General Statement  

I am currently a full Professor of International Affairs at the Norman Paterson School of International Affairs, Carleton University and Fellow of the Canadian Defence and Foreign Affairs Institute (CDFAI). I am a NATO Fellow and listed in Who's Who in International Affairs. In addition I serve as the principal investigator for the Country Indicators for Foreign Policy project (CIFP). I have served as Director of the Centre for Security and Defence Studies at Carleton University and am the recipient of a Carleton Graduate Student's teaching excellence award, SSHRC fellowships and research awards, Carleton University's research achievement award, and a Petro-Canada Young Innovator Award. I have held fellowships at the Kennedy School, Harvard and the Hoover Institution, Stanford and several SSHRC Fellowships and Scholarships. I am the Editor of CFPJ.

The award is intended to bring a wider set of perspectives to bear in the preparation of Canadian Foreign Policy. The Secretariat is responsible to Deputy Ministers for providing advice on the overall direction of Canadian foreign and trade policy, for strategic planning and for handling policy coordination. The accepted proposal was based on the Country Indicators for Foreign Policy project. Working in consultation with the Policy Planning Staff at DFAIT.

 2. Country Indicators for Foreign Policy Research, Collaboration and Training – Phases IV and V Only (Current Phase is Phase VI)

 

From 2005-present, CIFP is engaged in multi-stakeholder project development for the Canadian Government’s policy on Failed and Fragile States. This multi-year initiative has been part of the implementation phase of the previous government’s International Policy Statement on Failed and Fragile States and has been funded by the GoC. The work of CIFP entails a methodology for monitoring country performance and assessing the relevance and impact of Canadian policy. A Scientific Committee chaired by the PI provides oversight of the project. The CIFP project has been and will continue to be responsible for hiring the largest number of project-related research assistance at NPSIA. CIFP will continue to work with DND and CIDA as the project evolves.

 

Training January 2002:

Manila, Philippines

CIFP’s PI participated in a one week training of trainers in partnership with FEWER, FAST and the GZO Peace Initiative in order to prepare local analysts in the methodologies of early warning, risk assessment and response strategies and to facilitate the introduction of the CIFP Risk Assessment reporting mechanism into the FEWER early warning framework. Participants were drawn from all of the Philippines but specifically Mindanao. An external assessment of this training is available from FEWER. A report was prepared on risks in South East Asia.

March 2002: Ottawa, Canada

The PI participated in the first of several three day training sessions for the Development Assistance Community organized by the Peacebuilding Unit of CIDA and FEWER. Participants were drawn from major donor country programmes. In preparation for the training, CIFP completed a West Africa Risk Assessment report.

May 2002: Ottawa, Canada

CIFP’s PI participated in the second of several three day training sessions for the Development Assistance Community organized by the Peacebuilding Unit of CIDA and FEWER. Participants were drawn from major donor country programmes. In preparation for the training CIFP completed a South East Asia Risk Assessment report.

October 2002: Abu Dhabi, UAE

CIFP’s PI participated in a three day risk assessment and early warning training for the Emirates Centre for Strategic Studies in Abu Dhabi in collaboration with FAST and FEWER. Participants included members of the UAE military command and government.

February 2003: Nairobi

The PI participated in a one week training of trainers in partnership with FEWER and the Nairobi Peace Initiative in order to prepare local analysts in the methodologies of early warning, risk assessment and response strategies and to facilitate the introduction of the CIFP Risk Assessment reporting mechanism into an early warning framework.

More recent training by the PI has been conducted on behalf RBEC in Bratislava, the UNDP in Belgrade and the UNDP in Simferopol. 3. Centre for Security and Defence Studies -Related Activities and Research

 As Director of CSDS, for 2002-2004, I was directly involved in organizing several major conferences in Ottawa and producing reports of these conferences, including: CSDS Activities

 All elements of the 2002-05 funding were implemented. Under my direction, CSDS appointed several Post-Doctoral Fellows, a CCHS-funded Human Security Research Fellow, Corey Levine, a Visiting Research Fellow, several pre-Doctoral Fellows. Several Research Assistants were also employed. In addition to major conferences noted above, several specialized conferences, seminars and workshops were held, five as joint initiatives with other universities, institutions and non-governmental organizations. Strategic Analysis Seminars were organized for distinguished international speakers and senior officials of DND and the inter-departmental community.

