MIZAN reviews the policies of the Soviet Union and China towards the developing countries, and in particular towards the countries of Africa, the Middle East and South and South-East Asia. Soviet writing on these areas, as a primary source for Soviet views and policy, is constantly kept under review.

At the beginning of 1969 Mizan incorporated Central Asian Review and now it also surveys social, political and cultural developments in Soviet Central Asia.

Symposium on Social Change in Sierra Leone

The University of Western Ontario, London, played host May 7-9, 1971, to 17 participants and 10 observers representing several social science disciplines, for a symposium focussing on the relationship between different aspects of social change in Sierra Leone.

The symposium, financed by the Canada Council and the Canadian Inter- national Development Agency, discussed papers prepared by participants on those aspects of their current work on Sierra Leone having broad theoretical relevance. Among the themes recurring most persistently in the discussion were the fluidity of so-called "tribal" identies, the adaptibility of local political and social institutions in the face of exogenous change, and the constraints which limited the asymetry of power relations between central and local institutions.

The symposium, organized by a steering committee consisting of John Cartwright (University of Western Ontario), Milton Harvey (Kent State Univer- sity), Robert Jordan (SUNY, Binghampton) and Kenneth Rothman (Chatham College), provided a forum in which scholars all familiar with the same substantive material could bring their different perspectives to bear on each other's conceptualizations. The result was a fairly severe criticism of a number of concepts which have been used rather cavalierly, and a calling into question of conceptual frameworks which have been accepted somewhat uncritically as guidelines for research. More positively, the discussion suggested inter alia that considerable attention should be paid to the extent to which social changes in the colonial and post-colonial era have produced a consolidation of identities, and to the effect of structures through which power is exercised in the control of behaviour.

RHODES HOUSE LIBRARY MANUSCRIPT COLLECTION

In 1968, the Superintendent of Rhodes House Library in Oxford, L. B. Frewer, compiled a list of Manuscript Collections of Africana in that Library containing nearly 1,300 entries, with shelf-numbers, for collections catalogued up to the end of 1967.

Since that date in excess of a further 500 collections have been received and made available and a Supplement to the original publication will shortly appear covering accessions from 1968 to 1970 inclusive.

Copies will be obtainable from the Library at 75p. ($2.50) per copy, post free.
