SECTION A- EXECUTIVE SUMMARY

A.l.a How Funds Will Be Used for Facilities, Equipment, and 1st Year Marketing The Adair County Board of Education (BOE) has chosen the Healthcare sector as their career pathway emphasis. The funding will be used for equipment, furnishings and marketing expenses for the three health care pathways being proposed. Adair County proposes to expand their Pre­Nursing/Medicard Nursing Assistant (MNA- formerly known as CNA- Certified Nursing Assistant) career pathway to an Associate Degree in Allied Health through Lindsey Wilson College. (L WC)

Adair County BOE started an EMT pilot program in the Spring 2017 Semester. This has been well received and the school system has decided to expand this program for high school students and open it up for night classes for adult students. Once students complete the program, pass the final exam, receive their high school diploma and reach age 18, they will become a licensed EMT. They can then pursue post-secondary education to become a paramedic if desired.

The third healthcare pathway that Adair County BOE plans to start is Physical Therapist Assistant in partnership with Somerset Community College. (SCC)

Adair County will also have simulation labs that will be available to all three disciplines. This will create realistic, safe simulation to hone their skills and improve their practice. This is a learning tool that is not offered in other high school healthcare programs in the region.

Adair County BOE, Casey County BOE and Russell County BOE have formed a partnership to provide career pathway training to their students and adults in their communities. Each school system looked at what they currently offer and looked at pathways they could offer and build upon so as not to duplicate efforts. Students will be bussed between the three schools for their career pathway training. Adults would have only a short drive to another county. Adair County will be the Healthcare Hub, Casey County will be the Transportation and Logistics Hub while Russell County will be the Advanced Manufacturing and IT Hub. The partnership is labeled "Collaborating Across The Region" (CAR).

A.l.c KWIB Sector & Career Pathway Selection I Goals & Desired Outcomes Health care jobs continue to grow faster than the U.S.Economy. An miicle in the Buffington Post on December 7, 2012, s_tated the precec1i1lg quote. Ov~r the 5 year perioci, 2_007-201~, healthcare job growth outpaced employment trends overall. Health care jobs accounted for one out of every sixjobs created in 2012. During the Great Recession when the U.S. hemorrhaged jobs, in 2008 and 2009 health care companies continued hiring. Health care is traditionally recession proof. That's because no matter what else is going on in the economy, people get sick and injured. The Associate Degree in Allied Health/Registered Nurse pathway was chosen due to the workforce demand data, posted job offerings and the popularity of the Pre-Nursing program being

currently offered and the desire of the students to pursue higher level degrees in nursing. The Pre­Nursing/MNA program has 120 sophomore, junior and seniors enrolled with a waiting list. The courses will be dual credit with Lindsey Wilson College and can be applied towards their Bachelor of Science-Nursing (BSN) degree. Upon obtaining their Associate degree they can work and help pay for their schooling to obtain a Bachelor degree.

The Emergency Medical Technician and Paramedic pathway was chosen because of the success of the EMT pilot program the school started in the Spring 2017 semester. Also local ambulance services and hospitals have expressed a shortage ofEMTs and Paramedics. The goal is to meet the needs of the local emergency health providers.

The Physical Therapist Assistant pathway was also chosen. Somerset Community College is the partner in this endeavor. Also TJ Samson Health-Columbia has a physical therapy wing and will provide hands-on experience to PTA students.

The healthcare careers chosen will open doors to good paying jobs for the high school and adult students and will improve the economic welfare of the communities.

A.l.d Why Do Existing Programs Fall Short? The addition of the three healthcare pathways will assist the high school and adult students in the CAR area, to enter the workforce sooner in order to meet the needs of the industry. It will also help reduce the cost for the students. Adair County School is in the same county with Lindsey Wilson College, who offers the bachelorette degree in nursing, which made them the natural choice for advance healthcare pathways.

A.l.e How Our Proposal Fits Into a Regional System of Available Training Adair, Casey and Russell County BOEs held meetings along with phone and email conversations to discuss a regional collaboration. It was the goal of the schools to not duplicate programs. As a result, Collaborating Across The Region (CAR) partnership was formed with each school focusing on a particular KWIB identified sector.

Adair County, due to the proximity to L WC, was the logical choice to be the Healthcare Hub. L WC has a BSN degree and already partners with Adair to provide dual credits for other classes.

