"One highly important feature of the stupervisory work of the state board of public roads is the prevent,ion of the use of unfit vehicles on the highways and the imposition of penalties for improper use.... The nmenace of improper operationl is equaled by that of cars which are unfit and unsafe for use. The peril of a defective car is no less than that of defective driving skill. One might as well encounter a drunken driver as one who is operating a car with defective brakes."

What is an unfit motor vehicle? Can a defective car be definitely measured?

The TAPLEY PERFORMANCE METER gives this measurement most simply

THE TEST: Drive on average level road at about 10 miles per hour (in high gear), depress the accelerator fully and as the car speedcs up note the maximum pounds pull reading of the Tapley Performance Meter. In genieral, this maximum reading will appear when the car reaches a speed of about 20 miles per hour (not above 25 miles).

Both the condition of the power equipment andl the accelerationi of the car are directly pro- portional to this pounds pull reading of the Tapley Meter. A car having less than 100 net pounds pull, in high gear, holds up traffic unduly, and is so out of condition, through negligence, as to be a menace to Public Safety. Should such a car be allowed on the public highways?

For the car owner to take more interest in mainitaining efficiency of car equipment is getting at the root of the problem for niore adequate Public Safety.
