New leader is quiet, calm voice of reason for EnergySolutions

SALT LAKE CITY — He is a man of understated demeanor in an industry marked by shrill rhetoric, by emotional cries of environmental damage, by ardent slogans that screech of Utah being the nuclear dumping ground of the world.Still, his voice remains one of quiet conviction, of black-and-white facts, of reiterating his points in the face of a loud chorus of disapproval.Val Christensen, the newly named chief executive officer of EnergySolutions, has stepped onto the center stage of the nuclear arena. His appointment as head of the company comes as developments in the industry and companion controversy power up at a furious pace, locally, nationally and globally.In Utah, critics of the company that operates the world’s largest

waste disposal facility in Clive, Tooele County, are waging the radioactive battle on multiple fronts.Foreign waste. Depleted uranium. Waste blending.

Last year, after the company’s 10-member board tapped him as president, Christensen ventured into the potentially stressing fray of being the “face” of a company that many love to hate but few understand.“Initially it was something I had to adjust to, but I really embraced the opportunity to tell the company story,” he said. “I was energized by the chance to get the facts out about the company and to find that people understood that a lot of the things they were hearing were not true. … It really hasn’t been a taxing or uncomfortable thing.”

The ascension to CEO of inarguably Utah’s most controversial company began as a steady climb for the Brigham Young University law graduate.It was shaped in the basement of Hyrum Smith’s home in the mid-1980s when the founder of what would go on to be Franklin Covey was setting up shop to produce day planners and homemade management courses. Christensen was on the ground in the company’s formative stages and went on to be its general counsel and executive vice president, running all aspects of the operation.From its basement beginnings, the company blossomed to include more than 1,500 associates and 37 offices in more than 100 countries.After Envirocare of Utah joined with two other companies to become EnergySolutions in 2006, top executives started hunting for general counsel, and again Christensen found himself in the formative stages of shepherding a new corporate animal.

Clerk’s InsiderRecently a number of Tooele County voters have received confi rmation notices in the mail asking if they still live at that address. There are a number of things that would precipitate a confi rmation notice:

1 - Not voting in two general elections;

2 - A voter identifi cation card returned undeliverable;3 - The Clerk’s Offi ce receiving notifi cation that the voter

no longer live’s at that address.

Utah State Law requires these notifi cations to make sure that the voters are able to vote if they so choose. They do, however, require that our offi cial registers are as up to date as possible, thus requiring all of these notices. So, while it is frustrating to receive a notice asking if the voter is still at the address they have lived at for 50 years, please know that we are just following the law and trying to keep our records updated.

If voters want to make sure they don’t receive these notices, the solution is easy, re-register to vote upon changing addresses, and vote every election!

The Tooele County Clerk’s Office gets to do the fun things in the county building. We send people on trips (Passports), marry them (Marriage Licenses), give them a voice in their government (Voter Registration), ensure their votes count (Elections, Candidate Website, Programming Ballots, Tabulate Votes, Audit Machines & Results), help citizens make money (Business Licenses), save the county tax dollars (County Stores), keep track of laws and business conducted by the county government (Ordinances, Resolutions, Contracts), insure that the county is a safe place to work (Liability Insurance, Risk Manager), keep the citizens informed (Commission Agendas and Minutes), distribute incoming and post outgoing mail (Mailroom), give citizens direction (Information Booth) and enjoy doing all of them!

Voter Outreach - The Clerk’s Office works with the schools to educate the students on the importance of registering to vote, voting and being involved in the election process. The TSX (electronic voting machines) have been used for student body and class elections at Tooele High School, Grantsville High School, Stansbury Park High School and Rose Springs Elementary.

Registration Drives - The Clerk’s Office is involved in voter registration drives during the county fair, at school functions, and anywhere else we’re invited!

Keeps Citizens Informed - Clerk’s Corner (Transcript Bulletin), Clerk’s Insight (Chamber Newsletter, Tooele City’s 90 N. Main, Stansbury Park Newsletter), Clerk’s Website (www.co.tooele.ut.us/clerk.htm).

Grant Procurement/Administration - The Clerk’s Office has applied for and received over $135,000 in grants to improve voter accessibility, i.e., ADA door openers, “Vote Here” signs, Voter ADA Entrance Signs, new ADA approved elevator in county building.

TCRS also coordinates crisis intervention services to more effectively help persons and families who are in desperate need. They also provide services for the Dept. of Workforce Services-Outreach.