Adair County's Interim Superintendent, Dr. Pamela Stephens and other school personnel met with TJ Samson Health-Columbia (formerly Westlake Regional Hospital) and TJ Samson Hospital­Glasgow officials to discuss the possibility of utilizing a vacant wing of the Columbia facility as the location of the advanced healthcare classes and simulations labs. TJ was very receptive of the idea and has agreed to rent the wing to the school at a very reasonable fee. TJ will provide utilities, custQdian, internet and maintenance. This eliminates the need and expense for Adair to build a facility.

This letter is in reference to an application the Adair County School District is submitting for funding through the Kentucky Work Ready Skills Initiative. Adair County Schools are interested in partnering with Russell County and Casey County to further enhance the job and career opportunities available to area students once they graduate high school.

Adair County High School, as a satellite campus of Lake Cumberland Area Technology Center, has a strong health sciences program in place to prepare young men and women for careers in the health care field. Currently, al.l three campuses-Adair, Russell, and Casey-offer courses that lead to CNA certification, but all three programs have waiting lists to get into the programs.

Adair County High School, partnering wi.th the Adair County Ambulance Servicet began an EMT course in J~muary, 2017, and the results of this pilot progrnm have shown there are students capable of completing the EMT course at the high school level. -In talks with potential partners, 'Ye have seen the need for EMTs in this area. Taylor County Air Evac persol!1Ilel have spoken to the shortage of train.ed professionals in this field and that is just one example.

With additioiiltal fumlmg, the vision is to further the offerings to include advanced nursing courses, additional EMT courses, and possibly courses leading to certification as a physical therapy assistant. Colleges in the surroUIIding area are willing to partner to offer dual-credit courses so students can become both college and career ready if they so choose.

With the additional funding from this grant, Adair County could become a regional. hub to prepare high school students for good jobs in the health care field in the immediate area. k:, a regional hub, students could travel from their hlgh schools to Adair County for these courses and Adair County students would have the same opportunities to travel to the two adjoining counties for preparation in fields such as diesel mechanics or industrial maintenance. As a result, students from a three county area would benefit from these regional hubs.

As the lead partner in this endeavor, it is exciting to see the number of partners who have welcomed a chance to endorse the grant application and offer both moral and financial support. Some of the partners with whom we are already partn.ering or who are ready to commit to a partnership with the Adair County Schools include: Lake Cumberland Area Technology Center, Casey County Schools, Russell County Schools, Lake Cumberland Regional Hospital in Somerset, Somerset Community College, TJ. Health Columbia, Lindsey Wilson College, Family First Healthcare (Dr. Eric Loy}, and the Adair County Ambulance Service.

Section C

The Adair County School District's free and reduced lunch rate for students is about 70% and the other two counties have similar numbers. All stilkeholders involved recognize the inunediate need for trained health care workers within a 50 mile radius of this area and feel by equipping high school students with skills they can begin. to use right out of high school, while eaming an income that will support them and their families, is a win-win for all.

One of the most significant parts of the grant application centern around being able to offer students• real-life experiences they will likely encounter once on the job in the medical field. Our application is requesting a good deal of equipment that uses simulators to replicate issues a live patient might present.

A number of local. educators attended a symposium last week presented by ,Lindsey Wilson College's Nursing Department whereby Dr. Aaron W. Calhoun, M.D. did day long simulations using simulators provided by the Laerdal Corporation. There is no question placing these simulators in the hands of students would be hands-on learning at its finest.

Both Dr. Calhoun and the Laerdal rep, Mr. Fred Cecil, expressed tremendous support for doing programs like this for high schoolers and offered their help with setting up a simulation lab and consulting on how to run. the lab. Dr. Calhoun is also interested in helping .with analytical research associated with the implementation of the programs.

The Adair County School District's commitment to the grant is to:

1. Rent a facility to expand ilie current health care classes. There are such spaces available within a short bus ride from our main campus. The projected cost is $8300 per month

2. Hire additional teachers to instruct advanced nursing classes. EMT classes, and possibly PT assistant classes

3. Maintain simulation equipment and pay ongoing costs associated with updating supplies needed for classes

4. Market the health care programs to students and potential employers 5. Keep detailed and accurate records as required by the grant and the proposed partnerships

It is with much anticipation that the Adair County School Distrlct.awaits the announcement of the next recipients of the funding from the Work Ready Skills Initiative. On behalf of the Casey County Board of Education, I am excited to partner in the Collaborating Across the

Region (CAR) project as part of the Work Ready Skills Initiative. This initiative is a regional partnership

between Casey1 Adair and Russell Counties in an effort to strengthen our current and future worl<force. The

tri-county agreement will allow each of the districts to focus on one of Kentucky's fiv~ primary economic

sectors. Casey County ATC will be the transportation hub for the regional p_artnership; Adair County will

host the Health Science hub and Russell will provide Advanced Manufacturing and Information Technology

hubs for the three districts ..

