Grounds for Optimism – Chapter XXVIII Kampala City, South Central Uganda, Monday, 6th February 2017

Near the end of another fascinating, draining fortnight doing what I like best, meeting people, I was on ‘Friends’ bus speeding towards the capital, discussing the demise of Tanzania’s so-called ‘one party democracy’ with my travel companion, Madonna, showing her a photo of ‘the party’s’ huge useless unfinished H/Q back in Bukoba. Night fell, road-side markets narrowed the road and solar-powered LEDs lit up two hours of a 10km crawl. Earlier, new grid pylons awaited cables. (See Rosling, Factfulness; 80% of the world now has some access to electricity.) Paraffin for Tilly lamps was being sold at garage pumps for the yet-to-be connected but perhaps not for much longer. Fifty years ago Uganda provided nearly all the electric power not just for itself but for all Kenya besides. Owen Falls hydro-electric station used the force of Lake Victoria squeezing into the White Nile to supply both countries. Mr Anthony Lugangira, father of my late friend and Ihungo colleague, Pius, was chief HR executive of Uganda Electricity Board at the time, responsible for thousands of employees. A survivor of Amin and Obote’s regimes how could he imagine he would outlive his son by two years shortly after the millennium? Inside ‘Friends’ own terminus, Madonna dashed for a motor-cycle ‘taxi’ and I took advice from a normal taxi driver to stay at nearby Sunrise Hotel convenient for a university visit next day. Through the front, open to the street and counter current to my ascent, the cleaners’ suds were sluicing the broad tiled staircase. As usual, at reception, only a double at 65,000 shillings (£23) was available and there was no change (‘balance’) for my 100,000 shillings note but the room was spotless, still good value, bed large and fan and shower worked. I was cool, clean, dry and ready for another East African day of adventure. Having been warned that a smart phonecall home would be expensive, I nonetheless did not care, but was just glad to hear Jan’s voice and news of grandson Daniel’s kidney treatment. We discussed a snack-free diet in freezing, foggy ‘Blighty’. I promised to forego smoked grasshoppers. Voucher breakfast bought ubiquitous omelette, Unilever’s ‘Blue Band’ margarine and Nestlé’s Brazilian instant coffee rather than Bukoba’s ‘Tanica’ and no local honey. Globalisation ruled. Then taximan Roger drove me further uphill to Makerere University’s school of education where little had changed since teacher training days in 1966–7, with model kindergarten still below lecture rooms and offices. Emeritus geography professor Dr Alice Kagoda was free and showed me the most recent of her many academic papers, this one about how teachers could integrate visits to Uganda’s historical sites with their lessons. Alice is an inveterate traveller to international conferences where she has given many papers particularly on feminist and environmental issues. I was embarrassed to hear of the niggardly financial help with travel costs which she received from my old university, Cambridge, compared with the generosity of Germany and Canada. More immediately relevant to my own research, I met Dr John Sentongo of the Department of Vocational Training. He expressed interest in having my ‘Science through Coffee’ workshop for his trainee teachers on a future visit if our dates could fit with their return from teaching practice. Note: This will happen next year in 2020. A pleasure of curriculum development in East Africa is one’s freedom from being chivvied. Their attitude to time is as on the Isle of Man – ‘Traa di Loar’ – time enough. Rodney Priest

5th November – Bonfire Night – further important information Would those attending the Village Bonfire on 5th November (see page 11 for further details) please note the following points to make the evening safe and enjoyable for everyone:

It is essential to wear clothing and especially footwear suitable for the field and occasion – the long grass in the field can become very wet and sometimes very muddy due to the bonfire build and the large number of people attending the event.

Admission to the field is from 5.45pm in preparation for a prompt lighting of the bonfire at 6.30pm.

Please note that the entrance to the field becomes very congested from about 6.45pm. In previous years a number of people have missed the start of the fireworks display at 7.00pm because they were still queuing in Eastrip Lane.

Sparklers, bottles and anything else containing glass will NOT be permitted – this is to safeguard the hooves of ponies living in the field which is also used as a paddock. Alcohol is not allowed on to the field.

Could cars please be parked in the Market Place, Quarry Lane or at the Primary School (by kind permission of Mr Mark Solomon) – there is no parking anywhere near the field, and Vicarage Lane, Watergates and Eastrip Lane must be left clear in case emergency vehicles need access.

Please ensure that litter is not left on the roadways to the field or on the field. We want to encourage family attendance to this great event. Please consider

that there are several potential hazards. Please do take all necessary precautions and if the area where you are standing is very smokey or where sparks are dropping – please move to a safer area of the field. The organisers also rely on good parental controls to ensure babies and small children are not exposed to smoke, sparks and noise hazards. We rely on everyone to ensure we have an incident free event. Please respond to any safety announcement.

