Announcement

BIBLIOGRAPHY ON THE EVOLUTION OF COOPERATION

ROBERT AXELROD LISA D'AMBROSIO

We are pleased to announce the availability of an annotated bibliography on the evolution of cooperation. This research guide includes works that make use of Robert Axelrod's The Evolution of Cooperation (1984) or earlier work included in that book such as the biological article of Robert Axelrod and William Hamilton by the same title in Science (1981, vol. 211, 1390-6).

This bibliography covers the period from 1988 to 1994 and contains over 200 items with abstracts. It supplements a previous bibliography compiled by Robert Axelrod and Douglas Dion that covered the period until 1988.

Recent research areas that have been particularly active include allowing more than two players, altering the standard payoffs, introducing noise, and providing population structure. Population dynamics (including evolutionar- ily stable strategies) and limited sets of allowable rules have also been major research topics. In addition, there have been a wide variety of new empirical applications from anthropology, biology, economics, law, politics, psychol- ogy, and sociology.

A free copy can be obtained by writing to Robert Axelrod, Institute of Public Policy Studies, University of Michigan, Ann Arbor, MI 48109. The bibliography is also available on Internet via ftp or WWW (e.g., Mosaic) at the address:

//www.ipps. lsa.umich.edu:/ipps/papers/coop/Evol_of_Coop_Bibliogra phy.txt

This project was supported by the University of Michigan LSA College Enrichment Fund.

DEMOCRATIZATION IN SOUTH AFRICA The Elusive Social Contract

Timothy D. Sisk

,^y 's Tinmothy Sisk presents a new way of conceiving the transition to democracy in South Africa. Unlike authors who have sought to prescribe an ideal set of post-apartheid political institutions, Sisk asks what kinds of institutions show signs of actually emerging, given recent history and present realities. He treats the problem of constructing a democratic post-apartheid society in South Africa as part of a larger

rcondition common to societies deeply divided by ethnic, religious, racial, or national discord.

Drawing on extensive interviews with political figures, as well as other primary and secondary sources, Sisk finds reason for hope that a democratic social contract can evolve, balancing majority rule with minority representation and guaranteeing equal economic opportunity and social justice. Arms, Alliances, and Cooperation: Formal Models and Empirical Tests

Edited by James M. Lindsay, John A. C. Conybeare, and Gerald L. Sorokin, all of the University of Iowa

The research profiled in this Special Issue of the Journal of Conflict Resolution dispels many of the criticisms directed at formal theory as it is applied to understanding international relations. In fact, the articles give good reasons to be confident about the contributions formal theory is making toward our insight into the practical realities of international relations.

Formal theory methods were employed to examine these central questions:

* How do states choose their level of military expenditures? * Why do countries ally and does the existence of alliances

affect the success of deterrence? * Why do we have so many examples of multilateral

cooperation when conventional wisdom holds that bilateral cooperation is easier to achieve?

To demonstrate the relevance of formal theories, a variety of empirical approaches - including illustrative case studies, dyadic analysis, and large-N statistical analysis - were employed to corroborate key predictions. The challenge for the success of formal theory in international relations studies lies in shared responsibility by both the formal theorists and empirically oriented political scientists to link their theoretical and empirical work.

Contents: The Indo-Pakistani Arms Competition: A Deductive and Statistical Analysis / Arms versus Alliances: The Capital Structure of Military Enterprise / Signaling versus the Balance of Power and Interests: An Empirical Test of a Crisis Bargaining Model / Alliances, Credibility, and Peacetime Costs / Alliance Formation and General Deterrence: A Game-Theoretic Model and the Case of Israel / Multilateral Cooperation in an Iterated Prisoner's Dilemma