Casey County Board of Education will provide support for the program through facility renovations,

utilizing boMing capacity to prepare our current ATC building to house the transportation hub. Our school

district has worked in conjunction with community partners and organizations as well as leadership from

Adair and Russell Counties to plan this project. We are committed to.the Collaborating Across the Region's

project and will readily sign any agreement to share resources that will enable current students and adults

to receive needed training in these vital economic sectors to prepare them to enter the workforce.

We will sp,ecifically support the Collaborating Across Region's (CAR) partnership initiative by taking the

following actions:

• Support in-kind funding using our bonding capacity to renovate our existing ATC building in the

amount of $2,000,000

Q Support in-kind funding for the architect to create drawing of the renovation to the ATC building-

$4,800

o Support in-kind funding to employ a teacher-plus fringe- approximately $43,000

• Support in-kind funding for the tran$portation to the regional hub schools- approximately $20,000

On behalf of the Russell County Board of Education, I am excited to partner in the Collaborating

Across the Region (CAR) project as part of the Work Ready Skills Initiative. This initiative, a regional

partnership between Casey, Adair and Russell Counties, is an effort to strengthen our current and future

workforce. The tri-county agreement will allow each of the districts to focus on some of Kentucky's

priority sectors while simultaneously providing pathways that our lcical businesses and industries n'eed.

Casey County Area Technology Center will be the transportation hub for the regional partnership; Adair

. County will host the Health Science hub, and Russell County will provide the Advanced Manufacturing

and Information Technology hub for the three districts. This regional approach will not only meet local ·

needs but also help to fill gaps that extend far beyond any of our three counties' boundaries.

Russell County Board of Education will utilize bonding capacity to construct a new Area

. Technology Center that will join our existing high-school, uniting our Career and Technical Edu~ation departm~nts that offer classes in both facilities. We are committ,ed to the Collaborating Across the

Regions project and will readily sign any agreement for resource sharing to enable current and adult

students to receive needed training in these vital priority sectors.

Section C

We will specifically support the Collaborating Across the Regions (CAR) partnership initiative by

taking the following actions:

o Support in-kind funding using our bonding capacity of $5,000,000 to help construct the Area

Technology Center to adjoin our existing high-school and support in-kind funding for the

architect to create drawings and flbor plans for the new ATC building. . .

o Provide alternative learning platforms and access to our Laker Success Academy so that students

the area's high school students and adults to meet the local workforce needs. Somerset Community College (SCC) plans for future development of Health Sciences pathways that will prepare high school students to apply for admission to any of the ten selective admission'programs at our College upon graduation from Adair cciunty High School.

As a partner, SCC is committed to provide customized training by our Workforce Solutions team in a variety ofareas including, but not limited to, welding, diesel technology, information technology, industrial maintenance technology and other

industry-specific training. The training could be held during the day or evening depending on the needs of students and industry. sec is also committed to working with Adair County School System to assist in providing the dual credit courses that

would fulfill the general education requirements for our ten health sciences programs as long as sufficient enrollment, qualified faculty and acceptable space is available.

This application will help address the shonage of manufacturing and healthcare workers in Adair County and surrounding rural counties in Southern Kentucky. I highly support this application and believe it has the potential to make the quality of life better for area citizens and make the area more attractive to industty as well as provide quality healthcare for the people of Adair Counr-y in the future.

Russell County Hospital supports the Work Ready Skills Initiative grant application submitted by the Adair County School District. EMTs and Paramedics, like many healthcare occupations, are becoming more difficult to fill open positions. This would help provide the basic knowledge for stl)dents to become certified EMTs and hopefully one day become a Paramedic. Russell County Hospital and Russell County EMS would greatly benefit by having more Paramedics in the area. ·

Adair County School will also be adding advanced nursing trainingwith the goal of Associate in Allied Health. There is a nursing shortage in Kentucky, particularly in our area. Russell County Hospital is always seeking qualified nurses. Russell County Hospital recruits and hires nurses with an associate degree. We support and encourage nurses to obtain their bachelor degree in nursing using our tuition reimbursement program.

Rehabilitation services are playing a greater role not only in treatment, but also in the prevention and slowing the progression of many debilitating conditions. The Physical Therapist Assistants play an important role in the care of our rehab patients.

