I feel honored and delighted as I present to you the latest
Citizen’s Charter of our beloved City which is the result of the
combined efforts of all the Department Heads, Citizen’s
Charter TWG and other agencies of the City Government of
Malaybalay. This is line with our continuing efforts to strive in
providing uninterrupted quality public service to our people.
The new and revised edition of Malaybalay’s Citizen’s
Charter is a manifestation of the City Government untiring
quest for transparency in public service. Through this
compact publication, the constituent’s essential right to know,
be informed and educated of the fundamental workings of the
city government is well served. Disclosure of significant and
relevant information will be accessible to our citizens.
This handy document contains a wide array of information such as vital facts about our city and
the range of frontline services which our citizens can avail of. Also included in this guide are the
relevant steps and procedures that are useful in doing transactions with city authorities,
departments, agencies and instrumentalities. All these will help our citizens maximize their
valuable time when availing of the City Government’s various services.

INTRODUCTION
Way back in the year 2006, the City Government of Malaybalay in partnership with the Asia
Foundation and the Ateneo Resource Center for Local Governance conducted a series of
workshops on Public Service Excellence, Ethics and Accountability Program (PSEEAP) in all
departments under the City Government of Malaybalay from June to December 2006. PSEEAP
aimed to promote service excellence to attain customer satisfaction and uphold ethical and
accountable service to the public.
Citizen’s Charter is a guide to the public of the services offered by the city government. It
provides the constituents/clients the “what” and the “how” to avail a particular service conveniently
and timely. The city government pledged to render specific services to the public with specific
details and directions as stated herein.
All the departments were able to create their office’ Service Vision, Service Strategy,
Service Standard and Service Value Statement. A service audit was also conducted through
assessment of service delivery cycle, development and administration of customer feedback
instruments which were then used to generate service improvement recommendations.
Performance Pledges were also developed showing the persons responsible for delivering the
frontline service, and holding them accountable for meeting the designated response time.
The output of the PSEEAP was further enhanced and documented through the formulation
of the Citizen’s Charter as mandated under RA 9485, otherwise known as the “Anti-Red Tape Law
or ARTA Law of 2007”. Through the introduction of Project C.U.R.E. (Comprehensive and Unified
Response to Eliminate Red Tape) by the Department of Interior and Local Government (DILG)
through the Local Government Academy (LGA) the Citizen’s Charter was made possible.
With the new administration under President Rodrigo R. Duterte, Hon. Alicia Dela Rosa-
Bala, Chairperson, Civil Service Commission, issued Memorandum Circular No. 14, S. 2016
(Urgent Review and Improvemment of Citizen’s Charter). To comply with this mandate, the City
Government of Malabalay, through its Citizen’s Charter Technical Committee, conducted series of
meetings to review and revise its existing charter. With the help of Ms. Lourdes B. Pelaez, Acting
Director, Civil Service Commission Field Office, Province of Bukidnon, the City Government of
Malaybalay is able to streamline its Citizen Charter.

