BACKGROUND / SUMMARY INFORMATION The Clean Water Facility project has been broken into multiple packages to take advantage of the General Contractor/Construction Manager (GC/CM) process. The next phase of construction involves General Contractor/Construction Manager (GC/CM) process. The next phase of construction involves the above ground portions of the membrane building, the headworks, the biosolids building, the blower/electrical building and the complete Administrative/Electrical building. Titled the Superstructure construction (previously referred to as Non - Process Buildings), this work involves the architectural construction elements including walls, roofs, fabricated metal, windows, doors, HVAC, carpentry, furnishings, and other components. This GMP completes the building structural construction for the Clean Water Project, keeping the project on the critical path. Staff anticipates two more GMPs to complete the project. The majority of the work, 20 separate bid packages, was advertised for bid. Of the total 20 packages packages had multiple bidders, 7 packages received a single bidder, and 5 packages no bids were received. After bid opening, the apparent low bidder for the PVC Roof Package withdrew their bid an the work went to the second low bidder. The bid results and Hoffman Construction s recommendation for award is contained in Attachment C. Since 5 of the packages did not receive bids, the cost of work for these items will be established as self perform allowances. Allowances were also established for window films and security systems. will pursue other forms of procurement to obtain contractors for this work. KBA will perform an independent cost evaluation as required by RCW 39.10350 (e) to ensure final project self-perform costs are acceptable. 

 

In addition to the bid work and allowance items, GMP# 11 includes installing additional stone columns.  This stone column work was competitively bid as part of GMP #4-Site Preparation B.  The work also includes the purchase of Odor Control fans.

 

In accordance with the base agreement with Hoffman Construction, a Guaranteed Maximum Price Amendment (GMP #11) was prepared by Perkins Coie, the contracted legal counsel for the project (Attachment A).  This GMP amount includes the direct cost of the work, Negotiated Support Services, contingencies, GC/CM fee, and Specified General Conditions.  The complete cost anticipated by this GMP #11 is $22,023,790 plus $1,916,070 in sales tax.  These amounts are summarized in Attachment B.  At the advice of Perkins Coie, GMP Amendments do not specifically state the Sales Tax amounts but those amounts are included in the contract.

 

Anticipated Subsequent GMP Components as follows will be combined for the total project GMP:
