Fire safety themes in

infrastructure projects

• New tunnels or renovation of existing tunnels.

• Historic monuments.

• Tunnels in an urban environment.

• Double stacked tunnel (2 x 2).

• Fire control: ventilation, FFFS.

• Installations: availability, reliability.

Page 3: Brandveiligheid in infrastructuurprojecten g taban-en

ARCADIS experience

with fire safety

• Road tunnels: A2 Maastricht, Maastunnel

Rotterdam, Groningen (COCO), Emmen,

IJTunnel, Coentunnel.

• Rail tunnels: Betuweroute, Nijverdal.

• Multi-purpose tunnels: Piet Heintunnel (tram –

road), Nijverdal (rail – road).

• Metro tunnels: Renovation Eastern Metro Line

Amsterdam, North/South Line Amsterdam.

• Infrastructure nodal points: Amsterdam

Sloterdijk, IJsei Amsterdam CS.

ARCADIS works for both Infra provider and

Contractor.

• Stakeholders:

• Infra provider: User’s safety, planning, budget, reliability / availability system.

• Project organisation.

• Operator.

• Owner rolling stock.

• Licensing authority: User’s safety, structural integrity.

• Emergency rescue services: User’s safety, safe approach incident area.

Interests of the

stakeholders

Page 5: Brandveiligheid in infrastructuurprojecten g taban-en

FSE approach

• How to prove fire safety in the Netherlands?

• Standard buildings: Prescriptions of the Dutch Building Code 2012.

• Large fire compartment (> 1000 m2): Principleof equivalence with the Dutch Building Code.

• Principle of equivalence, to be proved by:

• Detection, alarm and activation.

• Safe egress RSET < ASET.

• Adequate rescue operations.

Approach

• Directly applicable to existing stations.

• Solutions to alarm and activate the people.

• How do we do this?

Page 9: Brandveiligheid in infrastructuurprojecten g taban-en

Lighting • Lighting on platforms.

• Accent on emergency exits.

• Floor lighting.

Page 10: Brandveiligheid in infrastructuurprojecten g taban-en

Lighting of platforms

• Dim the lighting on the platforms.

• Enhance the lighting around the exits.

Page 11: Brandveiligheid in infrastructuurprojecten g taban-en

Accent lighting of

emergency exits

• Extra light accent on

emergency exits next to the

normal exits.

Page 12: Brandveiligheid in infrastructuurprojecten g taban-en

Low location floor lighting

• Overall: platforms or tunnels.

• Dynamic or static.

Page 13: Brandveiligheid in infrastructuurprojecten g taban-en

Sound • Alternate messages with slow-whoop.

• Type of message:

• Imperious.

• Compulsory speaking.

• No fake messages.

Page 14: Brandveiligheid in infrastructuurprojecten g taban-en

Information • Change the dynamic travel information

panels.

• Switch off the advertorial panels.

• Give information about the emergency.

Page 15: Brandveiligheid in infrastructuurprojecten g taban-en

Change the dynamic

travel information panels

• Imperious message.

• The traffic must stop as well.

• Be consequent till outside / safe place.

Page 16: Brandveiligheid in infrastructuurprojecten g taban-en

Advertorial panels

• Use them to enhance the emergency situation.

• Give guidance or directions.

Page 17: Brandveiligheid in infrastructuurprojecten g taban-en

Directions • Stop the elevators.

• (Slow-stop) escalators.

• Light accent exits.

• Open the access doors (OV-poortjes).

Page 18: Brandveiligheid in infrastructuurprojecten g taban-en

Elevators and escalators

• Stop the elevators at the proper place.

• (Slow)-stop the escalators that work against the

exit directions.

• Keep the other escalators working.

Page 19: Brandveiligheid in infrastructuurprojecten g taban-en

Light accent exits

• Accent on stairs and escalators.

• Dim the light around elevators.

Page 20: Brandveiligheid in infrastructuurprojecten g taban-en

Routing

• Filmpje / fragment Routing invoegen -> Roline

Page 21: Brandveiligheid in infrastructuurprojecten g taban-en

Routing

• Filmpje / fragment Routing invoegen -> Roline

• Directly applicable to existing stations.

• Different from an undisturbed

exploitation.

• Keep an eye for station specific details.

• Choose an integral approach: both

installations and safety organisation.

Renovation Eastern Line

Metro Amsterdam

Project:

• Refurbishment project of an existing (old) metro

system.

Questions:

• Is it safe to close some of the

exits?

• How many?

• Which one?

Approach:

• Analysis geometric data of the

station.

• Egress possibilities with and

without fire.

Page 27: Brandveiligheid in infrastructuurprojecten g taban-en

Renovation Eastern Line

Metro Amsterdam

Results:

• Bottlenecks on the platform; the stairs capacity

increases along the escape route.

• Some exits may be closed, BUT compensate with

good visibility.

Connection with

North/South-Line Metro

Amsterdam

• Project: Connection between the two metro lines:the old Eastern Line and the new North/South-Line.

• Question: Fire safety at different building stages.

• Complex geometrical situation / building.

• Scenario: fire in metro.

• Egress analyses.

• Results: The connection is safe and can be

realised. North/South-Line does not hamper the

safe use of the Eastern Line.
