Non flammable, non toxic refrigerants are in general state of art, with
movement to 2L refrigerants. Some HP use A3 refrigerants.

* Refrigeration is currently not included in the overview** where not allowed, it is still possible to use the refrigerant, by individual risk assessment and approval by local authorities. It is then not allowed to declare compliance with the standard.

1)EN standards under CENELEC are generally a direct copy of the IEC standard, with some alterations related to EU regulations.
2)The relevant EN standards are voted in parallel according to the Frankfurt Agreement
3)It happens that on IEC level a standard can be accepted but it is rejected in EU and vice versa.
The work on international standards in IEC therefore have to be considered in terms of technical requirements which certainly will be reflected in the European standards.
Relation with international standards - IEC and CENELEC
7
Relation with international standards - ISO and CEN
1) The relevant agreement for technical cooperation between CEN and ISO is the Vienna Agreement, which allows the parallel vote on a work item on ISO and CEN level. The Vienna Agreement has been successfully applied under CEN lead for ISO 14903 and "EN 13313". There is no relevant mechanism currently running between ISO 5149 and EN 378 due to the complexity of the standards and the legal situation in Europe.
2) However EU has the main understanding that ISO 5149 and EN 378 have to be aligned as much as possible and currently this alignment is done voluntary by the EU experts. This work is based on the effort and drive of the experts working both on CEN and ISO level.

Scope of these standards (some typical examples)EN378-2 covers a lot of type of products.

Relation between generic and product standards
• Requirements in product standards prevail over requirements in generic standards.• Product standards specify charge requirements particular to the scope of the standards. It
is normal practice to have different charges for different products11

Differences between different standards

12
Installation and operation is mostly national regulated
For refrigerating systems with refrigerants group 2 and 3 - very different national regulations and- depends from operating field and -kind of the thigtness of the refrigerating system-(technical thigtness / permanent technical thigtness)

Fire fighting departmentsCity council, licensing
No particular standards in place: application is limited as in general these instances look at the refrigerant type as specified in CLP (flammable , extremely flammable), and ATEX requirements
The standards are under revision
F-gas regulation Building codes
EN 378
EN 60335-2-40
EN 60335-2-89
Codes may refer to EN 378. But not all building codes do. (MS do not necessarily follow standardisation work)
EN 13313
Limitations for the use of flammable refrigerants may arise from various fields of national legislation / regulations; among them may be national regulations on - Workplace safety- Fire safety- Building construction- Environmental protection- Regulations on public areas / spaces.
15
EU safety regulations and relation with relevant standards
Product standards Generic standardsneeded for compliance in product design
mainly influences national regulation
Needed for compliance with Pressure equipment directive/is kind of product standard.
Covers general safety: electrical, mechanical, this includes charge limits, and safe use. Covers pressure safety: flammability affects safety requirements e.g. number of devices needed
In order to facilitate the use of lower GWP refrigerants, all standards are equally important and require equal attention, as these standards influence in different ways.
Based on former slide, it is clear that standards influence in different ways the different aspects of a product

HOT TOPICS & CURRENT DISCUSSIONS
All relevant standard on EU level and international level work in parallel on the same topic.
18
CEN & CENELEC characteristics Private, not-for-profit organizations
Membership: 33 national standardization organizations each covering EU + EFTA + FYROM +Turkey area
Voluntary, market-driven standards
Basic principles: consensus – national delegation - identical implementation
Cooperation with international standardization organizations (ISO, IEC)
Effective co-regulation tool: CEN & CENELEC standards are supporting European legislation and policies
