Introduction and motivation

Gas quality standardisation is still in progress. It is complicated, takes a lot of time due to technical complexity and commercial interests.

Denmark is represented through Danish Standards (DS). The purpose of this webinar is to share information about

Danish legislation allows Wobbe between 47.5 MJ/Nm3 (15/15) and 53.0 MJ/Nm3 (15/15)

Danish North Sea gas with high Wobbe, Russian gas with intermediate Wobbe and biogas with low Wobbe make good use of the range.

The maximal variation within a day is 3.8 MJ/Nm3 The difference between the highest and lowest hourly value is in the same period

4.7 MJ/Nm3 The shift is sometimes very steep because of flow direction change.

The Danish gas consumers and service companies handle the variation with

The actors of the harmonisation game 1. MADRID FORUM

The Madrid Forum was set up to discuss issues regarding the creation of the internal gas market. Currently it is addressing the cross-border trade of gas, in particular the tarification of cross-border gas exchanges, the allocation and management of scarce interconnection capacity and other technical and commercial barriers to the creation of a fully operational internal gas market. The participants include national regulatory authorities, EU, national governments, the European Commission, transmission system operators, gas suppliers and traders, consumers, network users, and gas exchanges. The Forum meets once or twice a year in Madrid.


The actors of the harmonisation game 2. EASEE GAS

EASEE-gas is a not-for-profit association with the main purpose of developing and promoting common business practices (CBPs) to simplify and streamline the business processes between all the gas industry players, leading to a more efficient and effective European gas market. The creation of EASEE-gas was supported by the European Commission as well as the different national and European Regulators through what is known as the Madrid Forum. EASEE-gas membership: Full Members: Any company involved in the European gas industry, from producers to end users, as well as to companies acting as their own service providers. https://easee-gas.eu/


The other actors of the harmonisation game

MARCOGAZ: Technical arm of the EU gas industry, very active from the beginning of the process on the front of th gas quality harmonisation. ENTSOG: Association of EU TSOs. Very much involved in the actual process. CEN: Neutral entity in charge of organising the present harmonisation process. Also in charge of making the standard. More stakeholders both on end-user side (EHI, EUROMOT, NGVA, etc.) and for producers (IOGP). National standardisation organisations and mirror groups.


The starting point. Madrid Forum 2002

Madrid Forum VII (2002) identified the need for removing technical obstacles for interoperability of different natural gas qualities. Different requirements throughout Europe regarding natural gas quality are a potential and real barrier for the creation of an efficient European gas market. Madrid Forum invited EASEE-gas to take the lead in discussions among stakeholders with the aim of streamlining interoperability for high calorific gases.

(*) The Appliances Burning Gaseous Fuels Directive (GAD 2009/142/EC) related to appliances burning gaseous fuels was adopted in 1990 and covers the safety of heating, cooking, etc. appliances. Its main target is the domestic and commercial users, and therefore it doesn’t cover a number of large and industrial applications. Because of the market evolution and the political situation, EU decided in 2006 to support the development of a harmonised gas quality standard through a mandate to CEN (the mandate M400)

The mandate M400 included an investigation phase to ”assess the combustion parameters”. To this aim, DGC and 15 partners proposed and executed the project GASQUAL from 2008 to 2011. This preparation phase was followed by a standardisation phase 2011-2014

Phase 2 of the mandate: Harmonised gas standard

Following mandate M 400 of the Commission, CEN/TC 234 had to finalise a new version of the prEN 16726, Gas infrastructure – Gas quality – Group H


This European standard specifies gas quality characteristics, parameters and their limits, for gases classified as group H, as in EN 437:2003+A1:2009.

This standard does not cover gases conveyed on isolated networks or gases prior to their entry in a transmission network in Europe.

This European standard is applicable to gases that are to be transmitted, stored, distributed and used.

It was not possible to reach an agreement on values for the Wobbe index: EASEE-gas specs. were considered to be too wide.


