Call to Order
The meeting was called to order at 10:00am by K. Lee Tirpak who welcomed all in attendance.
Introductions of the new Faith Based Early Learning Coalition (ELC) Board Representative,
Schmeka Lyons, Director, Christ Church Early Learning Center, located in Pompano and the
Provider Representative, Magda DeMauro, Curriculum Supervisor, Jack and Jill. Both ELC
Board members greeted participants and invited participants to contact them on Coalition
matters.

Using the Portal
School Readiness
Attendance Page
A demonstration was provided by Michele Rosier, Cristy Kozla, and Natasha Markman of
Broward Regional Health Planning Council (BRHPC) and ELC staff on how to use the ELC
Provider Portal to complete monthly attendance sheets, to find redetermination dates for the
children in care, and where to locate reimbursement reports.
Providers were reminded that in accordance with the Rilya Wilson Act they are required to
contact ChildNet to report any unexcused or seven consecutive excused absences for children
who are under the protection of the Department of Children and Families (BG-1).
During the demonstration, providers addressed the following concerns:
Phone calls not being answered when contacting BRPHC
Children not appearing on their attendance roster
Not receiving documentation when parents have been re-determined
Not being contacted about availability prior to authorization for child care
BRHPC staff contact information was made available so that providers could contact them
with issues related to payment and school readiness re-determination. This information is
currently available on the “Log In” page of the ELC Provider Portal.
BRHPC will review their process for notifying providers regarding re-determination statuses
and provider referrals.

Central, Inc. Ms. Pujol-Nassif presented a PowerPoint presentation on Teaching Strategies
Gold for VPK.

Questionnaire Ms. Tirpak introduced Linsey Brewster, Lead Provider Services Specialist for the ELC. Ms.
Brewster completed a demonstration on how to enter the results of the ASQ screening in the
ELC Provider Portal. The following topics were also discussed regarding the Ages and Stages
Questionnaire:
How to enter the ASQ scores in the ELC Provider Portal
Log into Provider Portal
Click on ASQ tab
Click on Children
Find the child due for a screening
Click on “DO SCREENING” (the age of the screening form is revealed)
Click Accept

Ms. Brewster explained to providers that the ASQ-SE data cannot be entered in the provider
portal directly; therefore, it is not required. Ms. Brewster informed providers that she brought
ASQ Questionnaire kits to the meeting to distribute to anyone needing them at the conclusion
of the meeting or they could pick up kits at the ELC.

Updates
Ms. Tirpak introduced Amy Ungor, Provider Services Manager for the ELC. Ms. Ungor
discussed the CCR&R Provider Update process. The following Q & A topics were discussed:
Question: What does CCR&R stand for?
Answer: Child Care Resource and Referral
Question: Who should complete a CCR&R Update form?
Answer: All legally operating providers, not just for providers offering SR or VPK
Question: Why complete a CCR&R update form?
Answer: 2 Reasons: 1) the state gathers information about child care facilities throughout
Florida from the data on these provider update forms. Broward County is unique compared to
other counties in Florida; therefore a proper representation of the county is needed at the state
level. 2) 2-1-1 Broward utilizes this database to search for appropriate child care referrals for
families that contact them for child care information. The CCR&R Update form ensures that
these families receive the most accurate information relating to Broward providers.
Question: When must a provider complete a CCR&R Update form?
Answer: At least once per year, between 5/31 and 6/1
Question: How do you complete a CCR&R update form?
Answer: The CCR&R update form appears as an agreement in the provider portal, just like the
SR and VPK agreements. Complete and submit this form the same way the SR and VPK
contracts were completed and submitted. Also, changes can be made to the CCR&R update in

the same manner as changes are made to the contracts. Once changes are submitted, ELC staff
will be alerted that changes have been made to the form so updates can be recorded.
Read for the
Record Ms. Tirpak introduced Lori Canning, Director, Early Learning/School Readiness for The
School Board of Broward County, who briefly spoke about the Read for the Record Campaign
Event. On October 22, 2015, many individuals have partnered to participate in reading to
children throughout Broward County. Ms. Canning had books available for providers who
registered to participate in the event.
Water Smart
Broward Ms. Tirpak introduced Cassie McGovern, Senior Program Specialist, for FL Department of
Health in Broward County who distributed literature and spoke briefly on drowning
prevention.
Community
Updates Ms. Debbie Kay reminded participants of the availability of the Warm Line for assistance to
include children with special needs into the classroom program.
Ms. Josie Maymi, NSU, announced the DCF Class offerings available in class and online.
Quality and
Accountability Ms. Tirpak introduced Doreen Moskowitz, Quality and Accountability Manager for the ELC.
Ms. Moskowitz informed providers that during the next scheduled meeting, she will present a
presentation on provider monitoring. Ms. Moskowitz invited everyone to be in attendance.

Executive Officer Ms. Tirpak introduced Howard Bakalar, Interim Chief Executive Officer for the ELC. Mr.
Bakalar introduced himself to the audience. Mr. Bakalar stated he will hold this position for
two months until a replacement Chief Executive Officer is appointed.
