S.Leone removes nine Iranian vessels from shipping register

Move comes after some Western powers urge countries to deny flags to Iranian ships as part of economic sanctions

Sierra Leone has removed nine vessels from its shipping register after an investigation found they belonged to IRISL, Iran's embattled shipping line, the head of the West African state's maritime authority said on Saturday.

The move comes as Western powers seek to ground Iran's global oil carrier fleet by urging countries to deny their flags to Iranian ships, part of a broader push to curb Tehran's nuclear program with economic sanctions. owned and controlled by IRISL," Acting Executive Director of the Sierra Leone Maritime Administration Wurroh Jalloh told Reuters in an email. He said four vessels - Alva, Amin, Tour and Benita - were removed from the register late last week and that five others had been deleted since the end of August. He did not give further details. Iran has been trying to reflag its ships in an attempt to avoid Western sanctions aimed at choking off its oil exports, prompting the United States to pressure countries around the world to refuse any such requests.

In mid-August, Tanzania announced it was de-registering 36 Iranian vessels and dropping the Dubai-based shipping agent it said had flagged them without the east African government's knowledge. Reflagging ships masks their ownership, which could make it easier for Iran to obtain insurance and financing for cargoes and to find buyers for shipments without attracting the attention of the United States and the European Union. The United States has a longstanding ban on imports of Iranian oil and has imposed new economic sanctions that have curbed Iranian oil imports by most other major nations.

Efthimios E Mitropoulos graces AMET’s Convocation and delivers lecture.

AMET University, Chennai held its 2nd convocation on September 5th for the class of 2012. This day is celebrated as “Teachers’ Day” all over India. Gracing the occasion was Admiral Efthimios E Mitropoulos, the immediate past Secretary General of the International Maritime Organization and now the Chancellor of AMET University, who conferred the degrees and delivered the Convocation Address. He commended the performance of AMET University and said, “The fact that, during that time, the University has functioned smoothly, successfully delivering on its mandate and responding to the expectations of all concerned, is testimony to the dedication, hard work, commitment and devotion to duty of all in the management team, from the Chairman and senior staff (both academic and administrative) to the most junior faculty members.”

Mr.Lars Modin, Managing Director of International Tanker Management Holding Ltd, Dubai, was the Guest of Honour who distributed the gold medals and rank certificates to the toppers of different courses. Capt. Bhardwaj, the Vice-Chancellor of the University sincerely welcomed the distinguished invitees, successful grandaunts and their parents and delivered the Annual report that left the audience exalted. Dr.J.Ramachandran, the Chairman of the University congratulated the graduating batch and their parents for successfully completing their courses. He affirmed “I perceive this as an occasion to bring awareness on the importance of knowledge and education as the groundwork for the development of any society.” He also took pride in the cadets who have become the most sought after Captains, Chief Engineers and Professionals giving good leadership to the industry who are capable of working under high pressure and uncertainty with a strong appetite for taking risks. Amidst much happiness and enthusiasm, the Institute conferred degrees in Shipping Management, Nautical Science, Marine Engineering, Marine Technology, Naval Architecture, Petroleum Engineering, Harbor Engineering, Marine EEE, and Marine Biotechnology for approximately 700 students and also awarded 6 Ph.D. Degrees to Research Scholars from various departments. Fully clad in their graduation attire the graduating students seemed enthusiastic to commemorate their achievement and their ingress into the vibrant marine world.

During the Convocation Ceremony several awards were given out to deserving students as an appreciation of the hard work they contributed in achieving their goal. The University also handed out 12 Gold Medals and 12 Rank Certificates to the Toppers of different courses. The marine industry looks for competitive, erudite and pioneering people. AMET University addresses this need through a contemporary program of study highlighting on both knowledge and practice, and also imbibes a sense of responsibility and self-motivation. In an environment where competition creates a demand for effectual headship, AMET

