The GMS University Consortium is derived from SEAMEO RIHED’s objective is to build regional platforms and collaboration mechanisms that foster HEIs to share experience and link academic resources to improve the quality and excellence of universities in GMS region. Expected outputs of GMS University Consortium has been an evidence through the Kick-off Meeting with an assembling of 22 member universities on agreed upon of the main outputs initiation stage (2015-2017) in Signing of Joint Declaration and witnessed by Asian Development Bank (ADB), SEAMEO RIHED and the Ministry of Education and Sports, Lao PDR, on 8 July 2015 in Vientaine, Lao’s People Democratic Republic. Member universities of the GMS-UC will be nominated by respective government and join the project on a voluntary basis. To mark the formal establishment of the Consortium, a joint Declaration addressing the collaboration aspects of working mechanisms is expected to be discussed, agreed upon and signed by the participating universities. The collaboration includes university governance, quality assurance (learning from ASEAN University Network (AUN) in university networking and institutional QA development), talents cultivation, research collaboration, university social responsibility and information sharing. Expected outcomes after 2017, The GMS-UC collective efforts will help member in forging, strengthening and accelerating cross border collaboration in GMS countries will be built. Government Roles in GMS-UC and the Development of ACTFA

SEAMEO RIHED plays a crucial role in the regional harmonization process and capacity building of SEAMEO member countries in the field of higher education, responding to a variety of needs and activities and programs designed to support the policy, planning, administration and management of higher education and remaining a dynamic, strategic and internationally recognized centre for the promotion of understanding, collaboration and synergy in higher education for regional development.

An Original Concept of ACTFA

As proposed by SEAMEO-RIHED in 2013:

1. Mutual Recognition: Develop departmental level student exchanges for professional education 2. Credit Transfer: Use the concept of ACTFA-CTS for credit transfer 3. Grade Transfer: Most difficult issue, but will be solved soon in the future 4. Supporting Mechanisms & System Context: Must establish an “International Office” at each

university for student mobility and also improve transparency of educational activities (information package)

GMS-UC and ACTFA will benefit national higher education development, and its implication to regional higher education harmonization.

Benefit to join the ACTFA of National Higher Education

1. (For students) Give freedom for student mobility and improve their employability. 2. (For Universities) Enrich internationalized education and campus with international students. 3. Chiang Rai Rajabhat University’s ACTFA Information Package

1. A general profile of university (1) Location of university

Chiang Rai Rajabhat University ‘s main site contains most of it facilities and it often referred to as campus, however Chiang Rai Rajabhat University is not a campus university as the concept is common understood. It is centrally located in the new urbanized area of Chiangrai city and it is away 4 kilometers towards up north from Mae Fah Luang Chiangrai Internal Airport.

The campus occupies an area of 1,530 rais (approximate 255 hectares) and its buildings are integrated with surrounding of shaded trees bearing flowers wild fragrant all year round and, especially known as “Ka Slong Kham” a university emblem flower, shape roughly like jasmine with single petal. The most beautiful vicinity part of the Princess Mother Somdet Phra Srinagarindra Park, Chiang Rai which had been constructed to commemorate upon Her Royal kindness bestowed to the people of Chiangrai, the garden is facing Nong Bua reservoir to the west which on the top of the court yard where the viewer could watch the sunset scenery

dropping behind the mountain ridge. Students and Chiangrai people and tourists can leisurely take a walk or taking physical exercise around the garden.

The main high way Pahonyotin starts from Bangkok at the kilometer stone one Victory Monument to Chiangrai to the northern part about 900 kilometers passing various provinces; Ayudhaya, Singburi, Angthong, Chainart, Nakhon Sawan, Pichit, Pisanulok, Uttraradit, Phrae, Phayao and Chiangrai. Chiangrai is the most upper northern part of Thailand where people can commute crossing the borders of three countries to Myanmar through Mae Sai – Tachilek, to Lao People ’s Democratic Republic through border area of Chiang Khong – Huayxay and further to Luang Namtha of Lao PDR, that will be connected to the border of the southern part of People’s Republic of China; Xichuanbanna and Kunming. Chiangrai is a very important geographical strategy area for trade and investment and also educational center. The attractiveness of Chiangrai to be the center of education is the cool climate, mountainous surrounding, and connecting to the neighboring countries of the Greater Mekong Sub-region. Chiangrai Rajabhat University is one part to enhance Chiangrai to become the well known Center of the Education in the region both of the Greater Mekong Region and the ASEAN Community.

(2) Brief history of the university Chiang Rai Rajabhat University is one of the Government owned teaching, research ,and social services institutions. The University is striving for excellence through the creation, preservation, transfer and application of knowledge. Chiang Rai Rajabhat University traces its root of the formation for an establishment of certificate level teacher training college in September 11, 1968 and was set up in accordance with the cabinet approval to be Chiang Rai Teacher College on September 29, 1973. His Majesty the King bestowed a new official name to Chiang Rai Rajabhat Teacher College as the Rajabhat Institute to enhance the diversity of graduates. Under the Royal Decree has enacted Chiang Rai Rajabhat Institute on 15 June 2004 to a new upgrading status as Chiang Rai Rajabhat University. New era of Chiang Rai Rajabhat University will go forward after having achieved successful teaching and learning during the past 42 years. Chiang Rai Rajabhat University will enhance excellent in teaching and learning and pursuing to the good quality of research that is relevant to the world perspectives and appropriate to solving for betterment of the Greater Mekong Region and ASEAN Community.

