Per Civil Service Rule 2-5-5, Roxann Cheever, Police Communications Director, and Scott Freitag, Director of Fire Emergency Communications, would like to ask for the Commissioners approval to revoke the current Public Safety Dispatcher I eligibility register. There are only 4 candidates left on the register which expires November 17, 2012. Both Directors would like the revoke the list and allow the candidates to retest for the Public Safety Dispatcher I position in the future. If this request is approved, written notices will be sent to the 4 remaining candidates to inform them that the register has been revoked and that they have the right to compete in the process again.

SALT LAKE CITY FIRE DEPARTMENT Hazardous Materials Technician Proposed Promotional Process

2012

I. Purpose: This memorandum proposes an internal application process, selection process, and schedule of events to establish an Eligibility Register for Hazardous Materials Technician for a two year period.

II. Eligibility: All Journeyman-level firefighters who have successfully completed the Hazmat Science Course are eligible to compete in the selection process.

The Hazmat Science Course will be delivered in a plus style format beginning January 30, 2012. It is a prerequisite for the Hazmat Tech process. The deadline to express interest to participate in this course was December 27, 2011. The class will be held 3 nights a week for 5 hours per night. Participants will attend both while on duty and off. No coverage will be required for attending while on duty. Failure to attend all class sessions or pass the final exam will result in the candidate being ineligible to move on to the Hazmat Tech process.

III. Application: Interested and eligible firefighters must submit a letter of intent to compete in the process beginning January 20, 2012 and ending not later than 1700 hours on February 16, 2012.

The letter of intent will serve as the application to compete in the Hazardous Materials Technician selection process. There is no prescribed application form. All applications must be submitted in person at the Training Division to the Office Facilitator, Training Section Captain, or Division Chief. Upon submitting application, applicants will receive a list of suggested study materials and/or references to assist in preparing for the written exam which will be held February 21, 2012 at the Salt Lake City Fire Department Training Division at 0900 hours.

No applications will be accepted following the February 16, 2012 deadline.

IV. Process:

Orientation The Special Operation Division will conduct a mandatory orientation for interested candidates. The purpose of the orientation is to familiarize the candidates with the duties of a Hazardous Materials Technician and environmental extremes they may encounter. Candidates will be required to don and perform tasks in a Level-A suit. The orientation will give the candidate the opportunity to decide whether the job is a good match for them and whether he/she wishes to proceed in the process. Written Filter / Initial Ranking 15%

The filter exam will serve as a “cut-off” instrument to identify the candidates that will advance to the next phase of the process. The minimum passing score for this exam is 80%. Candidates failing to meet the minimum passing score shall be excluded from continuing in the process. If a greater number of applicants successfully complete the written filter examination than class size allows, applicants will be selected based on a combination of test score and seniority. (Reference: Civil Service Rules and Regulations, Section 4-2-7)

Hazardous Materials For First Responders 3rd Edition (IFSTA)

Hazardous Materials Technician Training 50% Hazardous Materials Technician Training will be an intensive three (3) weeks of practical training following the Science course. The Special Operations Division will oversee, manage and schedule the practical curriculum. Quizzes and tests will be given throughout course, with a final practical and written test being given at the end of the training course.

The following weights will be assigned to the listed elements of the school:

1. Daily quizzes 10% 2. Weekly test 30% 3. Final written examination 60% 4. Final practical evaluation Pass/Fail

The weekly self study examinations will be held on the second Monday of class and will be held on each consecutive Monday. All tests will be cumulative in nature. A minimum score of 80% will be maintained at all times. Failure of any test will result in a retest with a score of 90% or better. Any failure of two tests including retests will be grounds for removal from the process. Scores will be totaled from the “raw” scores, weighted appropriately and converted to a percentage.

Comprehensive Oral Board 30% The Oral Board will be a comprehensive review by current department Hazardous Materials Technicians and Officers selected specifically for their expertise and competency. It is designed to measure the candidate’s subject matter expertise as well as additional dimensions involved in the Hazardous Materials Technician position. The Comprehensive Oral Board will examine candidates on the following areas of competency and attributes:

Seniority 5% In accordance with established practice, seniority will be calculated at .25 for every year of service up to a maximum of 5.0 points, and will be factored into the total score upon completion of the application process.

SALT LAKE CITY FIRE DEPARTMENT Firefighter and Firefighter/Paramedic

Proposed Selection Process 2012

I. Purpose:

This memorandum proposes the selection process and schedule of events to establish two separate Eligibility Registers: Entry-Level Firefighter and Firefighter/Paramedic.

II. Summary:

The Salt Lake City Fire Department’s current Firefighter eligibility list will expire on July 16, 2012. We have been accepting names for placement on our Interest List since the beginning of this month. Individuals may use our website www.slcfire.com to register. The website is very detailed and contains information regarding the firefighter profession and information about the testing process. The deadline for placing names on the interest list is 4 P.M. MT on March 30, 2012. Emails will be sent to all interested individuals on the list. Those receiving emails will be instructed to go to a specific website where they will complete applicant information and register for the written exam. In the event that a candidate does not have access to a computer, we will also provide them with a phone number to call and we will enter their name and information for them. Two separate Eligibility Lists will be established from this process: Entry-Level Firefighter and Entry-Level Firefighter/Paramedic. Only those with current Utah Paramedic certification will be eligible for the Firefighter/Paramedic list. A candidate may be eligible for placement on both Eligibility Lists. A combination of candidates from both lists will be selected for future recruit classes. The composition of the class will depend upon needs of the department. The proposal to create a Firefighter / Paramedic List is based both on need and budgetary impact. Successful Firefighter / Paramedic candidates would begin receiving Paramedic pay after completion of the twelve-week Firefighter Recruit class and once they begin performing Paramedic duties.