prepares citizens who are competent to merge industrial experience and self learning. The convocation was declared closed after the National Anthem was sung. On the following day 6th September, AMET University hosted the Indian Maritime industry to its Annual “Janakiraman Memorial Lecture” in the fond memory of the late father of the Founder Chairman of the University. This is a major event in the Institution’s calendar, which aims to present important and topical maritime themes and issues by leading individuals in their sector of the Maritime Industry. The event was hosted at the Sheraton Park Hotel and Towers, Chennai, that drew audiences from as far as Singapore, Kochi, Delhi, and Mumbai besides Chennai. Prominent among those who participated were Inspector General Coast Guard(Region East), President of Nautical Institute London Capt Krishnamurthi, Vice President of Institute of Marine Engineers of India, Deputy Master of the Company of Master Mariners of India, besides representatives of major companies like Maersk, NYK, Ofer, Mitsui OSK, Massa Association, Anglo Eastern, Univan, V-Ships, and others. Mr.Efthimios.E.Mitropoulos, the Chancellor of AMET University, and the Immediate Past Secretary General of International Maritime Organisation delivered this year’s lecture titled ‘Reminiscences of my days at IMO.’ “We are winning the war against piracy. 8 years ago when I took up as the Secretary of IMO, 43 ships were hijacked and 750 seafarers were taken hostage and now the number has come down to 7 ships and 100 seafarers which is however a concern as well. The Somalia’s failure as a state is the reason for piracy. Political solution need to be found immediately. Also we have to put in effort to bring down global warming as we need to be prepared for challenges and changes that technology will bring about.” said Mr.Eftimios.E.Mitropoulus. He lauded the contributions of his mentor Dr. C. P. Srivastava the former Secretary General of IMO who single handedly persuaded 100 countries to become members of IMO the total of which is 179. Besides, he reminded of the contributions of Capt. Mukundan of IMB on dealing with piracy.

Mr.Lars Modin, the Managing Director of International Tanker Management Holding Ltd, Dubai in his special address on ‘Course of Shipping in this Decade’ regaled the audience with his experiences of shipping in the decade.

The Chairman Dr.J.Ramachandran, in his welcome address gave a call to the industry to be a part of social change. “I have seen many socially backward families come to the fore being strengthened by the economic empowerment after choosing a career with maritime industry. If this is what the industry can do, what else can one ask for? A purposeful

education strengthens academics which strengthens economics, and that strengthens the society, which in turn promotes peace and harmony in the world.” Capt. S. Bhardwaj, the Vice-Chancellor of the University, introduced the distinguished speakers. On this occasion two students of AMET were handed the cash award of Rs.10000/- each from Chellaram Shipping, Hongkong for scoring highest marks in Navigation. The event ended after a cultural performance by AMET’s International students, networking cocktails and dinner.

EU raids car shipping service firms suspected of cartel

The European Commission said on Friday it conducted unannounced inspections of several maritime shipping companies that are suspected of operating a cartel. The Commission said its officials had carried out the inspections on Thursday in several EU member states but did not name the companies involved. It said the investigation was being coordinated with Japanese and U.S. antitrust authorities.

Earlier on Friday, Norwegian shipping company Wilh Wilhelmsen ASA said its 50 percent-owned Wallenius Wilhelmsen unit and EUKOR, in which it has a 40 percent stake, were under investigation by EU, Japanese, U.S. and Canadian authorities and were fully cooperating.

The Commission said the companies provided maritime transport services for cars and construction and agricultural machinery. Danish shipping and oil group A.P. Moller-Maersk (MAERSKb.CO) said it had not been raided. The U.S. Justice Department said on Friday it was looking at potentially illegal pricing practices in the ocean shipping of cars, trucks, construction equipment and other products.

"We are coordinating with the European Commission, the Japanese Fair Trade Commission and other international competition authorities," said spokeswoman Gina Talamona in an email statement. There is no specific deadline for completing cartel investigations. Their length depends on the complexity of the case and the extent of cooperation. Source : reuters

Novoship set to slash operating costs by 10 percent

Novorossiysk Shipping Company (Novoship), part of SCF Group has announced its plans to cut ships operating costs per vessel by 10% within the next five years, the company's official said.

Novoship Technical Department Managing Director Nikolai Zinenko said the cost of lube and fuel has been reduced through the introduction of innovations. It's about applying the Slow Steaming concept, which is used by SCF Group of SCF and helps slash fuel consumption by 10 tons / day at the operating speed reduction to 3 knots. The company

saves expenses and at the same time reduces emissions. "In the next five years, the fleet upgrade costs will increase,” Nikolay Zinenko said. “This is due to the equipment to be installed on board 14 vessels to comply with the Convention for the Control and Management of Ships' Ballast Water and Sediments and on 8 ships of the equipment for updated requirements of MARPOL Annex VI. Despite this, we expect maintenance cost savings of about 10% versus the 2011 budget per a single vessel. At the same time, the required safety and the quality of services will be ensured.

