Maersk Line Adds $775 to Asia-Europe Rates Maersk Line is moving to take rate increases on Asia-Europe lanes to a higher level, announcing a $775 increase in pricing effective March 1 that would push the rate to more than double the current spot market price. The Danish carrier said the general rate increase will be applied to all dry and reefer cargo shipped from any Asian port to destinations in North Europe and the Mediterranean. OOCL also announced a GRI of $200 per container moving from North Europe to Asia, effective Feb. 15. The general rate increases on the depressed Asia-Europe trade come as container lines report deep 2011 losses caused by weak demand and low rates. The Shanghai Containerized Freight Index for the Asia-Europe trade fell below $500 in late 2011 and since has grown to around $730 per TEU. That is still barely half the rate at this time last year. In an attempt to deter similar losses in 2012, carriers, including Maersk and Hapag-Lloyd, have pushed rate increases on services originating from the Far East. Source: The Journal of Commerce

Iranian Navy Thwarts Pirate Attack on Oil Tanker in Int'l Waters

An attempt by the Somali pirates to hijack an oil tanker was thwarted after the Iranian Navy fleet deployed in the Gulf of Aden thwarted the attack with timely action. "An oil tanker was attacked by pirates 35 miles Southeast of the Gulf of Aden," Lieutenant Commander of the Iranian Navy Rear Admiral Seyed Mahmoud Moussavi said on Tuesday. After the Iranian Navy forces entered the scene, the unknown boats fled the area and the oil tanker was saved unharmed, he added. The Iranian Navy dispatched its 18th flotilla of warships to the Gulf of Aden on January 21 to protect the country's cargo ships and oil tankers against Somali pirates. The Iranian Navy has been conducting anti-piracy patrols in the Gulf of Aden since November 2008, when Somali raiders hijacked the Iranian-chartered cargo ship, MV Delight, off the coast of Yemen. According to UN Security Council resolutions, different countries can send their warships to the Gulf of Aden and coastal waters of Somalia against the pirates and even with prior notice to Somali government enter the territorial waters of that country in pursuit of Somali sea pirates. The Gulf of Aden - which links the Indian Ocean with the Suez Canal and the Mediterranean Sea - is an important energy corridor, particularly because Persian Gulf oil is shipped to the West through the Suez Canal. Varna closes port to shipping amid Bulgaria’s big freeze

The Black Sea city of Varna closed its port to all shipping on January 31 2012 because of strong winds and low temperatures, Sofia Echo reports. In its noon bulletin, Bulgarian National Television said that the temperature in Varna was minus 10 degrees Celsius but the wind chill factor made it feel like minus 20. The Varna – Dobrich road was open but some roads in the region were closed because of the severe weather, the report said. In Veliko Turnovo, the Yantra River froze over, Bulgarian National Television reported. The city was facing even colder temperatures in coming days, with minimums of minus 25 degrees forecast. For the first time since it was built, the "Water Mirror" hydro facility in Kurdjali froze over. The facility, which is three km long, was covered by 10cm of ice, the report said. Municipal authorities warned against attempts to ice skate on the frozen surface. On January 30, ice-skaters and ice-fishers turned out on the frozen surface of Pancharevo lake near Sofia. The Bulgarian capital city, meanwhile, was forecast to face an overnight minimum of minus 11 degrees, rising to minus six on February 1. Sea trafficking report reveals how ships move guns and drugs

Most ships involved in reported cases of sanctions-busting or illicit transfers of arms, drugs and equipment that could be used in the development of missiles and weapons of mass destruction are owned by companies based in the world's richest countries, according to the first comprehensive study of maritime trafficking. The ships are primarily commercial lines based in Germany, Greece and the US, according to the report, released on Monday by the Stockholm International Peace Research Institute.

"This doesn't mean the ship owners, or even the captains, know what they are carrying. But it is relatively easy for traffickers to hide arms and drugs in among legitimate cargoes," said the report's co-author Hugh Griffiths. The report shows that the methods adopted by arms trafficking networks in response to UN embargos on Iran and North Korea were pioneered by drug traffickers. They included hiding goods in sealed shipping containers that claim to carry legitimate items; sending the goods on foreign-owned ships engaged in legitimate trade; and using circuitous routes to make the shipments harder for surveillance operations to track.

"Containerisation has revolutionised international trade, but it also provides ideal cover for traffickers. So many shipping containers pass through the world's ports every day that only a fraction can be inspected," Griffiths said.