Independent Scentsy Con-sultant Gloria Kershaw is one our newest Chamber Members. Scentsy began in 2003 with the powerfully simple idea of aromatic candles – decorative warmers with wax melted by the heat of a light bulb instead of a traditional wick and flame. Gloria is a single mother of 5 year old daughter, Annamaria and has lived most of her life in Tooele. She enjoys spending time

In March 2010, more than 130 million addresses will receive a 2010 Census form by mail or hand delivery. The 2010 Cen-sus will document the chang-es in our nation since the last decennial census in 2000, and tell us how we’ve evolved as a country. Because census data affect how more than $400 billion in federal funding is distributed to tribal, state and local governments, the census also will frame the future of our country and our commu-nity for the next 10 years.

During Census 2000, the mail participation rate was 72 per-

cent as of the April 2000 cut-off. About $85 million is saved for every one percent increase in mail participation. For these and many other reasons, we must work to encourage everyone’s participation in the census.

Here’s what you should know about the 2010 Census:

It’s easy. One of the short-est census forms in history, the 2010 Census form asks 10 questions and takes about 10 minutes to complete. The individual in whose name the housing unit is rented or

owned should complete the form on behalf of every per-son living there, both relatives and nonrelatives.

It’s important. Census data are used to reapportion seats in Congress and ensure prop-er district representation in state and local governments. Information from the census helps determine locations for child-care and senior centers, new roads, hospitals, schools and community centers.

It’s safe. By law, the U.S. Cen-sus Bureau cannot share re-spondents’ answers with any-one, including other federal agencies and law enforcement entities. All Census Bureau employees take an oath of nondisclosure and are sworn for life to protect the confi-dentiality of the data. The penalty for unlawful disclo-

sure is a fine of up to $250,000 or imprisonment of up to five years, or both.

Finally, the most efficient way to respond to the 2010 Cen-sus is to complete the form as soon as it arrives and return it in the postage-paid return envelope. Census workers will visit households that do not return forms to take the count in person.

The Tooele County Cham-ber of Commerce is issuing a challenge to Tooele County citizens to increase the mail participation rate and help en-sure a complete and accurate count in 2010.

All Star Lanes is changing up the entertainment scene in Tooele County. Th ey have undergone some major changes by adding a 3500 sq. ft . laser tag arena, a sec-ond arcade and a full service bar. Businessman Brad Shepherd pur-chased the business back in 2007 when it was formerly known as Buddy’s. “He had great visions when he remodeled the busi-ness this last year,” says Manager Wendy Ricci. Shepherd, who also owns All Star Lanes in Sandy & West Jordan, started the remodel-ing in September of 2009. Th e new attractions have been very popu-lar among people of all ages. Th e laser tag arena has enough equip-ment to suit 20 players, so it’s a great activity for the entire family. “I was really intrigued with the potential of the business. I did my own due diligence about the company and concluded it was safe. It was a business that had a lot of negative publicity. From everything I researched, it was not earned or deserved.”But looking back on the yelps of criticism directed at the company, Christensen concedes EnergySolutions has faltered in the public opinion arena by focusing too much on a corporation communication strategy dominated by “branding” or “feel good” ads.“We have not really focused on what we should have — educating people about what we do. When we do, we win their hearts and minds.” Th e new idea behind EnergySolutions’ ad campaign is to better explain what it does and confront the controversy head on by giving people a glimpse inside the facility. Radio ads now invite people to tour the facility for themselves. Christensen can already hear the snorts of disbelief, the derisive scorn from critics like HEAL Utah, a grassroots anti-nuclear group constantly swinging a club to strike at the armor of the international company. Executive director Vanessa Pierce had nothing good to say about Christensen taking over as CEO.“In practice, Val has been running the show for the past few months and has been running roughshod over Utah’s eff orts to protect our state from depleted uranium, diluted B & C waste and foreign waste. (B and C waste is more radioactive and prohibited under Utah law.) We can expect more of the same with him at the helm,” she said.HEAL Utah’s strident opposition

is expected, Christensen said, but he insists it is not representative.“Other than those who are categorically against everything nuclear, I have not encountered any person or group who, aft er learning the facts and understanding the science, oppose EnergySolutions’ business. HEAL is certainly the loudest anti-nuclear voice in the state but not the voice that represents the informed citizens of Utah.” Former Salt Lake City Mayor Rocky Anderson says the criticism heaped on EnergySolutions and Christensen is “knee-jerk” and based on misleading slogans.“I don’t think it is helpful in terms of people understanding what is going on,” he said.Christensen and Anderson are former law partners who have forged an unlikely relationship over the years — that of the ardent environmentalist rubbing shoulders with Utah’s newly crowned king of radioactive waste.But Anderson, who took on what was then Envirocare over the import of hotter waste in 2003, is candid in his praise of both the company and the man.“Val is as hardworking and has an ethical core as strong as anyone I have ever known,” he said. “He’s bright. He’s honest. He will do a good job at addressing these issues with real integrity.”Policymakers and critics, he said, should be focusing their attention on the climate-change dilemma instead of “directing venom toward a company that is providing a safe means of disposal for the lowest level of radioactive waste.”

