Agenda
A Mater Plan was prepared for Phoenix Goodyear Airport in
2007. Since that time, the City of Phoenix Aviation
Department has completed a number of projects at the
airport including a runway shift and other facility
improvements.
The Master Plan Study needs to be updated to reflect new
facilities, current projections of airport activity, new
environmental and other regulatory constraints, and to plan
for an appropriate mix of land uses to support projected
aviation and non-aviation needs and the long-term financial
health of the airport.
Project Description
The Master Plan update will be prepared in accordance with
Federal Aviation Administration (FAA) Advisory Circular
150/5070-6B, Airport Master Plans, and other relevant FAA
Advisory Circulars and Orders, Federal Aviation
Regulations, Transportation Security Administration, and
other aviation industry publications. All tasks will meet the
current Advisory Circular at the time of scoping.

Scope of services may include but are not limited to:
• Project Management.
• Develop an active and productive public involvement
program throughout the study process.
• Prepare an inventory of existing facilities, issues and
historical activity at the Airport, including identifying the
recently completed facilities since the last Master Plan.
• Develop forecasts of future aviation demand levels based
upon FAA Terminal Area Forecasts, and any forecast data
reports on file at the Airport.

• Assess community land use goals and regional aviation
needs.
• Evaluate current land uses adjacent to GYR to prohibit
encroachment that could hinder future growth.
• Determine facility requirements of the airport through the
next 20 years, including the possibility of additional facilities
and/or expansion of existing facilities and land required in
accommodating projected activity.
• Evaluate facility layout for conformance with FAA Advisory
Circular 150/5300-13A, Airport Design

• Develop ALP drawings that graphically depict existing
conditions at the Airport as well as proposed capital
improvements.
• Update the Capital Improvement Plan (CIP) that prioritizes
and stages proposed development over 5, 10, and 20 year
planning horizons to meet identified specific increases in
volume of activity or level of service and provide the business
case for these improvements.
• Develop an evaluation of possible sustainability initiatives that
if implemented may result in reduced energy consumption
and/or environmental impact from normal airport
development and operation.

The City of Phoenix strives to advance the economic

Through a coordinated effort among several city
departments, the DBE Program provides DBE
certification, procurement opportunities, construction
subcontracting utilization, small business management
and technical assistance and educational services and
networking opportunities.
The City encourages the participation of DBE firms
whenever possible, including the utilization of DBE sub
consultants in the design phase of this contract.

� Project is in part funded by FAA and is subject to 49 CFR Part 26 and USDOT DBE Program.
� Attachment A - Statement of Outreach Commitment All Submitters must provide at the time of submittal.
� Attachment B - Documentation of Outreach Efforts Successful Submitter must providde within 30 days following the award of contract, along with the related supporting documentation.
� Attachment C – Small Business Utilization Commitment Successful Submitter must provide within 30 days following the award of contract.

� Current focus is Small Business Outreach
� The FAA approved a triennial DBE goal of 7.42 percent for fiscal years 2013-16, to be achieved through fostering Small Business participation and outreach requirements.
� The City has not established a race- and gender-conscious DBE participation goal.
DBE Requirements• To participate in this opportunity as a DBE,
only firms certified by the City or another AZUCP member in the specified scopes of work shall be considered in calculating DBE participation.
