The role of coal in the EU
• EU is the fourth largest consumer behind China, USA and India with 320 Mt hard coal and 459 Mt lignite/brown coal in 2012
• Coal use accounts for 16,8 % of EU-27 total energy consumption and 25,9 % of EU-27 of gross power generation in 2011
• EU coal figures in 2012:
• 459 Mt brown lignite/brown coal production (99 % of total EU lignite consumption)- Trend stable
• 122 Mt hard coal production what accounts for 38 % of total EU hard coal consumption – Trend decreasing
• 203 Mt hard coal imports from Russia, Columbia, US, Australia and other countries – Trend increasing

Clean Coal and CCS Technologies under Research
Framework Programme FP 7 ( 2007- 2013)
• Funding CCS and Clean Coal Technologies (CCT)
to support early demonstration, prepare for
commercial deployment, address public awareness
• Area 5, CCS: capture technologies, storage site
development and public awareness
• Area 6, CCT: efficiency increase in power
production with a view on CCS
• Area 5&6, cross cutting: integrated concepts of
highly efficient power plants with CCS
Energy
OPTIMASH - Optimizing gasification of high-
ash content coals for electricity generation
• Project managed by Centre National de la Recherche Scientifique ( FR)
with Indian and Turkish partners
• Project started 1/11/2011- Duration 48 months
• Objectives
• Optimise efficiency and reliability of gasifiers by minimizing the
steam use
• High Pressure Circulating Fluidized Bed gasifiers – to develop a pilot
gasifier

Other relevant instruments
European Research Fund for Coal and Steel (RFCS)
• Focus on coal mining operation, mine infrastructure and management,
unconventional use of coal deposits – budget around 15 Mio€/y
• Open calls for proposals – submission mid of September
• Partners outside EU28 are entitled to participate but without receiving
financial contribution

EuropeAid Call on CCT/CCS EuropeAid/129199/C/ACT/Multi)
Capacity building projects and studies to promote clean coal and CCS
in India, Indonesia, Kazakhstan, the Russian Federation, South Africa
and Ukraine with a budget of 3M€ ( 2010 – 2013)
Energy
ENCIO ( RFCS funded)
European network for component integration and optimisation – Flagship project
• Project coordinated by VGB PowerTech with 4 European partners • Total cost: 24 M€, RFCS contribution 10 M€ • Project from 2011 – 2017
• Objectives
• Transition from pilot to demo plant for 700°C technology, last step
before construction of a 700°C power plant. • To concentrate all scientific and technological efforts to make the 700°C
technology ready for deployment in coal fired power plants.
• The project will focus on practical investigations, aiming at proving manufacturing, welding, repair and life-time concepts for thickwalled components. ENCIO can be seen as perfect transition from pilot towards demo features.

Horizon 2020
• New Research and Innovation funding programme (2014-20)~ 5. 4 bn€ for
secure, clean and efficient energy
• Following and extending the ideas of FP7
• Fosters the EU’s strategy for growth and job creation
• Research and innovation are the key drivers
• A huge technology shift is necessary to meet the targets
of 2020 and moreover 2050
• Work Programme 2014-2015 and calls 2014 published on 11 December
2013

Communication on Energy Technologies and Innovation - published on 2 May 2013 - COM(2013)253
Key principles for new challenges post 2020
• Looking at the whole energy system,
• Bridging research and energy policy,
• Making better use of existing financial resources
Implementing Actions
• Integrated Roadmap
• Action Plan
• Robust reporting system
• External Dimension -new approach to enhance international cooperation efforts
Energy
Energy system is priority as a whole
Flexibility , security, continuity
• electricity grids to take more RES
• grid balancing
• cost competitive and sustainable generation technologies
• energy storage
• demand side management (~smart)
• Power to gas
Looking at interfaces between technologies and economic sectors
CCS - Brief gap assessment
Condition OK? Comments:
1) Legislative Framework Yes Storage is enabled by the CCS Directive
(2009/31/EC)
2) Successful
Demonstration
- 20 large scale demos running, but none in the
EU (none from EEPR or NER300)
3) Commercial Viability No ETS price too low
4) Public Acceptance - Challenges particularly on storage on land
5) Infrastructure Yes Guidelines for Trans European Infrastructure
6) Innovation Yes Horizon 2020, The European Industrial Initiative
on CCS (the SET plan)

New strategy for international cooperation in research and innovation
Need to engage more actively and strategically in international cooperation:
• Three main objectives:
• Strengthen the Union's excellence and attractiveness in research and innovation as well as its industrial and economic competitiveness
• Tackle global societal challenges
• Support the Union's external policies
• Combining openness with better targeted actions
• Strengthened partnership with Member States
• Stronger contribution of research and innovation to
external policies of the Union
Energy
Key novelties
General opening of Horizon 2020, but with more restricted approach to automatic funding
Targeted activities with scale and scope to achieve impact
Multi-annual roadmaps for key partner countries/regions
Stronger partnership with Member States
Common principles for conduct of international cooperation
Strengthen implementation, governance, monitoring and evaluation
Stronger role for Union in international organisations and multilateral fora
Energy
International Fora • EC engaged in multilateral & bilateral international cooperation in the field of
energy on policies, development and take up of clean energy technologies, in particular
• Clean Coal technologies and CCS
• Methane emissions from coal mines, oil and gas operations
• Renewable Energies - Energy efficiency
• Smart cities/grids and urbanisation
• Bilateral:
• South Africa: EU SA WG on coal, CCT and CCS)
• EU- US Energy Council with three working groups
• EU China Energy Dialogue (Coal value chain WG – NZEC )
• India: EU India Energy Panel ( EU-India Coal and Clean Coal working groups )
• International: Clean Energy Ministerial (CEM), IEA (e.g. IEA CCC ), IRENA, Carbon Sequestration Leadership (CSLF), Global CCS Institute ( CCS Network ), Global Methane Initiative (GMI) and Global Gas Flaring Reduction (GGFR), UNECE-Sustainable Energy
Looking ahead
• Fossil Fuels will remain in the EU Energy + Industry Mix
• CCS is needed for decarbonising the energy and other industrial sectors - CCS is at a crossroads now
• Increase collaboration through joint actions - interaction between research/pilot scale and demo CCS projects
• New approach enhancing and focussing EU international cooperation in research and innovation
• Continuation of international cooperation efforts on Clean Coal and CCS research and innovation
