Section2:NarrativeSummary BackgroundAssamThecurrentfloodsinAssamhavebeentermedtheworstsince1998.Thethirdwaveoffloodshasclaimed67livessofarinAssam.Thetotalnumberofdeathsinthisyear’sflood-relatedincidentshasgoneupto151inthestate.Incessantrainsleadingtofloodshavewreakedhavocin25ofthe32districtsofAssam.InMorigaondistrict,whichhasbeenhithardest,521,000peoplehavebeenmaroonedwhile467,000peopleareaffectedinBarpetadistrict.Heavyrainoverthepastfewdayshasworsenedthefloodsituationinthestatewitheightriversflowingabovethe danger level, inundating densely populated regions and affecting humans, cattle and crops alike. Over118,000hectaresof farm landareunderwater,while largeswathesofagricultural landcoveringnearly fourlakh hectares are still submerged. Kaziranga National Park which is home to a large population of rhinos,elephants,tigers,wildbuffalosandeasternswampdeeralsoborethebruntofdisasterasatleast107animals,includingsevenrhinos,diedinthefloods.BiharThenumberofdeadinthedevastatingfloodsinBiharhasgoneupto253asthesituationworsenedwithmoreareas getting affected. Around12.6million people are facing the deluge in 18 districts of the state. HeavyrainfallinthecatchmentareasofNepalhasworsenedthealreadygrimsituationintheworst-hitArariadistrict.ThesituationwillremaingrimforthecoupleofdaysastheCentralWaterCommissionhasforecastedlighttomoderaterainfallinpartsofnorthernBiharforafewdays.AccordingtotheDisasterManagementDepartment,421,000peoplehavebeenshiftedto1,358reliefcampsindifferentpartsofBihar.TheworstaffectedareasareSitamarhi,WestChamparan,Katihar,EastChamparan,Madhubani, Supaul, Madhepura, Kishanganj, Araria, Purnea and Katihar where the water have reached toalarminglevel.ReportsclaimthatthemajorriversinBihar-Koshi,Mahananda,Gandak,BagmatiandGanga-
havebreachedbanksduetoexcessiverains.Trainservicescontinuedtobehitduetofloods.AnEastCentralRailwaysstatementsaidtheGuwahatiExpressendeditsjourneyatPatnaitself.Atotalof28NationalDisasterResponseForceteamscomprising1,152personnelarerenderingservicesinthemaroonedareaswiththehelpof118boats.MoreteamsoftheNationalDisasterResponseForce(NDRF)arebeingairliftedfromPunetoPatna.Atotalof16teamsoftheStateDisasterResponseForcecomprising446personnelarehelpingpeopleinthefloodhitareaswith92boats.SevenArmyteamswith2,228personnelareassistingreliefandrescue operation with the help of 280 boats, a state Disaster Management Department release said. The SpecialSecretary in the DisasterManagement Department said 1,765 community kitchens are catering to 344,000 people inseveralflood-hitareas. NorthBengalNortherndistrictsofWestBengalarereelingunderheavyrainsandunprecedentedfloodssinceJuly21withthe state’s disaster management department reporting that the disaster has so far claimed 55 lives andaffected5.5millionpeople in northBengal districts - Jalpaiguri, Alipurduar, SouthDinajpur,NorthDinajpur,MaldaandCoochBehar.Whilesomehavediedduetosnakebites,theothersdrownedinthefloods.TherailwayserviceinnorthBengalandnortheastIndiaremainssuspendedastherailwaytrackswereinundatedatseveralplaces.
HumanitarianNeeds CapacitytoRespond Assam521,000 people have beenmarooned in 25 districtswhile467,000peopleareaffectedinBarpetadistrict.Bihar12.6 million people are in 18 districts of the state.According to the Disaster Management Department,421,000peoplehavebeenshiftedto1,358reliefcamps indifferentpartsofBiharand1,765communitykitchensarecateringto344,000peopleinseveralflood-hitareas.Food,temporary shelter, WASH and livelihood restorationmeasures are verymuchessential as unmetneeds amongfloodaffectedhouseholds.

