Objectives and Themes The objective of the conference is to present the results of the UNESCO FRIEND (Flow Regimes from International Experimental and Network Data) research programme that have stimulated international cooperation to meet local and regional needs. A focus of the conference will be to discuss how advances in analytical techniques and process hydrology are improving our assessment of water resource variability and the impacts of environmental change. The conference will give a high priority to establishing links with related international programmes and with related disciplines of groundwater hydrology, ecohydrology and climatology

The topics of the conference are: 1. HYDRO-HAZARDS

Droughts and low flows Flash floods Risk assessment

2. ADAPTATION STRATEGIES

Water resources management Participation processes for stakeholders Transboundary waters

3. ANTHROPOGENIC PRESSURE ON LIMITED WATER RESOURCES

Assessment Water in the arid and semi-arid areas Intensive use of groundwater Environmental hydrological aspects Sediment and erosion

4. ENVIRONMENTAL INFORMATION AND MONITORING SYSTEMS

Information system: management and data processing and modelling tools Environmental monitoring by remote sensing and GIS Field monitoring and measurement

Authors are invited to submit papers which demonstrate how advances in hydrology can be used for the development of integrated river basin management to ensure the sustainable development of water resources. Examples of incorporating research results in operational hydrology and water resource planning are welcome. Papers are encouraged from a broad range of institutions including operational hydrological agencies, water users, policy specialists, research organisations and universities.

FRIEND Publications In addition to the conference proceedings (IAHS publication), a FRIEND Report, presenting a synthesis of the FRIEND activities for the period 2007-2010 will be edited by regional FRIEND groups and published for the conference.

CALL FOR PAPERS Papers are invited which address one of the four topics of the conference. Participants intending to present a paper or poster are requested to complete the attached provisional registration form and send an extended abstract in English or French of 300 words to the conference secretariat. Abstracts must reach the conference secretariat by FRIDAY SEPTEMBER 30th, 2009. Authors should identify whether the paper is submitted for oral presentation or as a poster and state the topic number that the paper is submitted to. Eg 2. Adaptation Strategies-Transboundary waters. Papers will be selected following a review of submitted abstracts and will be pre-published in the IAHS conference publication series (Red Books). Papers may be submitted and presented in English or French.

Important Deadlines: September 30th 2009: Receipt of abstracts by the Conference Secretariat (300 words, 1

page of 12 pt font) December 31ts 2009: Authors notified of accepted abstracts and full paper requested. March 31st 2010: Submission of full papers by authors. April 2010: Second Circular distributed. August 2010: Third circular and program.

Registration Fee The registration fee will be approximately 300 € (Euros), which will include a copy of the proceedings, FRIEND Report, conference reception and lunches.