Please respect the fact that the Manor Field is private property and we must leave it as clean and tidy as it was before the event. There are NO public footpaths through the field: it is only open to the public for this one event.

We are very grateful to Mr and Mrs Harvey for lending the field to us for this major community event. We wish everyone a safe, happy and enjoyable Bonfire Night.

The UK has lost 97% of its wildflower meadows in less than a century, which has also contributed to the downward spiral of Britain’s butterflies and bees. Modern farming has been responsible, and so it is now a priority to create wildflower ‘meadows’ in other areas. One answer is to encourage

wildflower areas on roadside verges. But with safety and access considerations, along with a desire for ‘neatness’ it has resulted in authorities adopting an overzealous approach to keeping verges short. Colerne Parish Council is working with Wiltshire Council to identify a number of areas that could possibly become wildflower trial schemes, whereby a conservation cut would see maintenance of one to three mows a year – no later than mid-March and then resuming from mid-August. It will be necessary to maintain a shorter sward near to the road’s edge and at junctions, whilst grading to a taller sward near to the hedgerow, but it does need managing quite carefully. Common sense dictates it would not be a great idea to let roadside verges develop into meadows at junctions. So, it has to be a project organised by the Council or Authority to actually plant the right kind of flowers, which can be a bit complicated, but it’s certainly been very successful in some areas of the country.

For a number of years the local buses have not stopped by the bus shelter, but stop by the War Memorial. Wiltshire Council has acknowledged this by moving the flag and timetables around the corner. It is not an entirely satisfactory location and the Market Place. Working Group will see how the stop can be improved.

Back in March the Parish Council received a copy of the report of the Electoral Boundary Review.

Deep in the detail was a suggestion that the current ‘Box and Colerne’ ward should be renamed ‘Box’. The report did not say who put this idea forward or why. Regrettably, whoever made this suggestion and whoever wrote the report had absolutely no understanding that Colerne and Box are separate communities. Although we get on well with Box residents, we didn’t want to be lumped in with them like this. The Parish Council strongly objected to this proposal and also encouraged members of Colerne Parish to write to The Local Government Boundary Commission for England on the basis that it was completely unnecessary, served no purpose and removed Colerne from the electoral map. We have now been informed that the ward will remain as ‘Box and Colerne’.

The organisers of the Martins Croft Play Area Project are holding a Gourmet Cheese & Wine Tasting Evening on Saturday, 23rd November at 7.30pm in Colerne Constitutional Club. £17 per person, limited places. Royal British Legion – Colerne Branch Remembrance Sunday This year Remembrance Sunday falls on Sunday, 10th November and we would love you to join us in the parade. Those wishing to march with The Royal British Legion are asked to meet in the Fox & Hounds at 10.25am where we will form ranks and join the parade. Light refreshments will be available. Reflections Woke. A slang expression originating (where else?) in the USA, apparently receiving wide distribution in social media and entered in Webster’s Dictionary in September 2017. The phenomenon of being woke is a cultural push to challenge problematic norms, systemic injustices and the overall status quo through complete awareness. A translation of this gobbledegook into semi-understandable English might be: Being aware of the injustice of the social system in which one lives, or maybe: The act of being very pretentious about how much one cares about a social issue. It has become very woke to refrain from eating red meat, for this means the encouragement of cattle farming and everyone knows the damage caused by cows constantly farting methane into the atmosphere and thereby over-heating the planet. The medical authorities have issued contradictory advice on the advisability of consuming red meat. Some say it increases the chances of cancer, others say it doesn’t. What about dairy farming? Do we all have to eschew milk and change to some sort of ersatz milk substitute made from soya or other vegetable product usually produced for those whose digestion unfortunately cannot tolerate cow’s milk? It is, apparently, woke to be vegan; but what if like me you have been told that a recent blood test shows that you are, albeit slightly, anaemic and have been advised to eat some steak or calves’ liver products? Also, do we really want to do away with our dairy industry and the roast beef of old Britain? What will this do to the Yorkshire pudding trade? Should we join in demos meant to make the general public aware of the dangers of the extinction of all life by the anti-eco practices most of us follow? Recently a series of such demonstrations in Bristol caused much disruption in that city and may have been counter-productive to the ‘Woke’ cause. Sheep farming seems to be safe from woke campaigners for the time being. Presumably the wearing of woollen clothing is more tolerably woke than donning togs manufactured from man-made fibres. There have, however, been many protests voiced against the practice of fashion firms and dedicated followers of fashion consigning clothing to the rubbish dump after minimal usage, or after garments have become ‘so last year!’ The decidedly woke fact that many low-cost garments are mass-produced in third-world countries using sweated labour earning appallingly low wages, is a very strong indicator that pressure will continue to be applied, rightfully, in order to alleviate the conditions of garment workers. Then there is the frightful subject of gender. It is now woke to be ‘gender-neutral’, whatever that may mean. Surely one must be either male or female, not both? The woke person says, “Yes you can be either/or according to mood or whim”. This idea is unfortunately catching on. The Old Vic in London is installing conveniences which are supposedly ‘gender-neutral.’ I cannot think of any place I should be more likely to avoid than a ‘gender-neutral’ lavatory. By voicing this opinion, I shall leave myself open to being categorised as ‘Transphobic’. A couple who recently had a child have decided to bring up the child ‘gender-neutral’ and will not disclose its real gender to anyone. The idea is to allow the child to choose its preferred gender when the parents deem it has reached the age when the consequences of such a decision are within its power of understanding. In the meantime, the child will be called ‘they’. If I were to call this ridiculous, no doubt many woke people would expect the ‘Thought Police’ to be making me a visit. Imagine the ridicule this child will receive from fellow pupils at school if ‘they’ start ‘their’ education still ‘gender-neutral’?

