TRICK-OR-TREATERS and their escorts stoppedby for koolaid and cupcakes, and a Halloween goodie

bag on Halloween night, while making the rounds ofparticipating resident homes. With Halloween fallingcloser to the weekend after than before, organizersdecided to do the “station” as an alternate to a partythis year.

Above, halloween decorations, more cheerful thanscary, light up the goodie table, while Stacia, Andrea,Pat, Marcia, and Dawn enjoy the mild evening andwait to serve passersby.

CLARIFICATION: “Recapture fee” not over for everybodyLast month’s letter to the editor stated that Octo-

ber was “the last month for paying the $11.80 recap-ture fee for back taxes for the park owners” and that“there was a 5-year term limit that started October2008 to November 2013.”

This was no doubt true for the writer, and for quitea few other homeowners in the park, but this exact

timetable does not hold true for everybody.Manager Teresa Cruz explained that for some

residents who have signed leases, the terms of thelease prohibited any change in the rent amount untilthe individual anniversary date, which is different foreach space. Your individual anniversary date is theannual date when a 4% rent increase, if you havea lease (or a 3% rent increase if you do not have alease), goes into effect.

While the 5 year term of the recapture fee add-on started in October 2008 for much of the park,those on leases with anniversary dates of November

and onward through the calendar year did not havetheir recapture payments begin until their next rentincrease notice. This could have been as much as 11months, or even a year, after it started for others.

Additionally, a parkwide audit by a regionalmanager employed at the time found some isolatedinstances of households that had not begun payingthe fee, for whatever reason, so those were added tothe schedule.

The bottom line is that all residents were accessedthe same amount (approximately $700) to pay thenew owners’ increased taxes, and given 5 yearsto pay it. Some residents elected to pay the wholeamount at once, though this option was not gen-erally known, but for most, the amount was spreadequally over 60 months, WHENEVER it started.

If you have questions, the office can tell you whenyour anniversary date is and how much time is left, ifany, for this fee.

Community Police Blotter October 9, 2013 3:30AM

An armed robbery occurred at 720 W. TennysonRd. (Rotten Robbies Gas Station). A delivery driv-er was stocking the store with cigarettes when thesuspect approached him. The suspect brandisheda handgun at the delivery driver and stole approx-imately $1,500.00 worth of cigarettes. The suspect

fled in a 1990’s grey Volvo station wagon. The sus-pect is described as a Black male, 40-49 years old,6’2”, 250lbs; he was wearing a black beanie, blackhooded sweatshirt and black pants. Anyone with in-formation is encouraged to call the Hayward PoliceInvestigations Division at (510) 293-7034.

October 11, 2013 7:30PMAn armed robbery occurred at 27400 Tampa

Ave. The victim was walking past the address whenthe suspect approached her on foot. The suspectpointed a handgun at the victim and stole her purse.The suspect is described as a Hispanic male, 23 yearsold, 5’5”, thin build; he was wearing a dark sweatshirt

and dark pants. Anyone with information is encour-aged to call the Hayward Police Investigations Divi-sion at (510) 293-7034.

October 22, 2013 1:43PMA robbery occurred in the Macy’s parking lot at

Southland Mall. The victim exchanged words with thesuspects who were driving through the parking lot.

The driver stopped and two suspects got out of thevehicle and attacked the victim. During the assaultthe suspects stole the victim’s wallet and a ring. Thesuspects ran back to their vehicle and fled. The sus-pect vehicle, a silver Infinity SUV, was located unoc-cupied the following day and impounded.

The suspects are described as: Suspect #1-Blackmale, 18 years old, 5’10”, thin build and short darkhair; he was wearing a black tee-shirt and blue

jeans. Suspect #2-White male, 18 years old, 5’8” and150lbs; he was wearing an unknown color baseballhat and tee-shirt, and blue jeans. Suspect #3-Blackmale, 18 years old, 5’8” and 160lbs; he was wearingan unknown color tee-shirt and blue jeans. Suspect#4-White or Hispanic female. October 31, 2013 11:02PMA shooting occurred at 27293 Sleepy Hollow Ave.

(Lord Tennyson Apartments). Neighbors reportedhearing a male and female arguing and then theyheard several gunshots. Officers respond and founda female lying in the parking lot suffering from multi-ple gunshot wounds. The victim was transported to alocal hospital where she remains in ICU.

The holidays are upon us again.Time to ask ourselves, where didthe year go?

Remember to mark your cal-endars for the Holiday Brunch onSunday, December 8, 2013.

Please ensure that you returnyour registration for the HolidayBrunch with all the correct detailsthat we requested.

