A publication of the Pennyrile Area Development District Serving Caldwell, Christian, Crittenden, Hopkins, Livingston, Lyon, Muhlenberg, Todd and Trigg Counties PADD PRESS 1 NATIONAL TRAINING CONFERENCES National Association of Development Organizations (NADO) Annual Training Conference PADD Board members and staff attended the NADO Annual Training Conference in Reno, NV on October 19-22. The conference, titled Reimagining Regional Development, focused on topics affecting building capacity in our communities and regions. Sessions such as “Becoming an Idea Friendly Community” and “13 Ways to Kill Your Community” were well received by those in attendance. As part of the breakout sessions during the conference, Jason Vincent, Executive Director and Amy Frogue, Associate Director, CED of PADD, along with Rory Malloy, Executive Director of the Ft. Campbell Strong Defense Alliance presented information about the Ft. Campbell Strong and other military/veterans initiatives being undertaken in the Pennyrile region. The Pennyrile Area Development District was recognized as an Impact Award recipient during the conference for the Ft. Campbell Strong Initiative project. AccuFund National Users Conference The Pennyrile ADD accounting staff attended the AccuFund National User Conference, a summit for non-profits and governments, from October 21- 23 in Denver, CO. The staff collaborated with partners and peers to improve proficiency on our accounting software and discuss relevant topics critical for financial management success. Staff was able to learn best practices and specific module features of the software. The accounting staff is identifying ways to work more efficiently and effectively within our accounting software and continuing to evolve with technology. NATIONAL TRAINING CONFERENCES

Funding Award Announcements - Hopkins County On October 29, DLG Commissioner Sandra Dunahoo joined local elected officials in Madisonville to announce the award of funding for four projects in Hopkins County. Through these announcements, funding will be provided for local projects that will improve infrastructure and quality of life aspects for the citizens in Hopkins County. The following communities received awards and recognition: City of Earlington – Recreational Trails Program: $122,400 for motorized trail improvements

PADD Welcomes Jared Nelson! Jared Nelson has joined the Community and Economic Development Department as the Community Development Specialist. Jared is a native of Princeton, KY, a graduate of Murray State University and most recently served as the Editor/General Manager of the Times Leader newspaper in Princeton. Jared enjoys spending time with his three children – ages 10, 9 and 5 – as well as hiking, fishing and other outdoor pursuits. He looks forward to serving the communities of the Pennyrile region and helping them continue to grow and prosper.

Pennyrile Communities Receive DRA Funding - On October 8, Delta Regional Authority Federal Co-Chairman Chris Caldwell and Governor Matt Bevin announced a $1,270,726 investment to strengthen public infrastructure and train the next generation of workforce to grow the region’s economy and create jobs in Kentucky. The investments will provide funding for projects supporting water and sewer system improvements, innovative job training programs, and crucial healthcare services in communities across Kentucky through DRA and other public and private resources. Of the six awards, the following Pennyrile communities received funding:

Dawson Springs Wastewater System Improvements Project - $408,000

Hopkins County Broadband Expansion - $155,500

Madisonville CDL Training Program - $143,380

Funding for these projects is provided by the States’ Economic Development Assistance Program, DRA’s flagship grant program that makes strategic investments into projects supporting basic public infrastructure, transportation improvements, workforce training and education, and business development with an emphasis on entrepreneurship. DRA coordinates directly with the Kentucky’s Department for Local Government and three local development districts in the state for program funding implementation. PADD staff were honored to assist in the submission of applications for these projects. Congratulations to the awardees!

Todd County Receives Funding Through New DRA Workforce Development Initiative - On October 22, Delta Regional Authority Federal Co-Chairman Chris Caldwell announced a $1.5 million investment into the Mississippi River Delta region to align workforce and economic development strategies, enhance job training and re-employment opportunities, create sustainable talent pipelines, and support workforce productivity through investments in innovative programming and technology through the Delta Workforce Grant Program. Investments will be focused on four key priorities: supporting industry-led workforce training, building collaborative talent pipelines, developing or enhancing industry clusters, and accelerating regional economic development. Of the eleven awards, the Todd County Fiscal Court received funding in the amount of $149,964 to support equipment purchases for the Todd County Advanced Manufacturing Technology Center. PADD staff was honored to submit this application on behalf of Todd County. Congratulations to Todd County on the award!

