“The Chatham Kent Community Foundation is a broad-based, volunteer driven, philanthropic organization creating, preserving and growing perpetual funds to enrich the quality of life of our citizens, now and in the future.”

The goal of the Chatham Kent Community Foundation is to assist in the development of this community through grants to registered charitable organizations which focus on education, health, the arts, recreation, social services and the environment.

By supporting these organizations, the Chatham Kent Community Foundation strives to enrich the quality of life of our citizens, now and in the future.

The Chatham Kent Community Foundation builds endowments and other funds to provide lasting support for local priorities. The income earned by the Foundation’s invested permanent funds is used to give grants to a wide range of community groups, while the original investment is retained and grows over time.

Donors have chosen to work with the Chatham Kent Community Foundation because of the flexibility it affords them. Donors can support any number of registered local charities by giving to the Foundation. Their contribution responds to needs in the community that are current and relevant.

A donation to the Chatham Kent Community Foundation is a fiscally responsible investment. The Foundation is able to minimize costs by pooling funds for investment and administration costs. As well, Foundation volunteers take care of administrative and grant-making decisions, thereby saving the donor both time and money.

The strength of the Foundation lies with its volunteers. The Board is made up of 11 dedicated Directors and many more Directors at Large who contribute significantly on Foundation committees. These volunteers also reflect the diversity of Chatham-Kent, which is truly a “Community of Communities.”

The Chatham Kent Community Foundation, established in 1990, is one of 191 community foundations in Canada. It is a local, registered charity that is self-determined and operates independently from any national or local organization or governing body.

The Chatham Kent Community Foundation strives to make a positive and everlasting impact on our community. In 2016, the Foundation provided vital support to 40 charitable organizations in Chatham-Kent. This was made possible by the cumulative effect of all donations received in the current year and every year since being founded in 1990.

In 2016, major donations were gratefully received from South Kent Wind, Brenda and Dave Baute, Frank Uniac, and other generous donors, who added to their legacies. Also in this year, new Funds were established by Rosa Corsini and the family of Donald Allan Cottingham. Thank you for entrusting these gifts and numerous other donations to the Foundation. By design, the Chatham Kent Community Foundation continues to hold every dollar of capital that was ever donated to it. As a result, this capital and related earnings have grown into an endowment valued at over $6.3 million.

This year, grants totaling over $390,000 were funded by the generosity of South Kent Wind and investment income earned by the endowment under the capable guidance of Investment Committee Chair Dave Baute and investment advisers HollisWealth.

The Foundation, which is governed by a group of outstanding citizens from across Chatham-Kent, operates in a manner that is highly effective, forward-looking and low cost. This achievement can be attributed to the resourcefulness of its Executive Director Hugh Logan, the time and expertise freely given by the Board’s 11 Directors and many Directors at Large, as well as the help of other volunteers, such as Jennie Hook (Facebook administrator), and Shane Barnes (webmaster). We extend special thanks to Past Chair Jim Wickett, Vice Chair Ed Little and Treasurer Larry Gilhula for their exemplary skill and commitment.

Proceeds from special events, such as our upcoming golf tournament, dramatically offset the Foundation’s operating costs. We are grateful for community-minded sponsors, enthusiastic participants and devoted volunteers who make this possible. Please read inside about the fun day that Ruth Hook and her committee are planning for you.

We applaud the selfless volunteerism and unwavering dedication that fuels charities throughout Chatham-Kent. The important projects and services that you champion, and Chatham Kent Community Foundation helps to fund, make a significant difference in our community.

Supporting his community was second nature to Al Cottingham. People in Tilbury and west Kent knew they could count on him for support, both personally and through his family’s business.

This generous spirit will continue though the Donald Allan Cottingham Fund, which was established in 2016 by Al’s wife Kathy and their family.

“Al and his family were so community oriented,” Kathy said. “They have been incredibly generous to this community.”

After Al’s passing in December, 2015, Kathy started looking for a way to ensure that her husband would be remembered in the town that he loved. She was aware of the concept of a foundation, but wasn’t prepared to put in all the work that is necessary to make it productive.

“A foundation in and of itself is a hard thing to maintain, and I have no desire to do that,” she said.

By creating a fund within the Chatham Kent Community Foundation, the Cottingham family can continue to support local initiatives in perpetuity.

“It’s important that our community remains viable,” Kathy said.

“That is something that was very important to him and he was very generous to the community. I want that legacy to live on.”

Kathy’s goal is to grow the fund beyond the $50,000 mark, so that the Donald Allan Cottingham Fund can become a donor advised fund. To that end, she will be hosting a fundraising event in early November, which is close to Al’s birthday.

The Cottingham family also sees the fund as a hand up, rather than a hand out.

“As the world changes, our community changes and you have to make a commitment to it. If you do that, then I think you have something that people can grab onto.

“You create something they value and that they don’t want to loose.”

Chatham-Kent residents, like the Cottingham family, have time and again taken the initiative to provide services and financial backing for new projects. They do this to help provide a higher standard of living for all Chatham-Kent citizens.

Our donors and our supporters should be applauded for undertaking these services and initiatives as they provide successful alternatives to municipally funded programs.

ABOUT OUR FUNDS

The Chatham Kent Community Foundation has five

types of funds. The first fund, namely the COMMUNITY

ENDOWMENT FUND, is a general type of fund that

leaves control over the granting of investment income to the

discretion of the Foundation Board. The remaining four types

of Funds, specifically the FIELD OF INTEREST FUNDS,

DONOR DESIGNATED FUNDS, DONOR ADVISED

FUNDS and the OPERATING ENDOWMENT FUND,

differ from the Community Endowment Fund essentially in

the way they direct how the investment income is granted.

