DPZ0303SADARGHAT - CHAWK BAZAAR4.3 DPZ-03: SADARGHAT - CHAWK BAZAAR4.3.1 EXISTING SITUATION a) Locat ion and Administ rat ive Boundary: ThisZoneiswhereChittagongcityevolved.Itstartsfrom the north bank of the Karnaphuli River portandextendsnorthwardtocoverthetraditionalcity,uptoChawkbazaar.Itcoversareasbuiltduring the Sultanate, Mughal and British rule. It isbounded by the Nawab Sirajuddowla road and itsnorthandsouthwardconnectionstotheeast,Sadarghatroadonthesouth,theSk.MujibandCDA Avenue on the west and OR Nizam road onthenorth.DoubleMooringandKotwaliThanasaresituatedinthisZone.The14wardsare:15,16,20,21,22,23,28,29,30,31,32,33,34 and part of 35.b)Populat ion:The population of this Zone was440,654in2001(BBS).AccordingtothetrendprojectionCMMP,thisisestimatedtogrowto592226 in 2011 recording a rise of 151,572 personsovera10-yearperiod.ThisPlanestimatesthepopulationtoriseto720,739in2015.Plannedredevelopment and renewal of the area in phasesandefficientuseofspacescancatertothisincrease. The population density of the Zone is 132persons per acre in 2001. c)LandOwnership:Majorlandownersintheformal sector are: PWD, Chittagong Port, Militaryand Bangladesh Railway. d)SocioEconomicCondit ion:According to thesocio economic survey it is found that 73 - 77% HHconsistof4to6members.Literacyrateisthehighest in the area, which is some 92.4%. MostHHdependontradeandcommercefortheirlivelihood. Major income of HH comes from middlescalebusinessandsalaryfromprivatejob.HH'sspend approximately 40% of total monthly incomeonfoodandabout30%forhouserent.Literacyrate of the area is 65.66 %. 4.3.2 EXISTING LAND USE AND DEVELOPMENTSTATUSThe riverside and adjoining area is the business andtrading hub of the city. Like all traditionally grownarea it is mixed use in character. Streets are linedwithshops,smallmanufacturingworkshopsandoffices while residences are in the upper floors orat the rear plots which are often accessed by verynarrowlanesandby-lanes.Mostculturalandheritage sites are located here. ThereareanumberofsmallhillocksforwhichChittagong is so unique. The northern part is moreformallydevelopedwithpredominantresidentialuse. Major community facilities developed by thegovernment and the private sector are in this Zone.Theareai scurrentl yundergoi ngmajortransformation by the replacement of existing lowheight buildings including vacant and open spacesintohigh-risemultistoriedapartments,shoppingmalls,commercialbuildings,medicalclinicsetc,wi thoutanyconsi derati ontothemovement,drainage and open space system, and other urbanfacilities. a)Resident ial:Pl annedhi gh-i ncomeareas(PanchlaishR/A,NasirabadHousingSociety,andHillView),areundergoingtransformation.Thesesites have good access to individual plots but haveinadequateprovisionofopenspacesandurbanfacilities.Nonehavefootpaths.Overbuildingisdestroying the fabric of these areas.Theol derpartsoftheci tyhavegrownincrementallyovertheyearsandhaveamixofresi denti al typeswi thotheruses.TherearenumerousslumsandsquattersinthisZone.Alsopresent are government staff quarters. These areasare also under pressure for redevelopment, whichis occurring piecemeal, benefiting a few.Thetotalnumberofstructuresisaround33,530.Out of that 24,289 are used for residential purposeof which 41%, 40%, 5% and 14% are pucca, semipucca, tin shade and katcha respectively.b)Indust rial:Asperthelandusesurveydata,approximately 268 manufacturing and processingindustries are present here. A significant number islocatedalongtheChaktaikhalsystem.Theseconsistofsaltprocessing,woodandfurnituremaking.c) Commercial: About 5027 commercial structureshave been identified in different areas of DPZ 03.DPZ 03 0331 4-The area has some specific trade in specific areassuch as the largest medicine centre is inAnderkillaward (Hazari goli). Bicycle and related business is intheAlkaranarea,tilesshopalongJubileeroad,wholesaleclothinTeriBazaar,furnitureshopalongS.S.Khaledroad.Besides,fabrics,jewelryand musical instruments are in the old areas of DPZ03.TheNewMarketisamajorformalretailshoppi ngdevel opment.Surroundi ngi ti stheReazuddi nbazaar,whi chi sthel argestconcentrati onofretai l shoppi ngandki tchenmarket in the city. Agrabad C/A is a predominatingcommercial district.d)TopographyandDrainage:Topographicallythi szonecanbedi vi dedi ntoatl eastsi xmorphological units. These are:i) Hills, ii) valleysiii)alluvialplainsiv)tidalplainsv)swampylandand vi) khals and river. Hills occupy a major part ofthis zone. Some important hill ranges are CRB hill,Courthill,DChill,civilsurgeonhill,JoyPahar,ChatteswarihillandGoalPahar.Thesehillsareabout 595 acres and the southernmost extents ofthesehillsareuptotheDhaka-Chittagongrailtracksleadingtotherailwaystation.Thereisanextensi vedevel opmentofpi edmontl andi nbetween these hill ranges and also bordering theiredges. It is hard to isolate the valley areas becausemany of these areas have been leveled for humansettlements.However,somevalleysstillremainwithin the hill ranges. In the south of the rail-tractsand in the eastern part of the area alluvial plainlandshavebeendeveloped,withgentleslopestowardsthesouth.Anarrowstripoftidalplainlandalongtheriverbankisrelativelylow-lyingarea and very poorly drained. The area along theChaktai course is the swampy depressed land, withverypoordrainageconditionandcreatesseverewater logging even after a short torrential rainfall.The planning area is drained by number of khals,which are mostly originated from the hilly uplandsinthenorthanddischargeintotheKarnaphuli.SomeofthemajorkhalsareChaktai,Sadarghat,Jamal khan,Badarpatti ,Mi rza,Hi zra,andChatteswari khal .Chaktai khal i sthemai ndrainageartery.However,manyofthesekhalshave been encroached and made narrow, which isone of the main causes of poor drainage and waterlogging in this planning area32 4-Table 4.3: Existing land use features of DPZ-03 Source: Land use survey, 2006-2007Sl. Important north - south roads are CDAAvenue,Jubileeroad,NawabSirajuddowlaroad,College road, S.K Mujib road and D.T road. Othersare Sadarghat road, Kabi Nazrul Islam road, IqbalroadandAshrafAliroad.Majoreastwestroadsare Station road and Strand road. Others are S.S.Khaledroad,ChatteswariroadandO.RNizamroad. ii)RiverNet work:A large number of economicactivitiestakeplacealongtheKarnaphuliRiverusing the numerous ghats situated along the river.These ghats play an important role in fish supply tothelocalandnationalmarket,provideriverinecommunicationthroughtrawlersandsmallshipsbetweenChi ttagongci tyandi tssurroundi ngdistricts as well as other parts of the country.iii) Rail Way: Chittagong railway station is locatedinthisZone.Duetocheaperfaresthistransportmode, is widely used by the low and middle classpopulation.Approximately 4 km. rail track lies inthis Zone.f )Inst it ut ional:TheChittagongcentraljailislocated here. Plans to relocate it to Hathazari andfree the space for urban amenity use as suggestedbythepastplanof1961werenotconsideredfeasible.TheOfficeoftheMetropolitanPoliceissituated here.g)Rest rict edArea:Therearesomerestrictedareasi ntheci tycentreare,suchas,Navalresidential area and MES field stationh)Communit yFacilit ies:The city like any othercity in Bangladesh is poorly served by communityfacilitiesandurbanamenities.Thiszonehasthemajor community facilities serving the city and itshinterland. i)Healt h:TheChi ttagongMedi cal Col l egeHospital(CMCH),theGeneralHospital(100bed)and the Railway hospital is located here. Numerousprivatehospitals/clinicshavedevelopedinthevicinityoftheCMCH(inPanchlaish,ORNizamRoad, Mehedibagh). More