I protest that that I am not ‘Transphobic’. I respect the right of any person who has a need, medically and psychologically certified, that requires him or her to undergo surgery and other treatment to change their gender, to undergo that procedure. I do not think that people should be free to self-identify as a member of the opposite sex on a whim or in following a fashion. Frequent flying is another point of contention. Commercial airliners are gas-guzzlers par excellence and therefore frequent flyers attract much opprobrium from the dedicated woke community. Members of the Royal Family have been criticised. Some people who oppose the third runway at London’s Heathrow airport would probably consider themselves to be woke; but anyone living within the area bearing the most noise will be rightly anxious about what the future holds. It looks as though those of us who are contemplating the continuation of car ownership and of driving, will be forced to purchase an electric car in the comparatively near future. I seem to remember reading that petrol/diesel engine cars will be phased out in favour of electric by 2030. Woke drivers will probably be among the first to make the transition. That is not to say that all electric car owners will be woke. Depending on the development of batteries, there may be electric 4x4s available by 2030, and some owners may be tempted to concrete over a large area of their gardens to accommodate a couple of these, presumably electricity-guzzling vehicles. Definitely non-woke behaviour.

Charity for the Month This month we are again supporting the work of the Church Army, a charity in the Church of England founded in 1882 by Wilson Carlile. It exists to share the Christian faith, especially with those who are hard to reach. The children in Foundation Stage quickly settled into school life and are particularly enjoying Friday Explorers, fortunately we seem to have missed the majority of the bad weather on our adventures. Phew! On our adventures we have been exploring our local environment and looking for signs of Autumn. We went on a crunchy leaf walk down to Frank’s Wood and found lots of different bugs and even some blue damselflies. We have also been identifying trees by the shapes of their leaves, this proved a little trickier (mostly for us adults!).

Recently we went blackberry-picking; we were very lucky and found enough to come back to school to make our very own smoothies! Thanks to some very helpful adults we were able to cut up apples, bananas and fruit juice, then we blended in the blackberries. It was delicious… depending on who you ask.

Last month I rambled on about happenings in my garden and in particular reporting from our pond that we now had a resident frog we called ‘Oppit’, only to find that it went missing soon afterwards. The mystery may be solved by the discovery of a skeleton close by. This evidence suggests that the frog was caught and partially eaten by a fox, cat, or heron (although the heron might have swallowed the frog whole). The carcass had then been re-cycled progressively by insects, fungus, and bacteria, leaving the bones with a ‘licked-clean’ appearance. Our next Tramp will be on 5th November. Each Tramp is different and we always walk at an enjoyable pace, starting and finishing at the Fox; the departure time is 10.00am. Sensible attire and a mid-walk ‘munchie’ are essential.

It’s been a busy time for the project. We’ve started quarterly ‘Spruce Up’ events to clean and tidy the play area. Our civilian and military volunteers do a great job of keeping everything looking good and the ivy and brambles under control. Thanks to 21 Signal Regiment for their support with this. We are thrilled and very grateful that our project has been awarded several grants which will mean the final phase of improvement work can soon start. Wiltshire Community Foundation awarded us £5000, The National Lottery Community Fund £10,000 and The Armed Forces Covenant Fund Trust £20,000. Part of these grants are to buy equipment suitable for children with disabilities or additional needs as well as equipment needed to run children’s workshops in 2020. Unfortunately the majority of our budget is taken up by less exciting things like groundworks, installation and safety surfacing costs. We have raised approximately £70,000 for this project since we started it in 2017 –through grants, donations and fundraising events. We now only have £9866 left to raise, this is towards a customised double tower unit. It has two different height slides for children of different abilities, four different entry/exit points so children can go at their own pace and a sensory skylight tunnel running underneath it. Once we have raised the money the work to install everything can start. We still collect old or foreign coins/notes and used inkjet cartridges which we can turn into funds. Collection boxes are available in village shops, doctors’ surgery or cafe or we can collect them if nearby.
