WHAT’S UP IN SOUTH FLORIDA?

Page 4: Bugle Boy, May/June 2016

Memorial Day is a time for us to reflect on those who lost their lives in service to our nation. The Gold Star and Next of

Kin Lapel buttons are presented to their surviving Family members in remembrance of those whose lives were lost. When you see people wearing the pins, recognize they are part of a family that has made the ultimate sacrifice for our country. Here is some information regarding the pins. If you are authorized to wear the pin and would like one, please contact Survivor Outreach Services. We will be glad to help.

Gold Star and Next of Kin Lapel Buttons

These small lapel buttons, or pins, as they are commonly called, are normally presented to eligible Family members prior to the military funeral service. Although they are less than an inch in size, they are packed with great meaning and emotion. They are not awards. They are symbols of honor. Here is how you can tell them apart.

Gold Star Lapel Button

In 1947, Congress approved the use of the Gold Star Lapel Button as a way to recognize the Families of service members who lost their lives while engaged

in action against an enemy of the United States.

This symbol consists of a gold star on a purple background, bordered in gold and surrounded by gold laurel leaves. It is designated for eligible survivors of service members who lose their lives during any armed hostilities in which the United States is engaged, dating back to World War I. This includes service members who lose their

employees and dependents of civilian employees to a safe location. However, emergency managers of Miami-Dade say mass evacuation of all residents is not recommended for storms within 72 hours of South Florida since traffic congestion would leave people vulnerable in their automobiles. Therefore, it is very unlikely the commander will order a mass evacuation prior to a storm. Those who live in storm surge zones, mobile homes, or other non-resilient homes need to make personal plans for evacuation.

My home has no storm protection (shutters, storm windows) or I live in a mobile home. I intend to evacuate. What should I do?

Advance planning is essential. Plan to pack your family, pets and important documents quickly. Make prior arrangements to stay with family or friends in a safe, storm-ready house. Another option is to go to a storm-ready hotel. Finally, county storm shelters are available; it is prudent to locate closest shelters early and know the route. Once you’ve decided on your destination, notify your chain of command of your location.

Will the government reimburse me if I evacuate my home?

Not normally. Only an ordered evacuation from the installation commander obligates reimbursement. Civil authorities may order an evacuation; however, they cannot obligate government funds.

May I bring my family and pets to HQ SOUTHCOM installation to ride out the storm? No. The installation is not a Red Cross certified

shelter. Without special funding, the installation can’t support care and feeding for additional personnel.

What do I do after the storm?

Take care of immediate safety concerns first. Contact chain of command as soon as possible after storm passage. If unable to reach chain of command, call the SOUTHCOM JOC at 305.437.3600. Text messages often will be delivered when normal cell phone calls will not go through. If you have no communications, try your neighbors.

lives while deployed in support of military operations against the enemy or during an international terrorist attack.

Gold Star Next of Kin Button

In 1977, the Army approved issue of the Lapel Button for the Next of Kin of Deceased Personnel to honor those who lose their lives while serving on active duty or while assigned in a Reserve or National Guard unit in a drill status. Issue of the button is retroactive to 29 March 1973.”

This symbol consists of a gold star within a circle that commemorates his or her honorable service. The gold star is also surrounded by sprigs of oak that represent the branches of the Armed Forces. It is designated for eligible survivors of service members who lose their lives while serving honorably under circumstances not defined above. This includes service members who lose their lives while assigned to a Reserve or National Guard unit in a drill status. It is authorized for issue retroactive to March 29, 1973.

Who can wear the pin?

The Family members entitled to receive and wear these symbols are the widow or widower; each child, stepchild, and child through adoption; each brother, half brother, sister, and half-sister; and each of the parents (this includes mother, father, stepmother, stepfather, mother through adoption, father through adoption, and foster parents in loco parentis).

I did not receive a pin, where do I get one?

If you are an eligible Family member, but did not receive the lapel button to which you are entitled, you can request one through the National Archives. You can also apply for a replacement should yours ever be lost or damaged. If you would like help applying for a new or replacement Lapel Button, contact Survivor Outreach Services at 305.437.2178.

On Memorial Day - Thoughts from Survivor Outreach Services

Of Sacrifice and Survivors

If you have lost a loved one in the service of your country, here are some thoughts for you to consider. When you think about and remember your loved one who died while serving in the military, what comes to your mind? Do you find yourself wishing you could do more to honor the memory of your loved one? Do you wish sometimes you could share those favorite memories?

