Editorial Writ ing

(Pagsulat ng Pangulong Tudling)

It is the stand or viewpoint of a newspaper on certain issues.

-an opinion essay that explains or interprets facts, praises or commends and sometimes

castigates people, influences their line of thinking and persuades them into taking

certain courses of action.

-a piece of writing where the writer takes a side on a topic and presents an argument about why their side is right and the other side is

wrong. 

TITLE- A strong and catchy title sometimes stating a position

INTRO - The first paragraph clearly identifying the issue and the position being taken

BODY- The paragraphs between the first and the last offering arguments supported with evidence

CONCLUSION- A concluding paragraph restating the position, justification to such, and solutions to the problem.

An effective formula in writing the editorial is called:

S PECS

S – statement of the problem

P – position on the problem

E – evidence to support your position

C – conclusion: who’s going to be affected and how

S – solutions to the problem. Give at least two.

Typhoon “Luis” recently pounded northern Luzon with heavy rains and strong winds causing water to breach critical levels in dams and plunging Tuguegarao City into darkness.

up and correct their ways of doing things, be more sensitive of others’ plight and help save the environment so as to avoid disasters of this kind.

We are aware of what it cost us. But still, many people especially young ones do not mind throwing garbage everywhere whenever they can. They dump wastes into the rivers, ponds and even canals, caring less about the possible outcome. In Cauayan City for example, a number of barangays have been flooded due to drainage problems brought about by the same.

May kaukulang parusa rin kapag ang biktima ay nasiraan ng ulo, naging inutil o nabulag; nawalan ng boses, pandinig, pang-amoy, naputulan ng kamay, paa, braso, dahilan para hindi na makapagtrabaho; o nagkasakit at hindi na magampanan ang kanyang trabaho.

Isang halimbawa ay ang nangyaring pagkamatay ni San Beda law student Marc Andrei Marcos makaraang sumailalim sa initiation noong Hulyo 29. Isinagawa ang initiation sa isang farm sa Dasmariñas, Cavite. Nadala pa sa ospital si Marcos pero namatay ng Lunes ng madaling araw. Noong nakaraang Pebrero, isang San Beda law student din ang namatay dahil sa hazing ng fraternity.

ConclusionAng usapin sa hazing ay mananatiling

nandiyan at magpapatuloy pa sa mga susunod na araw, buwan at taon. Marami pang mga magulang ang tatangis at guguho ang mundo dahil dito.Yan ay kung hindi kikilos ang mga kinauukulan.

Solutions Amyendahan ang batas! Dapat dagdagan

pa ang kaparusahan sa mga sangkot sa hazing. Magkaroon naman ng pagsisiyasat ang mga unibersidad sa mga itinatatag na fraternity sa kanilang nasasakupan. Kilalanin din dapat ng isang neophyte ang sasalihang fraternity.

KUNG totoo ang sinabi ng tagapagsalita ni Vice President Jejomar Binay na si Cavite Gov. Jonvic Remulla na may ihahayag (live address) ngayong araw na ito ang Vice President, maaaring magkaroon na nang kasagutan ang mga iniaakusa sa kanya. Pero mas maganda sana kung sa Senado siya haharap para masagot nang punto por punto ang mga ipinaparatang sa kanya. Iniimbitahan naman siya ng Senado noon pa ukol dito subalit tumatanggi siya.

Ilang linggo nang nag-iimbestiga ang Senate blue ribbon committee kay Binay kaugnay sa umano’y overpriced na Makati building na ginawa noong siya pa ang mayor. Corruption ang inaakusa kay Binay dahil sa overpriced na building. Ang halaga ng parking building ay P2.3 billion. Ayon sa mga nag-aakusa, ang halaga lamang ng building ay P1.2 billion.

Noong Huwebes, muling may pinasabog si dating­ Vice Mayor Ernesto Mercado ukol kay Binay­ at sinabing siya ang nagdedeliber ng pera na nakalagay sa tatlong bag. Galing umano sa mga contractor ang pera. Ang pera ay para raw sa anak ni Binay na si Junjun (kasalukuyang Makati mayor) at kay Ebeng na secretary daw ng Vice President.

Pero ang laging sagot ni Binay, pinupulitika raw siya at kanyang pamilya. Wala raw katotohanan ang mga paratang sa kanila. Ginagamit din daw ng mga senador ang Senado para “dungisan” ang kanyang pangalan. Ang dalawang senador daw na nagdidiin sa kanya ay may mga sariling ambisyon. Gusto raw ng mga itong tumakbo sa 2016 elections. Hindi raw nagiging parehas ang Senado sa pag-iimbestiga sa kanya.