are under construction(withorwithoutpermits).Generallyspeakingthese have violated legal open space requirements,causing huge disruption to the through traffic.ii)Educat ion:The land area under education inthis Zone is approximately 47 acres. Major collegesare:ChittagongCollege,Mohsincollege,Citycol l ege,Chi ttagongCommerceCol l ege,EnayetbazaarWomens'col l ege.Amongsttheprivate universities - Premier University by CCC hasits own buildings, some of which are built on roadand drain reserve. Others are in rented buildings.Significant government schools are: the CollegiateSchool, Kastagir girls school, Muslim High School.Importantprivateschoolsare:St.Scholista,StPlacidsandStMarys,AparnaCharanSchool,BAWA school.The CCC runs some schools. Thereare a number of private English Medium schools.Private and CCC schools suffer from lack of openspacesandplaygrounds.Newschoolsarenotbeing able to provide open spaces due to high landprices and inability of private owners to assembleland. There is no institutional support.i) Ut ilit y Servicesi)Wat ersupply:CWASAi stheresponsi bl eauthoritytosupplywater.Trunkmainsandanetworkofsmallermainsservethestudyarea.Supplywaterisnotavailableandsometimesitcomes with filthy.ii)Elect ricit y:Anetworkoftransmissionlinesupply electricity in the area covered by DetailedPlan. There are various types of transmission linesin the study area. As for example, Industries andresidential areas are supplied by the 11 kv and 6 kvl i nes.Capaci ti esoftransmi ssi onl i nesvaryaccording to the demand of different parts of the34 4-Pic. 4-16 Ghat located along the Karnaphuli River. Detailed Area Plan. iii)Gas:Bakhrabad Gas System Ltd. is responsibleauthori tytosuppl ygasi nthearea.Mai ndistribution lines and a network of smaller mainsserve the study area. iv)Seweragesyst em:Thereisnoseweragesystem in the study area as well as other parts ofChittagong city. Sewage is disposed through septictanks, drains, khal and to the ground directly.v)Telecommunicat ion:The study finds that thetelecommunicationnetworkofT&TservestheDPZ-03. vi)Solidwast ecollect ionanddisposal:TheConservancyDepartmentofChi ttagongCi tyCorporation(CCC)hasresponsibilitytocollectwaste from dustbin and transport them to the finaldi sposal si tes.Thestudyfi ndsthatwastemanagementsystemofCCCdoesnotattai nsatisfactory level. j) Leisure, Recreat ion, Parks and Open Spaces:Sport s: Major sporting facilities consist of the MAAziz stadium, the outer stadium and gym. Majorplaygrounds are the Polo ground, parade ground,Mohsincollegeground.TheMAAzizstadiumisbeingupgraded.Theouterstadiumandotherpl aygroundsarei nastateofnegl ectanddereliction. Parks:TheLaldighiParkwithtankhasbeenrenovated by CCC and will be made open to thepublic for angling and swimming. Amusement park:TheChittagongShishuPark(byCCC)isanamusementpark.Builtintheforecourt of the former historic circuit house, thisamusementparkgreatlydiminishesthehistoricappeal of the landmark building, which is also aniconofChittagong.Theparkhasnosetbacktocatertothetraffi cci rcul ati onandparki nggenerated by the facility.Cinema:Duelackofviewerinterestandpooreconomicreturn,someeightcinemahallshaveclosedinthiszoneandchangedtoshoppingcentres.TheLionscinemaisahistoricalsite,theAlmas Cinema hall (operated by the MuktijoddhaKallyan Trust) once the pride of Chittagong, is poorcondition. Both need major renovation. Theat reandPublicHalls: The Muslim Hall (500capacity)isthemostsignificantpublichall.Thearea may be considered as the cultural precinct ofthe traditional city, with along the Shaheed Minar,Theatre Institute, Studio Theatre, the Public Libraryand the Society of Arts and Literature. The latterthree are located in an open space once known asthe Hands Park (developed during the