Healthcare occupations are one of the few career paths with increasing demand in our workforce. Russell County Hospital supports this· grant application and we hope that it will be awarded.

• Provide one or more part-time adjunct instructors who meet certification requirements set forth

by the Educational Standards Board and the Kentucky Board of Emergency Medical Services.

• Assist with the purchasing of textbooks and supplies by providing guidance as to what is needed.

• Monitor the courses being taught to ensure compliance with all state guidelines.

• Maintain accurate records as required by state laws.

• Administer or arrange for the administration of the EMT test when students have completed course work.

As higher ec;:lucation costs continue to soar nationwide, it is vital for today's youth to grasp any opportunity laid before them that may ultimately help them find their path. Parents, educators, and concerned community mem­bers alike wish not to see our students become highly invested in a degree that will not adequately pay for the cost of their higher education in a reasonable timeframe or fashion·. Likewise, we certainly do not want to see them shy away from trying to attain a form of higher education due to a lack of exposure or a lack of information. While Student A is mentally wired to attend a university for several years to obtain a doctorate degree and Stu­dent B is best suited to complete a two-year training for a high-paying skilled labor position, both can exemplify a wonderful success story and both are crucial to make our society thrive. I stress again, it is of utmost importance that we help our students decipher their destiny by providing them any an<;! all necessary resources available.

The WIOA Career Managers will be available to. assist high school students and adults on training options that are available and employment opportunities that are available within the area after the training is completed. WIOA will also make ITA's (Individual Training Accounts) available to QOth high school students' upon graduation and adults if they choose .to further their training at a post-secondary institution. ,WIOA Adult and Dislocated Career Ma.nagers will assist in the recruitment of potential Adults participants as well as assisting in job placement to those _individuals when they complete training, regardless of when the training ends.

We ask that the review committee for the Workforce Ready 9kills Initiative to' consider this application to create a hub for healthcare training for students in Adair, Casey and Russell counties. Carla/Jason -I have attached pricing and datasheets for the nursing program's video capture application. The Crestron recorder allows for local storage and has push buttons on the front for REC, PAUSE, and STOP. The PTZ camera will give them more flexibility for viewing. It comes with a remote. Schools and businesses may easily implement a facility-wide media capture solution by equipping every room with CAPTURE-HD recorders, all centrally managed by Crestron Fusion software 111.

A Closer Look at the Box The CAPTURE-HD recorder is a compact unit, designed to sit on a shelf or mount in an equipment rack or podium. It captures presentation content from a computer or other source along with alive camera In age and records them together In full-motion H D. The two Images may be com posited on screen side-by-side or picture-In-picture (PIP) The camera P!Pwindow can be sized and positioned in any corner oft he screen over the presentation content. Either image may be captured full screen as well.

Audio content from the presentation source is captured in stereo along with the live "speech" signal from a wireless microphone. The two signals are mixed together and recorded as one high-quality stereo signal.

Additional Features:

• FrontPanel-lntuitivecontrols are provided on the front panel for starting, pausing, and stopping a recording. Each button lights up in a different colorto provide clear indication ofrecording status. An LED bargraph meter provides indication ofthe speech signal level so you'll knowthalyou're being picked up loud and clear.A full-color LCD screen displays additional feedback and provides access to setup functions.

• Content nputs -Connecting a computer, DVD player, or other presentation source is enabled via HOMI'?J and RGBHV inputs on the rear panel. The HOM! nput handles high-definition digital AV devices and computers with stereo audio. The RGBHV input handles analog computer sources.Built-inscaling ensures compatibility with a lull range of signals. A stereo analog audio input is also provided.

• Camera nput-A composite video input provides for the connection ol a single camera. Crestron offers the CAM-IFB-1 00 camera, which is ideally suited for the application1 11. We determined the value of the aforementioned equipment or facility work using the following methodology:

The value of the Welch Allen Integrated Diagnostic Wall System and the two Pediatric Exam Tables were included in the support/partnership letter from Cumberland Family Medical Center. Dr. Loy had assigned a value to them. Value was verified by internet search. The Welch Allen system sold for $1,207.25 and the base table model sold for $1,248.88. The two tables are used so we accepted Dr. Loy estimate of value.

