Dear friends,
Greetings for 69th Independence Day of India. The precious day reminds us of immense
scarifies and contribution of the people of India in making this country an independent
nation, one of the most trusted and largest democracy in the world. The modern epoch in the socio-political history of India that started post independence
brought many structurical changes in the country–the booming industrial revolution and development of scientific
temper. Since then, we have come a long way from the industrial era to services era or post industrial era. In this era,
fibre optic network is as important as the road networks where entire virtual traffic of the country runs. India is
fortunate to catch the transition bus early and the entire country is being covered through such futuristic
infrastructure required for the development of ICT in the country. Recently celebrated digital week at CEC is in
continuation of the commitment and vision of the leadership to welcome the future. Smart cities, smart education,
smart technology, smart people and smart government have become reality today and CEC is happy to be a part of
this futuristic scheme of thing through smart education.
Once again greetings for India's Independence!

Media & Education
Any teacher that can be replaced by a machine should be!
- Sir Arthur Charles Clarke, British author and futurist
Education, as it enters in new digital phase, with impressive and interesting developments, unfolds a plethora of
debates about its nature, scope, relevance, future shapes and projections. The role of a teacher, especially in this
speculation, deserves attention amidst the evolution of digital education and Information and Communication
Technologies (ICT). This dilemma is similar to earlier debates and fears at the time of Industrialization of the world
where the role and value of human labour was being renegotiated. India had witnessed this dilemma of man vs
machine, though late, in the times of post Independence spur to Industrialization. The dilemma of embracing new
or old has been captured beautifully in 1957 bollywood epic Naya Daur. Today, in the post-industrialization era,
the debate though early, can be seen to arise with the increasing use of technology in education. The debate also
brings in focus the role of a teacher in new age tech-based teaching. It might present an interesting situation which
may require rethinking of traditional role and requirement of a teacher. The digital education modifies the role of a
teacher and may be not replace it with multimedia content. There is an altogether different dynamics of teaching,
say, in MOOCs format which is a platform for digital learning. Digital education can only transfer his/her presence
virtually to a large no of learners across the globe even. And the presence of him can be actually as effective as real
and may be even more effective than real in a sense!
Teaching and learning in traditional way operated on different planes with teachers on the 'higher' pedestal and
learners at 'lower'. The technology mediated teaching like in Massive Open Online Courses (MOOCs) makes
education a collaborative project to a large extent. It shifts entirely the discourse of education and learning where
top down communication channel spreads horizontally and rhizomatic learning is promoted. Deleuze and Guattari
defines it as a map that must be produced, constructed, a map that is always detachable, connectible, reversible,
modifiable, and has multiple entryways and exits, and its own lines of flight ( A Thousand Plateaus, 1987, 21). It is
these entryways and exits that empowers a learner in the process of education. Assuming each learner is unique,
the learning process leans towards him/her. In the broader debate that New Media leads to democratization of the
society, digital education has lead us to the democratization of education.