British Rule).Parkshavebeenroutinelyabused.Proposalstoconstructhigh-risecommercialbuildingsbythepolice and the society in this former park area willgeneratehugevolumesoftrafficinanalreadycongested area and will greatly diminish the imageof the traditional cultural area. The JM Sen Hall isan important hall and open space in need of urbanupgrading. OtherSi gni fi cantsoci al cl ubsandcommuni tyfacilities are: The Chittagong Club, the WaziullahDPZ 03 0335 4-Pic. 4-17 MA Aziz stadium is an international sports venue.Pic. 4-18 Laldighi park- This place has historical importance. Insti tute,theLadi escl ub,theInsti tuti onofEngineersBangladesh(IEB),ChittagongCentre.The IEB is contemplating provision of undergroundparking facility and upgrading the open groundsi ntoanopenurbanpl aza.Theseshoul dbeimplemented.Museum:TheZi aSmri ti museum,thenavalmuseum,andthesi ngl estori edEthnol ogi calMuseum(atAgrabadC/A),allsufferfrompoorfacilities, and there is thus lack of visitor interest. Religious:Majorreligiousfacilitiesofallfourfaiths are located here. Most significant mosquesaretheJamat-ul-Falahmosque,theAnderkillaJammeMashjidandKadamMubarak.Thelattertwoarehi stori cal l yi mportant.AmanatShahMazarissignificant.Thesesufferfrompoorenvironmental conditions.k) Cult ure and Herit age: The zone has a numberof sites, buildings and areas that need protectionforhistorical,cultural,andarchitecturalinterest.These are in neglect and misuse. A preliminary listof such buildings and sites are listed in Annex 4. 4.3.3 EXISTING ENVIRONMENTAL ISSUES ThegeneralizedLandusepatternofthiszoneisthelowdensityresidentialusesofhillyareas;planned commercial area at Agrabad; unplannedcommerci al zonesatKhatunganj-Reazuddi nbazaar-Sadarghatarea;plannedresidentialareasatAgrabad,Panchlaish,HillviewandKatalganj;unplanned high density residential areas at Jamalkhan,Chawkbazaar,Anderki l l a,Enayetbazaar,DewanbazaarandMadarbariareas;andinlandportrelatedactivitiesandhaphazardlyplacedwarehouses along the river bank. However, someenvironmental issues in this planning zone are:i) Wat er Logging: Water logging in many of areasisasevereenvironmentalconcern.TheworstaffectedareasareKatalganj,Chawkbazaar,andDewanbazaar. These areas are badly affected, evenafterabriefrainfallperiod.Themaincausesofwaterloggingaresiltationduetohillerosion,encroachment of the khals and artificial obstacles. ii) Ponds and Wat er bodies: Some water bodiesofsocio-culturalsignificanceareAgrabadDeba,Ranir Dighi, Ashker Dighi and Laldighi. Other suchdighis,-Komoldaha,andRajaPukurhavebeenfilled. Ponds and water bodies are part of urbanmicro-climateandurbanhydrology.Permanentloss is a threat to the city environment. iii)OpenspaceandPlayGround:The numberofopenspaceandplayinggroundsaregrosslyinadequate. Important open space /play groundsarePologround,LaldighiMaidan,Citycollegefield,Mohsincollegefield,Paradeground,St.PlacidsSchoolfield,andJamiatulFalahMaidanand Stadium compound. iv)SlumPopulat ion:The traditional part of thecityischaracterizedbysporadicgrowthofslumdwel l i ngs.Thephysi cal condi ti onandsoci alenvironmentoftheseslumsisverypoor.Thesei ncl udepoordwel l i nguni ts,poordrai nage,sanitationandlackofurbanutilities.Ahighestnumberofabout242,000peoplelivein73slumclusters in ward No-7. Slums in CRB area do not liei nharmonywi ththenatural beautyofthi s36 4-Pic. 4-20 Shahid MinarPic. 