At present, there are 14 academic faculties, namely (1) Faculty of Education (2) Faculty of Science and Technology (3) Faculty of Management Sciences (4) Faculty of Industrial Technology (5) Faculty of Humanities (6) School of Social Sciences (7) School of Traditional and Alternative Medicine (8) International College of Mekong Region (9) School of Computer and Information Technology (10) School of Tourism (11) School of Accounting (12) School of Health Science (13) School of Public Administration (14) School of Law.

The supportive services for educational function is divided into 8 units, namely, (1) Office of the President (2) Office of Academic Promotion and Registration (3) Office of Academic Service and Information Technology (4) Art and Culture Center (5) Research and Development Institute (6) Office of Social Services for Society (7) Office of Continuing Education and Training (8) Demonstration School of Chiang Rai Rajabhat University. Moreover, the University has established various projects for working closely with local people for improvement of the well being and peaceful communities.

The University has formulated 9 Strategic Plan for implementation to meet the key objectives as follows:

1. Development of the University towards the University of Locality. 2. Facilitation of excellent in teaching and learning 3. Development of students’ activities in a wider perspective. 4. Facilitate and support in the research and innovative projects. 5. Contribution of academic services to the society. 6. Conservation of arts and cultural heritages. 7. The Symbol of Chiang Rai Rajabhat University

The symbol of the University explicitly reflects on the duty of His Majesty

the King in restructuring the Kingdoms educational pattern of conduct that developed from learning at home, temple, the royal palace, to school. The emphasis was made on the establishment of the first teacher education school where the scheme of intellectuality towards solution on developing the country was implemented. For this reason, alphabets are the key element of design. The capital letter in the University’s symbol therefore, is similar to international

system, which is the Roman Gothic style of letter or Old English letter. In addition, the Khmer alphabets symbolize the development of the alphabet and also

represent a temporary communication as well as praising the dignity of the Royalty.

2. General explanation about university system (1) Academic calendar

The academic year at Chiang Rai Rajabhat University starts in August which is divided into 3 semesters: Semester I: August – December Semester II: January – May Summer: May – July

(2) Credit system In accordance with Chiang Rai Rajabhat University regulations and procedures for undergraduate studies B.E. 2558 (year 2015), Chiang Rai Rajabhat University is actively supporting Credit Transfer, Course Transfer and Cross University Registration.

(3) Grading system Chiang Rai Rajabhat University has divided the courses evaluation of each semester into 2 systems:

(1) Grading system with 8 score levels by assigning the emblem of score level in the following:

3. An overall description of the international program/course/subject (1) Purpose

Chiang Rai Rajabhat University offers an opportunity for Thai students and others from the Greater Mekong Sub-region to seek mobility to enroll in the international programs in bachelor’s, master’ and Ph.D. degree levels. Most popularly is the bachelor degree level where first batch of foreign student under the bilateral signed agreement with Yuxi Normal University, Kunming, southern part of China to study Thai language, English Studies, Hotel and Tourism. At present, many curriculum had been developed to respond to the socio-economic advancement of the country and the region such as in the field of aeronautical sciences where students were from Cambodia, Lao People’s Democratic Republic and Myanmar.

4. Student Life and Facilities

(1) How to come to campus There are many ways to travel to Chiangrai province, where the students from neighboring countries can commute by (1) airplane with preference of 13 low cost airlines to Chiangrai Mae Fah Luang International Airport or, (2) Buses which operating international route between Thailand and Lao PDR, Xichuan Banna, Kunming, southern People’s Republic of China, (3) trains between southern Thailand to Chiangmai or via Bangkok to Chiangmai and transfer by city bus passing scenery of green mountain and valley along the high way taking about 4 hours to reach destination of Chiangrai province.

(2) Schedule of orientation Before the first semester begins, the first year students are required to attend the orientation session which the following are covered: 1. To be familiar with the campus life, academic major focus, advisory system, libraries,

Student’s Union, and procedure to register in class through computerized system. 2. Mostly, the students will be provided to participate in a preparatory course such as English

or Thai language for some foreign students. (3) Student’s accommodation

Chiang Rai Rajabhat University has provided dormitory for Thai and foreign students to stay on campus. Students can be allowed to stay outside campus within the vicinity of University Dormitory networks through compulsory regulation for safety and security. The students both stay on campus and vicinity areas can be accessed to shops, mini restaurants, convenience stores or can commute a short distance to town for shopping at the department stores. The campus has a number of cafeterias, where students can eat fairly cheap meals.

Chiang Rai Rajabhat University has well equipped with Complex Sport where students can play foot ball, tennis, badminton, Pe-tong, basket ball, table tennis, jogging around the foot ball field in the evening or driving golf at the University court yard. Also, there is a large gymnasium which is used for a variety of indoor sports.

Student from each faculty can organize a Student Club to perform such as cultural activities- traditional northern dance, Loy Krathong Festival, Song Kran Festival, and other activities such as “Welcome Freshmen”, “Good – Bye Senior”, as well as Christmas and New Year.

4. Admission Information (1) Admission procedure and time line To apply for admission can be sought for two channels: 1. Online Website: http://admission.crru.ac.th 2. Admission Unit,Chiang Rai Rajabhat University.

(2) Application deadlines duration of admission begins from October to June of each academic year. (3) Visa application

Once the student has been accepted through verified documents requirement from the Admission Unit, the Foreign Relation Unit will send the acceptance letter for admission to the student where the student can use the document addressed to the Thai embassy in the respective country for applying visa.