Vale eyes ferry charter Vale looks set to charter a Greek-owned ro-pax ferry to overcome a severe housing shortage at a new project in Canada. Reports in the local media suggest the Brazilian mining giant might be about to charter Anek Line’s 38,261-gt ro-pax El Venizelos (built 1992). Vale is building a nickel refinery in Long Harbour in southeastern Newfoundland, on the shores of Canada’s Placentia Bay. The company is said to have been granted approval to bring the ship to the area and use it to house their employees. “The workers themselves have rented, taken up one way or another, all the available domestic housing that was available for rent,” a local official is quoted as saying. Hundreds more are living on the refinery site in a temporary work camp. Even local hotels and bed and breakfasts are reportedly filled with workers from Vale. With the company about to hit peak construction at the processing plant, hundreds of new employees are on their way to Long Harbour. Local officials, quoted in the media, say using a ferry is more practical than building temporary housing on land. “There's heavy civil work required, water and sewer required, but you only need that for a year. So that’s a huge amount of cost to accommodate for a short period of time,” said one official. But the ferry is said to be just one proposal Vale is considering. People managing people “Human resources” is perhaps an unfortunate term, which suggests that people are a “resource” – like the luboil, antifouling or deck stores which keep a ship running! The term disguises the added value of people – the human component without which nothing, ashore or afloat, could possibly work. The management of people has also been recognised in recent years as very much more important than hitherto and whether they are termed HR managers, personnel managers or simply people managers, the essential nature of this role in any company requires its own special qualities. The latest issue of the International Maritime Human Element Bulletin Alert! focuses upon the role of the people managers, with a series of articles suggesting that those who deliver this service, need, in addition to their professional knowledge of HR practice, a deeper understanding of shipping and the “ways of the sea”, along with the challenges faced by seafarers, which makes them rather special employees. Alert! argues that because of the importance of this work in any company, it is often the “people managers” who will be identified in the minds of the employees with the ethos and value of the company. Thus it is important that those who do this job are true professionals in their own right, as their work will heavily impact upon the motivation and enthusiasm of the seafaring workforce. They will frequently be the first point of contact for seafarers when they join the company, so they will have an influence on both recruitment and retention.

It is o ften the personal qualities of the “people managers” in the delivery of their services which will have a major impact upon attitudes of employees to their employer. And while wages and associated benefits are important, it is the relationship between those afloat and those in the office which will transcend any material matters. A personnel department that is sensitive and fair in responding to seafarers’ needs, and which tries to assist with the human problems that arise because of distance between seafarers and families, will be one that does a great deal to maintain both motivation and morale. Sympathy, professionalism and trust are important qualities additional to any professional qualifications in this specialist role. It is suggested that professional HR qualifications are not an “optional extra” for personnel department people, but increasingly justifiable. Well-trained and highly professional “people managers” can play an important part in ensuring that the employees who are recruited are the very best available and are properly interviewed and that the selection processes are fully fit for purpose. Additionally, there can be no doubt that the role is becoming more complex, with the increasingly complicated maritime training regime, and the new pressures that are emerging with the implementation of the Maritime Labour Convention (MLC). The peculiarities of the maritime industry now see the personnel managers involved in many different types of contract, reflecting the multinational nature of the maritime workforce. The personnel managers of any company will clearly see their responsibilities increased and must play their part professionally and well if the company is not to be exposed to problems, should contract deficiencies emerge during MLC inspections. A collision between two vessels in the waters between Jurong Island and Tuas View Extension Reclamation Area has created an oil spill. There is no injury and port operations are unaffected. The Maritime and Port Authority received a report at about 2pm Sunday afternoon that the Hong Kong-registered bulk carrier SUNNY HORIZON had collided with the Korean-registered liquefied petroleum gas carrier DL SALVIA.