SECTION E- WORKFORCE TRAINING & EDUCATION DESCRIPTION

E.l.a Number of Program Participants that Can Be Served at One Time There will be 3 healthcare pathways of study; Associated Degree in Allied Health/Registered Nurse, Emergency Medical Technician and Paramedic and Physical Therapist Assistant. All new pathways can be available at the same time and each class period can hold up to 20 people at a time. Adair County has 6 class periods; one for teacher planning. 20 students per class X5 class periods = 100 students each per day for RN and PTA. EMT classes- seniors only will be approximately 20 students. Adult students will be able to take day or night classes in the 3 disciplines. It is anticipated that there will be approximately 45 adults who receive training a year.

E.l.b Annual Number of Program Participant Completions/Graduations The Associated Degree in Allied Health is something that will need to start with freshman in high school. It will take 4 years to complete. The current sophomore, junior and seniors can start the process and they will still be advanced in their degree studies. If they want to continue on to a Bachelor's of Science­Nursing (BSN) degree they can go to Lindsey Wilson College (L WC) or another college that offers the Bachelor degree. If they only want the Associate degree initially and be able to go to work, they can go to L WC, Campbellsville University, Somerset Community College (SCC) or another college to finish the Associates degree.

Those entering the Emergency Medical Technician/Paramedic pathway can obtain their Emergency Medical Technician (EMT) license after one semester of instruction, 120 hours, passing the final exam, reaching the age of 18 and obtaining their high school diploma. This course, in the pilot program, was offered to seniors in their spring semester. There are 9 students in the pilot class and 4 have already expressed an interest to pursue the paramedic license. It is anticipated that all 9 will obtain the EMT license.

The Physical Therapist Assistant (PTA) program at Somerset Community College requires students to have an approved CPR cerification course prior to enrolling in PTA 101. There are also pre-requisite classes required.

E.l.d Description of Paths for Targeted Participants Middle School Students: Additional staff would be needed to make available to middle school students .. This may be done at a later date, but not as a part of this project.

High School Students: All high school students of Adair, Casey and Russell County Schools will be eligible to enter into the Associate in the Allied Health/RN and the PTA pathways. Seniors only will be eligible to enter the EMT/Paramedic program.

Adult Learners: Adult learners will be eligible to enter any of the three new healthcare pathways as well as the existing Pre-Nursing/MNA program.

Long-Term Unemployed/Non-Traditional Learners: All will be eligible to enter any of the three new healthcare pathways as well as the existing Pre-Nursing/MNA program.

E.l.e Description of Participant Opportunity Acceleration via Program The Associate in Allied Health program will allow students to enter the workforce immediately upon achieving the Associate degree. They can work while pursuing their Bachelor's degree in Nursing, if they desire.

The EMT/Paramedic program will allow those who complete the course of 120 hours, pass the final exam, obtain 18 years of age and receive their high school diploma, to earn their EMT license. They can go to work immediately and pursue their Paramedic degree if they wish.

The Physical Therapist Assistant program will give students a jump-start toward their degree.

All three new programs, as well as the existing Pre-Nursing/MNA program, places the students well advanced of the normal college freshman. They can obtain degrees eariler than the typical 4-year course of study for bachelors and 2-year for associates and will have credentials that will allow them to enter the workforce while in pursuit of a post-secondary educaiton.

The existing Pre-Nursing/MNA program offers the MNA certification. The new Associate in Allied Health!RN, in cooperation with Lindsey Wilson College, will make available an Assocaites degree to those students who complete the program. If unable to complete, all classes completed and tested successfully will obtain dual credits toward their post-secondary education.

Completion of the requirements of the EMT/Paramedic program will result in an EMT license and eligibility to enter a Paramedic post-secondary program.

All credits, certificates, credentials etc. will be eligible to transfer to higher degrees through Adair County BOEs partnership with Lindsey Wilson College and Somerset Community College in the new Healthcare programs.

E.l.h Identification of Institutions to Offer Dual/Postsecondary Credit Adair County BOB has strong partnerships with local and regional institutions of higher education. Their partnership with Lindsey Wilson College (L WC) and Somerset Community College (SCC) will allow for ~the addition of the 3 new Healthcare pathways and for students to gain dual/post-secondary credit.

The following is a summary of the Adair County School System's success with post-secondary education partnerships.

A stronger partnership between Adair County High School and the local and regional institutions of higher education to implement an early college model at Adair County High School, increase dual credit offerings to all students, and the explosion of available online courses made possible by the addition of a Virtual Learning Center at Adair County High School is making it easier than ever before for youth and working adults to access higher education and obtain a degree on time. Students interested in jump starting their college course work now have the opportunity to earn credits through an innovative dual enrollment/early college model. The program is called fudian University and relies on partnerships established with Lindsey Wilson College, Western Kentucky University, Somerset Community College, Campbellsville University, Murray State University, and Morehead State University.