"Ship owners and even customs officers often just have to take it on trust that what's inside the container is what it says on the cargo documents". The report shows that in cases where the ship owners, operators and captains appear to have been directly involved in the trafficking attempt, the ships tended to be older and to be sailing under "flags of convenience". Iran 'renamed cargo ships to dodge West sanctions' on nuke equipment transfer

Iran has renamed over a dozen cargo ships in its container line in the past year to circumvent Western sanctions on arms transfers and on the supply of nuclear-related equipment, it has emerged. According to a report published by the Stockholm International Peace Research Institute, Islamic Republic of Iran Shipping Line, once the 23rd largest container line in the world, has renamed 90 out of its 123-ship fleet and re-flagged additional ships, The Jerusalem Post reports. The Post reported instances where the Israeli Navy caught Iranian arms ships transporting weapons in the volatile area and sought assistance from Western countries to help stop the smuggling. The Post also reported on efforts by Israel Defense Forces (IDF) Chief of Staff Lt.-Gen. Benny Gantz to recruit EU countries to help counter Iranian smuggling throughout the region. According to the report, in March, navy commandos seized the Victoria, which was transporting 50 tons of weaponry, including advanced radar-guided anti-ship missiles, to Hamas in the Gaza Strip. The ship was owned by a German company and was flying a Liberian flag. One of the report's author likened Iran's tactics to shuffling a deck of cards in a Las Vegas casino. "There is a constant game of cat and mouse being played," Hugh Griffiths, a co-author of the two-year report said. "And the renaming and re-flagging of vessels of different states is a way of trying to avoid inspection because of sanctions," Griffiths added. The West has been

imposing new sanctions on Iran, charging that the nation is building nuclear weapons. Iran, however, denies that and threatens to retaliate for the sanctions by closing the Strait of Hormuz, the world's most important oil shipping passage. Source : NewstrackIndia

FLOATING DOCK SCRAPPED

Due to the very poor condition of the salvaged and refloated dry-dock (96 x 16,5 m) from shipyard “De Schroef” the salvors of DUC-Diving (Urk, Holland) and Wagenborg (Delfzijl, Holland) were not able to tow the dry-dock to the breakers. Therefore the 1.700 ton steel dry-dock is now kept floating by several pumps. DUC Diving / Wagenborg sold the dock “as is, where is” to a demolition company. CASUALTY REPORTING Papua New Guinea ferry sinks with up to 350 aboard; more than 230 rescued

Rescuers plucked more than 230 survivors from the sea off Papua New Guinea’s east coast after a ferry sank Thursday with as many as 350 people on board, officials said. An airplane from Australia, three helicopters and eight ships scoured the area after the MV Rabaul Queen went down while traveling from Kimbe on the island of New Britain to the coastal city of Lae on the main island, the Australian Maritime Safety Authority said. The ferry sank 50 miles (80 kilometers) east of Lae, the South Pacific country’s second-largest city, and 10 miles (16 kilometers) from shore, it said in a statement. Australian Broadcasting Corp. quoted police in Kimbe as saying that most of the passengers were students and trainee teachers. An official at the scene said the ferry capsized in rough seas and sank four hours later, Papua New Guinea’s Post-Courier newspaper reported.

National Weather Service chief Sam Maiha said shipping agencies had been warned to keep ships moored this week because of strong winds, the newspaper said. Papua New Guinea Prime Minister Peter O’Neill said the cause of the accident was unknown, but acknowledged that safety in the shipping industry was lax. “We need to bring some safety measures back into this industry,” O’Neill told reporters.

He said more than 300 people were aboard the ship, although the precise number had not been confirmed. An Australian search and rescue airplane based in the northern city of Cairns reached the scene by afternoon and two other Australian airplanes were on their way. Australian Maritime Safety Authority spokeswoman Carly Lusk said the crew of the first plane threw several life rafts to survivors in the water. She said 238 survivors had been recovered by late in the day.

She said 350 people were believed to be on board the ferry, but Papua New Guinea’s National Maritime Safety Authority said the figure was likely lower. “I cannot confirm or deny the 350 missing number. It is hearsay,” said Captain Nurur Rahman, the authority’s rescue coordinator. “I have not seen the manifest as yet, but it is likely around 300.” Rahman said the search would likely be suspended until dawn Friday due to rough weather. He said there had been no reports of bodies being found and that he remained hopeful of finding more survivors in the tropical waters. “I’m always hopeful,” he said. “People have survived up to two days in these waters.” Most of the survivors were uninjured, although one had a dislocated shoulder, he said. USS Vella Gulf Concludes Port Visit to Sevastopol, Ukraine

The guided-missile cruiser USS Vella Gulf (CG 72) concluded its port visit to Sevastopol, Ukraine, Jan. 30. During the visit, Ukraine and U.S. Navy personnel worked together in formal and informal environments to share techniques and experiences on how each navy manages leadership development. "We talked about how taking care of Sailors on the basic level gives us a better-producing Sailor in the long run," said Vella Gulf Command Master Chief Sheila Langejans. Sailors also had the opportunity to enjoy a number of local tours, as well as host a tour of the ship for several Ukrainian sailors and officers, including a visit from Ukrainian Master Chief Petty Officer of the Navy Sergei Ryabstery.

