Welcome to the substitute staff of the Bellevue School District. As a substitute employee, you are an
important part of our District’s education programs. Students and staff depend on your services. You are
vital to ensuring that our students receive a strong educational program each school day.
Residents of this District expect a quality educational program. Standards are high for regular and substitute

ASSIGNMENT PROCEDURE

MONDAY - FRIDAY 5:30 AM – 2:00 PM
Our substitute management system eSchool Solutions SmartFindExpress (SFE) is a web browser and/or
telephone-based system that manages employee absences and substitute job assignments. As a substitute
you can use SFE to view and accept substitute assignments, 24 hours a day, 7 days a week, via the web
and/or telephone.
Via the telephone, call SFE at 425-233-8917, enter your access and PIN and follow the voiced
instructions. After you have registered yourself, voice your name and selected a new PIN, you may
access SFE via the internet by logging on to SFE at https://bellevue.eschoolsolutions.com or
telephone system by calling 425-233-8917.
*Please remember to note all new pin numbers in a secure place.
This practice will be helpful in the event you forget the number.
With the SFE system you have complete control of your schedule. If you are not available to substitute,
please check yourself out of SFE by updating your calendar. For example, if you know you aren’t available
this coming Monday, Wednesday and Friday, log on to SFE and mark yourself unavailable for those days.
If you do not check yourself out, SFE will assume you are available to work and may call you during the
morning calling period.
When SFE calls to offer you an assignment, the first thing it will do is request your Access/PIN number.
Your Access number is assigned to you by BSD and is not connected in any way with your social security
number.
SFE’s telephone system calling periods are:
Morning: 5:15am – 12:00pm
Evening: 5:00pm - 9:00pm
NOTE: Only assignments for that day are called during the morning calling period. Please consider these
jobs carefully - accept them when possible as often they are critical fill positions!
NOTE: The evening calling period offers all positions for the next day as well as for the next 30 days.
When teachers or other employees get to know your work, they may request you as their sub when they are
absent. In order to request you from SFE, the employee will need to know your first and last name. Positions
are filled in the order of: 1) requests, 2) preference lists, 3) skills list and 4) available staff.
Please remember to keep your contact information (email address, home address and phone number)
current. Without this information SFE and/or the Bellevue Substitute Office cannot contact you.
If you regularly decline assignments, BSD reserves the right to discontinue offering you substitute
employment with us.

SMARTFINDEXPRESS
Once you have logged into SFE your screen will show your home page. This page will often have
messages from the substitute office.
Schedule: This will show you how your settings are set within SFE and allows you to mark unavailable
days that you are unable to substitute.
Available jobs(example below): You can set a date range to view available assignments that are open for
you to accept.
Review Assignments(shown on page 8): You may view assignments that you have accepted by
reviewing your calendar.

accepted and are scheduled to work. To view the assignment in detail you will click on the job number.

Finding Substitute Plans in SmartFindExpress
Substitute plans may be attached to your assignment which you can find once you are in the Review
Assignment tab (see page 7).
When you click on the job number it will open the accepted assignment (see below).
If plans have been uploaded, it will show under File Attachments.

Retirees who left the district in good standing will be paid at the rate of $217.00 for all full day assignments.
Certificated substitutes who work a significant number of days (need not be consecutive) for the District will be eligible to
receive an end-of-the year payment (paid with the August pay date) under the following schedule:
50 days to 69 days - $500 70 days to 99 days - $1000 100 days or more - $1500
Pay Warrants
The payment interval for employees whose days or hours of work are submitted to Payroll by means of SmartFindExpress
electronic records or by submitting timesheets shall be in accordance with established payroll cut-off dates.
Payroll warrants shall be issued to the employee on the last working day of each month except:
December warrants will be issued on the first working day in January; and, in no case will the District be required to issue
payroll warrants prior to the date scheduled for payment of state apportionment. However, in no case shall employees be
issued the preceding month's payroll warrant later than the first working day of a month. Wages paid through direct deposit
will be available on the established payday.

