CLIN 0003: TECHNICAL SERVICES

JO-TS-0003 AMD 3 SARDAR KABUL GIRLS HIGH SCHOOL (SKGHS) QA SERVICES

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• On February 23, 2017, Tetra Tech (Tt) conducted the general inspection of the SKGHS facility with the O&M team, principal, and five teachers from SKGHS. Tetra Tech’s inspection team included one civil engineer, one mechanical engineer, and two interns from the ESP Women’s Internship Program. The inspection included a walk-through of the main building and the parking lot, as requested by USAID, and took one full work day.

• Tetra Tech will finalize and submit the General Facility Inspection Report to USAID by March 1, 2017.

CLIN 0004: POWER TRANSMISSION EXPANSION & CONNECTIVITY (PTEC)

JO-P-0005 SEPS COMPLETION TRANSMISSION LINE

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• On January 28, 2017, DABS sent the contract package to NPA for formal approval. If the NPA finds no additional changes, the package will be sent to the NPC for final approval.

• DABS received comments on the Bid Evaluation Report (BER) for third time on February 20, 2017, and DABS BEC is working to prepare a response to NPA.

• Vetting of key corporate personnel:

o On December 28, 2016, DABS provided the Personnel Information Form (PIF) to the apparent winning bidder.

o On January 5, 2017, the bidder returned the PIF with incomplete information to DABS.

o On February 4, 2017, Tt requested a response from DABS reading the PIF. DABS indicated they will follow up with the bidder.

o On February 6, 2017, the bidder re-submitted the PIF to include information about the Manager, General Manager, and Finance Director. Tt is assisting the USAID Vetting Support Unit (VSU) as needed to finalize the vetting process.

o The USAID Vetting Support Unit (VSU) requested some missing information to be filled in the Personnel Information Form (PIF) that includes residential and email addresses of the key individual in the vetting. Lowest price bidder to give response to the VSU request.

2. UPCOMING ACTIVITIES

• Upon approval of NPA of the BER, DABS will proceed to publish statement and decision of award and thus the seven day protest period will commence.

• The NPA will review the Pre-Award package and provide Approval/Comments once the protest period completes.

3. ISSUES

• Assuming a Construction Contractor NTP of March 2, 2017, the expected project completion date is Friday, November 2, 2018, based on a period of performance of 20 months.

• Award of the contract is pending review and acceptance or rejection of Observer’s Report from USAID. The Bid Evaluation Committee (BEC) is working to give response to the Observer’s Report.

2. UPCOMING ACTIVITIES

• BEC and CEO to provide clarification to Observer’s Report.

• Assuming a Construction Contractor NTP of March 2, 2017, the expected project completion date is Sunday, September 2, 2018, based on a period of performance of 18 months.

JO-P-0008 ARGHANDI-GHAZNI TRANSMISSION LINE

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• On February 20, and 22, 2017, the third party tower inspection firm (HECC) continued the assessment of war damaged towers.

o HECC submitted their initial war damage inspection report for towers #19/3 and #55/1 along the Arghandi-Sayedabad route and tower #14/2, #15/2, #15/6, #15/7 along the Sayedabad-Ghazni route on February 22, 2017.

o During this reporting period, HECC performed war damage tower inspection for towers #9/3 and #15/5 along the Sayedabad-Ghazni route.

• On February 21, 2017, KEC completed rebar installation work for tower #7/1 along the Arghandi-Sayedabad route.

• On February 22, 2017, KEC completed formwork installation work for tower #7/0 along the Arghandi-Sayedabad route.

• On February 23, 2017, KEC completed gabion wall excavation works for tower #28/2 along the Sayedabad-Ghazni route.

• No other construction activities occurred on site due to heavy snowfall, rain and road blockades during this period.

• DABS confirmed that the Land Acquisition Resettlement Program (LARP) issue preventing the continued structural erection of towers #15/10, #16/0, and #16/1 is resolved and KEC may mobilize its teams to the site. At a meeting held on February 25, 2017 between the Regional Governor, the Afghan National Army forces, DABS and relevant landowners, all participants agreed that KEC would be able to restart tower erection work on February 26, 2017.

2. UPCOMING ACTIVITIES

• The contractor will submit cost estimate and specifications for the materials needed for gabion construction activities, including gabion wires, rocks/gradations, geotextile fabrics, and crushed stone.

• On February 26, 2017, KEC is anticipated to restart tower erection work for towers #15/10, #16/10, and #16/1 following resolution of the LARP issues preventing this work.

3. ISSUES

• ROW and LARP Issues: Conductor stringing activities from tower #19/0 to #20/0 along the Arghandi-Sayedabad route and from tower #15/0 to #17/0 along the Sayedabad-Ghazni route have stopped, pending per resolution of Land Acquisition Resettlement Program (LARP) and Right of Way (ROW) issues. DABS will arrange a joint meeting between DABS, Regional Governor, Parliament Member, KEC, Tetra Tech, and landowners to resolve LARP and ROW issues (no date set).