III. Eligibility: Applicants must be 18 years of age and a United States Citizen on or before the day of the written exam (May 19, 2012). Applicants must be a high school graduate or possess a GED or equivalent on or before June 22, 2012. In addition, they must possess a Utah State Driver License by the time of employment.

IV. Proposed Process:

The Fire Department proposes a written exam and the Behavioral Personnel Assessment Device (BPAD) as the selection devices to create an Eligibility Register. In addition, candidates will participate in a pass/fail physical ability test (C-PAT) before hire. Written Exam 10% The written exam questions will be obtained from a test bank provided by Firefighter Selection Incorporated. The exam will be deployed at the South Towne Expo Center on May 19, 2012.

The written exam will be the Comprehensive Examination Battery (CEB) Exam. The CEB is an exam consisting of questions with multiple choice answers. It is designed to measure reading comprehension, math skills, interpersonal skills, teamwork, commitment, honesty, integrity, and emotional stability. The completed written exams will be sent to Firefighter Selection Incorporated for scoring. In addition to scoring the tests, the company will provide adverse impact results to the City. They will also conduct and complete a cut-off data analysis. The cut-off recommended by Firefighter Selection Incorporated shall not be binding on the City. The Fire Department suggests a list of approximately 100 - 150 individuals will be sufficient to meet the hiring needs over the next two years. The written exam will identify candidates that closely match the needs of the Department and is primarily intended as a hurdle exam to advance those candidates to the next phases of the process. Therefore, the test will only account for 10% of the candidate’s total score.

Behavioral Personnel Assessment Device (BPAD) 90% BPAD is a video test. It is a method to observe candidates perform essential job functions before deciding to offer them a job. BPAD is not a test of knowledge; rather, it is a test of the candidate’s interpersonal competence in dealing with different types of people in different job-specific situations. Unlike situational oral interviews that require the candidate to state what they “would do” in response to a hypothetical situation, BPAD requires that the candidate demonstrate his or her skills by role-playing the response in eight separate scenarios.

The candidate’s responses to scenarios are video-taped and will be rated by trained raters from the BPAD Company.

The scoring of applicant response to BPAD video tests focuses on interpersonal competence as measured by two content scales: task orientation (a measure of the applicant’s problem solving ability) and interpersonal skills (a measure of the behaviors used by the applicant to relate appropriately to the subjects in the scene.)

V. Method of Scoring and Ranking:

The eight BPAD scenarios are scored 4 through 1. Therefore, the highest possible score is 32; the lowest possible would be 8. The Department has selected 20 as the cutoff / “fail” score. According to national data provided by BPAD using 20 as the cutoff score will likely eliminate 25% of the applicants. The advantage of this strategy is that it ensures a minimum level of demonstrated competence in order to be considered for hire. Those that fail will not continue through the process, nor will they earn a place on the eligibility register. An applicant’s final score will be obtained by adding the weighted numerically scored portions of the written and BPAD examinations. Preference points will be then be added to that score as follows: Utah Paramedic: 2 points

Utah EMT: 1 point Disabled Veteran: 10 points Veteran: 5 points The Candidates will be ranked according to their final score and placed on the Firefighter Eligibility Register. Candidates will be instructed to submit certifications and DD214 (for Veteran’s Preference) on the day of the written exam. In addition, any candidate on this list that also submits their Paramedic Certificate at the time of the BPAD will be ranked accordingly on the Firefighter/Paramedic Eligibility Register.

VI. Candidate Physical Ability Test (CPAT) Pass/Fail CPAT is a standardized test adopted by the Salt Lake City Fire Department. The IAFF/ICHIEFS have teamed up with ten of North America’s leading fire departments and unions through the Fire Service Joint Labor Management Wellness/Fitness Initiative and developed and validated the CPAT, resulting in a consistent test for hiring of candidate firefighters. The test is currently being used by 230+ cities nationwide. It will be administered at Utah Valley State College. Not all candidates will initially go through the CPAT process; rather they will be sent as needed according to openings. The CPAT is a sequence of eight events requiring you to progress along a predetermined path from event to event in a continuous manner. This test was developed to allow fire departments to obtain trainable candidates who are physically able to perform essential job tasks at fire scenes. This is a pass/fail test based on a validated maximum total time of 10 minutes and 20 seconds. The timed events in CPAT include: Stair Climb, Hose Drag, Equipment Carry, Ladder Raise & Extension, Forcible Entry, Search, Rescue, and Ceiling Breach & Pull All finalist candidates will be given a CPAT orientation guide / preparation manual at least eight weeks in advance of their test.

VII. Reasonable Accommodations:

Candidates may request a reasonable disability-based accommodation for any part of the examination process. Requests accompanied by medical documentation must be submitted to the Fire Department HR Representative at least ten (10) business days prior to the examination date.