Medicare Beneficiaries! Are you currently receiving Medicare and paying for your Part B monthly premium? If so, there is a program that may be able to assist you with that premium cost. If your income is under $1,357/single or $1,827/married and your resources/assets are under $7,390/single or $11,090/married then you may qualify to receive assistance through the state with a program called the Medicare Savings Program. This program may help pay for your Part B premiums and potentially assist in also paying for Part A premiums, deductibles, coinsurance, and copayments, depending on your income level. National Family Caregiver Awareness Month

November is National Family Caregiver Awareness Month, where caregivers are acknowledged for the care they provide. This year’s theme is “Caregiving Around the Clock”. Caregiving is a tough job, as many caregivers provide personal care, homemaking, shopping, and overall comfort to millions of the elderly population. In the United States, more than 60 million caregivers are providing care to someone who is ill, disabled, or aging. In 2000, the Older Americans Act was amended to include the National Family Caregiver Support Program (NFCSP). It funds a range of supports that assist family and informal caregivers to care for their loved ones at home for as long as possible. Grant Award Announcement

Pennyrile AAAIL Director, Jill Collins received a grant award letter from the Kentucky Mental Health and Aging Coalition. The grant funds will continue to provide education, training and outreach regarding mental health and aging resources in the Pennyrile. The Pennyrile Area Agency on Aging and Independent Living coordinates the local coalition and develops and provides training throughout the district.

WEST KENTUCKY WORKFORCE

West Kentucky Workforce Board Assists With Talent

The WKWB assisted Murray Calloway County Economic Development with a “Talent Transition Expo” for Briggs & Stratton employees on Tuesday, October 22, 2019 in Murray, Kentucky. The event targeted a small number of companies matching the specialized sector of the talent of Briggs and Stratton employees. Additional hiring events, resource fairs and other activities will be announced in the near future to assist the employees.

Resource and Expungement Expo - A Resource and Expungement Expo was held at Kentucky Career Center-JobNet in Madisonville on October 7th, in partnership with the West Kentucky Workforce Board, Western Kentucky Reentry Council, Madisonville-Hopkins County Economic Development Corporation, and Hopkins County Job Expo Committee. This event was intended as a resource for individuals interested in receiving more details on the expungement process and getting connected to employment and training opportunities in the area. Kentucky Legal Aid attorneys were present and met with individuals regarding their particular case and free background checks were provided. Second-chance employers were on-site and training institutions, Madisonville Community College and Murray State University, were also in attendance. Over 50 individuals turned out for the expo, and there have been requests for another expungement event in the future. Based on local need, community partners are planning one for spring 2020 in the Madisonville area.

Pennyrile LTCO Program Receives Walmart Grant

The Long Term Care Ombudsman program, with the Area Agency on Aging and Independent Living, at Pennyrile Area Development District is proud to announce a $1,500 grant award from Walmart Distribution Center to help meet the needs of residents through the Forgotten Angels project. This is our 13th year for the Forgotten Angels project and Walmart DC has been a faithful part of this project for the past five years. It is with a grateful heart that we thank Walmart DC for their continued community involvement and support. Forgotten Angels will be ready for adoption on November 1, 2019. West Kentucky Workforce Board Receives Over $2.6 Million in

Grant Funds A funding announcement was held on Thursday, October 24 to highlight over $2.6 million in federal and state funds for reemployment services for Briggs & Stratton workers whose plant is slated to close in fall 2020. Kentucky Education and Workforce Development Cabinet Secretary Derrick Ramsey presented a check to the West Kentucky Workforce Board. Secretary Ramsey stated, “As long as I am in any position like this, I’m going to do everything I can to ensure that these situations don’t happen again, and, if they do, we’re going to fix it”. Briggs and Stratton began the first round of layoffs on October 25, 2019.

Murray Career Discovery Center A specialized dislocated worker transition center, Career Discovery Center (CDC), is slated to open in early November. The CDC will be located in Heritage Hall at Murray State University in Murray. The newly developed Career Center will provide an integrated agency partnership in order for the affected workers to have the greatest opportunity to assume new positions and present this workforce resource as a competitive asset to attract new industry.

PADD STAFF RECOGNITION Kyle Cunningham, Infrastructure Coordinator/GIS Specialist, Community & Economic Development, began working at PADD on November 3, 2014 and is celebrating 5 years of service this month. Kyle attended Murray State University from 2009-2013 and graduated with a Bachelor of Science Degree in Earth and Environmental Sciences, with a focus on GIS. Prior to joining PADD, Kyle worked at Reed Resources, Inc. in Marshall County. Upon joining PADD, he worked as a GIS Specialist assisting with gps data acquisition for KYTC Road Centerlines and KIA Water and Wastewater System Mapping. He was promoted to Infrastructure Coordinator/GIS Specialist in 2017 and began working with water and sewer utilities on project planning and project administration through various loan and grant programs. The best part of his job is meeting new people and making lasting friendships across the region and the state! Outside of PADD, Kyle is involved in church and community activities, which include serving as Team Captain for Briensburg Baptist Church’s Relay for Life team. He is currently a participant in the 2019-2020 Trigg Leadership Program and is looking forward to playing a small part in improving Trigg County, where he now considers home.