"I was truly honored when I got to meet the Ukrainian master chief petty officer of the navy," said Langejans. In addition to tours and sharing leadership experiences, Ukrainian and U.S. Sailors conducted various types of shipboard training, including damage control; medical; and visit, board, search and seizure. "We were able to show the Ukrainian sailors our emergency training kits that we keep on board and how we train the crew as well," said Hospital Corpsman 1st Class Ryan King. "They had a lot of response to how we train our crew. I think this is important because if we work with them in the future and something happens we know that they have a little bit of understanding for what we do and we have an understanding of what they do." Vella Gulf, homeported in Norfolk, is conducting theater security cooperation and maritime security operations in the U.S. 6th Fleet area of responsibility.

IDRECO delivers dredger Waalsprong At the end of 2011, IDRECO in The Netherlands delivered another dreder to MSB-MNO-Vervat, part of Spaansen en de Beijer group. The dredger, Waalsprong, will operate on the Lentse Plassen project close to Nijmegen, The Netherlands.

The dredger is a fully electrically-driven ISD 350 type. With a type 350 underwater pump from IDRECO the new vessel also has a 350 booster pump fitted. The dredger also has two jet pumps and can pump material over 1,400m. The dredger was due to be fully operational by the end of January. Source : Dredging News Online

The largest container vessel of the China Ocean Shipping Company (Cosco) visited Kaohsiung Harbour for the first time yesterday, marking a new step forward in Taiwan-China partnership in cargo shipping, Kaohsiung Harbour Bureau (KHB) said, reported Central News Agency. The Cosco Pride is the largest container ship to have entered the port, KHB officials said. The ship, billed as the largest container vessel in the world, weighs 141,823 metric tonnes, is 352.88m long and 48.2m wide. It has a cargo capacity of 13,114 TEUs. KHB director Hsiao Ding-hsun presented an award to the ship's captain upon its arrival.

The arrival of the COSCO PRIDE carries significant meaning and represents a friendly gesture illustrating the cooperation project, said officials from Kao Ming Container Terminal Corp, part of the Yang Ming Group. The Yang Ming Group, which has investments in the first phase of the Port of Kaohsiung Intercontinental Container Terminal, said it has released shares from the port investment and is currently carrying out partnership talks with Cosco.

The ship arrived in the early hours of the morning to a warm welcome from KHB officials and left for Europe at noon after taking on 1,925 containers. The Cosco Group plans to add four more cargo ships to its European line in the near future. Source : PortNews

Crowley Adds Weekly Express LCL Service from Houston to Puerto Rico

To better serve customers shipping to Puerto Rico from the U.S. Gulf, Crowley Maritime Corp. will launch a new weekly express less-than-containerload (LCL) service from Houston in early February that will get shippers’ cargo to Puerto Rico in only 11 days. DP World profit to meet expectations Business performing well with 10% rise in container volumes

DP World Ltd, the Dubai World-controlled ports operator, forecast full-year gross profit to be 'in line with expectations' after a 10 per cent rise in container volumes last year. The company handled 54.7 million twenty-foot equivalent container units (TEUs) at its ports last year compared with 49.6 million TEUs a year earlier, it said in a statement to Nasdaq Dubai yesterday. Terminals that the company consolidates for accounting purposes handled 27.5 million TEUs, while like-for-like growth for that period was 8 per cent. DP World, which operates more than 60 terminals across six continents, is expanding operations in China, India and the Middle East as it seeks to boost capacity to 100 million TEU by 2020, according to its website. The company said in December that it will invest US$850 million in the next three years to expand capacity at its Jebel Ali port in Dubai.

'Whilst uncertainty continues to affect the global economy, our business is still performing well,' said chief executive officer Mohammed Sharaf. 'We made good progress through the fourth quarter of 2011 and we will achieve 2011 full-year Ebitda in line with expectations. Lower-than- expected net financing charges will benefit reported profit before tax.'

The company, the world's fourth-largest port operator, in August posted a better-than-expected jump in first-half profit as volume increased and the company booked a gain from selling its Australian unit. DP World, rated the second-highest non-investment grade by Standard & Poor's, has US$7.2 billion of debt and interest payments outstanding,

according to data compiled by Bloomberg. While 'uncertainty remains as we enter 2012, we continue to concentrate on delivering an improved operational and financial performance over 2011', Mr Sharaf said.

