The National Council on Aging:Charting Our Social ImpactThe National Council on Aging (NCOA) is the nation’s leading nonprofit service and advocacy organization representing older adults and the community organizations that serve them.

For more than 60 years, NCOA has been a trusted voice and innovative problem- solver helping seniors navigate the challenges of aging in America.

We work with local and national partners to give older adults tools and information to stay healthy and secure, and we advocate for programs and policies to improve the lives of all seniors, especially the most vulnerable.

Our Social Impact Goal

To improve the health and economic security of 10 million older adults by 2020 by:

• Providing innovative services that significantlyincreaseincome and/or reduce expenses for low-income seniors.

• Promoting proven, cost-effective programs that improve the health of older adults.

• Serving as a national voice and advocate for public policies, business practices, and societal attitudes that improve the lives of older adults.

• Bringing together business, government,andnonprofitsto collaborate nationally and locally to achieve these goals.

Charting Our Social Impact

NCOA follows Charting Impact, a joint project of BBB Wise Giving Alliance, GuideStar USA Inc., and the Independent Sector.Itusesfivesimpleyetpowerfulquestions to encourage strategic thinking and help organizations share concise information about their plans and progress toward impact.

1. What is NCOA aiming to accomplish?

We seek to improve the health and economic security of 10 million older adults by 2020.

2. What are our strategies for making this happen?

We achieve societal-level change by focusing on several core competencies: innovative services, collaborative leader-ship, and advocacy.

3. What are our organization’s capabilities for doing this?

The key resources that enable NCOA to achieve results are our moral capital and brand,stakeholders,andfinancial resources.

4. How will we know if we’re making progress?

We collect quantitative and qualitative data about the social impact our work has on older adults, organizations that serve them, and public policies, and make the data publicly available each year in this Impact Report.

5. What have and haven’t we accomplished so far?

Since 2010, in collaboration with more than 2,000 community partners, NCOA hassignificantlyimprovedthehealthoreconomic security of more than 1.5 million older adults.

NCOA delivers proven solutions to help older adults face today’s health and financialchallenges.

Benefits Access

Through our Center for Benefits Access and BenefitsCheckUp® online service, NCOA is the nation’s leader in helping eligibleolderadultsfindandenrollinpublicandprivatebenefitstopayfordailyexpenses. This year, the Center also began in-depth work in several communities to effect meaningful and sustainable change at the state and federal level to make benefitssystemsworkbetterfor low-income older adults. NCOA also led a successful advocacy effort to secure $23 million in new federal funding for Medicare low-income outreach and enrollment.

Chronic Disease Self-Management

In partnership with the Stanford School of Medicine’s Patient Education Research Center, NCOA connects older adults to interactive workshops online and in the community. Here, they learn to manage their health, reduce stress, plan for the future,findandusecommunityresources,and communicate with their doctors. This year, NCOA signed a new cooperative agreement with the U.S. Administration for Community Living to continue to serve as the National Resource Center on Chronic Disease Self-Management Education Programs to spread these programs nationally. NCOA’s advocacy efforts were responsible for securing another $10 million in federal funding for these programs.

Jobs

With funding from the U.S. Department of Labor, NCOA manages 27 Senior Community Service Employment Program officeswherelow-income,unemployedindividualsaged55+canfindtrainingandcommunity service work. This year, NCOA also launched JobSource, an online portal to help older workers assess their skills, gettraining,andfindemployment.

Reverse Mortgage Counseling

NCOA is one of nine national counseling groups approved by the U.S. Department of Housing & Urban Development to offer counseling to older homeowners considering a reverse mortgage. This year, NCOA piloted a new project in Philadelphia to help older borrowers in default access benefitsandsupportservicestoavoidforeclosure.

Community Education

In partnership with researchers, corporations, and others, NCOA brings hands-onfinancialandphysicalhealtheducation directly to older adults through campaigns such as Flu + You, Savvy Saving Seniors®, and Put Pain in its Place.

Faces of NCOA: The Avilas

ManuelandNormaAvilaofTexasweregoingthroughdifficulttimesboth physically and mentally.

Manuel was recovering from prostate cancer and chemotherapy, on top of his diabetes and high cholesterol. Norma had her own health issues.

Then they enrolled in a Chronic Disease Self-Management Program in their community, supported by NCOA.

“What we learned truly changed our lives,” Norma says. “In December, my husband suffered a heart attack, and it was the most frightening and painful experience in our lives. As I turned to prayer and family, I remembered the things we had learned in this class.”

The couple pulled out the free book they received at the workshop and reviewed what they learned.

“Now we are slowly but surely getting back to walking, exercising, and even dancing,” Norma says. “All the skills we learned really paid off!”