The bunker tank on DL SALVIA was breached and close to 60 metric tonnes of oil was spilled. The MPA said the oil spill was concentrated within Temasek Fairway, about 700 metres east of Sultan Shoal. The MPA dispatched its patrol craft to deal with the spill, and oil spill response companies were activated in support. Seven patrol and anti-pollution craft have been deployed.

Work was ongoing last night, with the MPA coordinating the clean-up with other government agencies and the ship owners. The two vessels are now in the West Jurong anchorage. The MPA has issued broadcasts to ships to navigate cautiously when in the vicinity of the incident site. It is investigating the cause of the collision. Source : Channel news Asia / Today

On February 6, 2008, Morocco signed a USD$1.2 billion contract with Schelde Naval Shipbuilding for two Light frigate SIGMA 9813 and one Light frigate SIGMA 10145 which are modified versions of the existing SIGMA Class design.

A subsequent contract was signed on the April 1, 2008 with Thales Nederland for the supply

and installation of the command and control and sensor package for the ships. The package included TACTICOS combat management system, SMART-S Mk2 surveillance radar, LIROD Mk2 tracking radar, Thales KINGKLIP sonar system, IFF system, Integrated communication system comprising external communication system and FOCON internal communication system, two Target Designation Sights, VIGILE ESM system, SCORPION ECM system, and the integrated navigation system. The first frigate for Morocco, Tarik ben Ziyad, was launched in July 2010, began sea trials on 6 May 2011 and was delivered on 12 September 2011.

Navy puts new commander in charge of Atlantic submarines

The US Navy on Friday put a new commander in charge of its submarine force to lead the 19,000 sailors who are part of the secretive underwater service. Vice Adm. Michael Connor relieved Vice Adm. John Richardson of command during a ceremony aboard the Groton, Conn.-based USS New Mexico at Naval Station Norfolk in Virginia.

Richardson held the post for two years and is taking a new job as director of naval nuclear propulsion. With the change of command, Connor is now the Navy's top submarine commander and will directly manage the force's Atlantic fleet, which is sp read among bases in Georgia, Connecticut and Virginia. Connor will also serve as commander of NATO'S Allied Submarine Command.

"For the submarine force, I promise to work with you to gain further momentum in the direction that has been set and to work with our fellow warriors across the Navy to maximize our contribution to the nation and to work hard to maximize the contribution of each of our sailors to that critical mission," Connor said after receiving his new orders. "There is much to be done and there's not a moment to lose."

Connor takes over at a time the Navy is integrating women into its submarine force, is fighting a recent series of embarrassing ethical lapses and has six nuclear-powered attack subs under construction that are intended to help the Navy adapt to a changing warfare landscape. Those Virginia-class submarines, which the USS New Mexico is among, are designed to operate better in shallow waters near the shore and have special features to support special operation forces, among other things. Of the 72 submarines the Navy has at its disposal, nine are Virginia-class subs.

Adm. John Harvey, commander of U.S. Fleet Forces Command, said that the nation's submarine force was primarily designed for Cold War purposes but that its value remains strong. "This force has proven astonishingly relevant for every operation this nation has undertaken since the Berlin Wall came down and the Soviet Union dissolved," Harvey said. "No nation's Navy can touch our submarine force and every nation's navy knows it." Connor is from Weymouth, Mass. and previously served as assistant deputy chief of naval operations for warfare systems. He graduated from Bowdoin College in 1980 with a bachelor of arts in physics. Israel seeks German coordination on arms sales to Arab states

Germany's Bild tabloid newspaper reported Wednesday that Israel protested an Egyptian submarine deal at the highest reaches of the German government. Israel is seeking to reach a new understanding with the German government regarding arms sales to Arab states, according to a high-ranking source. The senior Israeli official, who spoke on condition of anonymity, said the Defense Ministry's director for policy and political-military affairs, Amos Gilad, visited Berlin Wednesday and Thursday to discuss the issue, in an attempt to ensure the Israel Defense Forces' qualitative advantage. According to the source, Gilad met with high-ranking officials from Germany's defense and foreign ministries and from the chancellor's office to discuss German arms sales to Arab states.