1. Community Endowment FundThese discretionary funds offer the greatest amount of flexibility to the Foundation in responding to the immediate and changing needs of the community. Donors do not place restrictions on the use of the funds and rely on the Board of Directors to make grant decisions that meet current community priorities and needs. The Community Endowment Fund has within it the opportunity to have Funds “Named” in the name of the donor or some other honoree.

2. Field of Interest FundsThese funds work much like the Community Endowment Fund except that the donors will identify an area of interest that they would like to support. The donor empowers the Foundation’s Board to select worthwhile projects to support. Named Funds are also possible. The Chatham Kent Community Foundation has two Field of Interest Funds currently available to our donors:

Ontario Endowment for Children & Youth in Recreation in Chatham-KentThis Fund was established through a matching grant from the Ministry of Citizenship, Culture and Recreation, of the Province of Ontario. Within this Fund there are a number of Donor Named Funds all of which are used for advancing and supporting participation by children and youth in healthy and safe physical activity and recreation.

The Environmental Legacy FundThis fund was established through a partnership with the J.W. McConnell Foundation of Montreal. The income from this fund is used to financially support environmental initiatives within Chatham-Kent that relate to increasing our understanding of environmental issues and interconnection with the community. It supports initiatives that acknowledge the impact of today’s environmental actions on future generations and builds relationships with service groups and funding providers to ensure long term sustainability.

The Environmental Legacy Fund is principally financed by a major contribution from the Stan Wonnacott Family. There have also been other donations directed to the Environmental Legacy Fund.

3. Donor Designated FundsBy establishing a Designated Fund, donors have the opportunity to specify which particular charity or charities they would like to support in perpetuity. If a specified charity ceases to exist and the donor has not named a successor beneficiary, and the donor is unavailable to advise the Foundation, the Foundation will redirect the funds to a Named Fund within the Community Fund.

4. Donor Advised FundsDonor Advised Funds enable a donor to have ongoing participation in the selection of charities that will benefit from their gift. Donors are involved in the grant making process, however, the Foundation, as trustee, retains the responsibility for final decisions. Provision should be made in the Donor Advised Fund Agreement to provide directions to the Foundation in the event of the death of the donor or designated advisor.

5. Operating Endowment FundThe purpose of this fund is to offset the costs of operating the Foundation. A Named Fund can be established within the Operating Endowment Fund.

The Chatham Kent Community Foundation Managed FundsIn addition to managing the Endowment Funds of the Chatham Kent Community Foundation, the Foundation also manages three other Funds for charities within the community, namely The United Way Endowment Fund, the Carlo Rossini Memorial Diabetes Foundation Fund and the Chatham-Kent Canadian Diabetes Fund. These Funds are owned by the donors and are invested in strict accordance with the Foundation’s established Investment Policy. The earnings from these funds are distributed to the designated organizations on an annual basis. Donations to the Chatham Kent Community Foundation may be directed to these funds.

GRANT MAKING

Timeline:The Chatham Kent Community Foundation follows a Grant Review Process. The Grant Committee reviews all requests twice per year and makes grants in June and November. In this way, it is hoped that the Foundation can be responsive to the needs of charitable organizations within the community.

Guidelines:The Board of Directors has developed the following application guidelines:

1. The Foundation supports charitable organizations concerned with EDUCATION, HEALTH, ARTS and CULTURE, RECREATION, the ENVIRONMENT, HERITAGE, and SOCIAL SERVICES that operate for the citizens of Chatham-Kent.

2. Grants are made only to REGISTERED CHARITABLE ORGANIZATIONS. Organizations seeking funds must demonstrate a strong, committed Board, fiscal responsibility and management qualifications.

3. Grants are awarded for DEFINITE PURPOSES, and for projects covering a specified period of time. Multi-year grants are subject to periodic performance reviews.

4. Preference is given to projects which:

(a) encourage more efficient use of community resources

(b) expect to test or demonstrate new approaches and techniques in the solution of community problems

(c) are developed in consultation with other agencies and planning groups, and those which promote coordination, co-operation and sharing among organizations, and the elimination of duplicated services

(d) promote volunteer participation and citizen involvement in the community

(e) expect to strengthen internal management capabilities of agencies.

5. CAPITAL PROJECTS will be considered if there is a demonstrated need.

6. BURSARIES and SCHOLARSHIPS are usually awarded to educational institutions and not to individuals.

7. Grants are not usually made to support OPERATING EXPENSES of established organizations or programs.

8. Grants are not made to establish or add to ENDOWMENT FUNDS.

9. Grants are not usually made to RELIGIOUS or POLITICAL organizations for direct activities.

INVESTMENT AND FINANCIAL REPORTS

The investment portfolio of the Chatham Kent Community Foundation achieved an 8.47% annual rate of return for 2016 utilizing a conservative asset allocation target. The portfolio is managed by an investment committee reporting to the Board of Directors. The committee operates under guidelines set forth in the Foundation’s investment policy statement. New cash inflows to the portfolio are used to rebalance to the asset allocation target. The investment committee places great emphasis on preservation of capital while fulfilling the need for grants in our community at a level that satisfies disbursement quota requirements. The Foundation strives to keep original donated dollars forever. The value of the investment portfolio currently exceeds the total donations received by the Foundation since its inception.