Socio Economic Profile
Geography and Physical Environment Malaybalay is the first and the capital city of the Province of Bukidnon, and is located at the heart of Mindanao. It hosts the provincial and national offices, the provincial hospital, major school institutions, the provincial housing projects, and other public utilities such as communication. It is consist of 46 barangays, 13 of which are classified as urban, 4 are urbanizing, and 29 are classified as rural barangays. The city has a total land area of 108,258 hectares, a bigger portion (68%) are still forest land, while only 32% are Alienable and Disposable (A&D). The average elevation of the city is about 622 meters above sea level, with only about 25% of its area being relatively flat and gently sloping. Bigger portion or almost 60% of its total land area has above 30% slope, with steep hills, mountains and cliff-like streamside, and the rest are hilly and rolling. Malaybalay’s physical features contribute to its fourth type or intermediate B type climate, that is, with no very pronounced maximum rain period and dry season. November to April is the relatively dry months, while May to October is often the period of heavy rainfall. The city is relatively cooler than other places within the province. Demography Based on the NSO census, Malaybalay’s population in 1995 was 112,277 and went up to 123,672 in 2000 registering an annual growth rate of 1.95%. Population for year 2010 was 153,085, which based on 2000 population registered a higher annual growth of 2.16%. With this current growth rate, the 2016 projected is 178,474. It will reach 190,432 by 2020 and 211,871 by 2025. There are more male population of the city which makes up about 52% of the population, while the female only comprises 48%. The young population of zero to seventeen years old makes up about 41% of the population, while majority or 53% belongs to the eighteen to fifty-nine years old age group, and lastly the senior citizen age group of sixty and above years old only makes up 6% of the total population. Economic Situation The City is mainly an agricultural area, and its products include rice, corn, sugarcane, vegetables, legumes, root crops, and high value crops. There are also commercial crops such as rubber, coffee, banana and pineapple in the city. Aside from crops, livestock, poultry and piggery farms also abound in the area. As to productive population, there are 99,984 population of 15 years and above and 58% are in the labor force. Of the 35,055 households surveyed in 2013, there are 17,413 households or 50% which have income below food threshold and 22,019 households or 63% which have income below the poverty thresholds. Socio-Economic Condition The City is mainly an agricultural area, and its products include rice, corn, sugarcane, vegetables, legumes, root crops, and high value crops. The wholesale and retail trade is the dominant type of commercial activity in the city, which account for about 55% of the total establishments. Services follows which account for an average of 11%, then agri-based establishment with 10%, and food establishments with 9%, and finally real estate with 5%. Other establishments include: communications; banking and finance; sports and recreation; insurance; manufacturing; sand and gravel; and processing, which make up about 9% of the total establishments.

Infrastructure There are about 749 kilometers of road linking the different parts of the city which are classified as National Road (103 kms), Provincial Road (60 kms), City Road (26 kms), and barangay roads (560 kms). The 2013 MISS results showed that all households of the city have access to potable water. However, only 41% (14,363 households) have Level III water connection, about 31% have Level II and the remaining 24% have Level I connection. Of the 14,363 households with level III connections, 93% or 13,484 households are served by the water district. This implies that the remaining 7% or 879 households are connected to their respective barangay water systems.
All barangays are reached by electric services, however there are still about 30% of the total number of households that do not have connection. These households are found in far flung sitios of Upper Pulangi barangays; barangays at the foot of Mount Kitanglad like Mapayag, Capt. Angel, and Imbayao; and upland barangays of Can-ayan, Manalog, and Kibalabag. Distance and costly service lines are the given reason for this non connection. Communications today seems to be more accessible and easier than about ten years ago. Wiith the advancement of cellular phones, the Upper Pulangui barangays are already reachable through the SMART line communication.
Governance Malaybalay is a growing city thus the local government unit has to cpe up with the demand for services. In the recent reorganization ordinance, the city government is already comprised of 18 departments which include the following: City Administrator, Engineering, Civil Registrar, General Services Office, Treasurer’s, Budget, Assessor, Accounting, Agriculture, Economic Enterprise, Environment & Natural Resources, Veterinarian, Planning, Social Welfare, Health, Disaster Risk Reduction & Management, Human Resource nut not the least the City Legal Office. As of the end of August 2016, there are already 1893 total number of employees in the city, 562 are in a regular status and 1331 on job orders status. Of the regular positions 494 are permanent, 43 coterminous, 13 elective and 12 casual employees.

Legal Instruments are sworn statements in a form of affidavit which affect the civil status of persons. These acts are executed without an order from the court. Affidavit of Acknowledgment is accomplished if the child is illegitimate and was born before August 03, 1988. Affidavit of Paternity or Affidavit to Use the Surname of the Father (AUSF) is to be filled up by the father if the child is illegitimate and born on or after August 03, 1988. An illegitimate child can use the surname of the father if the admission of paternity is properly filled up in accordance with the provisions of Republic Act 9255 (AUSF).