One of the reasons for failure = uncertainty about EU plans of making the standard binding. “once a standard is agreed, the DG Energy is ready to consider a proposal making it binding via an amendment of the Network Code on interoperability and data exchange rules”

The EU thoughts to make the standard binding most probably influenced the vote against Wobbe band. Since then, EU has indicated that they are abandoning the idea of making the standard binding.

What should be the harmonised range of variations?

What are the implications of the various scenarios for the end-use?

Wider Wobbe =

- Potential increase of CO (safety), NOx (environment) - Potential increase of knocking (engines) - Other


- The requested A-deviation is to maintain the requirements in the Danish gas legislation for upgraded biogas entering the gas grid at maximum 0.5 %-mole. - Introducing a limit value for methane number will restrict supply to the Danish market from production in the Danish North Sea. The Danish gas consumers are occasionally supplied with gas with a low methane number at levels below 65. There are no problems regarding safety and operation for the gas consumers using this gas.


PILOT project 1 Initiated by Marcogaz/EASEE- gas, a pilot project was launched with the support of EU. The idea following the negative workshop of 2012 was to prove that harmonisation was possible. 5 countries (BE/DK/ES/FE/DE) were chosen with the plan to make an extended evaluation country by country of an acceptable Wobbe band. If the 5 countries (different from the 5 participants) could agree on a band, it was foreseen that other EU countries should have no opposition to adopt the same.

All segments of gas utilisation have been assessed in view of the national situation involving national experts organised in expert groups country by country. A lot of efforts were made by some countries to gather new knowledge, and some countries started new and large-scale (GE) investigations to clarify some utilisation issues.

However, the project stoped as non-technical discussions started to pop up, and because the manufacturer industry complained to EU that they were not invited to the PILOT project organisation (only in the national groups).

Despite the fact that the initiative did not succeed, a lot of new important knowledge was gathered.

Low value of a standard without Wobbe

Most of the stakeholders & EU argued that there was not much value in a standard on gas quality, if there was no Wobbe band.

Marcogaz used the lessons from the Pilot 1 and proposed to work on the idea of a technical platform with the main objective of ”dressing a neutral picture of the present situation segment by segment” in order to avoid sterile discussions.

Re-launch of EU gas quality harmonization pilot 2 - Brainstorming session (2015) On the initiative of the TC in charge of the standard

Minimum objective = Introduce a Wobbe range in the standard EU DG ENERGY in favour of a process involving all EU member states and relevant stakeholders from all over the gas chain as a possible way to go forward. The aim of the brainstorming workshop is to exchange our ideas on the re-launch of the gas quality pilot.

For the upper values of the Wobbe, DK fits (more or less) to all except Nr 1 Nr 2, 3, 4, 5 are compatible with DK, but exclude very heavy LNGs


Highest limits for the Wobbe: LNG market


Lower value DK

For the lower values of the Wobbe: 1, 2, 3 all have Wobbe min. lower than the actual DK min., but with more biomethane this can be a positive move to reduce the present DK minimum Wobbe?

Preliminary conclusion: 2 should be OK for DK, 1 is too wide (see GASQUAL), 3, 4, 5 lack ambition. Winner could be 2, 3 or 4? Adjustment of the precise numbers will most likely occur. 3 prevents Danish North Sea production and 4 could prevent biomethane development.

Re-evaluation of the oxygen limit Denmark is going to request the ”CEN SFGas GQS” to start up a re-

evaluation of the part in the EN 16726 about oxygen. The current limit (0.001 %) in combination with the wording about

sensitive installations in the standard EN 16726 is a barrier for the decarbonisation of the gas grid.

Oxygen from biomethane will sooner or later reach the transmission systems in a number of European countries.

Specific experience: In the summer of 2016, the physical capacity of the transmission system

between Denmark and Germany was reduced because of an oxygen related situation due to injection of biomethane.

Denmark has met this obstacle on the road as the first country. Now we need a joint effort to move it.

We do not claim to have the right answer, but are convinced that the process with a re-evaluation could lead to a more balanced approach of the limitation of oxygen in the grid with sensitive installations.

New technologies, combustion controls, sensors, etc. are increasingly used on gas appliances making those more tolerant to gas quality variations.

Therefore, the harmonisation shall be seen as a dynamic process.