Benefits of Events for Survivors

The Survivor Outreach Services programs and events are ways of sharing memories. This sharing can be very painful and difficult, but doing so can lead to healing. Sharing memories with other military survivors also provides you an audience that may be able to understand what you’re going through. Finding ways to bring you, the military survivor, together with others who have suffered the death of a Service Member can have great rewards.

Our Challenge for Events

If military survivor events can be helpful to you, why aren’t there more of them? That’s a great question. The answer often comes down to finding affordable venues. This is where you can help. If you know of, or belong to, an organization, a business, or a house of worship that has an affordable meeting place, please contact Survivor Outreach Services. We will gladly work with you to plan an event that will help you, and keep your loved one’s memory alive.

FAMILY SUPPORT NEWSMilitary Spouse Employment Career Portal (MSEP)

Spouses seeking potential flexible and portable employment are invited to visit the Military

Spouse Employment Partnership Portal https://

MSEP is part of the Department of Defense’s Spouse Education and Career Opportunities Program. MSEP consist of more than 270 MSEP partners. MSEP is celebrating having hired 75,000 spouses and continues to expand by developing new partnerships with many Fortune 500 plus companies.

Spouses interested in using MSEP will need to register to access the portal. Up to five resumes could be tailored to specific openings or fields. Job search could be conducted through a basic search or by using an advance search by company, industry, or job type.

Registered spouses are able to research companies offering portable career opportunities, along with those interested in Telework, or virtual jobs in customer service, accounting, counseling and other occupations.

For additional information call 305.437.2639, e-mail: [email protected].

Spouses have military preference in federal employment

Spouses are challenged with having to move many times leading them to find employment at their new duty station. Under the Military Family Act established in 1985 the Military Spouse Preference program (MSP) was implemented by the Department of Defense. This program provides placement preference in DOD civilian personnel positions to military spouses who meet certain criteria. MSP applies to DOD vacancies only, and there are variations and exceptions that allow local hiring authorities to tailor their policies to meet their requirements.

Eligibility Requirements the MSP program:

• Spouse of an active duty member of the U.S. Military Services to include Coast Guard or full-time National Guard

• Must be relocating (not for separation or

retirement) to accompany your military sponsor under a permanent change of station (PCS) move to an active duty assignment; eligible to apply for MSP as early as thirty days prior to your reporting date at the new duty station

• Need to be married to the military sponsor

prior to the sponsor’s reporting date at the new assignment

• Position applied for must be within commuting distance of the sponsor’s permanent new duty station

• A “best qualified” rank must be obtained by the spouse applying for the position.

MSP preference is given over other candidates except disabled veterans, employees registered in the Equal Employment Opportunity (EEO) program, and former employees returning from overseas. MSP applies to federal employment within the DOD civil service or Appropriated Fund (APF), and Non-Appropriated Funds (NAF.) They are considered separate hiring authorities and generally have separate hiring offices on military installations.

To Register for MSP:

If you meet the requirement for eligibility, you must apply for Program “S,” the Priority Placement Program for military spouses. This is the only way you can exercise your military spouse preference for an APF position (within CONUS). You can apply for the program through your local Civilian Personnel Advisory Center (CPAC.) You will be asked to provide certain documentation, which includes: • A copy of your sponsor’s PCS orders • A copy of an SF-50 (if you have prior federal

employment experience) or your DD214 (if

you are a former service member) • A copy of your most recent performance

appraisal (if you are a current or former federal employee)

• Other documentation, such as college transcripts or licenses, as required for the position.

7 quick tips for reviewing resumes and cover letters

Resume: Presents an immediate “Word Picture” of your skills, knowledge, abilities, along with measurable accomplishments that align with an employer’s defined job description. This document does not consist of one size fits all situations and requires changes depending on the position being applied.

1. Speed is important. Do a quick, basic resume and get it in the hands of prospective employers as soon as you can.

2. Include complete, formal contact information.

3. As you enter your information, keep the employer in mind and write your resume to represent your strongest talents and professional qualities.

4. This applies to your job objective, training, and proof of work performance.

5. Make it easy for anyone to quickly read your resume and understand what you offer for the position.

The Zip Code Groups at USSOUTHCOM are organized by place of residence and offer an opportunity to meet new friends. The groups also provide a channel for spouses to get information about what happens at the command and in the surrounding civilian communities. The Zip Code Groups are a means of social interaction and camaraderie for spouses similar to that provided by the Officers and Enlisted Spouses Groups located on traditional military bases. The Zip Code Groups are organized in Broward and Miami-Dade Counties.
