proposed revi-sions will be published in the AKCSecretary’s Page for comment, providedthe club accepted the changes recom-mended by the AKC Board. Proposed Revision to the KomondorBreed StandardThe Board reviewed proposed revi-

sions to the bite section of theKomondor breed standard as submittedby the Komondor Club of America. Thiswill be considered further at the October2012 meeting.Yorkshire Terrier Breed StandardRevisionThe Board reviewed proposed revi-

sions to the color section of the YorkshireTerrier breed standard as submitted bythe Yorkshire Terrier Club of America.The Board had recommendations onfurther changes which will be communi-cated to the club.Definition of a Purebred DogBased on a request from the Board,

Staff was directed to provide more detailsto explain its cost estimate for capturingCoat Type as part of the registration of adog. Staff outlined the impact this changewould have on IT, Support Services andRegistration Services and estimates thatthe entire project will have a negativeROI of $230,000.Low Uric Acid DalmatiansMr. Crowley reported on a request he

had received from Dr. Robert Schaible,who was the owner of the originalDalmatian/Pointer backcross registeredover thirty years ago. Dr. Schaiblerequested that AKC ease the criteria forthe AKC registration of LUA Dalmatiansto enable every living decedent of theoriginal registered backcross to becomeAKC registered to make the generesponsible for normal concentration ofuric acid more readily available to breed-ers around the world. The board of theDalmatian Club of America, whichdeveloped the current registration proce-dures in cooperation with the AKC Staff,believes that it has worked well in intro-ducing the LUA gene into the AKCgene pool. Over one hundred andtwenty LUA Dalmatians and twenty lit-ters with one or both of the parentsbeing a LUA Dalmatian have been regis-tered. There was no motion to changethe current criteria.Parent Clubs ExcellenceThe Board considered a proposal from

the Delegate Parent Club Committee forthe establishment of a program to recog-nize Parent Clubs that excel in organiza-

tion of representation of their breeds,including their protection, preservationand promotion as well as the objectivesof The American Kennel Club. The pro-posal would be for an AKC awardadministered by the Parent ClubCommittee with AKC Board oversight.This will be considered further at theOctober 2012 meeting.

attained Plan A level status on or beforethe July 12, 2011 Board meeting maycontinue to license status even if the clubis within one hundred miles of anotherspecialty club for the same breed.

This allows specialty clubs that were inprocess of becoming licensed, prior tothe Board moratorium, the opportunityto complete the process and move tolicensed status.

JUDGING OPERATIONS Occupational EligibilityThe Board reviewed a staff recom-

mendation to modify the policy restrict-ing when a judge may present a seminarin conjunction with a judging assign-ment. This will be considered further atthe October 2012 meeting.

COMPANION/PERFORMANCE Doug Ljungren, participated in this

portion of the meeting, while LisaCarroll, and Pam Manaton, AKC Staff,participated in this portion of the meet-ing by video conference and Carrie deYoung participated by teleconference.Beagle Two Couple Pack – Changing theRunning OrderThe Board reviewed a recommenda-

tion from the Beagle AdvisoryCommittee to amend Chapter 10,Procedure 9. Beagle Hunting Test forTwo Couple Pack, Section 1 of theBeagle Field Trial Rules to allow the han-dler of a dog running in multiple packsthat are drawn to run back-to-back orsimultaneously to request a change in therunning order.There was a motion by Mr. Amen, sec-

onded by Mr. Powers, and it was VOTED(unanimously) to approve the following

regulation change effective October 1,2012. Section 1. The running order of thepacks in first series shall bedetermined by random draw.However the owner/handler mayrequest a change in the running orderif a particular hound is running inmultiple packs simultaneously orback-to-back. The request must bemade immediately at the conclusionof the drawing. The field trialcommittee will decide how best tomake the change(s) with consid-eration to staying as close as possibleto the original draw.

Herding Judges Seminar RequirementCurrently a herding judge is required

to attend a seminar once every threeyears to maintain eligibility to judge. TheBoard reviewed a Staff recommendationto change this requirement to attend ajudge’s educational seminar, from attend-ing a seminar once every three years toonce every four years. This will be dis-cussed further at the October meeting. Retriever Hunting Test – Retrieves Up To150 YardsThe Board reviewed a recommenda-

tion from the Retriever Hunting TestAdvisory Committee to amend theRegulations For AKC Hunting Tests ForRetrievers to increase the distance forretrieves in the Master level RetrieverHunting Test from 100 yards to “shouldnot normally exceed 150 yards.” TheJunior and Senior level test would remainunchanged. This will be discussed furtherat the October meeting.English Springer Spaniel Field Trials –Allowing Three Trials Per Year The Board reviewed a recommenda-

tion from the English Springer SpanielField Trial Association to allow licensedclubs to hold up to three EnglishSpringer Spaniel Field Trials per calendaryear. The current limit is two. This willbe discussed further at the Octobermeeting.Agility Clubs Allowed to Hold TwelveEvents Per YearThe Board reviewed a Staff recom-

mendation to allow clubs licensed forAgility to hold up to twelve events percalendar year. Currently, clubs licensedfor Agility are limited to eight events peryear. Following a motion by Dr. Battaglia,seconded by Mr. Amen, it was VOTED(affirmative: Dr. Battaglia, Mr. Amen, Ms.

expand the current AKC DisciplineGuideline used to set the penalty forconduct classified as sexual harassment sothat it encompasses inappropriate com-ments and/or conduct regarding an indi-vidual’s race, color, religion, disability,national origin, sexual orientation, age orgender. This will be discussed further atthe October meeting. Opportunities for Proactive GovernmentRelations WorkStaff presented its plans to link

Government Relations (GR) proactivework on local and state bills withCompliance and Communications.

NEW BUSINESSJudging Approval ProcessStaff was directed to take a survey to