EMAIL ACCESS
As a substitute for the Bellevue School District, you will be assigned a district network account
and password once you are set up for your first substitute assignment. The username and
password for your account will be emailed to your personal email address. This will allow you to
login to district computers, and to access email from any computer.
The first time you login you must be on a district computer while connected to the district
network. Once you login, you will be prompted to change your password.
The login information is as follows:
• Username: this is your last name and first initial, i.e. James Smith would have a
username of smithj and an email address of [email protected]. Note: if there is already
a smithj in the district, additional letters from your first name are added to the user id i.e.
smithja.
• Password: the default password is Eid#employee id, i.e. Eid#12345
•
Please call the Help Desk at (425) 456-4321 (x4321 from a district phone) if you need assistance
logging in for the first time.
Once you have successfully logged onto a district computer and changed your default password,
you can access your email account by going to the Bellevue School District website at
www.bsd405.org, click on the Staff menu in the top right corner, and select Email Access.
You will be prompted to enter your username and password. If you are on a non-district
computer, you will then need to enter your full email address and password again. This will give

you access to Microsoft Outlook Online, which includes the Mail, Calendar, People and Tasks
functionality.
This account will be active for as long as you are an active substitute for the district. You will be
required to change your password every six months for security purposes. Please see the next
section for steps to sign up for the Password Reset Service, which will allow you to reset your
password if you forget it.

PASSWORD RESET SERVICE
This service allows you to reset your Bellevue School District network password if you forget it.
To sign up for the service, go to the Bellevue School District website at www.bsd405.org, click
on the Staff menu in the top right corner, and select PR Sign Up.
Step 1: Enter your BSD email address and district password. If you get a pop up asking if you
want to save the password, click Never. If you see a screen that asks you to re-enter your
password, enter that in.
Step 2: You’ll get to the screen where you need to set up your options:
• Authentication Phone: Click on the Set it up now link to add your cell phone number.
• Authentication Email: Click on the Set it up now link to enter a personal email address
(do not enter your BSD email address).

• Security Questions: pick 3 questions and enter answers you will remember. You can't
use the same question or answer more than once.
Step 3: We recommend that you provide both a cell phone number and personal email so that
you have the option to receive a text or email as needed.
Select finish. You can now use SSPR when you need to in the future.
If you forget your password, go to the Bellevue School District website at www.bsd405.org,
click on the Staff menu in the top right corner, and select Reset Password. Follow the prompts
to have the security code sent to either your non-BSD email or cell phone.

The Staff Portal has been set up as a resource page for all staff. To access from any computer,
go to the Bellevue School District website at www.bsd405.org, click on the Staff menu in the top
right corner, and select Staff Portal.
The Staff Portal is an internal SharePoint site that contains links to commonly used resources such
as Email Access (Outlook Online), Employee Online, PD Registration Calendar, and Tech How
To Guides.
The Sub Portal can be accessed at https://bsd405.sharepoint.com/sites/subs/Pages/SubPortal.aspx
This is an internal SharePoint site that has been set up as a resource page specifically for
substitutes, and includes links to the Substitute Handbook, SmartFind Express and the Tech How

Retirement Savings Options
• Voluntary Retirement Savings Programs
All district employees are eligible to participate in the Bellevue School District’s two voluntary
retirement savings programs. These are tax-deferred retirement savings plans that allow
employees to save money for retirement. These plans offer a way to increase your retirement
savings through regular, planned investing while you’re working. You manage your account by
determining how much to save each pay period. Your contributions are deducted from your pay
on a tax-deferred basis and placed in the investment options of your choice.
The Bellevue School District offers two voluntary retirement savings programs:
▪ Washington State Deferred Compensation Program (DCP)
▪ 403(b) Retirement Savings Program.
You can start contributing to a DCP account or 403(b) account at any time during the year.
Enrollment is voluntary, and contributions can be started, changed or stopped at any time during
the year. There is no employer matching contribution for either program.

