Halloween in the park and atthe entrance!

Halloween eveningfound the park crawl-ing with creepies asthe park’s children andfriends made their Trick-or-Treating rounds dressed asspiders, witches and otherscary things. There was a fair number ofcuties too, to balance it out, with baby bun-nies and pint-sized action figures, princessesand rock stars.

THANK YOU to all thefamilies who stocked upon the treats, turned onthe porchlight and putout the orange flyer towelcome the youngsters.

ICE - “In Case ofEmergency”

We all carry our mobile phones with namesand numbers stored in its memory butnobody, other than ourselves, knows which ofthese numbers belong to our closest family orfriends.

If we were to beinvolved in an accidentor were taken ill, thepeople attending uswould have our mobilephone but wouldn't knowwho to call. Yes, thereare hundreds of numbersstored but which one isthe contact person incase of an emergency? Hence this 'ICE' (InCase of Emergency) Campaign

The concept of 'ICE' is catching on quickly.It is a method of contact during emergencysituations. As cell(mobile) phones are carriedby the majority of the population, all you needto do is store the number of a contact personor persons who should be contacted duringemergency under the name 'ICE' ( In Case OfEmergency).

The idea was thought up by a paramedicwho found that when he went to the scenes of

accidents, there were always mobilephones with patients, but they didn't

know which number to call. He there-fore thought that it would be a goodidea if there was a nationally rec-

ognized name for this purpose.In an emergency situation,Emergency Service personneland hospital Staff would be

able to quickly contact the rightperson by simply dialing the number you havestored as 'ICE.'

For more than one contact name simplyenter ICE1, ICE2 and ICE3 etc. A great ideathat will make a difference!

Let's spread the concept of ICE by storingan ICE number in our mobile phones today.Please tell others. It really could save yourlife, or put a loved one's mind at rest. ICE willspeak for you when you are not able to.

Hello Neighbors,We had quite a month in October with the

water pipe breaking and the earthquake. By thetime you read this those things won't be too impor-tant anymore. But, it should be a wake-up call toall of us. Hayward Police Department suggeststhat we each need to be able to take care of ourhousehold for 72 hours on our own. If it had beena major disaster, we might not have help for days.This is a good time to get your emergency kitsready. If you have trouble carrying water, it mightbe a good idea to put a gallon of water behind yourtoilet and keep it there. You might also want to geta container that you can collect rain water in andkeep some on hand. Do you all remember whereyour capsules are to purify your water?

Spanish Ranch does not have a phone tree foremergencies. The CERT team is working on get-ting one together. I am lucky my neighbors Georgeand Marsha came around and distributed water toanyone on our streets that needed water. I knowthat there were many more neighbors that did thesame thing. It was sure nice to see the residentsall pull together.

Shopping season is here. Remember to beextra careful when out doing your Holiday shop-ping. Also, don't forget to close your curtains whenyou are out and lock up everything so thieves can-not ruin your Holiday. It is amazing how cleversome people can be to get into your house. Peopleyou do not know do not have to come into your

house, ever! When at the mallyou can ask for someone toescort you out to your car. It isbest not to shop alone. If you seesomething suspicious don't hesi-tate to call the police and man-agement.

Our Neighborhood Watch meetings forSpanish Ranch residents are on the secondTuesday of the Month. We will not be having onein December.

At the October meeting we had two beat offi-cers join us for an open question and answer ses-sion. I think we all enjoyed that and getting toknow our beat officers. Neighborhood Alert meet-ings, put on by the Hayward Police Departmentand Neighborhood Alert, are on the lastWednesday of the month. They are held in themeeting hall downstairs at Southland, and areopen to everyone in the city. Some residents didn'trealize there is a difference.

We are still walking in the evenings, weatherpermitting. Anyone who would like to join usplease do. We meet in front of the main club houseat 6:30. Bring the whole family, we have 3 to 4dogs that walk with us regularly.

Hopefully we will all have a safe and wonder-ful Holiday season. Please remember to checkyour surroundings, watch out for your neighbor.Working together we can make this a much safer,cleaner, nice place to come home to.