Christensen, at freshly turned 57, is old enough to know he can’t wave his musical wand and forever silence the voice of critics. It is enough, for Christensen, to temper the outcry with facts and go about the business of running a company that has the socially unpalatable job of handling nuclear waste but performs functions that are incredibly lucrative. It is his task to continue on with the business of a company that has handled the decontamination and decommissioning of more than 60 nuclear facilities worldwide.From the weapons production site at Rocky Flats in Colorado that has been transformed into a national wildlife refuge to the removal of uranium tailings in Moab, the business of EnergySolutions will

continue, critics or not. In the silence of his life, in the between times of the corporate crush that comes with running an international company, the Bountiful resident who was raised on a farm in Ephraim turns to other, more important things. His wife, Loralee. His eight children, including Daniel, the now-17-year-old Kazakhstan native Christensen and his wife adopted aft er he spontaneously captured their hearts. “We agreed to put him up for one night. … He came into the house, I met him and got him a glass of water. Th ey decided to take one Utah family’s bad experience of mingling their lives with that of a foreign 9-year-old boy and turn it into something good. Aft er four months of paperwork and negotiations with the adoption company, the Christensens traveled to Kazakhstan and brought him home for good.“He’s just been a huge joy.”Christensen, the president and CEO, spends his days penning directives, writing memos, overseeing the craft ing of a comprehensive plan on how to safely store depleted uranium at

the company’s Clive facility.He jots notes, talks, writes down fi gures and thoughts, and talks some more. In those between times, Christensen — the man — writes poetry.It is not a tributary for corporate frustration but rather sentimental expressions that capture times past, times future. He once wrote a poem envisioning his daughters as old women, trading life stories over a restaurant table.In one, “Sunday Boys,” he harkens to the past in Ephraim on the weathered concrete steps of a

library next to an old red church, where the only fi ve boys of the same age in town would gather when they were supposed to be in church. We grew up decades ago and took a dozen diff erent roads from town,” the poem reads. “We were once co-captains of sailing boats, astronauts sharing cubical red rocket ships, brave, cold and alone together in space. But now the awkward shyness of our childhood intimacy leaves us friendly strangers.”While family and poetry and his two Harley-Davidsons tug at his heart, Christensen — the

CEO and the man who believes in EnergySolutions — doesn’t let his emotions or the critics run his day on the job.“Th ere are moments when I am tempted to tire of the fi ght and at those times, I realize it is not about me,” he said, waving off phone calls from investors, politicians, and who knows who else.“Th is is not my fi ght. It is a fi ght on behalf of the industry, hundreds of employees in the state and customers who need our services so I don’t allow myself to become selfi shly tired of the controversy and the battles we are forced to fi ght every day.”

The Tooele Applied Technology College (TATC) is pleased to announce that the Custom Fit program is available for Tooele County businesses. This unique program offers business-es and employees the benefit of state-of-the-art training, which is custom-ized to meet specific training needs and does so at an affordable cost. Custom Fit is a state-wide program that receives funding from the State Legislature to invest in your business and enhance Utah’s economy. TATC’s Custom Fit Coordinator has successful-ly implemented the program for Tooele County. As of February 18th, the Cus-

tom Fit program has already developed training agreements for five local busi-nesses and is in the process of creating two more. What does Custom Fit do for Tooele County businesses? Specifically, the Custom Fit program helps businesses identify, obtain, and pay for training – whether it is training for required certifications, for upgrad-ing skills in Microsoft applications, or for a variety of professional develop-ment courses. The Custom Fit program will help identify what training is needed and can pay for half of the cost of direct training. There are no strings, no com-plicated contracts, no time consuming business plans, and no selection com-mittee. You simply pick up the phone, call TATC’s Custom Fit Coordinator

and the rest is easy as 1, 2, 3. All tax- paying businesses in Tooele County are eligible for the Custom Fit program and any training that you might need is ap-propriate. If you (or anyone you know) need training, assistance with identifying what training is needed, locating pro-fessional trainers, and/or funding half the cost, then TATC Custom Fit is here for you. � e Ultimate Combat Expe-rience is a 1-hour television show that is broadcast locally on CW30 Sunday a� ernoons at 3:00 PM, as well as Sunday Evenings on FOX13. Addi-tionally, UCE is seen in every major television market in the US on Dish Network, and in 13 di� erent countries interna-tionally. UCE also has a weekly radio show on KALL 700 Sports Fri-day evenings from 7:00 PM- 9:00 PM.