After being laid off, I found myself in need of NCOA’s [jobs] program. They allowed me to get formal computer train-ing, take and assist in job readiness classes, as well as take advantage of training that I would not have been able to afford. - Cathie Buckner

I learned through NCOA that I could be getting my medical expenses

itemized and deducted for SNAP (food stamps). I had fought for two years in my state but kept getting denied. NCOA put me in touch with advocates in my state. The first day I received the first portion of my settlement, I went to the grocery store and was able to buy food and eat for the first time in a week! - marbenjamin

NCOA is a leader of diverse national coalitions that work to address complex health and economic issues facing our aging society.

Self-Management Alliance

NCOA formed and leads the Self-Management Alliance of 24 foundations, corporations, think tanks, and government agencies whose goal is to make self-management an integral part of U.S. health care. This year, the alliance began planning a multi-site demonstra-tion to develop, test, and disseminate a “whole system” health neighborhood model to support individuals living with multiple chronic conditions. The model will bring together community, public health, and health system resources to empower individuals to live healthy lifestyles and manage their conditions.

Friday Morning Collaborative

NCOA leads the nation’s only aging and disabilities coalition, bringing together 36 organizations to advance long-term services and supports for older adults and individuals with disabilities. The Friday Morning Collaborative is focused on improving access to home and community-based services, integration of health and long-term services, and long-termcarefinancing.Itfosters advocacy at the federal and state levels and educates hundreds of advocates on how to improve services in their states.

Falls Free® Initiative

NCOA created and leads this national campaign to reduce falls and fall-related injuries among older adults. In September 2013, 47 states and more than 2 million individuals participated in the annual Falls Prevention Awareness Day to edu-cate the public about the role they play in reducing falls.

National Institute of Senior Centers

NCOA’s NISC continues to support and advance the nation’s 11,000 community-based senior centers through innovative programs, best practice education, professional development, advocacy, and research. As the only accrediting body for senior centers nationwide, NISC accredited more than 220seniorcenters,providingofficial recognition that these centers meet quality assurance standards, behave ethically, and meet core standards of operations excellence.

Leadership Council of Aging Organizations

In 2013, NCOA chaired this group of 68 nationalorganizations.Forthefirsttime,NCOA mobilized the coalition to speak with one voice to policymakers, media, and advocates about the need for a bal-ancedapproachtodeficitreductionthataddresses spending and revenues, while protecting the most vulnerable and without increasing poverty, hunger, or income inequality. NCOA also forged consensus, raised awareness, and provided tools for coalition members on more than a dozen Medicare and Medicaid reform issues and the effects that discretionary funding cuts have had on vulnerable seniors.

Collaborative LeadershipVoices of NCOA

NCOA’s work impacts the neighborhood-level needs and concerns of our nation’s seniors by taking national trends and creating solutions with local-level partners. It is this steadfast commitment to shared leadership and partnerships that motivates my continued involvement with this organization. -- Laura Trejo, General Manager,

Since its beginnings, NCOA has demonstrated a core competency in recognizing gaps in infrastructure, resources, support, and services for older adults and providing innovative, cutting-edge solutions that improve their lives. This year, NCOA launched three signature social innovation programs.

My Medicare Matters

NCOA joined forces with Aon Hewitt to make it much easier for people with Medicare to make informed and confidentchoicesabouttheirhealthcoverage and make the most of that coverage. Through a new strategic alliance, NCOA and Aon will provide seniors with comprehensive education and unique decision-support services related to Medicare enrollment, coverage, and costs via a revamped My Medicare Matters website.

EconomicCheckUp®

In response to the 2009 recession, NCOA began to develop and test innova-tive strategies for helping older adults increase their income and/or reduce expenses. The new online service EconomicCheckUp® asks a series of questions to help older adults identify benefitsandservicesthatcouldsavemoney,findwaystocutexpenses,andbetter utilize assets. Early tests in 25 communities showed that vulnerable older adults using the tool can save on average $250 in their monthly budget.

Aging Mastery Program

NCOA is developing and testing this program that empowers older adults to improve their health behaviors. The project educates, encourages, supports, and provides incentives for older adults to take small but impactful steps to improve their health. Preliminary results show older adults in the program have increased their social connectedness, physical activity, healthy eating habits, understandingofpreventivebenefits,and communication with their health care team.

Social Innovation Voices of NCOA

As a trustee of the Retirement Research Foundation, I was blown away when NCOA presented their new software

[EconomicCheckUp®]. This program identifies eligibility for supportive programs in employment, housing, income, nutrition, socialization, and transportation. In the hands of community elder care advocates and families, this resource will be life-changing for seniors and for middle-age caregivers. -- Cheryl Woodson

Faces of NCOA: Mr. DAt 57, Mr. D was living in an abandoned house that his uncle had left him with an unpaid utility bill of $5,000. Unemployed, his only source of income was $200 a month in food stamps.

Until he found help through an NCOA Economic Security Service Center. Using the organizational edition of EconomicCheckUp®, a counselor worked with Mr. D to increase his income and pay his bills. The counselor helped Mr. D apply for and receive:

Today, thanks to NCOA’s tools and services, Mr. D has regained his self-esteem and his independence.