TheOctober water shutoffif nothing else, exposed the serious lackof a parkwide plan to, at minimum, letpeople know what’s going on and, at theideal level, mount an effective response.

The approximately 36 hours without waterand the “moderate” earthquake that followeda week later has galvanized park residentsand the various response entities into action.

As we see it, there are four components toa response to either a minor disaster such asthe recent water outage or a major disastersuch as an earthquake strong enough toknock out ALL the utilities.

#1 is Residents Personal ResponsibilityYou are expected to be able to take care

of yourself for 72 hours. The September ElToro outlined a 72-hour Emergency Kit forYour Home. A booklet called “Living inEarthquake Country” was recently distributedto every home and residents were invited toan earthquake preparedness seminar at aneighboring mobile home park. A day and ahalf without water is only HALF the time youshould have been prepared for.

The other three components whose orderof importance would vary with the circum -stances are:

Park Disaster TeamThe Disaster committee, whose team

leader was out of state when the water pipebroke, is taking steps to determine needs andformulate a plan that could be implementedby any team member.N.E.R.T.

The Neighborhood Emergency ResponseTeam, of which the editor is co-chair, mighthave been able to scrabble together somekind of response, if we’d had any idea whatwas going on. This team has been focusing ont raining but will immediately devise a“response” plan and work with residents toidentify those who will need physical help.

Park ManagementIf the emergency is the result of a break-

down of park utilities or infra s t r u c t u r e ,besides fixing the problem, management iscommitted to keeping residents informed.The dearth of information was identified bymany as the most serious lack in the recentemergency. Management will make facilitiesand/or pool available when needed.

More information: Food is delivered hot from a central facility. Volunteers monitor the temperature of the food as it arrives and served and keep a log

as required by the government.All SR1 seniors are eligible and invited to participate.

Dinner is served 5 nights a week at the Josephine Lum Lodge at W. Tennyson and Oliver.(Lunch is served at 11:30 daily — same menu.) Phone 785-1997.

RECOGNIZING A STROKE

Sometimes symptoms of a stroke are diffi-cult to identify. Unfortunately, the lack ofawareness spells disaster. The stroke victimmay suffer severe brain damage when peoplenearby fail to recognize the symptoms of astroke.

Now doctors say a bystander can recognizea stroke by asking three simple questions:

S * Ask the individual to SMILE.

T * Ask the person to TALK and SPEAKA SIMPLE SENTENCE (coherently) (i.e. Itis sunny out today).

R * Ask him or her to RAISE BOTHARMS.

NOTE: Another sign of a stroke is this: Askthe person to stick out his tongue. If thetongue is crooked, if it goes to one side or theother, that is also an indication of a stroke.

If he or she has trouble with ANY ONE ofthese tasks, call 911 immediately anddescribe the symptoms to the dispatcher.

A cardiologist says if everyone passes thison to 10 people; you can bet that at least onelife will be saved.

I wasn't able to attend the meeting however,there are a couple of things I would like to men-tion.

The notice for the meeting was stuck in thedoor to my MAILBOX…meaning that someoneactually opened my mailbox to put it in there!!!How illegal is that? Maybe it was not the peopledelivering the notices?

I was out of town during most of the water out-age, but when I returned home on Monday, myneighbor came out just to let me know that therewas no water before I went into the house and dis-covered it myself. No panic, no "Henny Penny" dis-play, just information. After he told me about this,we exchanged information re water that we bothhave in our homes in case of emergency, etc.

When I heard about the hysterical reaction ofsome of our neighbors, I had this question — whatif there is a real emergency? Don't people under-stand that in case of a storm or earthquake or(any) disaster, we are EXPECTED to be able totake care of ourselves for at least 72 hours???

Thankfully, my immediate neighbors are clearon the concept. The question should always be,"How may/can I help?" (Subsequent letter frommanagement was much appreciated.)

The Daily Review article was the balancedreporting I have come to expect of Matt O'Brien.Good for him.

I am sorry that the new owner/managers didnot have more time to get their feet wet beforesomething like this happened, but from my per-spective, they did a pretty good job under very dif-ficult conditions. Bet if something similar hap-pens, they will be ready!