The source noted that Germany has increased its arms sales to Arab countries in the past year, citing deals to sell Leopard tanks to Saudi Arabia and advanced frigates to the Algerian navy. Jerusalem is apparently seeking to reach new agreements with Germany, similar to those in place with Washington. The goal, says the source, is to introduce a regular forum tasked with ensuring that German arms sales to Arab states do not undermine the IDF's qualitative advantage.

Germany's Bild tabloid newspaper reported Wednesday that Israel protested an Egyptian submarine deal at the highest reaches of the German government. Bild quoted a "senior Israeli official" as saying that Israel was "very worried about the deal," adding, "The Egypt of today is different from the Egypt of Mubarak." According to Bild, German officials promised Israel that the sale, which has not yet been approved by Germany's national security council, will not go ahead if Egypt demonstrates "hostility" toward Israel.

Israeli and U.S. military officials reportedly meet a few times a year to review proposed American weapons sales to Arab countries and to suggest changes. For example, according to U.S. State Department documents exposed by WikiLeaks, Israel reportedly influenced some aspects of the U.S. deal to sell 84 F-15 aircraft to Saudi Arabia. Israel demanded Saudi assurances to the United States that the advanced aircraft would not be deployed at the Royal Saudi Air Force base in Tabuk, just a few minutes' flight from Israeli airspace. inclusive." He said the Council will serve as a reference point for the development and co-ordination of the shipbuilding and related industry. Similar to the National Aerospace Council which was established in 2001, the Maritime Council would set the policies, directions and support for the rapid growth of the industry.

He added that it was possible to become a world player with proper planning. He cited that South Korea 20 years ago failed to win any contracts from the Royal Malaysian Navy (RMN) but today it was the largest shipbuilder. Regarding RMN ships, Zahidi said the Navy preferred using local shipyards for its jobs as this was in accordance to national interest and helped transfer of technology. In line with this, LSE services would be used by the RMN fleet in East Malaysia and RMN officers skilled in engineering could be absorbed by LSE to improve their learning curve and services.

Presently, most RMN ships were handled by Boustead Naval Shipyard in Lumut, Langkawi. Zahidi advised LSE to continue to focus on employee welfare so that these workers stay highly motivated and produce better quality work and productivity. CEO of LSE Mohd Azaman Nasir, who also spoke during the occasion, highlighted the yard's capability to handle sophisticated jobs and being well-placed to cater to the needs of RMN fleet in East Malaysia. Shipbuilding director announces update Canada's chief shipbuilding official has announced an update, nearly a year after the federal government chose the Halifax Shipyard to build warships and arctic patrol vessels worth more than $25 billion. The Irving Shipyard will start the project by building between six and eight arctic patrol vessels. It is st ill in what is known as the "project definition" stage.

Commodore Patrick Finn, director of the National Shipbuilding Procurement Strategy Office, told participants at the Canadian Defense Security and Aerospace Conference Friday he realizes people think the government should be moving faster on contracts to design ships, so that materials can be ordered and workers trained. The first steel isn't scheduled to be cut for another three years.

"If we were cutting steel right now it would not be a good thing because we would be cutting it against an incomplete design," said Finn, "and that's pretty much a guarantee for waste and rework." How many arctic vessels get built will depend on the cost and final design. Irving engineers are now reviewing the government's preliminary design as part of a process to avoid skyrocketing cost overruns plaguing projects like the Cyclone helicopters.

Getting the patrol vessels started will require another contract to finalize the design and drawings from which the ships will be built. "Right now our broad target would be to have the more detailed definition contract in place next year," said Finn. As for the second set of ships — the 21 combat vessels — Finn said Ottawa is in the early boarding stages of determining how big the ships will be and what type of equipment they will carry. STX Group chairman Kang Duk-soo and Mechel CEO Igor Zyuzin signed a memorandum of understanding in a meeting on Saturday on the sidelines of the APEC CEO Summit held in Vladivostok, Russia. Under the agreement, the two companies agreed to cooperate on the supply of solid fuel for power plants and steel materials for shipbuilding, long-term logistics support in the shipping industry and harbor development projects in Russia.

STX officials said its new MOU with a strong partner will bring more opportunities for the company to expand its presence in harbor development in Russia and Europe. Mechel, based in Moscow, is Russia’s largest producer of special steel and alloys. The Nasdaq-listed company posted $12.5 billion in sales last year. Kang, the STX chief, also met Igor Sechin, CEO of Russia’s state-owned extraction and refinement company Rosneft and a close ally of President Vladimir Putin, to discuss potential ocean projects in Russia.