• Availability of Power for Commissioning: On February 7, 2017, DABS PMO Director Mr. Abdullah Sajid mentioned that all the equipment and materials for the termination bay at Chimtala Substation have been procured and will be delivered to Kabul by the end of March 2017, and that the substation bay will be ready for energization to provide power for commissioning by the end of April 2017.

• War Damage Repairs: On February 21, 2017, DABS submitted Amendment No. 3 to NPA for review. Following receipt of the Implementation Letter (IL) from USAID, DABS will submit Amendment 3 to NPC.

JO-P-0009 ARGHANDI-GHAZNI SUBSTATIONS

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• Cable termination for marshaling boxes, 220kV current and voltage transformer’s junction boxes and power transformer distribution box, and bending of aluminum tube bus bar were in progress at Ghazni Substation.

• Installation of smock detectors, cable installation of fiber optic, dehydration of auxiliary transformer oil, acid filling and battery charging for 48 volt battery bank were in progress at Sayedabad Substation.

• The contractor submitted insulation materials for the exterior of Control-Switchgear Building, door and window details of control and switchgear rooms and modification design, and drawings of gantry strictures and foundations for Ghazni and Sayedabad substations.

• On February 23, 2017, DABS submitted the KEC Contract Amendment No. 3 to NPA.

2. UPCOMING ACTIVITIES

• The contractor will continue testing and pre-commissioning for Ghazni substation.

3. ISSUES

• In October 2016, DABS issued a limited stop work order to the Contractor, to stop work on any construction of substation civil works which have not been reviewed and approved by Tetra Tech. This stop work order was recommended by Tetra Tech and is still in effect.

• Pre-commissioning electrical testing at both Sayedabad and Ghazni substations continues with an anticipated completion date of March 17, 2017.

• The contractor has provided the 10 percent performance security to DABS.

• The contractor has submitted a revised bid security, valid until February 28, 2017.

• On February 19, 2017, Tetra Tech submitted three printed copies of the contract to DABS Procurement.

2. UPCOMING ACTIVITIES

• On March 4, 2017, the Kick-Off meeting will be held.

• Following the contract signing, expected February 26, 2017, Tetra Tech will begin review of the survey and design submittals.

3. ISSUES

• Assuming a Construction Contractor NTP of March 2, 2017, the expected project completion date is Friday, August 2, 2019, based on a period of performance of 29 months.

• The changes proposed by KEC in the Contract Agreement and Contract specifications file have been accepted by DABS and are pending USAID consent.

JO-P-0011 NEPS-SEPS CONNECTOR SUBSTATIONS

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• The contract award is pending decision by the DABS CEO on the validity of two protests from other bidders. DABS Senior Management was scheduled to take a decision on February 8, 2017, and this decision was to be shared with USAID in a meeting on February 8, 2017. The DABS CEO sent a letter to NPA to resolve the issue with consultation of NPC.

• DABS Procurement held a meeting with NPA, during which DABS received NPA’s comments on the contract package.

2. UPCOMING ACTIVITIES

• DABS to provide response to the NPA comments.

3. ISSUES

• Assuming a Construction Contractor NTP of March 2, 2017, the expected project completion date is Monday, March 2, 2020, based on a period of performance of 36 months.

• The contract award is on hold while the DABS CEO considers the validity of two protests from non-successful bidders.

JO-P-0012 SALANG TUNNEL SUBSTATION

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• The budget allocation process is completed with DABS and the Ministry of Finance (MOF).

• DABS will not issue form M16 to MOF until the contractor provides Tax Exemption Certificate to DABS, or until the contractor accepts the deduction of the tax amount from the invoice.

• To date, Tt has received 49 submittals from the contractor. This includes 11 resubmittals, ten approved, seven approved as noted, 22 disapproved, and ten submittals which are still under Tt’s review.

• Tetra Tech is working to provide the response to the RFI-0001 (design change package for the retaining wall from wire mesh to the RCC counterfort) by February 27, 2017.

• Tetra Tech reviewed the contractor’s proposed initial design layout plan for the switchyard, in coordination with Power Engineers on the basic insulation level (BIL) or lightening impulse withstand voltage requirements for Salang Tunnel Substation. Power Engineers had considered the site altitude, BIL requirement, general arrangement and constructability of switchyard equipment in the design, therefore no changes to the design are required.

2. UPCOMING ACTIVITIES

• On February 25, 2017, the contractor submitted RFI-0002 (Transformers Oil), RFI-0003 (Transformers Voltage Ratings) and RFI-0004 (Pull Box Details) to Tt. Tt will provide responses to each above RFIs.

CLIN 0005: VERTICAL STRUCTURES (VS)

JO-VS-0013 AMERICAN UNIVERSITY OF AFGHANISTAN (AUAF) QA SERVICES

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• Per the recent schedule update, the project is 37.5 percent complete as of January 31, 2017.