Twenty-seven students earned 446 hours in the pilot year offudian U in2014-2015. An additional thirty­five students earned 575 hours in the 2015-2016. In the Fall2016 semester, fifty-four students earned 359 credit hours, and we anticipate that fifty-five students will earn 390 credit hours in the Spring 2017 semester. Overall, 749 credit hours are expected to be earned in 2016-2017 by fudian U students.

The opportunity to earn dual credit in high school has put many of these students in the position to apply for professional programs upon entry into college and increases the likelihood that they will graduate on time. Twelve former Adair County High School, nine former Russell County High School Students, and one Casey County High School student are currently enrolled in the BSN program at Lindsey Wilson College. Six of the twelve Adair County High students applied and were accepted directly into the L WC nursing program as freshmen in the Fall of2015 and 2016 after participating in our early college model.

E.l.i Estimated Cost of Successful Program Completion per Student Under the dual credit scholarship, students are able to complete a total of two classes, up to nine credit hours, before graduation. The Assocaite in Allied Health degree requires a total of 72 credit hours. High school students could potentially complete credit hours at the reduced $52 per dual credit our rate for high school students, less than L WC's normal rate of $11,7 60 per 12-18 credit hour semester. It is estimated that the total cost of the degree would be approximately $47,040 total. The EMT/Paramedic license is required before admission into a Paramedic post-secondary program. The EMT requires a total of 120 class hours of instruction. This is at a cost of $240 for their blood-blocking uniforms only.

The Physical Therapist Assistant Associate degree requires ~total of 66-69 credit hours. Learners are now empowered to be proactive in planning for their future and are being actively encouraged to choose learning experiences that fit their goals through the implementation of long range planning beginning in 81

The KREAA Outreach Counselor is also relied upon to provide age appropriate college access and KEES information to all grade levels beginning in middle school. Counselors are also available to meet with individual students to ensure that they are on target to meet their graduation requirements and/or goals. ·

The College and Career Readiness Counselors in the districts also focus on comprehensive career guidance pre-K through 12th grade. Having access to simulators for health care will be a great recruiting opportunity for use with y~mnger students.

Family ResourceN outh Service Centers Recognizing that parents have the most influence on students and their educational interest and attainments, the Adair County Family Resource and Youth Service Centers continue to actively support and advocate for programs supporting college and career readiness in families. By reaching out to young families we can begin with the end in mind and plant the seeds of higher education early on and provide hope for a better life. Many of our students come from homes where neither parent has a college degree, and therefore, may not receive the encouragement to pursue postsecondary education and graduate. Adair County Schools is committed to partnering with all stakeholders and utilizing our Family Resource andY outh Service centers to eliminate barriers to education and career success.

Upward Bound Upward Bound provides fundamental support of participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and ultimately in their higher education pursuits. It serves high school students from low-income families and students from families in which neither parent holds a bachelor's degree. The goal of Upward Bound is to increase the rate at which participants complete secondary education and enroll in and graduate from institutions of postsecondary education.

7 Habits/Leader In Me/GRIT Soft skills have become the focus throughout Adair County Schools. A culture of leadership has been created within the district and a commitment to finding innovative ways of releasing leadership to students is now the norm. Buy in from the entire community has been actively sought as a result of embracing and implementing Dr. Stephen Covey's work on the 7 Habits of Highly Effective People, The Leader in Me Program and the GRIT (Goal Driven, Resilient, Influential Teens) processes through the Race To The Top-District grant.

All school employees, certified and classified, received fonnalFranklin Covey training in the 7 Habits of Highly Effective People in the 2014-2015 school year. All new employees continue to be trained by local school personnel certified in the 7 Habits in order to sustain the work throughout the district. The Adair County High School College and Career Readiness Counselor partnered with all the FRYSC coordinators to educate parents on using the 7 Habits in relation to College and Career readiness. In addition, the CCRC created and distributed brochures to educate families through a partnership with The Lake Cumberland Area Health Department, and the local KY ASAP council. The brochure focused on using the habits in family life to support college and career readiness. The cultural transformation continues to occur in the community and throughout the school district. A renewed sense of pride has emerged in the community as a result of everyone's' hard work and positive attitude.