Sechin was quoted by STX officials to have expressed interest in participating in STX’s ocean projects involving building facilities and extracting and trading natural gas. Kang also reaffirmed his business partnership with Andrei Dyachkov, president of United Shipbuilding Corporation, Russia’s state-run shipbuilder, following the establishment of a joint venture between the two companies in June. STX, which has taken an earlier edge over other Korean shipbuilders in building liquefied natural gas carriers in Russia, plans to expand business ties in the development of natural resources and shipbuilding infrastructure in the country, officials said. Chinese ship orders at SMM Jiangzhou Union Shipbuilding signed a newbuilding contract for six 8,500 dwt multipurpose vessels with an unspecified Swiss owner in Hamburg at SMM. Germanischer Lloyd (GL) will class the newbuildings which are 122.2 m in length, 19.8 m in breadth and 11 m in height. They will be equipped with 80-ton crane. Baku shipyard to launch first vessel in 2013 In September 2013, a new shipyard in Baku will launch the first vessel. The statement came from President of the State Oil Company of Azerbaijan (SOCAR) Rovnag Abdullayev at international conference "New technologies in oil and gas production" in Baku. On 10 December 2010 during the visit of President of SOCAR Rovnag Abdullayev to Singapore, a memorandum was signed to establish a joint venture for the construction of a new shipbuilding and maintenance plant in Baku. The contract on the establishment Baku Shipyard LLC was signed by Abdullayev, head of the Azerbaijan Investment Company (AIC) Afgan Isayev and CEO of Singapore's Keppel Offshore and Marine (KOM) Tong Chong Heong. Oman Shipping to get five new vessels Five new vessels are expected to join the state-owned Oman Shipping Company's fleet in the next two years, taking the total strength of the fleet to 46 from 41 now. These are three very large ore carriers (VLOCs) for Vale, one very large crude carrier (VLCC) and an LNG carrier, Tarik Mohamed Al Junaidi, Deputy Chief Executive Officer of Oman Shipping Company, told Times of Oman in an exclusive interview. These new vessels are under various stages of design and construction at shipyards in China and South Korea.

"Just recently we received the first VLOC, which was chartered to Vale. We are expecting another one by the end of this month and the remaining two by November and December, respectively, added Al Junaidi. All the four VLOCs, each with a capacity of 400,000 tonnes, are on a 20-year charter agreement with Vale for transporting ore from Brazil to Oman for their Sohar pelletising project. Another VLCC is expected to join the fleet in October 2012, while the LNG vessel (which was converted from a VLCC) will be delivered in August, 2014. The new VLCC and conversion of LNG vessel are carried out by the Hyundai Heavy Industries in South Korea, while all VLOCs are being built in China by Jiangsu Rongsheng Heavy Industries Group.

He said Oman Shipping is looking at opportunities to provide ships for the proposed Duqm Refinery, which is likely to be ready by 2017. "We are very much keen to work with the proposed refinery to provide them with vessels for exporting refined products. But it is at a very early stage. The products and destinations have to be taken into account while selecting the type of vessels, he added.

He said Oman Shipping's fleet expansion is driven by the requirements from within the country. "We do not acquire new vessels, if we do not have requirements (demand). The whole idea of Oman Shipping is to support import and

export requirements of Oman He also said that the shipping industry is not yet fully recovered from the slackness, which started in the aftermath of global financial crisis. "We have different segments in the shipping market. Most of these segments have not fully recovered. The only sector that is booming is LNG. Oman Shipping has a mix of high-tech fleet spanning a diverse range of VLCCs, LNG carriers, product tankers, multi-purpose vessels, bulk carriers and container ships. Starting with LNG transportation, Oman Shipping's expansion was very fast-paced and broad-based to cater to the needs of Oman's oil and gas, petrochemical and other industries. Ukraine’s Yuzhny port welcomes arrival of mega bulker

The Bahamas-flagged V Kerkis called at Yuzhny Merchant Port. The dry bulk carrier has 315 meters in length, deadweight of 209,000 tons and is the third largest ship ever to have entered the Black Sea. The bulker was built in 1982. The V Kerkis left the port with a cargo of iron ore concentrate on June 11 to the Chinese port of Dalian. On the way back she made call at the port of Tuapse on August 31, carrying 79,000 tons of ballast and then headed for Yuzhny.

