College and Career Ready means an individual has the academic
preparation, cognitive preparation, technical skills, and
employability skills to be successful in postsecondary
education, in the attainment of an industry recognized
certification or in the workforce, without the need for
remediation.

The August 6th meeting established the following with regard to a summative state assessment:
Should meet the Kansas definition of College and Career Ready. Should be geared toward helping students obtain post-
secondary readiness and job-market skills. Should be focused on students. Should assess all students. Should be meaningful and motivational to students. Districts should have options for a vetted/benchmarked
assessment.

A subset of the KCCRAAC met again August 28 to draft a plan based on conversations from the August 6 meeting . The group identified four possible paths forward:
1. Smarter Balanced Assessment Consortium for 3-8 and H.S. (CETE will score, administer, and report) 2. Assessment Vendor, e.g. ACT for 3-8 and H.S. 3. Hybrid Assessment Model (i.e., the state will provide a default assessment and allow districts if they so choose to use another USED approved assessment funded by the district) 4. CETE-developed Assessment for 3-8 and H.S

A final meeting was held on September 3rd during which #3 was chosen as a path to pursue:

Monitoring Visit Sept. 10-11 Purpose was to monitor implementation of Principals 1, 2 and 3. Principle 1
College and Career Ready Standards and Assessments• 3rd full year of implementing new CCR Standards• 2013-14 Transitional Assessment
Principle 2 Accountability System (4 AMO’s) and Support (KLN)
• 2013 will be the first look at the 4 AMO’s, replacing AYP• 2013-14 is the 2nd year of Priority and Focus Schools in KLN
Principle 3 Teacher/Leader Evaluations
• 286 School districts are piloting new Evaluation Instruments in 2013-14

ESEA Waiver Extension Initial State ESEA Waivers were approved through
the 2013-14 school year. States may request extensions for another 2
years, good through 2015-16. In the event Congress reauthorizes ESEA during
that time, states will transition to the new law. States have until December 15, 2013 to submit a
letter of intent to extend their waiver. Waiver extensions can be submitted in
January/February 2014.

Preliminary 2013 Assessment Results
First look at new 4 AMO’s Currently, schools can see building data on the
authenticated application site Displays results from prior year’s, using the old
Assessment measuring retired standards. We currently do not have state wide data
calculated yet, since this is a new system.