 

 

Under my direction, CSDS support enabled the NPSIA Research Centre to acquire important specialized publications that meet the research and teaching requirements of students and faculty in Security and Defence Studies. The CSDS publishing program issued several titles in the Working Paper series and assisted the publication of the annual volume of Canada Among Nations. CSDS contributed to upgrading the NPSIA Information Technology capability, updated and improved its website, and implemented electronic networking initiatives including a live webcast of the Changing Canadian Foreign Policy Conference. CSDS supports the Intel-Net Security and Intelligence internet newsgroup, circulated to a select list of 130 officials (Canadian and international), academics, journalists, legal and judicial professionals, and non-governmental organisations. For the Changing Canadian Foreign Policy Conference, CSDS was able to secure CPAC coverage of the entire two day event, and a specialized webcast of the debate both firsts for an SDF-funded Centre. CSDS also launched a specialized initiative and website on Peacekeeping Intelligence.

Department of Foreign Affairs and International Trade (Policy Planning Division; CIDA – Peacebuilding Division; DND; IDRC, Petro Canada, the EU and CISC/RCMP) Phase three completed. This project has involved the collection of data on more than 80 indicators for 190 countries for the period 1987-1994. Over 40 research assistants and interns have been assigned to collect and code data over the lifetime of the project ($34,000.00 first phase, $38,000 second phase, $98,000 third phase). May 1997 - September 1999 – January 2000 – April 2003). Current phase involves work on state failure for the government and criminal activity in Canada. This project has resulted in working partnerships with SIPRI (http://first.sipri.se), CIDA, DND, CISC and the EU. Its registration database, in excess of 1000 registered users, includes representatives from the private sector, domestic and international financial institutions, academe, libraries, the policy field and government offices within Canada and abroad.

 Created computer-based simulations for 1, 2, 6 and 8 week extensive "out of class and in class" learning on the internet for four of the five classes taught at Carleton. The purpose of these simulations vary. SSHRCC Research Grant: The investigator obtained a 3 year research grant from SHRCC ($44,000) beginning Spring 2011. Research in progress (extension granted to 2015)  SSHRCC Research Grant: The investigator obtained a 3 year research grant from SSHRCC ($29,000) beginning Spring1999. These funds were used to defray research costs and to attend conferences for the current academic year. With Dane Rowlands (extended to fall 2003). Results: 2 books, 3 peer reviewed articles, several book chapters and working papers and four papers presented at conferences. One modified intervention dataset.  SSHRCC Research Grant: The investigator obtained a 3 year research grant from SSHRCC ($27,000) beginning Spring 1996. These funds are used to defray research costs and to attend conferences for the current academic year. Outputs: 3 books, intervention data-set,

 

several articles and book chapters published, two working papers, four papers presented at conferences. Smaller SSHRCC Grants  SSHRCC GR5/6 Research Grant. The investigator obtained a research grant from Carleton University ($3,500) in 1995. These funds were used to defray travel and research costs for attendance at conferences for the current academic year. Outputs: two papers presented at conferences; two articles published, two working papers, three under review.  SSHRCC GR5/6 Research Grant. The investigator obtained a research grant from Carleton University ($2,500) in 1994. These funds were used to defray travel and research costs for attendance at conferences for the current academic year. Outputs: two papers presented at conferences; four articles published, two working papers. Conflict Prevention Workshop, 1994-1995.  SSHRCC Post-Doctoral Fellowship - Hoover Institution, Stanford University ($42,000.00-awarded for two years, 1 year taken). Ended Fall 1994. Outputs: Two volumes, three papers presented at conferences, four articles published. Two journal articles, one working paper and work on two edited volumes (in conjunction with Co-op Sec. Comp).  Other  DFAIT, CIDA and IDRC funded Initiative for CIFP (Country Indicators for Foreign Policy) CIFP undertook a number of activities to reach the completion point of the first, second and third phases of the project, and has begun work in a number of areas that represent the fourth phase in the project’s evolution. To date CIFP’s outputs have included updating and expanding the dataset, testing and standardizing the project’s analytical methods, generating risk assessment reports, redesigning the project website, the development and production of a stand-alone CD Rom resource for CIFP clients, conducting ongoing outreach and networking activities with partner organizations, and organizing training of trainers as well as other workshops for local analysts, both domestically and internationally. Most outputs can be found at www.carleton.ca/cifp.  Petro Canada Young Innovators Award Outputs related to risk assessments and reports on the role of MNCs in conflict and the design and application of a template to measure the impact they have on conflict. See www.carleton.ca/cifp.  Carleton Research Achievement Award Used towards Fellowship at Harvard University during sabbatical year (2000-2001).  IDRC grant for Conflict Prevention was used towards organizing several workshops in Europe and the Americas, produced four working papers and three edited volumes on conflict prevention.

 The purpose of this grant was to hold two workshops on the "The International Politics of Ethnic Conflict: A Canadian Perspective on Theory and Policy" and to publish the results of the workshop. In addition the findings of the workshops were presented at annual meetings of the Canadian Political Science Association (June 1994). The first workshop took place at Florida State University in December of 1993. At that workshop 16 papers were presented and discussed. At the second workshop at McGill University, June 4-5, 1994, revised drafts of the papers were presented.