The road work is completed.Rutherford Management wouldlike to thank each resident for yourpatience and cooperation whilethis important improvement to theinfrastructure of Spanish Ranch #1was undertaken.

Please drive with caution untilyou get familiar with the locationof the additional speed bumps.These were added by RutherfordManagement as a result of sug-gestions by our park residents.

Please continue helping us withthe parking issues that are ongo-ing with in Spanish Ranch #1. Re-member, VISITOR PARKING AREASARE FOR VISITORS. If you havefound that your household hasmore vehicles that will fit into yourdriveway, make other arraign-ments for parking the extras. If youare habitually parking in visitorparking, you are subject to beingtowed.

A word about reserving the clubhouse for your special events.

Please plan on reserving yourclubhouse based on the follow-ing guidelines: The main club-house typically is reserved two (3)months in advance and the smallclub house is about four (6) weeksin advance.

REMEMBER: The clubhouse is forthe use of the residents ONLY. Thisis not for aunts, uncles, cousins or

in-laws to rent. It is strictly for res -idents.

The procedure is very simple, just complete the club housereservation form (located in themain clubhouse to the left of the

bulletin board). Bring your com-pleted form into the office with a$100.00 refundable cleaning de-posit check or money order madepayable to Spanish Ranch #1. Wewill then check the availability ofthe club house requested, andput you down for your date.

Your deposit monies will be re-turned to you after your event ifthe following conditions are met:

1. All trash is removed from theclubhouse areas. This includes allballoons, banners and other cele-bration trappings associated withyour party.

2. New plastic trash can linersare installed in all trash cans.

3. The kitchen is cleaned withthe floor washed.

4. The tables and chairs arewashed and cleaned.

5. The carpeted areas arevacuumed and any spills/stainsare cleaned up.

6. Bathrooms used are cleaned,swept and new trash can liners

installed.7. All chairs and tables are

restored to their original locationsaccording to the guidelines sup-plied.

8. Lastly, the outside of thebuilding is policed and any debrisis picked up.

Remember, someone else willbe using the clubhouse facilitiesimmediately after you and will ex-

pect it to be clean.Please use caution when us-

Guillermo’s CornerGuillermo would like to com-

mend those residents that arekeeping tabs on unfamiliar vehi-cles parking in our community. Asa result of their help, these carshave been tagged and turnedover the Hayward Police Depart-ment. Guillermo says “GOODJOB!!!”

Guillermo would also like toremind everyone to continue tosweep and pick up the leaves infront of your home at least oncea week. The gutter areas in front

of your home are your responsi-bility. Please be considerate andpick up the leaves and not simplysweep them down in front of yourneighbor’s home. Be sure to cleanup under the “gutter ramps” atyour driveway. Your help will insurethat our storm drains are workingproperly and that large “lakes” donot form at the storm drain inlets.

Guillermo also says “Thanks” forall of you that are monitoring thestreet lights and reporting them tothe office. Keep up the good workas he continues to make SpanishRanch a safe place to walk afterdark or on those dreary and darkwinter days.

Even if these are made-up scenarios, they could cer-tainly be real!

1. AIRPORT LONG TERM PARKINGSome people left their car in the long-term parking

at San Jose Airport while away, and someone brokeinto the car. Using the information on the car’s regis-tration in the glove compartment, they drove the carto the people’s home in Pebble Beach and robbedit. So I guess if we are going to leave the car in long-term parking, we should NOT leave the registration/insurance cards in it, nor your remote garage dooropener. This gives us something to think about with allour new electronic technology.

2. GPSSomeone had their car broken into while they

were at a football game. Their car was parked on

the green which was adjacent to the football sta-dium and specially allotted to football fans. Thingsstolen from the car included a garage door remotecontrol, some money and a GPS which had beenprominently mounted on the dashboard. When thevictims got home, they found that their house hadbeen ransacked and just about everything worthanything had been stolen. The thieves had used theGPS to guide them to the house. They then used thegarage remote control to open the garage door andgain entry to the house. The thieves knew the ownerswere at the football game, they knew what time thegame was scheduled to finish and so they knew how

much time they had to clean out the house. It wouldappear that they had brought a truck to empty thehouse of its contents.

Something to consider if you have a GPS - don’tput your home address in it... Put a nearby address(like a store or gas station) so you can still find yourway home if you need to, but no one else wouldknow where you live if your GPS were stolen.