Multiple student leadership teams at ACHS keep the school focused and reminds all to always seek out and ask students their thoughts on issues. Our students are the future leaders of the community and an underutilized resource that we are committed to engaging in more conversations. The Student Ambassadors group and the high school GRIT (Goal Driven, Resilient, Influential Teens) teams are very active and strive to model what we feel are worthwhile GRIT behaviors. The GRIT team has specifically identified community service as a main goal to model for others at our high school. In addition, ACHS recently elected non-voting student members to both the school site-based council and the Adair County School Board. They represent student voice for the very first time and embody the influential teen's aspect of GRIT.

Work Ethics Seal Program At Adair County High School In order to prepare workers for jobs in a rural community like Adair County, it is imperative that the school system provide multiple opportunities for students and adult learners to obtain and demonstrate they possess the soft skills needed to be successful in the job market. An emphasis has been placed on teaching and modeling the soft skills employers seek and demand of applicants for jobs. Adair County has sought to address those needs through the implementation of a "Work Ethic Seal" program in the high school and random drug testing for all students involved in extracurricular activities or who drive to school. In addition, thoughtfully planned soft skills lessons are embedded within all career and technical education courses at ACHS and mini-lessons on soft skills are provided during the daily college and career readiness period at Adair County High School.

Students who successfully complete the program will receive a certificate and will be recognized publicly so we can increase awareness of the seal among the "average student", increase awareness of the Work Ethic Certificate to local business and industry, and potentially gain advantage when seeking employment with local business and industry. The seal will be affixed to both diploma and transcript.

In 2014-2015, a total of26 students earned the Work Ethic Seal and that number increased to 39 students earning the seal in 2015-2016. We are moving forward and consider the program a success in increasing awareness of the soft skills desired by employers among our students. Critical to the success ofthis effort is continuous feedback from employers and continuing to foster strong partnerships between the school and community. Efforts continue through the Soft Skills committee members to get potential employers to agree to interview any student who completes the work ethic seal requirements and any adult learner who completes the requirements for the NCRC.

Soft skills training offered by the Cumber lands WIOA has been offered to every senior for the past two years. The ti:aining called Fast Forward to Work is a six hour program. Each completer is given a certificate of completion.

Soft Skills With Adult Leamers Lindsey Wilson College has been a moving force in the community to assist students and adult learners in acquiring the soft skills they need to be successful. Through seminars offered by the Center for Entrepreneurship area residents, college students, and high school students can learn how a business operates and what it takes to be successful. Establishing Business Communications was the topic of one

of the eight seminars. The Center also sponsored a Business Concept Competition in November of2011 where high school seniors and college students could present their business concepts in a 15 minute presentation and compete for scholarships. This experience provided training in soft skills in a competitive environment. Some of the high school students who were involved in this competition have developed their concepts further by working with certified coaches and have subsequently made presentations in other venues with great success.

Culture Adair County High School's mission statement is: Achieving Success, Changing Lives, Helping Others, and Shaping the Future. We are more focused than ever before on living that mission daily. A thoughtfully planned personalized experience is available for learners across the spectrum. A willingness to be innovative and creative with learning opportunities has allowed ACHS to grow and improve and has resulted in excitement and momentum within both the school and community. That momentum is reflected by the current graduation rate at ACHS of99.4%. Adair County High School was designated a High Progress Proficient School based on results released under Kentucky's school accountability model in both 2015 and again in 2016. The high school and entire district pre-K through 12th grade is on track and fully expects to receive a Distinguished School District designation within the next few years.

G.S Demonstrated Experience/Success for Training, Upkeep and Construction fudustry Certifications fucreasing Adair County Schools in partnership with the Lake Cumberland Area Technology Center made significant investments to train the first Student Registered Medicaid Nurse Aide class in 2016. The students completed their certification and received their pins at a ceremony at ACHS with their families. They will be serving the community proudly.

As the health science program has grown, the need for additional courses and certifications in the health related fields has become necessary to meet the demand of our student population. ill Spring of 2017, Adair County High School began offering EMT training to a selected group of young men and women who are taking courses in the Health Science pathway. The goals and objectives of this curriculum are to improve the quality of emergency medical care in the area. The course is designed to instruct a student to the level of Emergency Medical Technician Basic, who serves as a vital link in the chain of the health care team. It is recognized that the majority of prehospital emergency medical care will be provided by the EMT Basic. This includes all skills necessary for the individual to provide emergency medical care at a basic life support level with an ambulance service or other specialized service. Specifically, after successful completion of the program, the student will be capable of performing functions at the minimum entry level. We are poised to go further and look forward to joining with an advanced EMT/Paramedic program.