Church's Auxiliary for Social Action (CASA) is thesocial action arm of the 24 Protestant andOrthodox churches in India. CASA ismandated towork for the poor and the marginalized,irrespective of any political, religions and casteconsideration. CASA today is operational in 22states, including five states inNorth-east India, inapproximately 5,000 villages. In addition CASAsupports and accompanies around 400 NGOsworking on different issues throughout thecountry. CASA continues to respond to 60-70small and medium disasters annually and alsoresponds comprehensively to major emergencieswith an enhanced perspective in its strategies ofintegrating a long-term understanding of thecausesandconsequences.CASA’sstrengthsandaddedcapacityemergefromits direct relationship with the vulnerablecommunities especially the dalits, tribals, womenand others, the village/cluster level DisasterMitigation Task forces built up over a period oftimeinvulnerableregionsofthecountryandalsowith its accompaniment of a large number ofNGOs and their forums and networks operationalthroughoutthecountry.Considering the large geographical area of India,

CASAstafffromourWestBengal,BiharandAssamsectorsofficeandtheZonalOfficeatKolkatawhohavewideexperienceinrespondingtoemergencysituationsand the requisite sectoralexpertisewillbe responsible for implementation of theprogramme.This initialresponse isplannedbasedon the data and information collected fromsecondarysources,suchasgovernmentauthoritiesandlocalpartners.LutheranWorld Service India (LWSI), as a countryprogram of Lutheran World Federation/DepartmentforWorldService(LWF/DWS),GenevastarteditsoperationstorespondtotheimmediateneedoftherefugeesofBangladeshIndependencewar in the year 1974. Later, at the request ofGovernment of India, it extended its area ofoperationtodifferentstatesofthecountrybothinhumanitarian response and developmentprograms. However, LWSIT got registered as aNationalNGOinIndiaunderIndianTrustAct1882intheyear2008andcontinueditsjourneyservingthe people those are suffering from variousdisasters either human-made or natural. LWSI/LWSIThas responded toall themajordisasters inthe country as Pan India program and alsoextended technical support in humanitarianresponse,CBDPandCBDRRprogramtoitsnetworkmembers too such as Myanmar, Nepal,Bangladesh, etc. Thus, since last 43 years, LWSI/LWSIT has gained experience and implementing
humanitarianresponseprojectsalmosteveryyearinthecountry.With wealth of experience in the field ofhumanitarian response, DRR and Developmentprogram, staffs of LWSIT are well equipped withgood understanding of the program andimplemented several projects in the past. Hence,existingstaffmembersoftheorganizationpossesshighestdegreeofaccountabilityto implementthehumanitarian response program with greaterefficiency and ensure effectiveness of theprogram. As such, experienced staff currentlyworkinginseveralprojectsofLWSITwillbepulledout and deploy them to Bihar for implanting theprogram.Necessary logistics such as vehicles, equipmentandotheraccessoriesarereadytousethemintheproject apart from pulling human resources fromdifferentprojects.

FoodSecurity:DryRationKitsTo sustain themselves, the floodaffectedpeoplewillneeddry rationsas itwillput them in thepathof recovery.Theproposeddryrationkitwillmeetthefoodneedsofthereferencecommunityforaperiodof15/20daysbasedonthefamilysizeinthesethreestates.8,000dryrationkitswillbeprovidedtoaffectedhouseholdsinthreestatesi.e.WestBengal,BiharandAssam(eachdryration kit consistingof 15 kgsof rice, 2 kgspulses, 1 kg salt, 1 lire refinedoil, 200 gmpkt. Chilli powder, 200 gmpktturmericpowder).
2. TemporaryShelterandNFIs:TarpaulinsandPlasticMatsThousandsofpeoplewereshiftedtotheroadsideandareinmake-shiftshelters.Theywerealsoinneedoftemporarysheltertoprotectthemfromwindandrainandalsotoprovidetherequiredprivacyforwomenandadolescentgirls inthefamily.8,000Tarpaulinsof18’x24’willbeprovidedtotheaffectedfamilies,whichwillserveasanimmediatetemporaryshelterfor the familieswho have lost almost everything in the floodwaters. These sheetswill also provide thewomenwithmuchneededprivacyduringthecrisisperiodinthesethreestates.