DP World agreed to a 20-year financing with a group of international banks to fund its London Gateway deep-sea port, it said on Oct 6. The company, which said that it will invest an additional US$1 billion in the project over the next three years, will use an equal mix of debt and equity to finance it and plans to draw down on the debt by mid-2012 after completing equity investments, it said. Maersk targets expansion in Africa Senior Vice President Lars Reno Jakobsen has been appointed as promoter and coordinator of the A.P. Moller – Maersk Group's business expansion on the African continent with particular focus on the Sub-Sahara. The position is new and part of the Group's efforts to expand business in growth markets in Africa, Analytiqa reports.

Lars Reno Jakobsen will take up the position from 1 March 2012. He has until now headed the Network and Product division in Maersk Line, the Group's container shipping business. Jakobsen has long-time experience with international trade, having worked on four continents including Africa.

Lars Reno Jakobsen joined the A.P. Moller - Maersk Group as a trainee in Maersk Drilling in 1977. He has worked in several management positions across the Group in numerous countries around the world. From 1998 and on, Jakobsen worked with Africa-related trade; in the years 2002-2009 located in Cape Town, South Africa. In 2009, Jakobsen was

appointed head of Network and Product in Maersk Line. Due to his new position, Lars Reno Jakobsen will return to live and work in Cape Town, South Africa.

The Group is represented in almost every country in Africa, not least within container shipping, terminals and oil and gas. Its total revenue generated on the continent is around US$5.4 billion (2010). Indonesia: Timah to spend US$100 million building dredgers

The Jakarta Post reports that publicly-listed tin miner PT Timah plans to allocate at least US$100 million to build two new bucket wheel dredgers (BWDs) as part of the company’s program to increase tin ore production from offshore mining. Timah corporate secretary Abrun Abubakar said that the company was preparing a detailed engineering design for the BWD. “We will soon open the bidding for the design works to interested parties, both local and foreign BWD producers,” Abrun told The Jakarta Post. According to Abrun, Timah currently has no BWD. He said that Timah expected that the tender process would be completed this year as the company expected the two BWD to be ready for operation in 2014.

Besides investing in new BWD, Timah is also carrying out modifications on one of its 11 bucket ladder dredgers (BLD). Only seven out of its 11 BLDs are in operation. Timah is also planning to have five more cutter-suction dredgers. “We are performing feasibility studies of the plan. We need to be sure of our tin reserves, because it will be useless if we have more cutter-suction dredgers but we don’t know where they will operate,” Abrun said. Source : Dredging News Online

Hutchison plea prompts court to delay APMT bid to set up in Lazaro Cardenas

HONG KONG's Hutchison Port Holdings (HPH) has won a round before a Mexican court against APM Terminals (APMT) in the battle over whether a new container terminal should be built to rival HPH's on the west coast port of Lazaro Cardenas.

Hutchison, which operates a terminal there on the west coast of Mexico, argues a new terminal would harm its existing business, and that the port authority had arbitrarily changed its master development plan. In 2010, Lazaro Cardenas lifted 796,023 TEU, and through November of 2011 volume came to 850,528 TEU.

HPH has challenged the Port Authority (API) on multiple grounds asking APMT stop the construction and operation of the new terminal, said Manuel Garmilla, senior director of terminal engineering for APM Terminals Americas. "APMT received a notice from the API stating that the final steps in the process were suspended. This suspension affects the signing of the concession agreement until certain complaints filed by Hutchinson are resolved," said Mr Garmilla. It was reported as a completed transaction in December with APMT until the Mexican court put the project on hold again to reconsider HPH arguments that the presence of the other terminal operator at Lazaro Cardenas would be ruinous for both operations. Surprised by the turn of events, APMT had been planning to go ahead and build the $900

million terminal, which would have capacity to handle 1.2 million TEU a year in the first phase and as many as 4.2 million TEU finally completed. APMT envisions the terminal as meeting demand for intermodal capacity domestic cargo to major markets within Mexico, including Mexico City, Queretaro, San Luis Potosi and Monterrey. Jan de Nul's newbuild Willen de Vlamingh equipped by Ibercisa

The Maritime Executive reports that Belgian Company Jan De Nul has chosen Ibercisa to supply deck machinery for the new side stone dumping and fallpipe vessel WILLEM DE VLAMINGH. Machinery supplied includes a winch whichis electronically driven by frequency converter and a main engine of 110kW, giving a direct pull of 33 tonnes, plus a second auxiliary engine for emergencies.

The winch also features two drums working simultaneously with a capacity of 220m of 36mm diameter cable in a single layer with a break capacity of 45 tonnes. The winch which will be installed in Singapore, where the new vessel is currently to be found, and will be used for controlling the hoisting and lowering equipment. WILLEM DE VLAMINGH is the second Belgian vessel to be equipped by Ibercisa in less than a year.