ACHS and LCATC is also training shielded metal and gas metal arc welders while they are still in high school, making them more employable and ready to fill jobs upon graduation. A new state of the art facility made possible through a community block grant houses the latest TIG and MIG welding equipment and metal fabricating machines available. The first group of students to complete the program at the Adair Lake Cumberland Area Technology Center Satellite Campus graduated in 2016 with a total of 15 students earning DOT welding certification. Lake Cumberland Area Technology Center also awarded 18 other industry recognized certifications in 2014-2015 and 21 in 2015~2016.

Before these programs were available on our own local campus we had difficulty enrolling and retaining students in these two high demand fields, with only 6 students enrolled in welding in 2012~13 and only 2 students enrolled in welding in 2013-14. Even fewer Adair students were enrolled in the nursing and health science at LCA TC in Russell Springs during that same time period. We now have a waiting list for those two programs at ACHS as a result of the addition of the LCATC satellite campus that is connected to Adair County High School. The addition of the LCATC satellite campus has been a game changer. The capability to offer high needs career and technical training locally is essential to our ability to successfully grow and train a highly skilled workforce in Adair County and for economic development.

We are committed to excellence in all programs that are offered and expanding advanced programs in the healthcare sector to serve students in the tri-counties of Adair, Russell, and Casey is a natural fit for us because of our central location to Lindsey Wilson College, Somerset Community College, and Campbellsville University. All partners are confident that we will see rapid growth in all three areas of the targeted areas and that is a win-win for us all.

Career Pathways funovative solutions to attract more students to training in high needs career and technical fields are constantly being sought. For the first time ever, Adair County High School students were able to explore and learn skills in high need career and technical careers ai.rring their fresliinan year at the LCATC. Twenty students were selected to be part of a special cohort based on recommendations of Adair County Middle School. They are being provided an innovative schedule different from the rest of the Class of 2020 at ACHS. This innovative schedule allows them to pursue advanced opportunities in Electricity, fudustrial Maintenance, and Machine tool. h1 addition, limited spots in welding and nursing have been opened up. Those two programs are at capacity at the ACHS satellite campus and some students are

having to wait to take courses that they are interested in. The students move between programs during the afternoon session at Lake Cumberland Area Technology Center located in Russell Springs, KY.

At the conclusion of the 2016-17 school year, students will receive three career and technical education credits and will then be asked to select a specialty area to focus on throughout high school leading to an industry certification. We are already hearing lots of positive feedback from those students. The young women selected have been very excited and positive about the hands on technical courses that they are experiencing for the first time. They are being exposed to career opportunities that they likely would not have considered as viable options had they been sitting in the traditional classroom. All of the Adair Career and Technical Academy participants have been very upbeat about their experience and are proving to be great advocates amongst their peers for career and technical training.

Adair County High School joined the Air and Space Academy in the 2015-2016 school year to offer aeronautic and aerospace based educational programs for students in grades 9-12, including dual credit offerings for college. The academy aims to develop and promote the study and proficiency in STEM subjects and produce college and career ready graduates.

Accelerated learning opportunities are also available to high achieving middle school students. In addition, several teachers are moving towards blended and flipped classrooms to further personalize learning through support of the Green River Regional Educational Cooperative and the kid-Friendly Race to the Top- District Grant.

Adult Training Options Adults in the community can earn gas metal arc welding certifications at night on the Adair County Schools campus through courses sponsored by the Workforce Solutions Department at Somerset Community College, in partnership with Adair County Schools and the Lake Cumberland Area Development District. Upon completion of the first class 11 individuals earned the gas metal arc welding certification. The second class is underway with 11 more participants working to earn a certification.

Adults will be trained in healthcare pathways by way of this project.

Upkeep and Construction Experience -Adair County Schools has a maintenance department that takes care of the school building and grounds. The school's ability to manage construction projects is evident in the recent Welding ATC Satellite building completed 2-3 years ago. It was completed on-time and in­budget. The school has also completed construction on a new primary school building that was completed successfully.

Adair County Board of Education (BOE) will not be constructing a new faciliy nor renovating any current facility. Adair County BOE entered into a partnership with TJ Samson Health-Columbia!TJ Samson Hospital-Glasgow to rent an empty wing of the Columbia facility (formerly Westlake Regional Hospital). TJ will renovate wing with fresh apint and minor repairs, provide maintenance on building, internet, custodial services and utilities. This eliminated the added expense of construction/renovatio from the public funded project.

There is no high school healthcare hub, in a 50-mile radius, that will have the simulation lab instruction available. Also none are located in a healthcare facility.