8,000plasticmatsof5’x7’willbeprovidedtoaffectedhouseholdswhohavelostalmosteverythinginthefloodwaters,whichwillhelpthemtosleepandsitatleastastheentirehousewasfullofmud. LWSIT will distribute high quality HDPE Tarpaulin Sheets to the families affected by high flood whose houses arecompletelydamageddue to flooding.These tarpaulinsheetswillbeusefulandcanensure thebetter livingconditionsamong families currently livingexposed to theelements. Until thewater recedes, familieswill continue to liveundertemporaryshelter.Whentheygobacktotheirhomes,theycantakethetarpaulinsheetswiththemforfutureuse.Thiswillactasfamilylevelpreparednessforsuchdisastersinfuture.
3. WASHToensurethat,2,000floodaffectedwomenandfemaleadolescentprotecttheirdignityandmaintainpersonalhygienepracticesaswellaspreventfurtherdiseasesWomen and adolescent girls of 2,000persons are providedwith dignity/ hygiene kits in order to enable them to livemorecomfortablyandprotectthemfromanyfurtherailments.LWSITwilldistributedignity/hygienekitsatthehouseholdlevelforthewomenandadolescentgirlsthoseareaffectedby floodsandhavechallenge tomaintain theirpersonalhygiene.Suchkitswill alsobeusedbyothermembersof thefamilyinordertocleansingthemselvesandcleaningtheirclothestoensurehygienicpractices.CoordinationTheprogrammesofCASAareundertakenwiththecloseco-operationoftheGovernmentatvariouslevels.Particularlyindisastersituations,itisensuredthatareasofoperationsaredecidedinconsultationwiththeGovernmentinordertoavoidduplicationofreliefefforts.Suchcoordinationensuresthatvariouseffortscomplementeachother.CASAisalsoamember of Sphere India which is a coalition of Humanitarian agencies working towards adherence to the Spherestandards and better coordination and networking during response. CASA is alsomembers of Inter Agency GroupspromotedbySphereIndiawhichareresponsibleforcoordinationeffortsattheStateandDistrictlevelin12vulnerableStatesofIndia.TheACTIndiaforumisalsoofstrategicvalueinthecoordinationofthereliefworkofitsimplementingpartners.CASA’sHeadquartersisintouchwithresourcepartners.ContactswiththelocalgroupsandCBOsintheproposedareasarealready strong. CASAwill involve the regional/localNGOs in co-coordinating the relief intervention. Thepurposewouldbetomaintaintransparenciesandharmonyintheprocessofselection,implementationandaccountingtoavoidanypossibleduplication.Thisprogrammewillbeconductedwiththeapprovalandco-operationofthestateauthoritiesanddistrictofficials.LWSITwillcoordinateandworkcloselywithfloodaffectedhouseholdsthosearetakingshelteratvariousreliefcamps,orat the embankment and at road sites. As is the practice, LWSITwill seek approval from government as well as localauthoritiesandimplementationwillbecarriedoutwithco-operationofthestateauthoritiesanddistrictofficials.LWSITwillcoordinatewithitslocalpartnerinthedistrictofDarbhanga.CASA and LWSIT are maintaining regular contact with local administrations for proper coordination and effectiveimplementationof theproposedprogramme. The coordination at the state level iswith the State office of CASA inWest Bengal, Bihar and Assam . CASA and LWSIT are in regular touch with ACT India Forummembers in order tomaintain effective coordination in the crisis phase. CASA and LWSIT will also coordinate closely with other ACTImplementingpartners.
MonitoringandevaluationCASA and LWSIT would ensure the active involvement and participation of the beneficiaries in the implementation,monitoringandevaluationoftheprojectactivities.Theprogrammewillbeconstantlymonitoredforensuringthatitisinprogress along with the planned framework, and also in order to fine-tune it as and when required, based on fieldresponses.Aconsolidatedreportwillbesubmittedoncompletionoftheintervention.Attheendoftheprogramme,reviewwouldbeconductedtoassesstheimpactoftheprogrammeanddocumentlearning’sforfutureplanning.