• Washington State Retirement System
The Bellevue School District participates in the Washington State Retirement System. Substitute
positions are not automatically enrolled in the retirement systems. However, at the end of the
school year you may be eligible to pay into the retirement system and earn service credit toward
retirement.
Your hours and earnings are reported to the Department of Retirement Systems by each
employer you work for during the school year, but contributions are not deducted from your
paycheck. If you meet eligibility requirements and would like to receive service credit for the
hours you’ve worked during the school year you must apply with DRS and pay the appropriate
contributions by requesting a substitute bill. You can do this beginning in September following
the school year.
▪ Established Members of the Retirement System – if you’re an established member of
the Teachers’ Retirement System (TRS) or the School Employees’ Retirement System
(SERS) you can contribute to your retirement account at the end of every school year.
▪ New Members – to establish membership for the first time you must work as a substitute
for 70 or more hours per month for at least five months during a school year. You must
choose between Plan 2 and Plan 3.

System (SERS) and Certificated positions fall under the Teachers’ Retirement System (TRS).

CLASSIFIED POSITIONS
Early Learning General School Assistant – Early Learning Program sites provide before and
after school programs for elementary school students, Infant, Toddler, Preschool
programs. Assistants work under the direction of the Site Manager and/or Lead Teacher. Early
Learning Program hours are 6:30 AM – 6:00 PM.
General School Assistant – The position of General School Assistant is for the purpose of
providing instructional and non-instructional support in the school setting as well as assisting
school staff as they focus on the instructional initiatives.
Para Educator(s) – A Para Educator may be assigned to an individual student or a classroom
when a student or students qualify for Special Education. At times, Para Educators may be asked
to support direct academic instruction by providing academic dialogue (scripted lessons) to support
the specific needs of a student or students. Needs of the students may vary from physical,
behavioral or learning disabilities. Duties may include lifting up to 50 pounds and helping with
toileting. The District trains Para Educators on the job, by working under the direction of Special
Education Teachers.
Secretary – All schools have an office manager and an office aide or secretary. In middle and
high schools there are also counseling, registration, attendance and library secretaries. Common
duties include answering telephones, distributing mail, recording student attendance, support of
the clinic and greeting visitors. Rates of pay increase with the amount of responsibility assigned
to the specific job. Administrative secretaries are comfortable working with computers and are
often called on for data entry and word processing. The District offers written training materials
in Microsoft - Word, Excel and Access programs on the District’s website.

Lockdown vs. Lockout
In order to remain consistent with the Bellevue Police Department and other responder agencies, BSD utilizes
the terminology “Lockdown” and “Lockout”.
Lockdown
• Threat inside the school
• Secure classroom doors
• Turn off lights
• Set up tactically in your space
• Be prepared to transition to run, hide, fight
Lockout
• Threat outside the school
• Move students inside
• Secure the perimeter
• Continue normal activities inside
• Be prepared to escalate to
Lockdown if necessary
Active Shooter Response Training is offered periodically both at the district and school levels.
This training is continually evolving, so be sure to catch a session even if you attended last year.
Location specific Active Shooter Response walkthroughs are also available from the Safety &
Security Department.
Shelter-in-Place Drills
A Shelter-in-Place drill is not the same as a Lockdown drill.
This drill is practice for response to a chemical release outside the building. The correct
procedure for Shelter-in-Place is to:
shut down the HVAC system (simulate for a drill)
seal doors, windows, and vents with plastic sheeting and duct tape – a wet towel or clothing items
can be used to seal the gap under the door (simulate with dry items during a drill)
stay calm and quiet in the room
wait for further instructions or the “all clear”
Ideally, plastic sheeting should be pre-cut to fit all openings and stored folded in each room with
an appropriate number of rolls of duct tape depending on the size of the room. Each sheet and
opening can be numbered to speed application in an actual event.
Emergency Supplies
Each school has a room or shipping container for the storage of emergency supplies. The Safety and Security Department provides some emergency water. We are providing canned,
long-term storage water for all schools. The cans are of a manageable size, store and organize
easily, and have high crush resistance.
Some schools may also still have food-grade water storage containers in 5, 15, or 50-gallon
sizes. The safety team at each site is responsible for ensuring these containers are emptied and
refilled at least every other year.