Para sa amin, nararapat humarap sa Senado si Binay. Hayaan ang mga Senador na magtanong sa kanya. Magandang pagkakataon ang pagharap para masagot nang walang ligoy ang mga tanong. Kung magsasalita siya ngayon gaya nang sinabi ng kanyang tagapagsalita, wala rin itong epekto sa mamamayan. Kung haharap sa mga nag-iimbestiga, maipapaliwanag niya ang lahat. Mahalagang malinawan ang mga ibinabato sa kanya. Dito mapa­patunayan kung tapat at malinis siyang lider. Huwag laging ikatwiran na pinupulitika lang siya. Mahinang depensa ito. Kailangan siyang magpaliwanag.

Ayon sa mga nakaligtas, namatay ang makina ng barko at nagpalutang-lutang sa loob ng ilang oras hanggang hagupitin sila nang malakas na hangin at malalaking alon. Hanggang sa tumagilid ang barko at nagsimula nang lumubog. Ang pagtagilid ng barko ay dahil umano sa mga nakakargang sasakyan na napunta sa lahat sa kabilang side.

Nagkanya-kanya na umanong kumuha ng life vests ang mga pasahero at nagtalunan sa tubig para iligtas ang sarili. Sabi ng ibang pasahero, akala nila, katapusan na nila. Matagal na umano silang palutang-lutang nang may dumating na barko at iniligtas sila.

Kahapon, sabi ng Philippine Coast Guard ay iimbestigahan nila ang pangyayari. Hindi naman daw overloaded ang barko. Katunayan daw ay wala pa sa kalahati ng passenger capacity ang laman ng barko. Wala rin naman daw typhoon signal kaya hinayaang makapaglayag ang barko.

Lumabas din sa report na 30 taon na ang barko. Ibig sabihin matagal na itong yumayaot at maaaring dahil sa kalumaan kaya tumigil na ang makina sa laot.

Ang isa pang katanungang malaki ngayon ay ang nakatalang pasahero sa manifest ng barko. Luma­labas na 99 na pasahero lamang ang nasa listahan kasama ang 13 sasakyan. Marami na naman ang hindi nakalista kung ganoon? Nagpapaalala ito sa nangyari noong Disyembre 1987 na lumubog ang MV Doña Paz makaraang makabanggaan ang MT Vector sa Tablas Strait na ikinamatay nang mahigit 4,000 pasahero. Marami sa mga pasahero ng Doña Paz ang wala sa manifest.

Mabuti na lamang at nailigtas ang mga pasahero kundi’y isa namang malaking trahedya ang nangyari. Ginagawa ba talaga ng Coast Guard, Marina at Department of Transportation and Communications ang kanilang trabaho para maging maayos at ligtas ang mga bumibiyaheng barko. Hindi kaya nagsasagawa lamang ng paghihigpit kapag may trahedyang nangyari. Ningas-kugon ang PCG, Marina at DOTC.

Dapat na bang ipagbawal?

1. Under the law, the work of legislators, insofar as the budget is concerned, is confined to reviewing the budgetary proposal submitted by the executive, scrutinizing and debating its general thrusts and priorities, and disallowing intended appropriations that cannot be justified. 

2. President Aquino has in many occasions justified retaining the very controversial pork barrel portion in the current national budget while calling for tighter control over its use.  He argues that the system of reserving funds for projects identified by legislators has the advantage of benefiting communities and addressing needs often neglected by the national government. He cites his own experience as a former representative of Tarlac province.

3. There is no question that honest and conscientious legislators can put their pork barrel to good use.  By the same token, they may also be tempted by its sheer availability into pocketing it. The issue is: Is the pork barrel system the most rational way of spotting social needs that escape the notice of the national government?   

4. If the national government wants to make sure that underserved communities are attended to, all it needs to do is listen to the local development councils at all levels through the various government agencies on the ground and not poke its nose on the administration of funds as it can clearly become a breeding ground for corruption.

5. Having said all those, we can therefore say that there is a simple logical reason for keeping administration separate from politics.  The politicians who have the power to examine the budget might be more objective if they were not given a role in the actual administration of public money.  In turn, those in charge of the funds might be more conscientious in approving fund releases, bidding out contracts, monitoring projects, and auditing expenditures if they did not have to deal with politicians.  These are principles of modern governance that are embodied in our system of laws.