4-19 Theatre Institute landscape. v)KarnaphuliEncroachment andpollut ion:The Karnaphuli River banks, between the port andShahAmanatbridgehasbeenencroachedbyi ndi vi dual sandgroupsforresi denti al andindustrialuse.Pollutioniscausedbydumpingofsol i dwastebyadjacentl andusersandal sothroughoilspillsfromcountryboats.Alargenumberofmechani zedboatsoperatei ntheSadarghat area. They operate and anchor on theriver channel in a disorganized way. These actionsreducetheriverflowandleadtoacceleratesiltation of the riverbed.vi) Eart hquake Risk: The City is highly vulnerableto earthquake, not only due to its location close tothetectonicfaultline,butalsoduetoahighnumberofoldanddilapidatedbuildingsinthisZone. Along the river front line there is the risk ofl i quefacti onafteranearthquake.Hi gh-ri sebuildings along the river should only be permittedwith detailed study. vii) Urban Congest ion and Microclimat e: Thereareverylittleopenspacesbetweenandaroundbuildings,particularlyinJamalkhan,Anderkilla,Enayetbazaar, Dewanbazaar and Alkaran. Due tocongestion, the microclimate of the zone is badlyaffected,makingithumidanduncomfortable,both in summer and winter seasons. viii)FireHazard:Theriskoffirehazardisextremel yhi ghduetoovercrowdi ng,poorventilationandlackofemergencyaccess.TheReazuddinbazaarareaisparticularlyvulnerable.Buildings are so closely packed leaving no space inbetweenthebui l di ngstoconductrescueoperationsduringafire.AUniversitycampusontop of a gas filling station near WASA is one of themost vulnerable buildings in terms of fire hazard. ix)Hillcut t ing/Landslides:Compared to otherhillyareas,thehilltopographyofthiszoneisrelatively less disturbed. However, there are somei nci dentsofhi l l cutti ngsi nChatteswari andLalkhanbazaararea.Thepotentiallocationsoflandslides are: Tiger pass, Cheragi Pahar.4.3.4 HIGHER LEVEL PLANNINGa) St ruct ure Plan CMMP 1995: Major StructurePlanpoliciesrelatetourbanredevelopmentandrenewal to cater to business and shelter and socioculturalneedsoftheresidentsandenhancethecityenvironment.Thesearediscussedineachrelevant sector. The major thrust is to increase theeconomic potentials and to enhance the image ofChittagong.b)UrbanDevelopment PlanCMMP1995:InlinewiththeStructurePlanpoliciesthemajoractions recommended are as follows: Impl ementati onofsl umi mprovementprogramme. ImplementationofthefirstphaseDrainageimprovement Plan and the Transport Plan. Identificationandimplementationofurbanupgrading schemes. Identi fi cati onofamechani smforredevel opmentofChaktai ,SadarghatandAgrabad Commercial area. Identification and introduction of measures toimprove major commercial streets. Improvement of facilities for river transport.c)St ormwat erandDrainageMast erPlan-CMMP1995:TheDPZ03coversentireareaofDrai nageAreaNo.1,Drai nageAreaNo.2,Drainage Area No. 3 and part of Drainage Area No.5a of the Drainage Master Plan. Major proposalsfor the area are khal rehabilitation, new secondarykhal, flood storage pond, regulator and navigationDPZ 03 0337 4-Pic. 4-21 Encroachment of Karnaphuli River Bank. gate.d)LongTermTraf f icandTransport at ionMast erPlanCMMP1995:Major long term andimmediateproposalsaretobuildembankmentalongtheKarnaphuliRiver.ThisMasterplanrecommends embankment cum road from Chaktaiarea to Strand Road.4.3.5DETAILEDAREADEVELOPMENTPROPOSALSMajorrecommendationsconsistofarearenewal,upgrading,andenhancement,byencouragingprovision of community and urban amenity spacessuch as open spaces, play grounds, schools, kitchenmarkets,intheresidentialandmixeduseareas.The aim would also be to develop underused andpoorly developed urban land. In all cases however,thepolicywillbetoprotecttheinterestsoftheexi sti ngl andowners,andprotecti ngandenhanci ngtheurbanenvi ronmentwhi l eadvancingtheeconomicbaseofthecity.Thusi nsteadofundertaki ngprojectsthroughacqui si ti onpowersofthegovernment,theapproach will be to develop through governmentandpri vatesectorparti ci pati onwi threpresentation by the landowners. Thefollowingdevelopmentproposalshavebeenshown in Figure no 4.6a)Resident ial(Housing):TheAuthorityshallprepareaphasedprogrammeforimprovementandenhancementofsubareas,bydecl ari