3. CELL PHONESThis lady has now changed her habit of how she

lists her names on her cell phone after her handbagwas stolen. Her handbag, which contained her cellphone, credit card, wallet, etc., was stolen. 20 min-utes later when she called her hubby, from a payphone telling him what had happened, hubby says‘I received your text asking about our Pin numberand I’ve replied a little while ago.’ When they rusheddown to the bank, the bank staff told them all themoney was already withdrawn. The thief had actu-ally used the stolen cell phone to text ‘hubby’ in thecontact list and got hold of the pin number. Within20 minutes he had withdrawn all the money fromtheir bank account. Moral of the lesson: a. Do not

disclose the relationship between you and the peo-ple in your contact list. Avoid using names like Home,Honey, Hubby, Sweetheart, Dad, Mom, etc.... b. Andvery importantly, when sensitive info is being askedthrough texts, CONFIRM by calling back.

Also, when you’re being texted by friends or familyto meet them somewhere, be sure to call back toconfirm that the message came from them. If youdon’t reach them, be very careful about going plac-es to meet ‘family and friends’ who text you.

4. PURSE IN GROCERY CART SCAMA lady went grocery-shopping at a local mall and

left her purse sitting in the children’s seat of the cartwhile she reached something off a shelf...wait till youread the WHOLE story! Her wallet was stolen, andshe reported it to the store personnel. After returninghome, she received a phone call from the Mall Secu-rity to say that they had her wallet and that althoughthere was no money in it, it did still hold her personalpapers. She immediately went to pick up her wallet,only to be told by Mall Security that they had notcalled her. By the time she returned home again, herhouse had been broken into and burglarized. Thethieves knew that by calling and saying they wereMall Security, they could lure her out of her houselong enough for them to burglarize it.

Status report of theowner application to close the BuenaVista mobilehome park in Palo Alto.

On October 18, 2013, for the second time, the Cityof Palo Alto told the owners of the Buena Vista mobile-home park that there “Relocation Impact Report” wasincomplete.

This shows that so far, the Palo Alto City Council isstanding firm, in making the park owner treat the mo-bilehome owners in their park fairly. This link will tell youthe whole story.

“Hayward General Plan” designates that the land mo-bilehome parks occupy, is for mobilehome parks only.This is some protection, but unfortunately a generalplan can be changed, and there is absolutely no guar-antee the land designation stays mobilehome parks.

At the present time, there are no provisions in Hay-ward’s rent control ordinance about fairly compensat-ing park residents if an owner wants to close a park.

Meeting called to order at 7 p.m. Present werePat, Dawn, Jeanie, Barbara, Patty L and Marvin.Peggy and Brenda were excused, no word of Clint.

Minutes were dispensed with since there haven’tbeen any in months.

Treasurer’s Report: E-mailed in advance of themeeting and was approved, as there were insignif-icant changes.

Resident Concerns:A resident called about the letter to the editor

that said the recapture fee of $11.80 was over, butsaid her household was still paying it. Teresa hadcontacted the editor, explaining how different anni-versary dates could affect the repayment schedulefor an individual household, and a clarification willbe published.

Helping Hand:Marvin responded to 3 calls this month from dis-

abled or elderly residents.

COMMUNITY:Neig hborhood Watch meets December 10. The

Hayward Neighborhood Alert that our neighborhoodgroup is part of can no longer meet at Southland, sois moving to the building formerly occupied by theHistorical Society at C and Main. A Christmas Party isplanned for December 4.

NERT —Creek Cleanup was weeks ago with onlyDawn and Jeanie, and the bags still haven’t beenpicked up. Dawn will contact the county again.

HMOA —Meets Saturday, 11/16 at Continental.

OLD BUSINESSHalloween Refreshment Station on Halloween

night came off OK though traffic was light, with per-haps 50 stopping by. The front gate also reportedconsiderably fewer people coming for treats than inyears past. There was plenty of candy donated forboth the front gate and the refreshment station.

Road work is nearly completed and the consen-

sus is it looks fantastic! There was a bit of grumblingabout the speed bumps, the increased numberof them, and the fact that they are sharper thanbefore, but it’s generally acknowledged that nothingelse has worked to curb the speeding.

NEW BUSINESSGeneral info: Barbara reported that the ring-billedgulls are back and lining up on the wall at the backgate. In the past Mr G has noted that bird poopleads to a decline in graffiti on that wall, though hefinds both distasteful.

A Flea Market has been set for March 8, 2014 andthe date reserved via the official reservation form tomake sure a “conflict” does not develop after wehave already publicized the event.

Having a Monte Carlo night was discussed and Patwill gather more information.

From the South Hayward BART stationgoing down Tennyson will leave every 30 minutes from6:04 AM until 11:04 PM weekdays, and hourly on weekendsand holidays from 7:03 AM until 12:03 AM .