Old Business: Gas Leaks – President handedout a spreadsheet she compiled from the multipage report from Jarsco. It showed 7 Class 2 leaks(which have to be fixed within 1 years time) and12 Class 3 leaks (that are being monitored annu-ally).

Absence of Executive Board Member, MannyArca, was discussed and Norma volunteered to tryand find out why he has not been attending meet-ings.

City Council, Evelyn Ely: Eden Gardens owneris going door to door trying to make the seniorsbuy the lot that they live on. There are 40Mobilehome parks in CA that have been “con-dolized”. Evelyn asked that we go to the HMOAmeetings that are held one Saturdays each month.

Leases: A brief discussion about the differentleases in Spanish Ranch I. Monty Lindsey thechair for the lease committee gave a summary ofwhat they had found out so far.

Linda Moniz gave information on the differentways to advertise for our Flea Market. We wereinformed we could start setting up on Fridayevening from 7 p.m. till 9 p.m.

Community Youth Academy flyer handed outannouncing the Wednesday night classes.

Hayward Clean and Green task force is askingfor residents to help out with cleaning up our cityof Hayward.

We were introduced to Alfredo from COM-PARE — Community Prevention of Alcohol relat-ed problems. We have many places selling alcoholin Hayward.

Eastshore Power Plant is on the Senate floorat this time.Old Business

Norma informed us the P.U.C. was coming tothe park to inspect and that they put the informa-tion on the board in the laundry room instead of inthe main clubhouse. She said that most residentswouldn’t see the information as most of us do ourlaundry at our own homes.

We were told that more candy was needed tobe given out at the front of the park for Halloween.If you have any extra to donate that would be agreat help.

Kevin asked about Manny Arca missing fourconsecutive meetings. It was moved and secondedto remove Manny and to hold a new election by ashow of hands at our Association meeting. Therewas a discussion and motion was carried.

Darlene handed out copies of Garsco leakreport.New Business

Darlene talked about a Disaster workshop tobe held on 10/22/07 from 1-3 p.m. at New EnglandVillage.

Darlene also brought up the request of the newmanagement that they would like to be involvedwith homeowners association for Holiday activi-ties for the residents in the park.

We had a discussion about buying cards forstores. If we did this then the Disaster Fund would

get a percentage of the total amount given to theDisaster Committee.

Landscape (Tree) Committee—Normasaid not much going on right now. There was asmall discussion about the trees that are takenaway even though there wasn’t a permit to removethe tree. Norma stated that management tellsReal Estate companies to take out trees and notreplace them. For example: there was one onManuel.

Lease Committee, Rey A b a y a—No newChairmen yet but soon. Rey has figured out thehanded out at the Workshop held on October 17th.Around 88% of people are on Leases. Rey will typeup this information and hand out to board mem-bers.

Neighborhood Watch—Linda said it was agood meeting with 2 officers who answered ques-tions.

that Hayward Police department is asking neigh-borhoods what the strengths and weaknesses areof their department. They will hold workshops allover Hayward and compile the informationreceived to help develop future plans for thedepartment.

Sacramento Legislation—Norma AB1542The Governor did not sign the bill that would helpus with condolization. Norma told us that there isa Proposition for Eminent Domain that contains ahidden agenda: Elimination of rent control inCalifornia. This means that our landlords won’thave to worry about charging us more money thanwe can afford to pay.OLD business

1] Darlene told us about the EarthquakeWorkshop held at New England Village whereover 100 participated. Speakers were: Bob Bird,Coordinator of Hayward Mobile Home ParksAssociation, Assembly member Mary Hayashi,18th Assembly District, Captain Charmaine Geil,Hayward Fire Department, Lieutenant BobWeldon, Hayward Police Department and BrianRegan, Mark Williams, Roseanne Morano, fromthe American Red Cross. It was an EXCELLENTworkshop with many useful handouts.

We discussed what we need to take care of our-selves, what we need and for how long and howmuch we will need to prepare ourselves. Find yourlarge manila envelope that has the big round pillsfor making bad water drinkable. Put emergencyitems where you will be able to get to them if youneed to. Make sure that the food and water youput away doesn’t go past the expiration date.