ngNeighborhoodRenewalandImprovementareas.LandManagementtechniqueswillbeappliedasrelevant.Recommendations are: R-03-01/R-03-02/R-03-03/R-03-04: Low densityHighIncomehousingmaybepermittedinthethreehillsofSarsonroad,Chatteswariroad,S.S.KhaledRoadandICIHill.InthisStrategicOpenSpace,plotcoverageandbuildingheightwillbepermitted based on the decision of Nagor UnnayanCommittee.Joggingtracksandpedestrianpaths(3'-4')traversingtheundulatingedgesalongthemain roads may be constructed. This would ensuresafe pedestrian movement.ImplementingAgency:CDA/Privatelandandhousing developers / land owners For development in the hills of the Strategic OpenSpaces, a NOC from the proposed, 'Nagar UnnayanCommittee Chittagong' has to be obtained.R-03-05/R-03-06/R-03-07/R-03-08: TheAuthoritywillguidetheredevelopmentoftheplanned residential area at Amirabagh, Hill View,Panchlaish, and Katalganj, R/A and its immediateadjoiningareas.Majoraimistoincreaseopenspace and green zones. NH grocery and provisionstores,tailors,hairdressers,maybepermittedatdesignated locations.Policies: H1, H1.1, H1.2, H1.3, H1.4, RO 3.1, RO 3.5,RO 3.8, CH 2.3 and Guidance Notes : sections of05and 06 as relevant.ImplementingAgency:CDA/PWD/Privatelandand housing developers / land owners For revitalizing of the Government Staff Quartersthefollowingpolicieswillapplyasrelevant:allsections of H 04. R-03-09: The railway Polo ground site consisting offlatsandplaygroundshallbeimprovedanditsvisualqualityenhancedbytreeplantingandlandscaping. Buildings may be upgraded in phases.R-03-10:Upgradingandrevitalizinggovernmentquarters at Badsha Mia Road.R-03-11:SweeperscoloniesatMadarbari,andBandel RoadImplementing Agency: CDA/Relevant Department /with or without the private sectorForImprovi ngtheexi sti ngSpontaneousSettlementsandrenewalofareasthefollowingpolicies will apply: all sections of H1 and H3, RO 3,RO 3, RO 3.8, and Guidance Notes: all sections of02, 05 and 06.Religious,educationandheritagesiteswithinoradjacenttothesesiteswillbeprotectedandsufficientbufferareasforaestheticandvisualappeal and ease of access to these sites.R-03-12:Throughgui dedl anddevel opmenttechniques the areas in and around Deb Pahar, willbeupgradedandtheenvironmentalconditionimproved.Thehilltopographywillbeprotectedand enhanced. Plot coverage and building height38 4-will be determined by Nagor Unnayan Committee.R-03-13:For the Joy Nagar area same conditionsas above will apply.R-03-14 t o R-03-19: A number of areas at such as,Mehedibagh, Kazir Dewry, Jamal Khan, Anderkillaand surroundings of Nawab Sirajuddowla road aredenselybuiltwithhousesverycloselypacked.Many are poorly constructed. Efforts will have tobe made to identify buildings in distress, with closeparti ci pati onofthel andownersaphasedprogrammeofidentifyingbuildingsandsitesforupgrading and enhancing of the environment maybeinitiated.Provisionofgreenspacesandotherurbanameni ti esshoul dbeacol l ecti veresponsibility.Effortswillalsobemadetoprovidearoadnetworkthroughthesesites.ForexamplesomeexistinglanesfromMehedibaghroadmaybelinkedtotheCDAAvenueortheMMAliroad.EvenpedestrianconnectionwillenableresidentsoftheareatousemasspublictransportontheCDA Avenue and reach their destinations throughthe pedestrian paths. Some small patches of mangrove belt canbe generated along the riverfront up to the bankprotectionlineandalsoatthemouthofthecreeks, and khals. It will provide a green welcometo the city. En-03-07:InCRBareasslumsarelocatedinthevalleys and adjacent to many of the staff quarters,DPZ 03 0349 4-either planned or unplanned. These slums are notinharmonywiththebeautyofthelandscapeatCRB area. It is recommended to remove slums fromthe Tiger Pass area. In other areas these have to beremovedandsomemayberel ocatedandupgraded in a planned way.