• The 100 percent design package was still with contractor, who will incorporate comments from USAID and resubmit for review.

• Structural concrete work for the building was compete except 55% of the roof beams and slab concrete work.

• Excavation work for the dry wells was completed.

• Interior electrical wire pulling work for the first and second floors, and concrete masonry unit (CMU) work for the third floor, was ongoing.

2. UPCOMING ACTIVITIES

• The contractor will continue to revise the 100 percent design drawings.

• The contractor will continue CMU works on third floor, and plans to complete the medium and low voltage cable pulling and installation of the interior electrical rough-ins and wire pulling.

• The contractor plans to install the pad mounted transformer, and begin interior plastering work.

3. ISSUES

• This NCR issued for the third floor columns is still open. Contractor’s corrective action plan was rejected on February 22, 2017.

• The NCR issued for deficient concrete work of the slab on grade is still open. Tt is reviewing and preparing response to the contractor’s corrective action plan.

• The NCR issued for deficient concrete work of the roof slab is still open. Tt is reviewing and preparing response to the contractor’s corrective action plan.

• The 28-day concrete compressive strength test for the second floor lintels failed. Tt is in the process of evaluating the issue and issuing an NCR to address this deficiency.

• The contractor has never submitted a three-week look ahead schedule from the start of the project.

JO-VS-0016 GARDEZ AND KHAIR KOTE HOSPITAL INSPECTION

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• Tt to respond USAID comments on the Gardez hospital site visit report.

3. ISSUES

• Seven deficiencies remain open for the Gardez Hospital:

o Three deficiencies on the final Warranty Punch List (WPL)

o Three deficiencies identified by SIGAR

• One deficiency regarding the fire alarm/smoke detector system control panel (not included in the WPL). IOM reported the deficiency after the pre-warranty inspection and committed to rectification.

• The overall JO budget incurred is 97.8%. Although Tetra Tech has completed all deliverables, any additional trips or tasks would require an increase in the JO budget.

CLIN 0006: ROADS (R)

JO-R-0017 WARRANTY INSPECTION, QA, AND FINAL INSPECTION SERVICES FOR GARDEZ TO KHOST (G-K) ROAD (PHASE IV)

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• On February 7, 2017, Tt submitted the Final Warranty Punch List. This report noted that there were 489 deficiencies along the G-K Road. The deficiencies were categorized by type and severity.

• The Ministry of Public Works (MoPW) and the contractor (MECC) followed up with review comments on the Final Warranty Punch List on February 16, 2017 and February 22, 2017, respectively.

2. UPCOMING ACTIVITIES

• On February 27, 2017, a joint coordination meeting between USAID, MOPW, MECC, and Tt to finalize the warranty punch list will be held at the Tt Villa.

JO-EW-0015 KAJAKI HYDROPOWER OPERATIONS SUPPORT

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• Advisory support activities and Operation & Maintenance (O&M) training of DABS operators are in progress.

2. UPCOMING ACTIVITIES

• The recommendation letter on liquidated damaged and the partial demobilization plan will be revised as per the outcome of meeting on February 26, 2017.

• On March 1, 2017, Tetra Tech will submit the Demobilization Plan to USAID.

• The Final Acceptance Notification is reliant on the liquidated damage (LDs) decision. USAID, DABS and Tt will hold a meeting to address all requirements to conclude LD issues on February 26, 2017.

• Tetra Tech will commence returning DABS property to the DABS authorized committee by March 10, 2017.

3. ISSUES

• There is no firm decision on security turnover from DABS and 77CC. Therefore, Tt will proceed with full demobilization of all staff, including security, by March 31, 2017.

• MEGAviation Update – As of February 11, MEGAviation has been allowed to fly without restriction.

CLIN 0008: INTERNSHIP & CAPACITY BUILDING (ICB)

JO-ICB-0007 INTERNSHIP PROGRAM FOR AFGHAN WOMEN IN ENGINEERING AND ARCHITECTURE

1. ACCOMPLISHMENTS, EVENTS, PROGRESS

• Interns attended the ESP office expansion pre-construction meetings on February 21, 2017.

• Two of the interns attended the Sardar Kabuli Girls’ High School fire doors final inspection.

• Interns shadowed the ESP finance department on timesheets and the reporting procedures.

• Interns presented the estimation slides using the first three chapters of “Estimating and Costing in Civil Engineering. B.N. DUTTA” book as a main reference and received feedback on their slides.

2. UPCOMING ACTIVITIES

• Interns will receive an orientation on filing system and review procedures of submittals.

• Interns will receive technical writing training and information on the internship program assignment memos and reports templates from the MIS department.

• Interns will receive feedback on their Submittal Review Comments and will continue reviewing other submittals to build their capacity.

• The following trainings will continue:

o AutoCAD training

o Estimation class

o MS Word online training