2] Gas Leaks: Darlene stated that a copy of thespreadsheet that she created showing all gas leakswas delivered to each residence listed. Except fortwo, that she is waiting on JARSCO response, asthey were incorrect addresses.

She asked if any board member had beenapproached with questions from these residents.No one had been approached.NEW BUSINESS:

Disaster Committee: Stacia Higman – statedthat efforts have been stalled due to ownership ofthe park and management company changing anda full time manager on-site. Things are movingforward and a meeting will happen between disas-ter committee and Teresa before the next meeting.

Flea Market : There is a detailed report in thismonth’s El Toro. We had a net of $458.85. Darlenethanked everyone that helped set up and breakdown; Dawn Plaskon and everyone that helpedwith the Snack Bar; Ron Gomez for donating histable to the Association; Dawn, Jeanie and Clintfor donating items to this table. She also thankedeveryone that rented a table and asked if wewould like another Flea Market in the spring. Weall said yes that we would.

HMOA: — Mary did not know where the nextmeeting will take place and told everyone to lookfor the flyer that would say where it will be held.

Landscape (Tree) Committee: Norma told usabout one of her neighbors became very upsetabout a tree in her yard being taken out withouther knowing that they were taking it away. Notusing Permits like they are required to do. Shealso stated that Management tells Real Estatecompanies to remove trees when bringing in a newhome.

Lease Committee: Rey gave a report on the dif-ferent percentages of residents who are Month toMonth Rentals or who are on a Lease.

Power Plant: Patty Smith said there wasnothing new to report except there will be a Pre-hearing Conference on 11/26/07 and anEvidentiary Hearing on 12/17/07 both with publiccomments at 6-8 p.m. Both meeting will be held inHayward City Hall Chambers.

S.R.I.C. – Kevin handed over the last itemsthis committee was working on to the GrievanceCommittee. There has been NO progress trying toamicably working with management on theseitems.

Sacramento Legislation—Norma - informedus of the Proposition that would discontinue rentcontrol in the state of California—she will give adetailed report next month. Ray told us about theproblems the Governor has given us by NOT sign-ing Bill AB1542. Norma asked that anyone inter-ested in signing a petition against this Propositionplease see her.

NEW BUSINESS Hayward Police would like to borrow our 55

gallon drums to hand out to various businessesthat will collect TOYS for TOTS. Motion made tolet them use the drums, seconded, approved.

Water Break—There was a discussion on whatcan be done to prevent another crises like the lastone where we had no water for 36 hours. Darlenecreated a list from all the suggestions made by allresidents (please see “Action Items” in this El Toroon page 7).

President stated that she had compiled a list ofcontact information for A.R.C. and RutherfordInvestment employees. She will see that theEditor of the El Toro get this list for publication.

Resident stated that John Flink might knowwhere the shut off valves are. Norma stated thatshe was told it would cost approximately $60k torepair all valves.

Norma stated she had talked with an apprais-er for Deutsche Bank, who was in the back of thepark. She didn’t receive very much informationfrom him.

Norma passed out Questionnaire – ‘For cur-rent and/or former Park Residents’, from the law

firm of Endeman, Turek & Heater LLP. This lawfirm has been asked by a Park resident to evalu-ate living conditions in our mobile home park.This is a confidential questionnaire and Attorney-client privilege prevents disclosure of your com-ments to anyone, without your permission.

Juan Pueyo stated that he had given 50 orangereflective vests to prior management to be direct-ed to the Disaster Committee. President statedshe would look into this. He also mentioned thathe had 200 emergency blankets.

President agreed to get the ACTION ITEMS tothe Editor for publication in next month’s El Toro.

President asked if we wanted to bring theTelephone hot-line back. Motion made, secondedand passed. Norma volunteered to get the sponsorfor this. Juan and Sy volunteered to be in chargeof placing out-going messages on it.

Charlie Eldred suggested that a SpanishRanch I web site be designed. Motion made, sec-onded, passed. Charlie volunteered to do this.