State-owned Yuzhny Merchant Sea Port founded in 1978 is located on the northwest coast of the Black Sea, in the ice-free Small Adzhalyksk (Grygoryivsky) estuary, 30 km northeast of Odessa. The port is connected to the sea by a 3km-long, 14m-deep approach canal. In 2011, cargo throughput at Yuzhny Port was 22,639,100 tons. Source : PortNews

New facility Marina South Wharves inaugurated in Singapore

The new Marina South Wharves (MSW) was officially opened on September 6th in a ceremony attended by officials from the Ministry of Transport, Maritime and Port Authority of Singapore (MPA), and management and staff of Jurong Port Pte Ltd. The ceremony was officiated by Mr Pang Kin Keong, Permanent Secretary of the Ministry of Transport, the MPA press release said.

Developed by MPA at a cost of $16 million, MSW will complement the existing lighter terminal at Penjuru. MSW will be particularly useful for lighter operators serving ships in the Eastern anchorages, given the shorter travelling distances and thus lower operating costs.

MPA has appointed Jurong Port Pte Ltd as the operator of MSW. Jurong Port Pte Ltd is also the operator of Penjuru Terminal. Speaking at the official opening, Mr Lam Yi Young, Chief Executive, MPA said, "The lighter industry provides a vital service and is an integral part of Maritime Singapore. The lighter facilities serve as a conduit for the delivery of critical ship stores and supplies to vessels in the Port of Singapore. MSW will provide quicker access to Singapore's Eastern anchorages and this will allow for cost savings while boosting service levels."

Mr Matthew Chan, Chief Executive Officer, Jurong Port Pte Ltd added, "We look forward to operating MSW to the highest level of efficiency through the innovative use of IT and other technologies." Lighter terminals are used by lighter operators to ferry goods to ships in the anchorages. Lighter operations involve the use of small lighter craft to deliver a wide range of goods to ships. These include household items, edibles, medicines, ropes, lubricants, ship machinery and other spare parts.

MSW is purpose-built with crane lifting, cargo handling, mooring and berth facilities to meet the needs of ship suppliers and lighter operators. The development comprises a 100-metres wharf structure and a single storey administration building. Jurong Port Pte Ltd has implemented a new Lighter Wharf Management System (LWMS) at MSW to streamline transactions. The system reduces paper consumption and eliminates manual processes. Cruise line keeps Haitian port afloat More than two years after a powerful earthquake killed 230,000 people in Haiti and left many more homeless, the Caribbean country continues to battle despair ― yet one tiny peninsula on the country’s north coast serves as a tropical oasis for travellers and an example of the tourism potential Haiti has to offer.

Labadee draws more than 600,000 visitors a year because of Royal Caribbean Cruise Lines. In 1985, the cruise line decided to lease the peninsula to give passengers a private beach destination as part of their western Caribbean cruises.

Since then, the company has added a large pier for their huge cruise ships, along with all the infrastructure and excursions to provide visitors with a day at the beach. It’s a stark contrast to the tent cities and desperate conditions faced by hundreds of thousands of Haitians still trying to recover from the 2010 earthquake that devastated much of the country, particularly the capital of Port-au-Prince.

International aid agency Oxfam has blamed government indecision for keeping Haiti’s recovery on hold. Haiti has a population of more than 9.7 million people. The country has a history of political violence including a coup in 2004 that forced the resignation and exile of president Jean-Bertrand Aristide. The current president, Michel Martelly, was elected in 2011.

“Years ago in the industry, we used to send people to Haiti,” said Ellen Tucker of Freedom Tours in Saint John, N.B. “In fact, there was a very well known Club Med there that we sent a lot of people to.” Tucker says tour operators hope there could be potential for tourists to travel to Haiti in the future. “Haiti is absolutely beautiful, but of course we all know the turmoil they’re going through now,” she said.

“It has made it a place that isn’t quite right for visitors just yet. But we hope it will be once again.” For cruise ship passengers arriving in Labadee there’s no indication of the problems elsewhere in the country.
