RABQSA facilitates the composition of the committee with the scheme owner. The committee is composed, generally, of the following:

The scheme committee comes together to determine the knowledge, personal attributes and skills an individual must demonstrate to be deemed competent.

The committee convenes face to face one two occasions to discuss, agree and document the certification requirements

Draft V1 is developed at conclusion meeting 1V1 outlines examination of any applicable knowledge, skills and attributes

Review of documentation is completed electronically

Draft V2 is compiled from comments of V1

Committee convenes to approve V2 and discuss roll out, launch, training and support of the certification product

Knowledge competencies must be defined for the scheme to ensure any work place knowledge, education or further training is identified, measurable and assessable. These competencies are often underpinned by a certified training course.

Knowledge competency can be linked to a persons work experience, further training and education.

Where these requirements become part of the certification scheme requirements, technical experts may be called upon to assist in the assessment and confirmation of competency.

The scheme committee is often the source of technical experts, as they represent a specific portion of the industry and are classified as a key stakeholder.

Technical experts can also be utilized to perform or assist at skill examinations, where the nature of the work is highly specialized.

The results of examination by technical experts will be included as evidence when processing a persons application.

A persons aptitude to their work has often proved the difference between a technical expert and a professional. Value is often derived from a persons ability to communicate the requirements and present a pathway to success.

Personal attributes can be defined and measured. For example, a professional can be defined by the following attributes:

These attributes can be measured psychometrically and can identify where a persons strengths and weaknesses lie.RABQSA utilizes a customized, online assessment called PAAS Master to measure these attributes.

Knowledge and personal attributes are mute without the ability to deliver them. Skill is the ability of a person to apply what they have learnt and gathered in a practical application.

The scheme committee will decide on the types of skills that are to be demonstrated.

The skills will need to be accompanied by evidence or performance guides to measure the person against.

The committee will need to determine what attributes the examiner also must possess and demonstrate in order to assess a person.

The scheme committee may be called upon to nominate technical experts to assist with the determination of technical details, training/educational requirements or even work experience for confirmation of competence.

A successful person that has been deemed competent in all areas of the certification scheme will receive recognition with certification.
